LOTTO, President Greater Renton Shopping Centers , Inc . it -' RESOLUTION NO./6 7/ WHEREAS the City of Renton has heretofore acquired from the Federal Government certain public use areas including those located within the Plat of Renton Highlands No. 2 as hereinafter more particularly described , and said public use areas consisting primarily of narrow strips of land which are not suitable for the use and development of any park, playground or recreational area, and WHEREAS the City of Renton has heretofore initiated the vacation of a portion of Harrington Place North to provide for the exchange of such public use area for other areas more suitable for playground purposes , and WHEREAS such public use area as hereinafter described is. no longer needed or suitable for any municipal public purpose and it being in the best interest of the City to declare said area, as described, surplus and to dispose of it in the best and most advantageous manner to the City , NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, AS FOLLOWS : SECTION I : The aforesaid findings and recitals are hereby found to be true and correct in all respects . Councilman Shane, in the audience, stated subject properties should be developed for recreational purposes, not as housing for a favored few. ACTION: MOVED BY DENZER , SECONDED BY MOLA , THAT THE MATTER OF THE PRO- POSED REVISION TO THE ZONING ORDINANCE PERTAINING TO RESIDENTIAL USES IN INDUSTRIAL AREAS BE CONTINUED TO THE MEETING OF APRIL 8 , 1970 . MOTION CARRIED. The Planning Director was requested to notify the City Council and the City Clerk that the Planning Commission would not be ready to submit a recommendation on subject matter in time for the City Council meeting of April 6, 1970 . The Chairman described the rezone application which was Council- initiated in order to complete a trade for another site in the area to be developed for recreational purposes. Slides of the area as well as a detailed plot plan of the two properties in question were shown. As there were no additional comments, it was MOVED BY DENZER, SECONDED BY STERLING, THAT THE HEARING BE CLOSED. MOTION CARRIED. ACTION: MOVED BY STERLING, SECONDED BY DENZER, THAT THE REZONE OF CITY OF RENTON PUBLIC USE AREA WESTERLY AND ADJACENT TO THE HIGHLANDS SHOPPING CENTER BE APPROVED AS IT IS IN AGREEMENT WITH THE COM- PREHENSIVE LAND USE PLAN; SUCH APPROVAL TO BE FORWARDED TO THE CITY COUNCIL FOR ITS CONSIDERATION. No. SA-646-70; plan approval for construction in P-1 zone; property located on the Cedar River between Maple Valley Highway and FAI 405 The Chairman described the application. The Planning Director presented slides of the proposed plan. The Planning Director stated that as a result of discussions held at the Commission meeting of March 11th and a work session on subject matter on March 18th attended by Commission members , the Park Director and the architect, a revised plan was submitted on March 25th by Olson-Richert-Bignold, consultants for the project. The revisions are concerned primarily with parking and circulation for Area 1; access and proposed structures remain the same as the original plan. The Planning Director read a letter received from O-R-B which accompanied the revised plan. Upon review of the revised plan, Planning Commission members noted that the amount of parking was significantly reduced from the number of spaces shown on the original plan, and that the r . NEW BUSINESS FOR PLANNING COMMISSION CONSIDERATION AT PUBLIC HEARING MEETING OF MARCH 25, 1970 : REFERRAL FROM CITY COUNCIL (a) PUBLIC HEARING ON PROPOSED REVISION TO THE CITY OF RENTON ZONING ORDINANCE TO EXCLUDE MULTI-RESIDENTIAL USES IN INDUSTRIAL ZONES The Planning Director stated the Planning Commission recommen- dation concerning revision of the Zoning Ordinance to exclude multi-residential uses in industrial zones had been forwarded to the City Council on March 6 , 1970 . Upon advice of the City Attorney, the Council referred the matter back to the Planning Commission for public hearing. The City Attorney had made reference to a possible change in the Comprehensive Plan, but after discussions with the City Attorney' s office, it was decided that Comprehensive Land Use Plan revision would not be necessary as no document was adopted with the Comprehensive Land Use Plan that specifically stated what the uses were in any land use area. Therefore, a public hearing on the proposed revision to the Zoning Ordinance has been published and will be duly posted for March 25, 1970. Renton Planning Commission Meeting March 11, 1970 Minutes - Page 2 The Planning Director stated this item is a referral from the City Council with reference to the rezone of public use areas in the Highlands adjacent the Highlands Shopping Center. This is a Council-initiated item and pertains to the trade of city- owned property and a vacated street for another tract of land northerly of subject property which will be developed as a "tot lot" for the use of small children living nearby in the housing project area. The public hearing on this item will be conducted on March 25, 1970. SITE AND PLAN APPROVAL IN P-1 ZONE (c) CEDAR RIVER PARK, Appl. No. SA-646-70; plan approval for City of Renton Cedar River Park in P-1 zone; property located on the Cedar River between Maple Valley Highway and FAI 405 The Planning Director read two letters received from Olson- Richert-Bignold, consultants for the City of Renton Park De- partment on the project. The first, dated March 4, 1970, submitted the application for site and plan approval. The second letter, dated March 11, 1970 , submitted a copy of the 60-page report "Criteria and Budget Study for Cedar River Park, Renton, Washington" prepared by O-R-B and adopted by the City Council early in 1968. The letter requested action on the application by the Planning Commission at the March llth meet- ing. Each Commissioner had been supplied copies of the Cedar River Community Park Master Plan, the revised Cedar River Park Plan, and the Cedar River Park, Stage I Development, labeled exhibits "B" , "C" , and "D" , respectively. Presently, plans are to pro- ceed with Phase 1 Development which includes Area I - develop- ment along the Maple Valley Highway, and Area II - development along the Cedar River. As shown on exhibit "D" , Area I includes a picnic shelter, restroom building and parking; Area II is the Carco Theater development. The City will receive bids on Areas I and II on March 13, 1970. Some discussion followed concerning restoration efforts now underway by Stoneway. The Planning Director stated that it was hoped this project will eventually tie in to the overall system of trails and riverside parks proposed in the Cedar River Development Study authorized by the City Council and undertaken by the Planning Department. Question was raised concerning the number of parking stalls shown, and the Planning Director stated he felt the parking in some areas might present problems. Question was also raised concerning access, Mola noting that the two points of access--Maple Valley Highway and the undercrossing from Houser Way--were not entirely satisfactory. The Planning Director stated there are no plans to widen the undercross- ing at the present time. The Chairman stated he felt it was unfortunate that these plans had not been submitted to the Planning Commission at an earlier date rather than two days before bid opening inasmuch as Plan- ning Commission approval of developments in P-1 zoning districts is an ordinance requirement. Members generally agreed that the bid opening was premature and that discussions should be held with the architects and the Park Department to resolve the questions raised. The Planning Director stated he would recom- mend that a study session be set up to review the matters of parking, access and any other questions the Commission. might have.
