Geary,
Thanks for your email and questions regarding landscaping on the west side of Lake Washington Blvd N, as it pertains to
the proposed Kennydale Gateway project. On September 26, 2022 the Environmental Review Committee issued a
Determination of Non-Significance - Mitigated (DNS-M) for Kennydale Gateway. The DNS-M included eight (8) mitigation
measures, two of which were roadway related. For example, the applicant would be required to add a second
northbound approach travel lane, a second northbound travel lane within the roundabout, and a second southbound
lane within the roundabout at the N 43rd St / Lake Washington Blvd N intersection that would include a travel lane
through the roundabout and a dedicated right turn lane onto N 43rd St. Additional lane analysis would be required to
install the roundabout configuration and roadway improvements as determined by a survey. In addition, the applicant
will be required to submit civil construction plans to build these off-site improvements. Tree retention and landscape
plans would be included in the updated civil construction plans to be reviewed and approved prior to permit issuance.
Plus, any required vegetation would be subject to landscaping and street frontage requirements and would not be used
to offset the loss of any trees on the subject property.

Dear Mr. Close
This is a follow-on inquiry regarding the subject development. The Barbee Mill HOA has
continued to study the subject property and would like to request more detailed information
regarding Lake Washington Boulevard adjacent to our community as well as the added
roundabout at N 43rd street.
Currently there are trees and shrubs associated with these roadways. In studying the material
submitted by HLR Architects it is not clear how this area will be affected and restored. The
Landscape Schematic and Tree Retention Plan appear to lack treatment regarding the west side
of Lake Washington Boulevard. We believe this to be an oversight as it appears the roundabout
will disturb the landscaping. It is also believed that the addition of trees to the west side would
offset the loss of trees on the existing property, to the east of Lake Washington Boulevard.
Attached you will find an aerial photo of the area of concern along with two depictions from
HLR Architects materials with the area of concern highlighted with a red boundary.
We look forward to learning more regarding treatment of landscaping along Lake Washington
Boulevard and N 43rd street
