AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, CHANGING
THE ZONING CLASSIFICATION OF CERTAIN PROPERTIES WITHIN THE
CITY OF RENTON FROM GENERAL CLASSIFICATION DISTRICT (G-7200)
TO BUSINESS DISTRICT (B-1)
WHEREAS under Chapter VII , Title IV (Business Regulations) of Ordinance
No`. 1628 known as the "Code of General Ordinances of the City of Renton", as amended,
and the maps adopted in conjunction therewith, the properties hereinbelow described
have heretofore been zoned as General Classification District (G-7200) , and
WHEREAS a proper petition for change of zone classification of said properties
has been filed with the City on or about March 1, 1965, which petition was then
referred to the Planning Commission for investigation, and a public hearing having been
held thereon on March 24, 1965, all pursuant to notice of public hearing duly publisheR
and posted as provided by law; and said matter having been duly considered by the
Planning Commission, and all parties having been heard appearing in support thereof
or in opposition thereto, NOW THEREFORE
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON AS
FOLLOWS:
SECTION I: The following described parcel of property in the CITY OF R ^TC"
is hereby rezoned to Business District (B-1) ; the City Engineer and the Planning
Director are hereby authorized and directed to change the maps of the Zoning Ordinance,
as amended , to evidence said rezoning:
A) That portion of the East 280 feet of the Southeast 1/4 of the
Southeast 1/4, Section 4, Township 23 North, Range 5 East W.M. , described
as follows: Beginning at the Southeast corner of said Section; thence N.
0°58'58" E. , along the east line of said Section•18.8.44 ft. thence. N.
64°34,52" W. , 32.95 feet to the West line of. 132nd Ave. S.E. and the
true point of beginning thence continue .N. 64°34'52" W. 274.60 feet to
the west line of the East 280 feet of said subdivision; -thence N. 0°58'58"
E. 168.30 feet to the southerly line of Primary State Highway No. 2; thence
S. 54°21'22" E. along said line 303.94 feet to the west line of 132nd
Ave. S.E. thence S. 0°58'58" .W. along said west line 109..04 feet to the
true point of beginning, all situate in Renton, King County, Washington
B) The South 113.'89 feet of the West 264 feet of the Southwest 1/4 of the
Southwest 1/4 of Section 3, Twp. 23 North, Range 5 East, .W.M. , LESS
the West 164 feet thereof, LESS Coal and Mineral rights. ALSO: the
West 264 feet of the Southwest 1/4 of the Southwest 1/4 of Section 3,
Twp. 23 North, Range 5 .East, ,W.M. , lying South of State Highway No. 2 ,
LESS the South 113.89 feet thereof, LESS the West 30. feet thereof for
road, LESS Coal and Mineral Rights, all situate in Renton, King County,

C) The East 493 feet of the West 757 feet of the Southwest 1/4 of the
Southwest 1/4 lying southerly of Primary State Highway #2, all situate
in Renton, King County, Washington

4. That properties as described in Application No. R-224-65 (Cashway Lumber)be reclassified from R-2 to B-1, subject to approval of the Council of the proposed
amendment to the Comprehensive Land Use Map as heretofore recommended. Moved bySchellert, seconded by Delaurenti, to concur in the recommendation of the Planning
Commission and that this matter be referred to the LAW AND ORDINANCE COMMITTEE to
be held in abeyance pending the results of the April 19th hearing. By way of clari-
fication it was noted that this is the property described in item (2) above. The
motion carried.
5. That properties described in Application No. R-227-65 (Dalpay, School •
District, Hokenson) be reclassified from G-7200 to B-1. This recommendation, based
upon previous action of the City Council, will be in agreement with the Comprehensive
Land Use Map. Moved by Delaurenti, seconded by Perry, to concur in the recommendation
f the Planning Commission and refer this matter to the LAW AND ORDINANCE COMMITTEEotfordraftingoftheproperordinance. Carried.
6. That properties as described in Application No. R-228-65 (Arthur Webb) be
rezoned from B-1 and G-6000 to L-1. This property is located on Renton Junction Way
between 87th and 89th Avenues South. This proposed amendment to the zoning ordinance
is in agreement with the Comprehensive Land Use Plan. Moved by Schellert, seconded
by Dahlquist, to concur with the rezone request of the Planning Commission and to
refer this matter to the LAW AND ORDINANCE COMMITTEE for drafting of the proper
ordinance. Carried.
A letter from Mrs. Bertha Shane was read relative to water damage at premises located
at 528 "H" Street and requesting that the Council reconsider previous decisions and
advise what action she can take to recover these damages from the City. Moved by
Gianini, seconded by Perry, to refer this letter to the Fire and Water Cotimiittee .
Councilman Delaurenti objected on the grounds that this represents a legal problem
and should be referred to the City Attorney. Considerable discussion followed
regarding what had transpired during the past several months and the City Attorney
again advised that inasmuch as a claim had not been filed in writing within the
specified time limitation, this did not represent a legal claim and the Council
could take no action at this time. In view of the failure to comply with the
statutory requirements for the filing of a claim against a second-class city, the
Insurance Company could not make a settlement, nor could City Funds be used for
this purpose without a court order. Mr. Shellan stated that Mrs. Shane had been
fully advised of these facts and the action she must take. A vote on the above
motion failed. Moved by Pedersen, seconded by Delaurenti, to refer this matter to
the CITY hTORNEY to answer Mrs. Shane's letter. Carried.
A letter from the Renton Knights of Columbus was read requesting permission to sell
tickets on 3rd Avenue between Wells and Williams Streets on Saturday, May 8th and
further requesting they be granted use of one parking stall for display purposes.
Moved y Delaurenti, seconded by Poli, that permission be granted with supervision
ofthe Police Department. Carried.
A letter from Pacific Coast Railroad Company, signed by Clark A. Eckart, was read
stating their position regarding the right-of-way across their property which will
be required for the new freeway access road. Mayor Custer stated that he was pre-
pared to make recommendations to the committee to which this matter is referred.
Moved by Delaurenti, seconded by Pedersen, to refer this matter to the STREET AND
ALLEY COMMITTEE and CITY ENGINEER to study and report back. Carried.
APPOINTMENTS:
A letter was read from Mayor Custer appointing Mr. Albert Reisberg to the position
of Building Director for the City of Renton, effective April 6,.. 1965, and requesting
Council's concurrence. The Mayor suggested a starting salary for Mr. Reisberg at
Grade 26, Pay Range C, $682.00 a month, effective immediately upon employment. The
Mayor further requested that Mr. Jim Highton, acting Building Director, be designated
Building Inspector at Grade 21, Pay Range E at $590.00 base pay per month to become
effective on the Council's approval of Mr. Reisberg's appointment. Moved y Delaurenti,
seconded by Dahlquist, to concur in the appointment by the Mayor. Carried. At this
time the Mayor introduced Mr. Reisberg and he was accorded a welcome.

Avenue and along the west side of Factory Street . This is an area
with many substantial residences whose economic life may be exten-ded for many years ,, provided that blighting influences are not intro-
duced which will overwhelm or seriously impair the existing desirablelivingconditions . If the Land Use Map and zoning classification are
changed to allow business use it would be desirable tc provide screen-
ing for parking areas and general enclosure for any extension of the
existing or any other business nse not directly related to or compat-
ible with the residential uses abutting on the common streets .
Mr. Jensen stated that he had talked with Mr. Dunn, the applicant ,
who is willing tr., pro°°ide screening and planting as a buffer between
the business and residential areas.
Mr. Dunn, showing a map of the area, pointed out the proposed
rezone and the Company' s proposal to put up a sight obscuring hedge
in the area across from the R-2 area.
An otjection was voiced from a property owner who lives across
from the proposed rezone, in that the business zoning would allow
the piling of lumber across from his residence.
Mr. Dunn stated that there would be a storage shed in the area in
question and any open areas would be adequately screened with plantings ,
which he felt would be less objectionable than deteriorating houses ,
if these were to remain,
Mrs Jensen advised that the ordinance requires that such business
uses provide an 8 ' sight obscuring fence .
It was then moved by .Denzer, seconded by Peretti , to recommend to
the City Council that the Comprehensive Plan Land Use Map be changed
to reflect Retail-Commercial use Jn Lots 1 , 2 , 3 , 4 & 5 Block 9 ,
Car Works Addition to the City of Renton. Motion carried.
It was then moved by Denzer, seconded by Peretti , to recommend
to the City Council that Lots 1 , 2 , 3 , 4 & 5 , Block 9 , Car Works
Addition to City of Renton be rezoned from R- 2 to BGl . Motion carried.

this matter. There being no protests , the hearing was declared closed.
It was then moved by Cordell , seconded by Denzer to recommend
to the City Council the rezone of the areas as requested to B-1 .
Motion carried. Mr. Peretti abstained from voting.
