The Committee further recommended that the City Council accept the proposed technical amendments to Section 4.a. of the 10/22/2007 version, clarifying the timing of payment, and incorporate those changes in the City's approved version of the agreement. Transportation (Aviation) '�Transportation(Aviation) Committee Chair Palmer presented a report regarding Committee the withdrawal of consideration for a corporate jet center at the Renton Airport: Layout Plan Update Municipal Airport. The Committee recommended that the corporate jet center concept be removed from further consideration in the Airport Layout Plan (ALP)because of City Council revisions earlier this year to the Airport Development Policies and because of the pending proposal from The Boeing Company to lease a bigger part of the airport than previously assumed in the ALP. RECOMMENDATION: • Approve the request for oversizing utilizing the method of cost reimbursement developed jointly by the staff and the developer. • That the amount reimbursed to the developer be based upon actual construction costs,not to exceed $259,994. Costs in excess of the requested amount shall be brought back to Council for its approval. • Approve the transfer of$190,000 from the Stonegate II account to the Oversizing account to provide sufficient funding for the oversizing request. BACKGROUND SUMMARY: Conner Homes is in the process of developing the plat of Shy Creek. This plat is located in the SE 2nd Place and Jericho Avenue SE area of Renton. As part of the development of this plat, a new sewage lift station was needed to provide service. In reviewing the application, staff noted that the location of this development, along SE 2nd Place, was an ideal location for the City to build a regional sewage lift station. Staff worked with Conner Homes to allow for a sewage lift station that not only met the needs of the current development, but also provided the capacity needed to allow for the remainder of the basin to be served by this facility. This substantially increased the size of the wet well, pumps, force main, and other aspects of the station beyond the current needs. � �i Clawson/Shy Creek Conne�mes Oversizing � October 26,2007 Page 2 of 2 The total estimated cost of the oversizing is $259,944. While this cost is a relatively significant amount, compared to our estimated costs of over$800,000 if the City was to make these same improvements, it represents a significant value to the ratepayers. Conner Homes is making this request in accordance with Renton City Code 4-6-01 OC, Oversizing. This code allows developers to be reimbursed for costs associated with the enlargement or addition of utility facilities required by the City's Utility Section. Funding for the requested oversizing request would come from the Wastewater Utility through two CIP line items. The first line item is Oversizing. The budgeted amount for 2007 is $350,000,with$279,000 used for the Wedgewood Lift Station Oversizing previously approved by Council. This leaves a balance of$71,000 that can be utilized by this request. The second line item we are proposing to use would be Stonegate II. The original budget for 2007 is $800,000. We anticipate expenditures not to exceed $500,000 for 2007, leaving enough excess balance for the additional $190,000 needed to cover the oversizing request. As the timing of the Stonegate II project needs to be adjusted such that construction occurs into 2009, we are recommending that we re-allocate the $190,000 as part of the 2009 budget process. The account number for Oversizing is 426/45000 and the work order number is 426/45330. The account number for Stonegate II is 426/45010 and the work order number is 426/45465. CONCLUSION: The development of the Shy Creek Plat by Conner Homes has allowed the Wastewater Utility the opportunity to partner with the developer to provide for regional facilities to meet the long-term needs within this basin at a significant cost savings to our ratepayers. The developer is in the process of installing all of the requested facilities to accommodate this need. Citizen Comment: McOmber- Howard McOmber(Renton) invited members of Council and the public to Emergency Preparedness attend an emergency preparedness class being held at the Highlands Neighborhood Center, 800 Edmonds Ave. NE, on November 14, 2007 at 7:00 p.m. Mr. McOmber reflected on last year's power outage and stressed the importance of being prepared during an emergency. Citizen Comment: Puckett— Jerry Puckett(Sea-Tac) expressed his continued support for the proposed Wonderland Estates Mobile annexation of the area surrounding the Wonderland Estates Mobile Home Park.
