AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING THE
ZONING CLASSIFICATION OF GERTAIN PROPERTIES WITHIN THE CITY
OF RENTON FROM"GENERAL CLASSIFICATION DISTRICT (G)"TO"APART
MENT HOUSE AND MULTIPLE DWELLING" (R-4)
WHEREAS under Chapter VII, Title IV (Building Regulations) of Ordinance No.1628
known as the "Code of General Ordinances of the City of Renton", as amended, and the
maps in conjunction therewith, the properties hereinbelow described have heretofore
been zoned as General Classification District (G); and
WHEREAS a change for zone classification of said property has been filed with
the City Clerk on or about February 6, 1967, which petition was then duly referred to
the Planning Commission for investigation, study and public hearing and a public hearing
having been held thereon on or about March 1, 1967, and said matter having been duly
considered by the Planning Commission and said request being in conformity with the
City's Comprehensive Plan and all parties having been heard appearing in support thereof
or in opposition thereto, NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLAWS:
SECTION I: The following property is hereby rezoned to "Apartment House and
Multiple Dwelling" (R-4); the City Engineer and the Planning Director are hereby
authorized and directed to change the maps of the Zoning Ordinance, as amended, to
evidence said rezoning, to-wit:
The east 120' of the south 125' of the north 255' of that portion
of govenment lot 16, sectinn 18, township 23 north, range 5 east,
W.M. in King County, Washington, lying west of Shattuck Street and
South of the center line of 6th Avenue produced west;
located on Shattuck Street, between 6th Street and 7th Street;
SECTION II: This Ordinance shall be in full force and effect from and after

the area is primarily single-family residential, and granting of the
rezone would be spot zoning. An amendment was added to the motion,
and seconded, that the Commission recommend to the City Council that
the appropriate zoning classification of the property should be
5R-1, Motion carried unanimously,
The applicant was advised that he could appeal this decision to the
City Council within ten days ,
At this point, 9 : 45 P.M, , the Chairman announced a five-minute recess.
The Commission reconvened at 9 : 50 P.M.
f WELHELM SCHWARTZENBERGER, A l0 No, R-377-67 , rezone from G to

R-4, property located on Shattuck Street between 6th and 7th Avenues.
The Planning Director pointed out the location of the property on the
zoning map and indicated that while the area is zoned G, there are
non-conforming apartments and business uses in the area. He stated
. that directly to the east the property is zoned R-4 and to the north
and south the zoning is L-1, It was felt by the Planning Department
that the request for R-4 zoning was a logical one; that the property
under discussion is presently the site of a non-conforming apartment
building; that the applicant proposes to add an additional story on
the structure.
There being no comments from the audience, it was moved by Denzer,
seconded by Stone, that the hearing be closed, Motion carried
unanimously.
Action:
It was moved by Stredicke, seconded by Stone, that the rezone be
granted as it complies with the Comprehensive Plano Motion carried
unanimously.
(g) LINDY ALIMENT, Applo No, R-378-67, rezone from R-1 and BP to
L-1, property located at 414 Tobin Street between Logan and
Shattuck Streets°
The Planning Director pointed out the location of the property on the
zoning map and indicated that a portion of the property is presently
used for business parking and the other part is zoned R-1. The re-
quest for rezone includes the entire lot to be rezoned to L-1, approxi-
• mately 18 , 375 square feet. Mr. Ericksen stated further that the
Comprehensive Plan indicates light industrial use for this area.
He said that in view of the existing industrial development in the
area that the request for rezone appears to be a logical one. He
felt that some detrimental effects might result from the rezone,
but that they could be reduced substantially with proper site
development and screening,
The Chairman called for comments from the audience. Mrs. Margaret
Laws of 406 Tobin Street spoke in opposition to the rezone, She
stated that she and her husband had lived in the area for many years
in a modest home; that all the neighbors were senior citizens living
on social security and small pensions; that none of them drove and
that they needed to be within walking distance of shopping and
other facilities. Mrs. Laws expressed the hope that the Commission
would retain the area as residential,

4 . - New business (continued) :
(a) pointed out the location on the zoning, map. Discussion followed
regarding this and other churches in Renton, their development,
parking facilities,, etc. Mr. Ericksen stated that the appli-
cant, Seventh Day Adventist Church, does not have the required
number of off-street parking spaces, but have submitted a
letter from the Lutheran Church across the way granting them
the right to use their parking facilities on their Saturday
meeting days on a reciprocal basis for the Lutheran Sunday
meetings. Mr. Ericksen stated• further that the Seventh Day
Adventist spokesman' said that, should the Lutheran Church decide
to build. on their 'parking lo't . in the future, that the Seventh
Day Adventist Church would provide the necessary parking in an
alternate location. It was ,decided that a field trip would be
scheduled to view the -property.
REZONE APPLICATIONS
(b) ISAAC CAPELOUTO, Appl. No. R-373-67 , rezone from R-2 to R-3 ,
- property located at 1343 and 1345 K Street. The Commission
recalled that they had rezoned an adjacent piece of property
owned by the applicant from R-2 to R-3 with a restrictive
covenant stating that no construction would commence prior
to complete removal of an existing duplex. In his present
application, Mr. Capelouto indicated informally that he would
be willing to sign a similar restrictive covenant, Mr. Stred-
icke suggested that the Planning Department should contact
Mr. Capelouto before the March 1 Public Hearing Meeting and
advise him that he should submit a formal statement regarding
his agreement to a restrictive covenant, complete with legal
description of the property involved. It was decided that a
field trip would be scheduled to view the property.
(c) WESLEY BUSCH, Appl. No. R-374-67, rezone from R-2 to R-3 ,
property located on H Place between 12th Ave. N. and 13th
Ave. N. Mr. Ericksen pointed out the location of the prop-
erty on the zoning map and said the applicant indicated his
desire to build an apartment house on the site if granted
the rezone. It was decided that a field trip would be
scheduled to view the property.
(d) RAY H. BALL, Appl. No. R-375-67 , rezone from GS-1 to R-3 ,
property located on 12th Ave. N. between 0 St. and N Place.
Mr. Ericksen pointed out the location of the property on the
zoning map and stated the Comprehensive Plan indicated this
area as single-family residential. He said that Mr. Magstadt
pointed out this fact to the applicant, who insisted on filing
the application in spite of this information. It was decided
that a field trip would be scheduled to view the property.
(e) WELHELM SCHWARTZENBERGER, Appl. No. R-377-67 , rezone from G
to R-4 , property located on Shattuck Street between} 6th and
7th Avenues. Mr. Ericksen pointed out the location of the
- property on the zoning map and showed how the property was
surrounded by R-3 , R-4 and L-1 zoning. The Comprehensive'
Plan shows the area as multiple family residential. It was
tmmomndecided to view the property on a scheduled field trip.
