Close Principal Planner City of Renton 1055 S Grady Way Renton, WA 98057 Subject: 800 Garden / LUA22-000415 Response to “On Hold” Notice regarding Traffic Impact Analysis Clark, Thank you for meeting with us last week to discuss the City’s transportation comments in your “On Hold” Notice dated 1/25/23 related to the 800 Garden TIA dated 12/7/22. In response to our discussion, we propose the following as next steps to address the forecast LOS F at the Southport Dr/Garden Ave/Lake Washington Blvd intersection in 2037 with full buildout of the 800 Garden project. Given that this intersection was the only intersection identified to operate at a failing LOS in 2037 during the PM peak hour only, we propose that additional LOS evaluation is not necessary at the other 15 study intersections. For the Southport Dr/Garden Ave/Lake Washington Blvd intersection we propose to: 1. Evaluate weekday PM peak hour LOS for the following interim buildout years to determine if acceptable LOS E operation is achieved prior to full buildout in 2037: a. 2027 with Phase 1 of 800 Garden development b. 2032 with Phase 1+2 of 800 Garden development 2. Identify a cost for adaptive signal control at the intersection; this may include input from City transportation staff. 3. Revise TIA to include updated LOS results at the intersection for interim Phase 1 and Phase 2 buildout years (2027 and 2032 respectively), and include adaptive signal control at the intersection as proposed mitigation for the 800 Garden development for the buildout year in which the LOS F is triggered (2027, 2032 or 2037). We would be happy to discuss this approach further with your technical committee to confirm this approach before proceeding.
