Just to give you an update on the project timeline, this project is schedule to go before our SEPA Official (our Environmental Review Committee) on Monday, November 7th for a SEPA threshold determination. I’ve reviewed the wetland related materials submitted in support of this project, and I’ve also had a phone conversation with OTAK wetland scientist Jeff Gray. It is my understanding that OTAK served as Renton’s third party wetland reviewer for this particular project. I have some questions regarding if the area denoted as “Feature G” by Talasaea Consultants should be considered a regulated wetland. Talasaea determined that this feature should not be considered a regulated wetland, and OTAK has agreed with this determination. I believe that Feature G was determined to be a nonregulated wetland on the basis that it was designed to and still provides some type of stormwater management function at the site, but that is not obviously apparent to me. I plan on visiting the project site in person as soon as I’m able to, hopefully within the next two weeks. A site visit should provide me with the information I need to make a decision regarding if I agree with Talasaea’s/OTAK’s non-regulated wetland determination for Feature G or not. Based on the information provided and our understanding of the project and its APE, we would recommend an archaeological review performed for this project, especially if excavation cuts below fill. This is in an area the Duwamish Tribe considers culturally significant and has a high probability to have unknown archaeological deposits. The DAHP WISAARD website predictive model indicates that an archaeological survey is highly advised with a very high risk for encountering archaeological resources. If any archaeological work is performed, we request notification. An IDP should not be used in lieu of archaeological investigation. Cultural and archaeological resources are non-renewable and are best discovered prior to ground disturbance. In addition we strongly support the use of native plants only for proposed landscaping and to maintain a wetland buffer. I'm a Green River College student in the BAS Natural Resource program. I've done work with the Green River Coalition, Cascadia Consulting, and Forestry Management Solutions. Going through the environmental checklist I like the consideration for buffers for the wetlands, pond, and stream. I would like some more information on the kind of buffers being put in such as more native trees and shrubs or something else. Some more information on what the plan is for that would be nice such as a planting plan and map layout as I'm big into riparian restoration work. I agree with every other detail on the checklist. I'm pretty excited to hear about this facility being built as a Sounders fan. I would like to request that I become a party of the record. Thank you for your time.
