RE: VMAC Field Resurfacing Mitigation Compliance Monitoring RAI Project No. 2021-136-001 Per your request, we have prepared this memorandum to confirm that the Virginia Mason Athletic Center (VMAC) Field Resurfacing mitigation plan plants were delivered to the site in the quantity specified and were in good health. The plants were then placed within the buffer area in spacing and location according to the plan as required by the City of Renton. The VMAC Field Resurfacing project is located on a portion of an approximately 27-acre property (King County Tax Parcel Nos. 2924059015 and 2924059001) at 12 Seahawks Way in the City of Renton, King County, Washington. The property is located within a portion of Section 29, Township 24 North, Range 5 East, W.M. PROJECT BACKGROUND The buffer project area is located near the Northwest corner of the VMAC training field, between the field and Lake Washington. The field resurfacing project required the removal by barge of a substantial volume of soil from the fields. The barge was moored on Lake Washington. To provide access from the field to the barge an approximately 16- foot-wide swath of vegetation was cleared from the edge of the water to the top of the slope and edge of field. The City of Renton determined this temporary disturbance was within the lake buffer and regulated under the Shoreline Master Program which required restoration of the critical area buffer. The approved buffer zone mitigation plan (Raedeke Associates, Inc. 2021) provided restoration for 390 square feet of the dry upland buffer Mr. Sean Vanos May 18, 2022 Page 2 (Buffer Restoration Zone 1) and 190 square feet of the wet buffer with native vegetation (Buffer Restoration Zone 2). BUFFER RESTORATION Plant installation occurred on May 3, 2022. Raedeke Associates, Inc. staff were on site during the installation and confirmed that the approved plant species and quantities were installed within the buffer per the approved mitigation plan. COMPLIANCE MONITORING During our site inspection, we confirmed that the soil had been prepared and plants were laid out per the approved mitigation plan. We examined the plants for quantity and quality and determined that the plants provided matched the mitigation plant schedule. The plants were then placed according to species either along the shoreline or within the upland portion of the buffer and spaced according to plan. As the restoration is small, annual monitoring will encompass the entirety of the buffer restoration area. CONCLUSION It is our professional opinion that site preparation and mitigation installation has been completed. The plantings were consistent with the plan in quantity and quality and installed in a manner consistent with the intent of the approved buffer restoration plan (Raedeke Associates, Inc. 2021). A follow up site inspection of the mitigation area to document Year-1 performance monitoring should be conducted in the Fall of 2022.
