SION RECOMMEND TO THE CITY COUNCIL THAT THE COMPREHENSIVE LAND USE
PLAN DESIGNATION AT THE NORTHEAST CORNER OF PUGET DRIVE SOUTH AND
BENSON ROAD SOUTH BE CHANGED FROM MULTI-FAMILY RESIDENTIAL TO COM-
MERCIAL , SUBJECT TO THE RESTRICTIVE COVENANTS OFFERED BY THE APPLI-
CANT, 7RANSAMERICA DEVELOPMENT COMPANY.
On the question, Ross stated he would amend the motion to read,
"Planning Commission recommends approval pending an application
for rezoning" . Sterling stated he did not agree with such amend-
ment as he felt the applicant will go ahead with the rezone as
previously stated by its representatives and additional restric-
tions by the Commission were unnecessary.
The Chairman stated he believed Commission action to accept the
restrictive covenants and to recommend approval of the Compre-
hensive Land Use Plan designation change should be handled as
separate items In agreement with the Chairman ' s viewpoint,
Sterling stated he would withdraw his motion and Racanello his
second thereto.

SION ACCEPT THE DECLARATION OF RESTRICTIVE COVENANTS AS PRESENTED

The Chairman described the application . The Planning Director
stated this property was just considered w.,..th reference to a re-
1 quested change L.n the Comprehensive Land Use Plan (item 3 . (a)
• above), and read a letter received from the law offices of Dodge,
Dahlgren & flillis, signed by John E , Phillips, stating the original
application of First In°:estment Company in 1966 was for rezone from
" G to T; amended in i969 to R-3 requested. At this time the appli-
cant would like to amend the application again and seek a rezone
to the T classification. The letter stated further the applicant
wished to apply also rot a special permit to construct a mobile
home park on subject property and wished consideration on both
items at the public hearing meeting of October 22 , 1969 .

AN ORDINANCE OF THE CITY OF 'RENTON , WASHINGTON62A,4444:7-1
AMENDING THE CITY' S COYPREHENSIVE LAND USE PLAN
AND MAPS IN CONJUNCTION THEREWITH

WHEREAS the Planning Commission of the City of Renton and A2,4
the City Council have heretofore adopted and filed a "Comprehensive
Plan" as evidenced by Resolution No. 1240 , and Ordinance No. 2142 ,
and as further implemented and amended by various plans , codes ,
reports and records , and
WHEREAS since such adoption the Planning Commission having
heretofore duly recommended to the City Council certain amendments
to said City' s "Comprehensive Plan" ; and said Planning Commission
and City Council having duly held public hearings in relation to
such amendments , and due notice thereof having been given as provided
by law, and said public hearings having been held on the following
dates , to-wit: October 8 and 22 , by Planning Commission
November 24 , 1969 by City Council
and all parties appearing in favor or opposition to said amendments
having been duly heard at such public hearings , and
WHEREAS as a .result of such public hearings it is deemed
advisable and appropriate to amend and modify the City ' s "Comprehensive
Plan" ; NOW THEREFORE , •
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF
RENTON AS FOLLOWS :
SECTION 'I: The aforestated findings and recitals are hereby
found to be true and correct in all respects . The City of Renton ' s
°Comprehensive Land Use Plan" and maps in conjunction therewith are •
hereby modified and amended, pursuant to the public hearings held in
connection therewith , as hereinabove specified , which amendments and
modifications pertain to the following described properties , to-wit :

and as otherwise provided by law , and a complete copy of said documents
likewise being on file with the office of the City Clerk , City of

WHEREAS under Chapter VII , Title TV (Building Regulations) of
Ordinance No.' 1628 known as the "'Code of General Ordinances of the City
of Renton" , as amended; and the maps adopted in conjunction the +ewith,

The Chairman described, the application. The Planning Director
stated this property was just considered with reference to a re-
. quested change in the Comprehensive Land Use Plan (item 3 . (a)
above) , and read a letter received from the law offices of Hodge,
Dahlgren & Hillis, signed by John E. Phillips, stating the original
application of'Fi'rst Investment Company in 1966 was .for rezone from
G to T; amended in 1969 to R-3 requested. At this time the appli-
cant would like to amend the application again and seek a rezone
to the T classification. The letter stated further the applicant
wished to apply also for a special permit to construct a mobile
home park on subject property and wished consideration on both
items at the public hearing meeting of. October' 22, 1969 .

developers of the• mobi-le- home park,' spoke on behalf of the rezone
request for a- T classification, stating such- classification was the
highest and best . use for subject property as it would act as a buf-
fer zone between the area designated as light industrial on the
west and the single. family residential area on the east as well
as the commercial areas to the north. Height would be restricted
in a mobile home park and there would be no loss of view to neigh-
bors as would be possible were a multi-family residential structure
of three stories constructed on subject property under an R-3 zoning
classification. He stated further that standards contained in the
Mobile Home Park Ordinance close. to enactment would protect the City
and the surrounding area by insuring a quality development that will
be an asset to the City as well as a substantial increase on the tax
rolls. Mr. Phillips displayed an aerial photograph of subject area. .
Mr, Donald Greenwalt, 13237 SE 138th Street, stated he was opposed
to the rezone request due to the traffic problem at the intersection
of Union Avenue NE and NE 4th Street. He stated there have been
more than seven accidents at the intersection this year including
a death, and believed there should be no rezone until a signal
light is installed. Mrm• Greenwalt stated further that an addi-
tional 200 dwelling units would cause even more traffic problems
in an already intolerable situation. He .stated that had the Plan-
fling Commission not excluded .from its Comprehensive Land Use Plan
designation .change those areas .of land .extending from subject prop-
erty to Union Avenue, he would have. .presented. a petition in protest
Discussion ensued concerning responsibility for intersection sig-
nalization. Mr. Houk stated this matter was the concern of the
Traffic Engineering Department, that he believed the Traffic Engi-
neer was aware of the problem and that funds for the signalization
of Union Avenue NE and NE 4th Street intersection had been requested
in the preliminary 1970 budget by the Traffic Engineering Department.
Following discussion regarding the traffic safety hazard among Mr.
Greenwalt, Commission members and Mr. Houk, it was MOVED BY TEE-

used. The Planning Director also read a letter from the law offices
of Wolfstone, Panchot, Kleist & Bloch, representing Washington
Wholesalers, leasor, agreeing to extend the time for receipt of
the use and occupancy permit from October 20 to October 27, 1969 .
The Planning Director stated he had discussions with Mr. Bob
Masters and Mr. Gordon Hart of Hart Realty., the firm arranging
the lease, and indicated the matter would be forwarded to the
Planning Commission for decision. .
Mr. Lovejoy. .of Pacific Car and Foundry. Company, Mr. Panchot of
Wolfstone, Panchot,• Kleist & Bloch,. Mr. -Gordon Hart of Hart Realty
and Mr. Bob Masters of Hart Realty all spoke urging Commission ap-
proval of the special use request. Mr. Panchot stated that the
Zoning Ordinance grants in the M-P district any use permitted in
the L-1 zone. The L-1 zone permits auto assembly plants under
item. (a) (3) , and item (a) (20) permits other uses which can be
reasonably considered similar or related to the uses above listed
upon approval of the Planning Commission. .
Discussion ensued among Commission members and proponents of the
special use request concerning, the work to be performed (assembly
only of tracked military vehicles) , parking available, length of
time the use would be permitted.
Sterling stated he felt he would not want to make a decision on
the matter before a study session and a field trip to the site.
Ross and Mola stated they felt the use was compatible with the
Zoning Ordinance and delay was unnecessary. Upon query, the Plan-
ning Director stated he would recommend approval of the special use
request as, in his opinion, it is compatible with the M-P district.
Mr. Lovejoy and Mr. Panchot stated that a delay in approval would
work a hardship on the applicant as the leasor had to get the
premises ready and the applicant' s option to lease would expire
on October 27th as they had already been grantedone extension.

Upon query, the Planning Director stated there is one other

namely, Transamerica Development Company for its property on
Puget Drive and Benson Highway. The Planning Director suggested
these requests be consolidated and heard together.

The Chairman' 'explained' that the plan-on, display was'. not the cur-
rent 'Comprehensive Land Use',Plan :as: revised': by the City Council
in October- 1968 , but was the plan in effect at the time of the
Hospital District rezone application .of....April' 1966. The Plan-
ning Director had: been requested to. furnish. .it for this evening ' s
meeting for historical' purposes.
Councilman Shane stated he understood changes had been made in the
Comprehensive Land Use Plan map, as revised, after its adoption
by the City Council.' The Planning Director stated that slight
errors in the map were discovered and changes were made so that
the map would conform with the text which was a part of the plan
revised and adopted in October. 1968 . The map and text are of-
ficially recorded with the King County Auditor, and the text takes
precedence over the colored map and prevails in event of error in
rendition of the map.

Gentlemen:

On behalf of First Investment Company and Boise Cascade •
we wish to amend the application for rezone for the property •
owned by First Investment Company. First Investment Company,
on October 19 , 1966 , applied for a rezone to the T classification.
On April 29 , 1969 , we submitted an amendment to this application
requesting the rezone change from R-1 to R-3. At this time we
would like to amend the application for rezone and seek a rezone
to the T classification.
.._ We also wish to apply for a special' nermit to construct a mobile
home park on the property described in the two previous applica-
tions .
.
We would appreciate the' Planning Commission' s consideration of
the rezone and special permit as well as the comprehensive plan
• change at their public hearing on October 22 , 1969 .
We would be more than glad to provide any additional information •

This property was previously considered by the Planning
Commission and the City Council of the City of Renton for
a rezone. That rezoning was approved by the Planning
Commission and the City Council, about two years ago, to
allow a planned trailer park. However, the rezoning category
of planned trailer parks did not exist at that time and
therefore, the change in the Comprehensive Plan and rezoning ,
was postponed until the City of Renton adopted a category to
allow for trailer parks. The R-3 classification will accomplish
the intent of the Planning Commission and the City Council in
'originally rezoning this property.

For information of the Council it was reported that the Planned Unit Development
Ordinance had been referred back to the Planning Department for incorporation o
`suggestions of the Committee. It had also been recommended that Section R-709B
of this proposed Ordinance be referred back for certain permit provisions in R-1
to conform procedures with respect to professional offices to the use in R-4.
\Councilman Trimm reported recommendation of Committee of the Whole
that

Delaurenti, Bob Puhich and Jack Wilson attend the American Water Works Associa ion
Convention in Atlantic City. Moved by Perry, seconded by Garrett, that the attendance
be authorized. Carried.
Councilman Hulse expressed appreciation for the opportunity to atte:Ad the American
Society of Planning Officials convention in Houston, Texas where he attended a baseball
game between the Los Angeles Dodgers and the Houston Astros in the Astrodome, the world's
first air-conditioned all weather stadium which was built at a cost of ,31.6 million
dollars via a county bond issue, and sii.son^ a 240 acre site. Seating capacity is 46,000
for baseball, 52,000 for football and 66,000 for boxing and the stadium is now under9a
40 year lease to a Houston Sports Association. Interesting note was that the turf is
manufactured by Monsanto Chemical Corporation and can be rolled up and stored as needed.
Also, whenever a home run is made the score board lights up, cowboys shoot in the air
and one rushes out and ropes a steer.
Planning wise, Washington seems to be moving faster than some states, Texas being
in a dither over its spectacular growth. The State Department of Health is the 701
sponsoring agency rather than the Department of Commerce and Economical Development.. .•: .
Comment was made that New York is an example of what happens when things go too long
without planning. It was noted that mobile homes are not a cheaper house, jutt less of.
it. Planned Use Development received quite a bit of attention at the conference and
certain problems discussed were outlined including various types of variances and the
limiting uses of filling stations for activities within the extent of confining the
nuisance they sometimes cause. Limiting of signs to reduce clutter in order to retain
beauty of the surrounding area was among the matters presented.
Councilman Hulse felt that the meeting was very worthwhile and wished that more
of the Council might have attended. Written report will be distributed later.
Councilman Morris inquired regarding Committee of the Whole recommendations for attendance
at the National League of Cities Boston' Convencion in 'July.,: Moved by Schellert, seconded
by Bruce, that Trimm, Perry, Poll and Morris be authorized to attend this meeting. Upon
dissenting verbal vote roll call vote was requested and resulted as follows: Aye: Trimm,
Bruce, Hulse, Schellert, Garrett, Perry, Delaurenti and Morris. No: Dahlquist, Gianini,
Pedersen and Poli< The motion carried. Discussion ensued regarding number of persons
attending one meeting some Council Members stating two is adequate representation. Moved
by Dahlquist, seconded by Pedersen, that no more than two attend a cc::nvention henceforth
and that only one out of State meeting be allowed per year. It was pointed out that
some Council Members must use their vacation and cannot go just any time and several
may be interested in one particular meeting; also, that delegates should be selected
each time as the specific conference is to be held, Dissenting voice vote was registered
and roll call vote was requested by two persons and resulted as follows: Aye: Trimm,
Schellert, Dahlquist, Gianini, Pedersen, Perry, Delaurenti, and Poll. No: Bruce, Hulse,
Garrett, and Morris. The motion carried 8 to 4.
New Business: Council President Trimm reminded the Council of the Committe of
the Whole meeting on April llth at 7 : 30 p.m.

Letter from City Clerk Nelson reported demonstration -of electric punch which is four times as fast as the hand punching which is tedious arm-aching operation,
especially in preparation of the Financial Reports, Preliminary and Final Budgets
and other various bulletins and brochures prepared by the City. It is felt that
the electric punch is essential for more efficient operation as cited and it was
recommended that $658.00 be appropriated from excess revenues unto the Current
Fund, Non-Departmental Account 1920/606, Capital Outlay. Equipment, to fund the
purchase. 5% discount is available for cash order.
Moved by Hulse; seconded by Bruce, to concur in the recommendation for the
purchase. Carried. Moved by Delaurenti, seconded by Hulse, to refer the matter
to the Law and Ordinance Committee for proper. Resolution. Carried.
Letter from Planning Director Erickson submitted Planning Commission recommendation
to approve Preliminary Plat of Victoria Park, Transamerica Development Company
property located on Talbot Road S.E . of Talbot Crest. The proposed Plat is in accord
with the Comprehensive Plan encompassing a total area of 75 acres with principal
access from Talbot Road.
Moved by Poli, seconded by Hulse, to concur in the Planning Commission recom-
mendation. Inquiry was made by Dahlquist regarding green belt maintenance and it
was pointed out that this was private area and was to be maintained by community
organization along with a small park or swimming pool which may be dedicated to the
city at a later date. The pending motion carried.

indicated. Approval of these changes were recommended as a step toward upgrading of
the existing Ordinance.

Letter from the Washington State Highway Commission reported appointment of Mr. J. L.
Thornton as State Aid Engineer, State Aid Division which is responsible for processing

Secretary, requested permission to park a fire truck on the corner of South 3rd Street
and Williams Avenue for ticket sales to Annual Firemen's Dance. Ticket sales will

Unfinished Business:
Chairman Hulse, Capital Improvement Priority Committee submitted recommendation that
the City install National Cash Register Series 500 Electronic Data Processing system
on rental basis rather than purchase, and that the equipment be installed so as to be
operative by January 1, 1968. Monthly rental is $1,563.00. Total required by time of
installation $4,310.00, .one--half of which will be assumed by the Utility Department.
It was recommended that theCurrent Fund share of $2,155.00 be appropriated from excess
revenues into Current Fund, Non-Departmental Acct. 1920/606 Capital Outlay, Equipment.
The City will also need to assume freight costs of $247.00 and wiring of present Model
33 N.C.R. machine, $2, 500,00. Moved by Morris, seconded by Dahlquist, to concur in

Notice was read that the Mobile Blood Bank will be at the Renton Eagles Lodge No.
1722 at 316 - 3rd Avenue, from noon to 8:00 p.m. on Wednesday, January 25th which
is sponsored by the Renton Eagles No. 1722 and Renton Elks No. 1809.
Application from the Renton Eagles Club requested that Canteen Service be granted the
required license to operate a coin-phonograph at 316-3rd Avenue. Moved by Poli, and
seconded by Perry, to refer the application to the Police and License Committee with
power to act. The motion carried.
Letter from Dayle E. Garrison, Chairman, Planning Commission and Gordon Y. Ericksen,
Planning Director, reported study of questions raised by the City Attorney regarding
trailer park zones and their relationship to the Comprehensive Plan. Attorney
Shellan's opinion stated that trailer parks have to be located in a use zone designated a-
"T" on the City's Zoning Map and he doubted that such trailer parks could legally be
located in any residential or business area unless the proper "T" use was so indicated
on the maps of the City. If no "T" zones are designated at all then this may be con-
sidered inequitable or even arbitrary since it would actually prohibit the establishment
of trailer parks within the City, and would in turn be inconsistent with our zoning
ordinance. The Planning Commission as a result of its meeting of January 18th, felt
in view of possible legal problems and the public interest involved, that further study
is necessary and it was requested that the rezone applications for trailer parks
previously recommended to the Council be referred back to the Planning Commission
until such time as the necessary studies can be completed. Moved by Bruce, seconded by
Dahlquist, to refer the subject rezones back to the Planning Commission as requested.
Councilman Morris stated that the Law and Ordinance Committee is holding proposed
Ordinances covering these rezones which will be retained until the matter is resolved.
The motion carried.

Council President Trimm submitted Committee of the Whole report which was read with
recommendations from meeting of January 18'th as follows:
Recommended that the City's Ordinance governing the sale of fireworks be amended
to provide that one license be allowed for each 3000 population or portion thereof
and that the period of application be limited to January 1 through April 30 of each
year. Moved by Schellert, seconded by Bruce, to ccncur in the recommendations of the
Committee of the Whole. Carried.
The Committee reported for information that the matter of a "Public Facility Loan"
for arterial street improvements was referred to the Mayor for study and that the
proposed Ordinance regarding "Unsafe Buildings" was referred to the City Attorney,
the City Engineer, building Director and Law and Ordinance Committee for study and
recommendation.
Councilman Trimm presented Planning Committee recommendation that Councilmen Hulse
and Schellert be designated to represent Renton at the Planning Association of Washing-
ton meeting in Longview on February 17-18. Moved by Garrett, seconded by Dahlquist,
to concur in the recommendation and authorization for attendance as read. Carried.

study for Renton's North-South and East-West Arterials with all phases of the
agreement C.AG. 1046 having been met and it was recommended that the study be
approved and the retained percentage of $2,290.00 be released to Lewis-Redford
accordingly. Moved by Trimm, seconded by Bruce, to concur in the acceptance
with referral to the Auditing and Accounting Committee with power to act. Carried.
A letter from Mr. Archie Gustine. Lessee of city-owned property on the Cedar River
Water Way at Logan Street reported that he is no longer operating his busin:' '.:2t
at the subject location but is sub-leasing his property @ $50.00 monthly which is
the amount he pays the City. He requests that the city reduce the monthly rental
on the premises to $25.00 in order that he may realize $25.00 per month for the
use of his storage tanks and pumps, effective January, 1967. Moved by Delaurenti,
seconded by Poli, to refer the request to the Property Committee to report back.

A letter from City Engineer Wilson requested authorization and tuition for Richard
Houghton to attend night classes at the University of Washington for special survey

Letters of intent to annex properties to Renton were read with Council action taken
as follows: Wilkinson & Taylor, 14th Avenue South and Shattuck Street South;

/7A letter from Gordon Ericksen, Planning Director, submitted Planning Commission

recommendations from its public hearing meeting of December 28, 1966 which were
read by the Clerk with actions taken as follows:
Rezone application - First Investment Company No. R-364-66 for rezone from G to T4
Trailer Park - property located on 130th Avenue S.E. between S.E. 132nd and the
extension of "0" Street (S.E. of Greenwood Cemetery) 27 acres proposed for 201
trailer spaces. The Comprehensive plan indicates the area as single family resi-
dence.
1 Hulse inquired whether this use is consistent with that shown on the land
use map now under revision and in conformity with the Comprehensive Plan. Planning
Director Ericksen reported that inasmuch as the Commission has been studying the
areas of the City and working on the revisions,First Investment's hearing had been
continued until this meeting at which time it was intended that the study meeting
on this area would have been completed, however, the scheduled meeting was cancelled
due to the snow and it was planned, to take it up at the next special study session.
He advised that at present there is no Trailer Park use designated in the City's
plan r;ndh{''e staff had recommended a new use area be designated in which a trailer
park could be located as it should be a separate zoning in itself. Ttis might be
located in any given area provided it meets with the criteria. The staff had
thus suggested that the Commission treat it as a multiple use in terms of access
and density but as far as the Comprehensive Plan is concerned this is shown as
single family use. In checking with the City Attorney it was stated that since
the Trailer Park use was not spelled out in the Zoning Ordinance it was more or
less open, and thus the multiple zoning suggestion. Hulse inquired whether Trailer
Park would be called low density since density would be a criteria, R-1 being shown.
Ericksen replied a closed trailer park would be relatively low density however the
proposed use of 22 acres for 201 spaces would be somewhere between R-2 and R-3. in
density. Schellert inquired of Mr. Don Johnson, Associate of First Investment, and
prior member of the County Planning Commission whether the subject access would have
met with approvel. Mr. Johnson replied that it would, that the 4th Avenue access was
30 ft. (S.E. 128th) and was a platted dedicated roadway on which they own two pieces
and would be willing to dedicate an extra 30 ft. for a 60 ft. right-of-way. He
stated they had tried to subdivide the property but could only get financing for
$15,000.00 homes and thus felt the trailer park would be the better use for the
ground by reason of its location which is bounded by the cemetery, a gravel pit
and contains a power line easement. They will use the easement property for a
recreation area, the sewer line 4 mile away can be brought in and access will be
\\
resolved with the Trailer Park Board. A model first class park is planned which
housing the City badly needs and the developers are willing to do anything required
including screening. Mr. Albert Balch added that from his past 23 years of
working with the City pn&:t4.. developments are familiar to the Council and enlarging
upon Mr. Johnson's statements added that tall trees already exist for screening,

• the recreation area of 6 acres will contain a pool and miniature golf course and
since proposed in August there has been no protest all along including after the
the hearing notice was published. The Park is to be patterned after the Wedgewood
development in Seattle which was voted by the National Ass'n. of Home Builders as
the #1 example in the U.S. . This proposed park will also be an example of excellence
and will have streets, curbs, large size water main, sewers, and everything necessary
to satisfy the requirements. This Mr. Balch promised and committed,adding that the
City will sing its praises for a number of years and that it will be advantageous
bringing income to the City and the State, without reservation.
Hulse again expressed concern that it is not in accordance with the present
land use map which he thought was the first step, poor-ta- ever being presented to
the Council. Ericksen added that this was his question and a legal one and upon
checking had thereafter recommended it be treated as a multiple use trying to be
impartial and further suggesting action be withheld pending the study meeting.
Moved by Garrett, seconded by Delaurenti, to concur in the Planning Commission
recommendation. The motion carried. Hulse opposed.
Rezone: Dino Patas property, Application R-368-66 from G to T, Trailer Park,
located on S.E. 128th between 132nd Ave. S.E . and 136th Ave. S.E., 7 acres with 52
spaces planned. Principal access S.E. 128th Street. Comprehensive plan indicates
the area a Multi-Family Residential.
Moved by Schellert, seconded by Perry, to concur in the Planning Commission
recommendation. Carried. Hulse opposed. Moved by Delaurenti, seconded by Perry
the two rezones be referred to the Law and Ordinance Committee. Carried.
Schellert inquired regarding lack of use designation for trailer parks and
Ericksen confirmed that there is no reference to trailer parks as such.
Moved by Schellert, seconded by Hulse, that the subject of land use for Trailer
Park use be studied by the Planning Commission & included in the Comprehensive
Plan. Carried. Upon inquiry Planning Director Ericksen advised that the existing
zoning ordinance does not include any reference to Trailer Park as such but the
preliminary proposed new zoning ordinance does and as far as the zoning relativity
to the Comprehensive Plan, the zoning is a part of the Comprehensive Plan and is, a
tool to effectuate the overall plan for the City's development.
Letters from the King County Commissioner's Office reported receipt and approval
of City of Renton Annexation Ordinances No. 2290 and 2292 and filing of same with
copies distributed to various interested departments.
Letter from Allied Arts of Renton, Mrs. Baird M. Bardarson, :,<secretary, Pro Tem,
urged location of the proposed grandstand in Cedar River Park where adequate space
is available for present and future development and it will not conflict with other
types of recreation or be inhibited by lack of parking. Moved by Perry, seconded
by Poli, that the communication be referred to the Park Board.andCozrmittee of the
Whole. Carried.
A letter was read from the Honorable Martin J. Durkan, directing copy of the new
proposed optional Municipal Code for Cities and requesting support by urging of
Legislators to work for its passage. Copies are on file in the City Clerk's Office.
Perry called to mind prior referral of this matter to the Legislative Committee.
Letter from City Engineer Wilson submitted and recommended for payment, Progress
Estimate No. 1 for construction of the Mt. Olivet Booster Pump Sation, due Venture
Construction Company in sum of $4,826.85. Moved by Delaurenti, seconded by Schellert,
to refer the progress estimate to the Accounting and Auditing Committee with power to

A letter, from Sven A. Johnson, Building Director, recommended that Revocable Sign

Zoning Ordinance, the type of use area a trailer park would., b :.

Under the provisions of the Zoning Ordinance, a trailer park
is 'zoned T-1, conceivably a trailer park could be located in any
other use cone. In ot,h r words a trailer park could be located
in a single-family residential or any other type of area, so long
as it met the basic criteria, access and location and that it
would not be detrimental to other uses.
In the past a trailer park has been treated v ry similar
`.. to A R-3, Apartment house cone, in terms of the density and the
type of access required for apartment use. The zoning ordinance .
-. howev e__does not specifically state that trailer parks are allowed
in any specifically deaignated use zone, say R-3, R-4 or even a
. B-kern©, so the question here is, can a Trailer Park be located
' in any use sone and if so how would this effect the location of .
a trailer park in relationship to the Comprehensive Plan?

requires good access to arterial streets. The Comprehensive
Plan indicates the proposed- trailer park is in a single:family'
• residential area and may require a change in the Comprehensive i
Plan. •
Committee Re?ort: The feeling was that this is an 'un •

developed area which is potentially good for a single family
' residence area. It was felt that a trailer park, might slow—
down such a development and hence recommend against such a
rezone.
Mr. Ericksen stated that the proposed use in Such an
area need not be detrimental with proper planning. A letter
was read from the City Engineer indicating that the right
of way would require developing to meet standards.
Mr. Don Johnson and Mr. Albert Balch spoke in behalf
of the rezone outlining their plans.

Dear Gordon:
We have received today your letter of May 4 regarding Mr. Balch's request to
rezone to Trailer Park of certain property in the City of Renton. We notice
from the correspondence that this had been orally approved by the Planning
Commission and City Council but then referred back to the Planning Commission
for study, Since that time, at the request of the Planning Commission, as
well as the City Council, we have prepared an Amendment to Chapter 7 of
Title IV (Zoning Code) relating to trailer parks. We understood from your
memo. of April 21 that you are still studying this ordinance and same, of
course, had not been adopted as yet. We urge that this be done as quickly
as possible.
In answer to your question please be advised that an ordinance does not become
an ordinance 'until if has been adopted by the City Council, signed by the
Mayor and published as such ordinance. Any oral decision by the City Council
or Planning Commission is subject to re..consideration and revision and does
not become final until the adoption and publication of the ordinance.
If, on the other hand, Mr. Balch's plan, with which we are not familiar, would
be in full compliance with the contemplated amendment to the trailer park
ordinance, then of course no harm would occur if his rezoning is granted.
This, of course, would require proper and binding assurances that Mr. Balch
will not change his plans after the r wing has been granted. The best course
would be for your Department to app ,oye or modify the proposed ordinance on
trailer parks and have the Council prove it at the earliest possible date.

Re: Whispering Pines Mobile Homes Park
In reply to your letter of May 18, 1967, in our past
meetings with both the City Planning Commission in December,
1966, and the City Council on January 9, 1967, at which times
approval was given of the proposed trailer park, we stated that
we would at all times comply with the regulations and any other
conditions that would-be placed upon the park by the Renton City,
Trailer Park Board.
As items 1, 2, 3, and 4, of your letter of May 18, would
come under the supervision of your office, would you be kind
enough to submit to us the location of the various utilities and
public streets as you wish them to be laid out? Submission of
plans by us for sanitary sewers, mains and hydrants, and access
streets, would only have to be approved and corrected by your
office. If you would submit these plans to us for our consideration,
we would, I am sure, be glad to notify you of our approval.

Your proposed Trailer Park Plan has been transmitted to the'
Trailer Park-Board for study and recommendations. Before any
final approval can be given, preliminary plans will have to be
submitted on the following items:
1. Sanitary Sewer System
- 2. Storm Sewer' System
3. Water Mains.&' Hydrants .
I . Access Streets.
In regards,to access streets, my recollection was that Planning
Commission approval. was based on developing a 60 foot right-of-way
access from.1th Avenue North southerly to the site. Your present
plan as submitted does not indicate this.
The City Council has not. up' to this time passed an ordinance
rezoning this site for a Trailer Park; and, based on our City
Attorney's .ruling,until such an ordinance is passed, no zoning
exists and a Trailer Park Licence cannot be issued. In the mean-
time, if 'you._could supply the Board with the 'information requested
' above 'tour. application could be studied and a recommendation could
be received in a relatively short time after the Ordinance has
been passed.
If you have any questions in regards to this matter, do not
hesitate to call.

Dear Jerry:
The Building Department received as of May 2, 1967, a proposed master .
plan for a mobile home trailer park at the above indicated location.
We would appreciate your review of the enclosed material in order to
get your interpretation of the status of the rezone application in
view of. Mr. Balch' s• letter (copy attached) .
The rezone in question was approved by the Planning Commission on
December 28, 1966, and forwarded to the Council on January 9,. .1967.
Council concurred with the recommendations of the Planning Commis-
sion and referred the matter 'to 'the Law and Ordinance Committee for
preparation 'of an -ordinance.
Upon reconsideration of the matter by the Planning Commission, the
Commission-, requested the City Council to' refer the matter back, to
'the Commission for study (refer to letter of January 23, 1967,
attached) . This was -done by the Council as indicated in its Janu-
ary 23, 1967 , Minutes; the ordinance being held by the Law and
Ordinance Committee. .
Since this matter was referred back, the Law and Ordinance Committee
has continued to hold the ordinance pending resolving of the questions
raised and review by the Planning Commission. The proposed changes to
the Zoning Ordinance with reference to trailer parks, planned unit
developments, etc. , are in process at the present time.
Again, I would appreciate your opinion regarding the status of Mr.
Balch' s rezone request with particular reference to' his letter of
May 1, 1967.

Our attorneys, who are experts in municipal law, declare
that a permit should be issued for this park in as much as our
property has legally been zoned "T" by the Planning Commission
and by the City Council and in as much as we have plans and
il specifications which are far in excess of the Renton requirements
for zone T.
Trailer parks are under construction in Snohomish County
11 and in the areas south of Renton, so that our delay is causing us
,1; substantial damage.. I hope this permit will be granted immediately
l so it will not be necessary for us to take any legal action.

ii him easements through our properties for his every purpose, and we

Recommended by the Committee of the Whole to concur in the Planning Commission
recommendations and amendments proposed for Trailer and Mobile Home Parks zoning
classification. Moved by Schellert, seconded by Perry, to concur in the Committee
of the Whole recommendation. Carried.
For information of the Council it was reported that the Planned Unit Development
Ordinance had been referred back to the Planning Department for incorporation of
suggestions of the Committee. It had also been recommended that Section R-709B
of this proposed Ordinance be referred back .for certain permit provisions in R-1
to -.conform procedures with respect to professional offices to the use in R-4.
Councilman Trimm reported recommendation of Committee of the Whole that Councilman
Delaurenti, Bob Puhich and Jack Wilson attend the American Water Works Association
Convention in Atlantic C i'y. Moved by Perry, seconded by Garrett, that the attendance
be authorized. Carried,
Councilman Hulce expressed appreciation for the opportunity to attend the American
Society of Planning Officials convention in Houston, Texas where he attended a baseball
game between the Los Angeles Dodgers and the Houston Astros in the Astrodome, the world's
first air-conditioned all weather stadium which was built at a cost of
dollars via a county bond iso_ , and ...,on: 4 31 i millionis

for baseball, 52,000 for football and 66,000 for boxing and the stadium is now under a
40 year Lease to a Houston Sports Association. Interesting note was that the turf is
manufactured by Monsanto Chemical Corporation and can be rolled up and stored as needed.
Also, whenever a home run is made the score board lights up, cowboys shoot in the air
and one rushes out and ropes a steer.
Planning ing ise Washington seems to be moving faster than some states, Texas being
in a dither over fn spectacular growth. The State Department of Health is the 701
sponsoring agency rather than the Department of Commerce and Economical Development.. :
Comment was made that New York is an example of what happens when things go too long
without planning, It was noted that mobile homes are not a cheaper house, jut

, Planned Use Develos ent received quite a bit of attention at the conference and
ce== problems discussed were outlined including various types of variances and the
limiting uses of filling stations for activities within the extent of confining the
nuisance they sometimes cause. Limiting of signs to reduce clutter in order to retain
beauty of the surrounding area was among the matters presented.
Councilman Hulse felt that the meeting was very worthwhile and wished that more
of the Council might have attended, Written report will be distributed later.
Councilman Morris inquired regarding Committee of the Whole recommendations for attendance
at the National League of Cities Eos to:'Con•�en•Eibn in 'July..: loved by Schellert, seconded
by Bruce, that Trimm, Perry, Poli and Morris be authorized to attend this meeting. Upon
dissenting verbal vote roll call vote was requested and resulted as follows: Aye: Trimm,
Bruce, Hulce, Schellert, Garrett, Perry, Delaurenti and Morris. No: Dahlquist, Gianini,
Pedersen and Poli. The motion carried, Discussion ensued regarding number of persons
attending one meeting some Council Members stating two is adequate representation. Moved
by Dahlquist, seconded by Pedersen, that no more than two attend a convention henceforth
and that only one out of State meeting be allowed per year. It was pointed out that
some Council Members must use their vacation and cannot go just any time and several
may be interested in one particular meeting; also, that delegates should be selected
each time as the specific conference is to be held. Dissenting voice vote was registered
and roll call vote was requested by two persons and resulted as follows: Aye: Trimm,
Schellert, Dahlquist, Gianini, Pedersen, Perry, Delaurenti, and Poli. No: Bruce, Hulse,
Garrett, and Morris. The motion carried 8 to 4.

Letter from City Clerk Nelson reported demonstration of electric punch which is
four times as fast as the hand punching which is tedious arm-aching operation,
especially in preparation of the Financial Reports, Preliminary and Final Budgets
and other various bulletins and brochures prepared by the City. It is felt that
the electric punch is essential for more efficient operation as cited and it was
recommended that $688.00 be appropriated from excess revenues unto the Current
Fund, Non-Departmental Account 1920/606, Capital Outlay, Equipment, to fund the
purchase. 5% discount is available for cash order.
Moved by Hulse, seconded by Bruce, to concur in the recommendation for the
purchase. Carried. Moved by Delaurenti, seconded by Hulse, to refer the matter
to the Law and Ordinance Committee for proper Resolution. Carried.
Letter from Planning Director Ericksen submitted Planning Commission recommendation
to approve Preliminary Plat of Victoria Park, Transamerica Development Company
property located on Talbot Road S.E. of Talbot Crest. The proposed Plat is in accord
with the Comprehensive Plan encompassing a total area of 75 acres with principal
access from Talbot Road.
Moved by Poll, seconded by Hulse, to concur in the Planning Commission recom-
mendation. Inquiry was made by Dahlquist regarding green belt maintenance and it
was pointed out that this was private area and was to be maintained by community
organization along with a small park or swimming pool which may be dedicated to the

recommendation,following several months of extensive study of the existing zoning
ordinance with intent of rectifying some of the inconsistencies to allow greater
flexibility within the present use, for 1. Trailer and Mobile Home Parks:(referenced
exhibits were distributed to each Council Member) The Planning Commission recommends
amending existing B-1 zoning and existing section on Trailer. Parks to define specific
locational standards and to incorporate definitions of Trailer and Mobile Home Parks
in existing Ordinance. 2. Multi-Family Use Zones R-2, R-3 and R-4 (Exhibit II),
Proposed Changes in Wording. 3. Planned Unit Development (Exhibit III) Adoption of
Planned Unit Development Chapter of Proposed Zoning Ordinance, with revisions as
indicated. Approval of these changes were recommended as a step toward upgrading of
the existing Ordinance.
Moved by Hulse, seconded by Perry, to refer the matter and Exhibits I, II and III
to the Committee of the Whole for consideration. The motion carried.
Letter from the Washington State Highway Commission reported appointment of Mr. J. L.
Thornton as State Aid Engineer, State Aid Division which is responsible for processing
federal aid projects in the Counties and Cities of the State.
Letter from the International Association of Fire Fighters, Local 864, Larry Weiss,
Secretary, requested permission to park a fire truck on the corner of South 3rd Street
and Williams Avenue for ticket sales to Annual Firemen's Dance. Ticket sales will
be held on March 31st, April 7, 14 and 21, from 10:00 a.m. to 2:00 p.m.
Moved by Bruce, seconded by Perry to grant the request. The motion carried.
APPOINTMENT:
A letter from Mayor Custer reported appointment of Mr. Dale Aungst as Member of the
Heating Ordinance Committee to fill vacancy left by resignation of Mr. Ray Heppenstall.
Moved by Delaurenti, seconded by Schellert, to concur in the appointment by the
Mayor. The motion carried.
Girl Scout visitors and leaders were introduced at this time. The Sky-Mar-Ridge Troop
209 - Cadettes from Skyway, Bryn Mawr, Lakeridge and Dimmitt Junior High. Leaders
were Mrs. Robert Arnold and Mrs. James Morris.
COUNCIL COMMITTEE REPORTS :
Unfinished Business:
Chairman Hulse, Capital Improvement Priority Committee submitted recommendation that
the City install National Cash Register Series 500 Electronic Data Processing system
on rental basis rather than purchase, and that the equipment be installed so as to be
operative by January 1, 1968. Monthly rental is $1,563.00. Total required by time of
installation $4,310.00, one-half of which will be assumed by the Utility Department.
It was recommended that theCurrent Fund share of $2,155.00 be appropriated from excess
revenues into Current Fund, Non-Departmental Acct. 1920/606 Capital Outlay, Equipment.
The City will also need to assume freight costs of $247.00 and wiring of present Model
33 N.C.R. machine, $2,500.00. Moved by Morris, seconded by Dahlquist, to concur in
the recommendations of the Capital Improvement Priority and Ways & Means Committees.

Notice was read thdt the Mobile flood Bank will be at the Renton Eagles Lode No.
1722 at 316 - 3rd Avenue, from noon to 8:00 p.m. on Wednesday, January 25th which
is sponsored by the Renton Eagles No. 1722 and Renton Elks No. 1809.
Application from the Renton Eagles Club requested that Canteen Service be granted the
required license to operate a coin-phonograph at 316-3rd Avenue. Moved by Poll, and
seconded by Perry, to refer the application to the Police and License Committee with
power to act. The motion carried.

Letter from Dayle E. Garrison, Chairman, Planning Commission and Gordon Y. Ericksen,
Planning Director, reported study of questions raised by the City Attorney regarding
trailer park zones and their relationship to the Comprehensive Plan. Attorney
Shellan's opinion stated that trailer parks have to be located in a use zone designated as
"T" on the City's Zoning Map and he doubted that such trailer parks could legally be
located in any residential or business area unless the proper "T" use was so indicated
on the maps of the City. If no "T" zones are designated at all then this may be con-
sidered inequitable or even arbitrary since it would actually prohibit the establishment
of trailer parks within the City, and would in turn be inconsistent with our zoning
ordinance. The Planning Commission as a result of its meeting of January 18th, felt
in view of possible legal problems and the public interest involved, that further study
is necessary and it was requested that the rezone applications for trailer parks
previously recommended to the Council be referred back to the Planning Commission
until such time as the necessary studies can be completed. Moved by Bruce, seconded by
Dahlquist, to refer the subject rezones back to the Planning_Commission as requested.
Councilman Morris stated that the Law and Ordinance Committee is holding proposed
Ordinances covering these rezones which will be retained until the matter is resolved.
The motion carried.
COUNCIL COMMITTEE REPORTS:

Council President Trimm submitted Committee of the Whole report which was read with
recommendations from meeting of January l8th as follows:
Recommended that the City's Ordinance governing the sale of fireworks be amended
to provide that one license be allowed for each 3000 population or portion thereof
and that the period of application be limited to January 1 through April 30 of each
year. Moved by Schellert, seconded by Bruce, to concur in the recommendations of the
Committee of the Whole. Carried.
The Committee reported for information that the matter of a "Public Facility Loan"
for arterial street improvements was referred to the Mayor for study and that the
proposed Ordinance regarding "Unsafe Buildings" was referred to the City Attorney,
the City Engineer, 3uilding Director and Law and Ordinance Committee for study and
recommendation.
Councilman Trimm presented Planning Committee recommendation that Councilmen Hulse
and Schellert be designated to represent Renton at the Planning Association of Washing-
ton meeting in Longview on February 17-18. Moved by Garrett, seconded by Dahlquist,
to concur in the recommendation and authorization for attendance as read. Carried.

the recreation area of 6 acres will contain a pool. and miniature golf course and
since proposed in August there, has been no protest all along including after the
the hearing notice was published. The Park is to be patterned after the Wedgewood
development in Seattle which was voted by the National Ass'n. of Home Builders as
the #1 example in the U.S. . This proposed park will also be an example of excellence
and will have streets, curbs, large size water main, sewers, and everything necessary
to satisfy the requirements. This Mr. Balch promised and committed,adding that the
City will sing its praises for a number of years and that it will be advantageous
bringing income to the City andthe State, without reservation.
Hulse again expressed concern that it is not in accordance with the present
land use map which he thought was the first step, pii.rr•ta',ever being presented to
the Council. Ericksen added that this was his question and a legal one and upon
checking had thereafter recommended it be treated as a multiple use trying to be
impartial and further suggesting action be withheld pending the study meeting.
Moved by Garrett, seconded by Delaurenti, to concur in the Planning Commission
recommendation. The motion carried. Hulse opposed.
Rezone: Dino Patas property, Application R-368-66 from G to T, Trailer Park,
located on S.E. 128th between 132nd Ave. S.E. and 136th Ave. S.E., 7 acres with 52
spaces planned. Principal access S.E. 128th Street. Comprehensive plan indicates
the area a Multi-Family Residential.
Moved by Schellert, seconded by Perry, to concur in the Planning Commission
recommendation. Carried. Hulse opposed. Moved by Delaurenti, seconded by Perry
the two rezones be referred to the Law and Ordinance Committee. Carried.
Schellert inquired regarding lack of use designation for trailer parks and
Ericksen confirmed that there is no reference to trailer parks as such.
Moved by Schellert, seconded by Hulse, that the subject of land use for Trailer
Park use be studied by the Planning Commission & included in the Comprehensive
Plan. Carried. Upon inquiry Planning Director Ericksen advised that the existing
zoning ordinance does not include any reference to Trailer Park as such but the
preliminary proposed new zoning ordinance does and as far as the zoning relativity
to the. Comprehensive Plan, the zoning is a part of the Comprehensive Plan and is.a
tool to effectuate the overall plan for the City's development. .
Letters from the King County Commissioner's Office reported receipt and approval
of City of Renton Annexation Ordinances No. 2290 and 2292 and filing of same with
copies distributed to various interested departments.
Letter from Allied Arts of Renton, Mrs. Baird M. Bardarson, 4ecretary, Pro Tem,
urged location of the proposed grandstand in Cedar River Park where adequate space
is available for present and future development and it will not conflict with other
types of recreation or be inhibited by lack of parking. Moved by Perry, seconded
by,Poli, that the communication be referred to the Park Board.and;Cairmittee of the
Whole. Carried.
A letter was read from the Honorable Martin J. Durkan, directing copy of the new
proposed optional Municipal Code for Cities and requesting support by urging of
Legislators to work for its passage. Copies are on file in the City Clerk's Office.
Perry called to mind prior referral of this matter to the Legislative Committee.
Letter from City Engineer Wilson submitted and recommended for payment, Progress
Estimate No. 1 for construction of the Mt. Olivet Booster Pump Sation, due Venture
Construction Company in sum of $4,826.85. Moved by Delaurenti, seconded by Schellert,
to refer the progress estimate to the Accounting and Auditing Committee with power to
act. The motion carried.
A letter from Sven A. Johnson, Building Director, recommended that Revocable Sign
Permit be granted to Renton Honda to erect a sign at 223 Rainier Avenue South to
proiect over public right of way a distance of 4 feet. Moved by Poll, seconded by
Hulse, to concur in the recommendation of the Building Director. Carried.
APPOINTMENTS:
Letter from Mayor Custer requested concurrence in the appointment of Mr. Bill Grant
as a member of the Air Pollution Control Advisory Council. Moved 'by. Poli, seconded
by Bruce, to concur in the appointment by the Mayor. Carried.
A letter from Mayor Custer requested concurrence in the appointment of Carlis R.
Chausse as Patrolman in the Renton Police Department effective January 16, 1967
which commences six-months probationary period as required by Civil Service Rules
and Regulations. Civil Service Commission Certification was attached. Moved
by Delaurenti, seconded by Bruce, to concur in the appointment. Carried.

COMMUNICATIONS:
A letter from City Engineer Wilson reported completion of preliminary engineering
study for Renton's North-South and East-West Arterials with all phases of the
agreement C.AG. 1046 having been met and it was recommended that the study be
approved and the retained percentage of $2,290.00 be released to Lewis-Redford
accordingly. Moved by Trim, seconded by Bruce, to concur in the acceptance
with referral to the Auditing and Accounting Committee with power to act. Carried.
A letter from Mr. Archie Gustine. Lessee of city-owned property on the Cedar River
Water Way at Logan Street reported that he is no longer operating his busin:* ►•at
at the subject location but is suh-leasing his property @ $50.00 monthly which is
the amount he pays the City. He requests that the city reduce the monthly rental
on the premises to $25.00 in order that he may realize $25.00 per month for the
use of his storage tanks and pumps, effective January, 1967. Moved by Delaurenti,
seconded by Poli, to refer the request to the Property Committee to report back.
The motion carried.
A letter from City Engineer Wilson requested authorization and tuition for Richard
Houghton to attend night classes at the University of Washington for special survey
and engineering courses at cost of $27.00. Moved by Delaurenti, seconded by Perry,
to grant the attendance and authorize expenditure as requested. Carried.
Letters of intent to annex properties to Renton were read with Council action taken
as follows: Wilkinson & Taylor, 14th Avenue South and Shattuck Street South;
Mead, Melis et al, North of 12th Avenue North and "P" Street; Henry T. Ruggles and
J. Malgarini. Moved by Schellert, seconded by Bruce, to refer the letters of intent
to the City Engineer to check signatures for validity of the letters. Carried.

A letter from Gordon Ericksen, Planning Director, submitted Planning Commission
recommendations from its public hearing meeting of December 28, 1966 which were
read by the Clerk with actions taken as follows:
* Rezone application - First Investment Company No'. R-364-66 for rezone from G to T,
Trailer Park - property located on I UT Avenue S.E. between S.E. 132nd and the
extension of "0" Street (S.E. of Greenwood Cemetery) 27 acres proposed for 201
trailer spaces. The Comprehensive plan indicates the area as single family resi-
dence.
Hulse inquired whether this use is consistent with that shown on the land
use map now under revision and in conformity with the Comprehensive Plan. Planning
Director Ericksen reported that inasmuch as the Commission has been studying the
areas of the City and working on the revisions,First Investment's hearing had been
continued until this meeting at which time it was intended that the study meeting
on this area would have been completed, however, the scheduled meeting was cancelled
due to the snow and it was planned to take it up at the next special study session.
He. advised that at present there is no Trailer Park use designated in the City's
plan r;nd4t:'-e staff had recommended a new use area be designated in which a trailer
park could be located as it should be a separate zoning in itself. Th&a might be
located in any given area provided it meets with the criteria. The staff had
thus suggested that the Commission treat it as a multiple use in terms of access
and density but as far as the Comprehensive Plan is concerned this is shown as
single family use. In checking with the City Attorney it was stated that since
the Trailer Park Use was not spelled out in the Zoning Ordinance it was more or
less open, and thus the multiple zoning suggestion. Hulse inquired whether Trailer
Park would be called low density since density would be a criteria, R-1 being shown.
Ericksen replied a closed trailer park would be relatively low density however the
proposed use of 22 acres for 2^1 spaces would be somewhere between R-2 and R-3. in
density. Schellert inquired of Mr. Don Johnson, Associate of First Investment, and
prior member of the County Planning Commission whether the subject access would have
met with approval. Mr. Johnson replied that it would, that the 4th Avenue access was
30 ft. (S.E. 128th) and was a platted dedicated roadway on which they own two pieces
and would be willing to dedicate an extra 30 ft. for a 60 ft. right-of-way. He
stated they had tried to subdivide the property but could only get financing for
$15,000.00 homes and thus felt the trailer park would be the better use for the
ground by reason of its location which is bounded by the cemetery, a gravel pit
and contains a power line easement.. They will use the easement property for a
recreation area, the sewer line 4 mile away can be brought in and access will be
resolved with the Trailer Park Board. A model first class park is planned which
housing the City badly needs and the developers are willing to do anything required
including screening. Mr. Albert Balch added that from his past 23 years of.
working with the City pnsat& developments are familiar to the Council and enlarging
upon Mr. Johnson's statements added that tall trees already exist for screening,

Mr. Garrison read a letter from Traffic Engineer Del Bennett
stating that he did not feel the problem of proper access had been
solved .
Staff comment :
Mr. Ericksen pointed out the area on the map and briefly outlined
the standards to be met according to the Trailer Park Ordinance . He
indicated that the density of such an area if all specifications were
met would be slightly higher than an R-4 zone. He pointed out the
Commission should give consideration to the overall plan for future
development of the adjacent area.
Committee report :
None.
Mr . Garrison asked for comments from the audience . Mr . Don
Johnson spoke on behalf of the rezone, outlining the proposed trailer
park. Mr. Balch also spoke on behalf of the rezone and stated that
if the rezone was granted, a 60 foot right of way would be provided
which would meet City standards . Mr . Houk indicated that the
property does not have adequate access at this time.
ACTION :
It was moved by Racanello and seconded by Cordell that the
hearing be closed. Motion carried with Stredicke dissenting .
It was moved by Racanello that the rezone be granted with the
approval of the City Engineer. Motion died for lack of second.
It was moved by Racanello and seconded by Denzer that the

Gentlemen:
The Traffic Engineering Division has been asked for comments on the
proposed trailer park referred to as "Whispering Pines #3" located South
of 4th Avenue North and West of 132nd Avenue S.E.
Our primary concern is access control and vehicular circulation. As
part of the criteria used for determination and selection of desirable
areas for high density uses, I am confidant the Planning Commission has
considered proper access of major importance.
As was pointed out in a letter dated December 14, 1966 to the Planning
Commission from the Engineering Department which stated the proposed trailer
park does not abutt any public right-of-way or indicate any access to public
right-of-way. With the increase in vehicular traffic that would be generated
from this proposed development it is essential to provide adequate access and
circulation.
We do not feel these requirements have been met. We would recommend
consideration of this problem and it's effect on the surrounding area.

A question was. raised at the last Planning Commission. meeting,
regarding the ;location of -trailer parks as .permitted by the
Zoning Ordinance, the type of use area a trailer park would be'
allowed in Under ..the Comprehensive Plan:
Under the provisions of the Zoning Ordinance, a trailer park
is -zoned T-1, conceivably .a trailer park could be located in: any
other use zone. in other words a trailer park could be located
in a Single-family 'residential or any other type of: area, so long
as it met the basic..criteria, access. and location` and that it.
would not .be. detrimental to other uses::.
In the past' a trailer park has been treated very .Similar
to a R-3, Apartment house zone, in .terms of the density and the
type of access .required. for apartment use. The zoning ordinance
however, does not specifically state . that trailer parks are allowed
in any specifically'-designated use zone, say .Ra3., R-4 or even a
B--lzono, so the question here is.,,:.can a Trailer Park be located
. . in any use zone and if so how would this effect the location of
a trailer park. in 'relationship to the Comprehensive Plan?
If You have any further re-actions to this .question that has

Gentlemen:
The Engineering Department has reviewed the proposed plat of
Whispering Pines with the following comments:
(A) Access
The proposed plat does not abutt any public right-of-way or
indicate any access to public right-of-may. A 30 foot wide
right-of-way does exist over the east 30 feet of Greenwood
Cemetery, but does not adjoin the proposed plat. Any access
to nth Avenue North would require additional right-of-way and
developement to meet minimum City Street Standards.
(B) Utilities
(1) Water
Water service would be available from a 12" water main in
4th Avenue North.
(2) Sanitary Sewers
An 8" sanitary sewer exists in 4th Avenue North. Investi-
gation would be necessary to determine whether this property
could connect to this sewer.
(3) Storm Sewers
No storm sewers exist in the area. An adequate drainage
plan would be required.
