Brief Description •The proposed lots would range in size from 9,010 sq. ft. to 11,580 sq. ft. •Access to Lot 1-4 and 11-12 would be provided via the new SE 5th PL public street extension, access to Lot 5-7 would be provided via the new 153rd Ave SE public street extension and access to Lot 8-10 would be provided from 152nd Ave SE. •The applicant is proposing to retain 28 significant trees on the project site. Brief Description Cont. •Frontage improvements, including dedication, curb and gutter, planter strip with street trees and a sidewalk are proposed along all street frontages. •Landscaping including stormwater facility screening and 10-foot on- site landscaping are proposed. Brief Description Cont. •A neighborhood meeting was held on February 2, 2022. •A 14-day public comment period commenced on April 20, 2022 and ended on May 4, 2022. •Staff received three public comments regarding stormwater and through vehicle access on 154th Ave SE. •Staff received comment from the Duwamish Tribe regarding cultural resources. •A SEPA Determination of Non-Significance -Mitigated (DNS -M) was issued by the City’s Environmental Review Committee (ERC) on December 12, 2022 with one mitigation measure. No appeals were filed. •Project review was placed on hold May 6, 2022 through July 19, 2022 and August 5, 2022 through November 1, 2022. Brief Description Cont. •The proposal is consistent with relevant Comprehensive Plan Land Use policies. •The proposal is compliant with all relevant zoning regulations if all conditions of approval are complied with. •There are safe walking routes to the school bus stops for any students who may reside in the future residences. Subdivision Analysis •Staff recommends: •Trees 11-28 be retained in a tract; and •Trees 1-10 and 97-101 be retained based on guidance of a Certified Arborist; Subdivision Analysis cont.: •Police and Fire Prevention staff indicate that sufficient resources exist to furnish services to the proposed development. •It is anticipated that the Renton School District can accommodate any additional students generated by this proposal at the following schools: Maplewood Heights Elementary, McKnight Middle School, Hazen High School. •Water service is provided by King County Water District 90 and sewer service is provided by the City of Renton. Water and sewer improvements will be required along all project frontages. Availability of Public Services •The applicant submitted a Technical Information Report prepared by KPFF Consulting Engineers. •Project will have one discharge location. •One stormwater pond proposed. •DNS-M: Rehabilitate downstream stormwater ditch along 154th Ave SE •The project is required to comply with the 2022 City of Renton Surface Water Design Manual. Availability of Public Services cont. •Staff recommends approval of the Maple Highlands Preliminary Plat, File No. LUA22-000122, PP, ECF as depicted in Exhibit 2, subject to 13 conditions of approval.
