AUDIENCE COMMENT Almeda Milner, 224 No. Burnett St. , presented petition bearing City Shop Site 116 signatures of residents of North Renton and patrons of the Petition Senior Center, regarding future use of the City Shop site. The petition asked consideration be given to dual use of the property: Park purposes and expansion of parking for Senior Center patrons. Park purposes: miniature golf—course and passive park with trees. The Petition claimed the residents have toleratec looks and noise of City Shops, deserve a more compatible use for the neighborhood. MOVED BY CLYMER, SECOND REED, REFER PETITION • TO THE COMMUNITY SERVICES COMMITTEE. CARRIED. Request for Sewer Henry Mills, 10200 138th SE, inquired regarding his 4/7/80 letter Hook Up - H. Mills request 'Id hook up to the City's sewer system due to health hazard. Letter from Public Works Director Gonnason reported connection is feasible and would recuire. a side sewer connection 'for existing 8" concrete sewer pipe on the west side of Duvall Ave. NE by means of open cut. The letter listed charges: permit fee $20; systems development charge @ $.O1 per sq.ft. ; area served by Sunset lift station @$.Ol per sq.ft. ; area service charge for Honey Creek Sewer 0.03 per sq.ft. ; Total Area Charge @$.05 per sq.ft. ; frontage charge for property not previously assessed, approximately $2,200. The letter noted installment payments allowed by ordinance and also monthly charges of $3.90 Metro rate per month; $2.48 per month City sewer rate (1 .5 times City rate because property located outside City limits) . Mr. Mills reported sewer contract estimate of $5,000 for septic tank and drain field; that he had circulated petition for annexation and, was willing to annex. MOVED BY HUGHES, SECOND STREDICKE, THE SUBJECT OF SINGLE STREET CUTS BE REFERRED TO THE TRANSPORTATION COMMITTEE. CARRIED. Moved by Rockhill , Second Clymer, approve the hook up for Mills and any additional hook ups would require annexa- tion to the City. Councilman Stredicke inquired re Sunset lift station charge and was advised by Public Works Director that the charge has been in effect for 10 years and that the lift station will be abandoned when Honeycreek sewer line is built. MOVED BY CLYMER, SECOND HUGHES, SUBSTITUTE MOTION, ALLOW MILLS TO HOOK UP DUE TO HEALTH REASONS AND THAT ONLY THE ONE RESIDENTIAL HOOK UP BE ALLOWED. ROLL CALL: 4-AYE: CLYMER, HUGHES, ROCKHILL, REED; 2-NO: TRIMM AND STREDICKE. MOTION CARRIED. 'Councilman Stredicke requested review of documents for Sunset lift station area charge. CONSENT AGENDA The following items are adopted by one motion which follows the business matters included: LID 302 Lind. Ave. Letter from Finance Director Marshall requested that Council Letter of Credit 'authorize the Mayor and City Clerk to sign letter of credit agree- ment with Glacier Park Co. for. LID 302 as requested by Seattle- Northwest Securities to assist in marketing the LID bonds. Council concur. i " Renton City Council 4/14/80. Page 2 Consent Agenda —Continued Publication Letter from Planning Department requested budget transfer in Budget the amount of $1 ,000 for publication of environmental determinations required by recently enacted revisions to the Environmental Ordinance (#3410) . Appointment to Letter from Mayor Shinpoch reappointed Mrs. Peggy Cummins to Human Rights the Human Rights and Affairs Commission effective through 4/25/82; Commission Mrs. Cummins first appointed in 1979 to complete the term of Margaret Proctor. Refer to the Ways and Means Committee. Cumulative Letter from Finance Director Gwen Marshall requested ordinance Reserve Fund to create Cumulative Reserve Fund for trunk line service charges Honeycreek Trunk in the Honeycreek/Kennydale service area per Ordinance #3409. Line A $6,000 transfer from the Waterworks Utility Fund was requested. Refer to Ways and Means Committee. Library Letter from Finance Director Marshall requested resolution for Construction transfer of remaining fund balance in amount of $36.84 Fund 308/ Fund Closed Library Construction to Fund 206/Consolidated 1972 Bond redemp- tion. Refer to Ways and Means Committee. Advance Travel Letter from Finance Director Marshall requested ordinance to Fund increase the Advanced Travel Fund by $1 ,000 for total of $2,000; amends Ordinance #2684 of 12/20/71 . Refer Ways and Means Committee. Secretaries Proclamation by Mayor Shinpoch declared April• 20-26, 1980 as Week Secretaries Week and Wednesday 4/23 as Secretaries Day. Council concur. Fire Department Letter from Fire Department requested permission for Bruce Travel Phillips to attend National Fire Academy for two week training course May 19-30, 1980 at Enmitsburg, Maryland. Advance travel funds requested. Council concur. Rainier Annexation Letter from City Clerk Mead presented 10% letter of intent to 10% Letter - annex property to Renton in the vicinity of 87th Ave. S. to Date of Rainier Ave. N. and from South 120th St. to South 121st St. Public Meeting The Planning Department certified signatures represent 48% of Set for 6/2/80 the assessed value of the lands to be annexed; 10%. required by law. The letter requested Council set a public meeting with property owners on June 2, 1980 at which time the Council will need to determine whether to (1) Accept the letter of intent; (2) require adoption of the Comprehensive Plan, Zoning ordinance and pre-existing bonded indebtedness; (3) Authorize circulation of 75% petition. Ordinance #3412 MOVED BY CLYMER, SECOND ROCKHILL, SUSPEND THE RULES AND ADVANCE LID 302 Bonds TO AGENDA ITEM #8 FOR THE LID #302 ORDINANCE. CARRIED. The Street Ways and Means Committee report recommended first reading of Improvement an ordinance for LID #302 bonds, suspension of rules and advance- Lind Ave. SW ment to second and final readings of the ordinance. MOVED BY TRIMM, SECOND CLYMER, CONCUR IN THE REPORT. CARRIED. City Clerk Mead read the ordinance fixing the amount, form, date, interest and denominations of Local Improvement District No. 302 bonds , and directing the issuance and sale thereof to Seattle-Northwest Securities Corp. of Seattle. The ordinance reported total assess- ment roll in amount of $6,058,822.92; less cash payments, total amount of bonds $4,546,930.36; bonds in $5,000 denominations.
