LOCATION: Cedar Avenue South and 150 feet south of South 7th Street.
SUMMARY OF REQUEST: Applicant requests approval of a proposed two (2) lot short
plat.

SUMMARY OF ACTION: Planning Department Recommendation: Approval with conditions.

PLANNING DEPARTMENT The Planning Department staff report was received by the
REPORT: Examiner on January 25, 1978.
•
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and
• field checking the property and surrounding area, the
Examiner conducted a public hearingon the subject as
follows:
The hearing was opened on January 31, 1978 at 9:00 a.m. in the Council Chambers of the
Renton Municipal Building.
' Parties wishing to testify were sworn.
•
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered the following
additional exhibits into the record: •

The Examiner asked the representative for the applicant if she concurred in Exhibit #1.
Responding was:
Mary Lou Gustine

Mrs. Gustine indicated concurrence in the report and submitted an additional exhibit,
preliminary title report. The report was labeled Exhibit #4 by the Examiner. She •
encouraged approval of the request because of compatibility of the proposed development
with surrounding residential areas.
In response to the Examiner's inquiries, Mr. Smith indicated that no off-site improvements
• had been, required 'and submittal of utilities plans prior to filing of the short plat
referenced in Item P.1 are standard city requirements. '
The Examiner asked Mr. Smith for additions, corrections or revisions to Exhibit #1. Mr.
Smith submitted no revisions.
The Examiner asked for further comments. Since there were none, the hearing on
Item #Short Plat 119-78 was closed by the Examiner at 9:20 a.m.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record in this matter, the
Examiner now makes and enters the following:
FINDINGS:
•
1. The request is for approval of a two-lot short plat.
2. The Planning Department report accurately sets forth the issues, applicable policies
and provisions, findings of fact, and departmental recommendations in this matter, '
(is uncontested)., and is hereby attached as Exhibit #1 and incorporated in this
report by reference as ."set forth in full therein.

3. Pursuant to the City of Renton°s Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended by R.C.W. 43.21.C. , Gordon Y. Ericksen, responsible
official, determined that the proposal is exempt from the threshold determination
and EIS requirements of SEPA.
•
4. Plans for the proposal have been reviewed by all city departments affected by the
impact of this development and no adverse comment was expressed.
5. There was no opposition to the proposal expressed.
6. All existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, lot area, and configuration
of Section 4-706 (R-1) of Title IV, Ordinance No. 1628, Code of General Ordinances.
8. The record does not indicate that a licensed land, surveyor has made a survey of the
property and set the appropriate markings per Section 9-1105.3'.A. and 9-1106.3.H. (3) .
9. Certification by the King County Health Department and the King County and Renton
Finance Departments Will occur either prior to or at recording of the finally
approved short plat per Section 9-1105.7 and 8.
10. All off-site improvements have been installed. •
11. A preliminary title insurance policy was submitted (Exhibit #4) per Section 9-1105.3.A.
and 9-1106.3.H. (6) .
12. Restrictive covenants were not submitted per Section 9-1105.3.B.
13. The final plat map per Section 9-1105.3.C. shall be submitted for approval of the
Planning and Public Works Departments per Section 9-1105.7.
CONCLUSIONS:
1. The proposal conforms to the goals and objectives of the Comprehensive Plan.
2. The proposed lot configuration more than meets the requirements of the underlying
zoning and conforms to the character of the immediate neighborhood.
3. During final review of the proposal by the Planning and Public Works Departments
the utility plans and charges can be approved.
DECISION:
Based upon the record, testimony, findings and conclusions, it is the decision of the
Examiner to approve the short plat as proposed, subject to certification by a licensed
land surveyor per Section 9-1106.3.H. (3) .

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing on or before February 15, 1978. Any aggrieved person feeling that
the decision of the Examiner is based on erroneous procedure, errors of law or fact,
error in judgment, or the discovery of new evidence which could not be reasonably
available at the prior hearing may make a written request for review by the Examiner
withon fourteen (14) days from the date of the Examiner's decision. This request
shall set forth the specific errors relied upon by such appellant, and the Examiner
may, after review of the record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires
that such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and
meeting other specified requirements. Copies of this ordinance are available for
inspection in the City Clerk's office, first floor of City Hall, or same may be
purchased at cost in said office.

The subject site was annexed into the City by Ordinance No . V156
in the year 1909.
E . PHYSICAL BACKGROUND :
1 . Topography : The site slopes steeply at approximately twenty-
five (25 ) percent from the east to the west .
2 . Soils : Beausite Gravelly Sandy Loam, Runoff is rapid and the
hazard of erosion is severe . This soil is used for timber and
pasture .

3 . Vegetation : The site is primarily covered with grass , dense
grown cover and scrub bushes .
4. Wildlife : The vegetation of the site is suitable for small
native birds and mammals .
5. Water : Surface water was not evidenced on the site.
6. Land Use : The subject site which is undeveloped is surrounded
by a mixture of undeveloped and single family residential uses .
F. NEIGHBORHOOD CHARACTERISTICS :
The area is primarily single, family residential in nature .
G . PUBLIC SERVICES :
1 . Water and Sewer : An existing four (4) inch water main is
located along Cedar Avenue South . There is also an existing
ten ( 10) inch sanitary sewer running along Cedar Avenue South.
2 . Fire Protection : Provided by the City of Renton Fire Department
as per Ordinance requirements .
3 . Transit : Metro Transit Route 145 operates along Main Avenue
South to South Grady Way approximately one quarter (4) of a
mile west of the site .
4. Schools : The subject site is located approximately one ( 1 )
mile to the north of Talbot Hill Elementary School and Fred .'
Nelson Middle School and approximately three-quarters (3/4 )
of a mile to the south of Renton High School .
5. Parks : Phillip Arnold Park is within one-quarter (4) of a
mile of the subject site to the east , with Liberty Park and
Cedar River Park to the north being within three-quarters
(3/4 ) of a mile of the site .

J . IMPACT ON THE NATURAL SYSTEMS :
Platting the site itself will not have any impact upon any natural
systems . However, transition of the subject site from its present
undeveloped state to single family residential will disturb vege-
tation , soil , and increase storm water runoff. These impacts
should be minor in scope and can be alleviated by proper development
controls .
K. SOCIAL IMPACTS :
The creation of additional social interactions within the neighbor-
hood would be the result of the development of the subject site to
single family residential .
L . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended , RCW 43 . 21C ,
the subject proposal is exempt from the threshold determination
and EIS requirements of SEPA.

0 . PLANNING DEPARTMENT ANALYSIS :
1 . The subject short plat is consistent with the Comprehensive
Plan which designates the area as single family residential .
2 . The proposed single family residential use is compatible with
the R- 1 zone for the site and surrounding area .
3 . The subject site is presently undeveloped , although an old
single family residential structure had been located at one
time near the middle of the subject site . The structure has
been demolished .
4 . The proposed lots exceed the minimum 7200 square foot lot size
of the R-1 zone . Each lot consists of approximately 11 , 200
square feet and is approximately 77 feet in width.
5. Cedar Avenue South has recently been improved with new street
paving , curb, gutter, and sidewalks along the frontage 'of the
subject site.
6. Suitable utilities are available to serve the subject site .
7 . The subject application is considered exempt from the applica-
tion requirements of the storm drainage ordinance , Section VI .
However, plans and improvements will be subject to Public
Works Department approval . prior to filing the plat.
8 . A preliminary title report will be required prior to filing of
the plat.

located along Cedar Avenue South . There is also an existing

Platting the site itself will not have any impact upon any natural
systems . However, transition of the subject site from its:. present
undeveloped state to single family residential will disturb vege-
tation , soil , and increase storm water runoff. These impacts
should be minor in scope and can be alleviated by proper development
controls .
K. SOCIAL IMPACTS :
The creation of additional social interactions within the neighbor-
hood would be the result of the development of the subject site to
single family residential .
L . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton Environmental Ordinance and ' the
State Environmental Policy Act of 1971 , as amended , RCW 43 . 21C ,
the subject proposal is exempt from the threshold determination
and EIS requirements of SEPA .

1 . The subject short plat is consistent with the Comprehensive
Plan which designates the area as single family residential .
2 . The proposed single family residential use is compatible with
the R- 1 zone for the site and surrounding area .
3 . The subject site is presently undeveloped , although an old
single family residential structure had been located at one
time near the middle of the subject site . The structure has
been demolished .
4. The proposed lots exceed the minimum 7200 square foot lot size
of the R- 1 zone . Each lot consists of approximately 11 , 200
square feet and is approximately 77 feet in width.
5. Cedar Avenue South has recently been improved with new street
paving , curb, gutter, and sidewalks along the frontage 'of the
subject site.
6. Suitable utilities are available to serve the subject site . •
7 . The subject application is considered exempt from the applica-
tion requirements of the storm drainage ordinance , Section VI .
However, plans and improvements will be subject to Public
Works Department approval . prior to filing the plat.
8 . A preliminary title report will be required prior to filing of
