• Information about preventative street maintenance, traffic impact projects, road
closures, and I-405 work happening this week can be found at
http://rentonwa.gov/traffic. All projects are weather permitting and unless otherwise
noted, streets will always remain open. Preventative street maintenance, traffic impact
projects, and road closures will be at the following locations:
Monday, January 23 through Friday, February 10, 8:00 a.m. to 3:00 p.m.
Intermittent lane closure on Jefferson Ave NE at the 2900 block. Detour route will

PROCLAMATION
a)Lunar New Year Day Proclamation: A proclamation by Mayor Pavone was read declaring
January 22, 2023 to be Lunar New Year Day in the City of Renton, encouraging all members of
the community to join in this special observation. Community leaders Duc Tran and Tony Au
accepted the proclamation with appreciation.

ADMINISTRATIVE REPORT
Deputy CAO Ed Kristi Rowland reviewed a written administrative report summarizing the
City’s recent progress towards goals and work programs adopted as part of its business plan
for 2023 and beyond. Items noted were:
Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
AUDIENCE COMMENTS
Emmanuel Bailey-Madilo, Renton, spoke about the conditions of living in south King
County and urged Council to support a wage increase similar to one recently passed
in neighboring cities. He also urged Council to enact progressive renter protection
legislation.
Nora Susan Schultz, Renton, stated she is a local landlord who has continued to
provide needed housing to residents instead of selling to a property management
company. She urged Council to include local landlords when developing renter
protections so they can be included as a part of a long-term solution.
Michael Westgaard, Renton, urged Council to either support a local initiative petition
to raise the minimum wage to the same level that neighboring cities have done, or to
make a floor vote to raise Renton's minimum wage at tonight's meeting.
Julianna Dauble, unknown, stated she is a teacher for the Renton School District and
stressed the importance of a livable wage and housing security as a solution to end
teacher stress and burnout.
Daniel Bannon, unknown, speaking on behalf of the Rental Housing Association of
Washington (RHAWA), urged Council to take a considerate, deliberate approach when
drafting new legislation regarding renter protections.

b)AB - 3264 City Clerk requested authorization to implement a reorganization of the City Clerk

c)AB - 3273 City Clerk submitted the quarterly list of fully executed contracts & leases between
10/1/2022 - 12/31/2022, and a report of agreements expiring between 1/1/2023 –

(SNAP) Incentive Agreement, in order to accept up to an additional $22,350 as "SNAP Match"
incentive reimbursements for use at the Renton Farmers Market through December 31, 2023.

e)AB - 3272 Parks & Recreation Department recommended approval of Amendment No. 3 to
LAG-20-028, lease with Northwest Restaurant Experience, Inc., which transfers the
Concession Agreement of RiverRock Grill Restaurant at the Maple Valley Golf Course, from
Northwest Restaurant Experience, Inc. to Kismat, LLC. Council Concur.
f)AB - 3274 Public Works Transportation Systems Division recommended approval of an
agreement with KPG Psomas, in the amount of $211,097, for construction engineering
services for the Rainier Ave S Corridor Improvements - Phase 4 project. Refer to Finance
Committee.
g)AB - 3275 Public Works Transportation Systems Division reported bid opening on December 1,
2022 for CAG-22-311, NE Sunset Blvd - Safe Routes to Transit project; and submitted the staff
recommendation to award the contract to the lowest responsive and responsible bidder,
Kamins Construction, Inc, in the amount of $318,149.14; and separately requested approval
of a fund transfer of $33,000 from unassigned fund balance in Fund 317 to cover anticipated
expenditures for the construction phase of this project. Refer to Finance Committee.

a)Finance Committee Chair Pérez presented a report concurring in the staff recommendation to
approve the following payments:
1. Accounts Payable – total payment of $8,580,173.12 for vouchers 10578, 10584-
10591, 405490-405492, 405503-405831; payroll benefit withholding vouchers 7027-
7029, 7040, 7042-7043, 404594-405502, and 1 wire transfer.
2. Payroll – total payment of $1,777,706.44 for payroll vouchers that include 628 direct
deposits and 3 checks (12/16/2022-12/31/2022 pay period).
3. Kidder Mathews vouchers 1313-1336 totaling $44,621.66.
4. Municipal Court vouchers 018182-018198 totaling $6,514.50.

b)Finance Committee Chair Pérez presented a report concurring in the staff recommendation to

Program. This will provide budget authorization for the Mayor and City Clerk to execute
Amendment No. 1 to CAG-22-121 with Perteet, Inc., for design engineering services for Lake
Washington Blvd N Speed Cushions.

preliminary engineering phase of the I-405/44th Gateway and Green-Scaping Improvements
project and all subsequent supplements to this agreement necessary to accomplish this project.

Police Department received $2,800 in grant funds to purchase two (2) Radar (with Rear antenna)
SUMMARY OF ACTION:
The Renton Police Department applied for and received an Award Letter on April 25, 2022 for a traffic safety
grant in the amount of $2,800, from the Washington Association of Sheriffs & Police Chiefs, for the purpose of
purchasing two (2) Radar (with Rear antenna) devices. The department purchased the devices in July of 2022,
and seeks Council's ratification of the approval of the grant. The devices will be used in High Visibility
Enforcement (HVE) programs that enhance traffic safety in the Renton communit y.

An annual report is required for the Traffic Safety Grant funds awarded to your department. The 2021-
2022 Traffic Safety Grant reports are due by October 5, 2022. Failure to report will result in denial of
2022 – 2023 grant funds. Your agency is also responsible for subscribing to the following commitments:
Support statewide/national traffic safety initiatives, projects, and programs
Report grant results to WASPC in a timely manner
Subscribe and commit to aggressive traffic enforcement
Federal funds require participation in high visibility enforcement (HVE)
