Purpose of checklist:
Governmental agencies use this checklist to help determine whether the environmental impacts of your
proposal are significant. This information is also helpful to determine if available avoidance, minimization
or compensatory mitigation measures will address the probable significant impacts or if an environmental
impact statement will be prepared to further analyze the proposal.
Instructions for applicants:
This environmental checklist asks you to describe some basic information about your proposal. Please
answer each question accurately and carefully, to the best of your knowledge. You may need to consult
with an agency specialist or private consultant for some questions. You may use "not applicable" or
"does not apply" only when you can explain why it does not apply and not when the answer is unknown.
You may also attach or incorporate by reference additional studies reports. Complete and accurate
answers to these questions often avoid delays with the SEPA process as well as later in the decision -
making process.
The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of
time or on different parcels of land. Attach any additional information that will help describe your proposal
or its environmental effects. The agency to which you submit this checklist may ask you to explain your
answers or provide additional information reasonably related to determining if there may be significant
adverse impact.
Instructions for Lead Agencies:
Please adjust the format of this template as needed. Additional information may be necessary to
evaluate the existing environment, all interrelated aspects of the proposal and an analysis of adverse
impacts. The checklist is considered the first but not necessarily the only source of information needed to
make an adequate threshold determination. Once a threshold determination is made, the lead agency is
responsible for the completeness and accuracy of the checklist and other supporting documents.
Use of checklist for nonproject proposals:
For nonproject proposals (such as ordinances, regulations, plans and programs), complete the applicable
parts of sections A and B plus the SUPPLEMENTAL SHEET FOR NOINPROJECT ACTION$ (part d). Please
completely answer all questions that apply and note that the words "project," "applicant," and "property or
site" should be read as "proposal," "proponent," and "affected geographic area," respectively_ The lead
agency may exclude (for non -projects) questions in Part B - Environmental Elements —that do not
contribute meaningfully to the analysis of the proposal.

This project pproposes approximately 2,000 cubic yards of cut and 12,000 cubic yards of till, resulting in a net of
approximately 10.000 cubic yards of fill. These quantilies may adjust during final civil en ineering.

Erosion is a potential result of clearing and construction related to the proposed project.
g. About what percent of the site will be covered with impervious surfaces after project
construction (for example, asphalt or buildings)?

The project proposal includes a TESL plan with hest management practices mitigating
erosion risks.

Stcrmwater runoff will be collected by catch basins in the proposed ROW and
conveyed to a combination wetpool-detention pond before being discharged to
municipal downstream conveyance,

Waste materials are not anticipated to enter ground or surface waters as a part
of this project.

so, describe. Runoff currently drains to the existing ROW on 152nd Ave and 154nd Ave
and to the neighboring property to the southwest. Proposed drainage will
convey runoff to the municipal conveyance system to the southeast.

pattern impacts, if any: The project proposed to capture, detain, and treat stormwater runoff per
Washington State Department of Ecology requirements as implemented by the
City of Renton. A combination wetpool -detention pond is proposed to provide

Proposed landscaping may include the use of native or drought resistant plants. Invasive species
found on site will be removed to enhance existing and planted vegetation. Please reference the
Landscaping Plan submitted with this development proposal.
e. List all noxious weeds and invasive species known to be on or near the site.
Per WSDA Noxious Weed Data Viewer, Tansy Ragwort have been reported
within five hundred feet of the project site.

To help preserve and enhance wildlife, the project is proposing to meet the required tree
retention and landscaping requirements to support animal species in the area.
e. List any invasive animal species known to be on or near the site.

the completed projects energy needs? Describe whether it will be used for heating,

The site currently uses electricity and natural gas, and will continue to use
these energy sources.
b. Would your project affect the potential use of solar energy by adjacent properties?
If so, generally describe.
This project is not anticipated to affect the potential use of solar energy
by adjacent properties.
c. What kinds of energy conservation features are included in the plans of this proposal?
List other proposed measures to reduce or control energy impacts, if any:
Future homes will include high -efficiency Energy Star appliances and furnaces, waste reducing
engineered lumber packages, low VOC paints, amended soil in landscaping, water saving water fixtures.

a. Are there any environmental health hazards, including exposure to toxic chemicals, risk
of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal?
If so, describe.

Construction activity will employ best practices for material handling
and spill prevention and control.

land uses on nearby or adjacent properties? If so, describe.
The site currently has a single-family residential use, and this use will be maintained after project
construction. Therefore, no affect on adjacent land uses is anticipated.
b. Has the project site been used as working farmlands or working forest lands? If so, describe.
How much agricultural or forest land of long-term commercial significance will be converted to
other uses as a result of the proposal, if any? If resource lands have not been designated,
haw many acres in farmland or forest land tax status will be converted to nonfarm or
nonforest use?
The project site has not been known to have been used as working farmlands or
forestlands in the past 20 years.

business operations, such as oversize equipment access, the application of pesticides,

On the SE lot, there is a 1979 Olenbrook CIICI 59/36 Double -Wide, a 24x38 barn built in 1988, and
freestanding car cover. On the NW lot, there is a single story, single family home built in 1987,

Single family residential (R-4)

The site is located within the East Plateau Community Planning Area_

The project proposes 12 single family homes with an average of 2.3 residents per
home, results in approximately 28 residents of the development.

Approximately three current residents will be displaced for construction of the proposed
project.

No measures are proposed.

Light or glare from the finished project is not anticipated to be a safety hazard or
interfere with views.
c. What existing off -site sources of light or glare may affect your proposal?
No off -site sources of light or glare are anticipated to affect the proposal.

The proposed project is less than 1000 feet to the southeast of Renton's
Maplewood Park.

opportunities to be provided by the project or applicant, if any:
None are proposed.
13. Historic and cultural preservation hf e
a. Are there any buildings, structures, or sites, located on or near the site that are over 45 years
old listed in or eligible for listing in national, state, or local preservation registers ? If so,
specifically describe.
No historic buildings or structures are known to be on site. A single family
dwelling that was constructed in 1967 was identified on a nearby property.
b. Are there any landmarks, features, or other evidence of Indian or historic use or occupation?
This may include human burials or old cemeteries. Are there any material evidence, artifacts,
or areas of cultural importance on or near the site? please list any professional studies
conducted at the site to identify such resources.
No landmarks, features, or other evidence of Indian or historic use or occupation
are known to be on or near the site.
c. describe the methods used to assess the potential impacts to cultural and historic resources
on or near the project site. Examples include consultation with tribes and the department of
archeology and historic preservation, archaeological surveys, historic maps, G I S data, etc.

describe proposed access to the existing street s stem. Shaw on site plans it any.
The site is currently accessed by 152nd Ave S� and 154th Ave SE from the west and east respectively. As
required by the City of Renton, the project proposes to connect SE 139th PI to SE 51h PI east -west and to
construct 153rd Ave SE to a dead end at the north property line_
b. Is the site or affected geographic area currently served by public transit? If so, generally
describe. If not, what is the approximate distance to the nearest transit stop?
The site is not currently served by transit and the nearest bus stop is approximately 1.2
miles away.
c. How many additional parking spaces would the completed project or non -project proposal
have? How many would the project or proposal eliminate?
The site would add approximately 12 public parking spaces in the right-of-way and approximately 12 private
parking spaces. The project would eliminate approximately 4 existing private parking spaces.

d. Will the proposal require any new or improvements to existing roads, streets, pedestrian,
bicycle or state transportation facilities, not including driveways? If so, generally describe
(indicate whether public or private).
The proposal requires extension of 5E 139th PI and Construction of 153rd Ave SE, both of
which include sidewalks and planter strips as part of frontage improvements.
e. Will the project or proposal use (or occur in the immediate vicinity of) water, rail, or air
transportation? If so, generally describe.
The project does not propose any water, rail, or air transportation use.
f. How many vehicular trips per day would be generated by the completed project or proposal?
If known, indicate when peak volumes would occur and what percentage of the volume would
be trucks (such as commercial and nonpassenger vehicles). What data or transportation
models were used to make these estimates?
Approximately 104 additional daily trips are anticipated to be generated by the proposed project. Eight
additional AM Peak and 10 additional PM Peak trips as estimated based on the Institute of Transportation
Engineers Trip Generation Manual (11 th Ed). The percentage of trucks is not known.

No impact is anticipated.

Yes, additional public services have been confirmed as available for this project by the
City of Renton.

Impact fee are required at rates dictated by the City of Renton.
