RE : Meeting with Mr. Beckwith
Renton Assembly of God
Mr. Ericksen and I met today with Mr. Beckwith , the
architect for Renton Assembly of God Church . He in-
formed us that the church has retained him to begin
design of additions to the existing facility . This
will include a gymnasium, additional classrooms and
office space. The land previously proposed for a bus
garage/parking facility will probably be used solely
for additional automobile parking . He further stated.
that the church is looking elsewhere for a bus stor-
age facility .
We discussed various aspects of his conceptual com-
prehensive plan for the church including future park-
ing requirements . He expressed concern over dis-
agreements in interpretations of the parking and load-
ing ordinance as it pertains to church additions . We
informed him that we would be happy to develop a park-
ing requirement for the facility and express this in
writing when more detailed plans have been prepared.
He said he would be keeping in touch with our depart-
ment as development progresses .

Wallace R . Wilson , Pastor , Highlands Community Church ,
3031 N . E . 10th , Renton , requested an opportunity to pub-
licly apologize to Mr . Gevers , if problems have been
created for the neighbors .
Relative to the gymnasium, Pastor Wilson reported that
the subject had been studied for four-five years and
checked with the Renton School District and the Renton
Recreational Council . While a considerable investment
is involved , they feel they are filling a desired role
in the community. Pastor Wilson said the school facili -
ties were not a commercial but rather a costly enter-
prise to the church . Two hundred and thirty-five chil -
dren use that facility , for which $200 a month rental fee
is paid , costing the church as a result . He stated that
he does not agree that this is a commercial enterprise
and noted that it is not their intent to establish some
kind of commercial enterprise but to be of service .
Discussion followed , with Pastor Wilson responding to
questions regarding the uses of the proposed addition ,
parking and traffic problems , and landscaping from the
Commissioners .
Further discussion ensued with respect to resolution of
the parking problem. Mr . Ericksen noted that the appli -
cant ' s original plan provided 135 spaces and the revised
plan 155 - 67 spaces short of the 222 recommended by the
staff. Various solutions to the problem were considered ,
including joint-use with adjacent property owners and
vacation of Jefferson Avenue . It was noted that parking
on the streets does not count toward the 222 spaces re-
quired by City Ordinance .
In response to a question from Chairman Teegarden , the
Planning Director advised the Commission that they have
the right to specify conditions that are felt necessary
in granting a special permit . If the applicant does not
live up to the conditions , the Commission can reconsider
in accordance with Section 4-722 ( B ) of the Zoning Ordi -
nance .
Seymour MOVED THAT THE PUBLIC HEARING BE CLOSED , seconded
by Wik . Motion carried unanimously .
ACTION :
MOVED BY SEYMOUR, SECONDED BY LEMON , THAT THE HIGHLANDS
COMMUNITY CHURCH SPECIAL PERMIT BE APPROVED SUBJECT TO
THE FOLLOWING CONDITIONS :
1 . THAT THE PARKING REQUIREMENT RECOMMENDED
BY THE PLANNING DEPARTMENT BE FULFILLED .
2 . THAT THE FINISHED BUILDING HEIGHT BE EQUAL
TO OR NO GREATER THAN THAT ON THE PLANS

Chairman Teegarden reminded the Commission that this is also
a continued item that had been referred to the Community Serv-
ices Committee for investigation and • report. He requested
a briefing from the Planning Director.
Mr.. Ericksen• advised that meetings had been held with church
group representatives and the architect. ' Alternatives had
been considered , but it is the present position of the Church
that they would like to pursue their original proposal .
Commissioner Scholes , Chairman of .the Community , Services Com-
mittee , reported that the Church is considering an increase
in the number of their buses to a to-ta;l of ten . The proposed
garage would be a permanent facility• and .would be used for all
maintenance work and fueling . The buses 'wiil ' be used for
church functions only. The Committee requested that the Church
consider
1 . an alternate location on the present church
property , and
2 .• a remote location , possibly 'in' a.,,B-1' zone .
The Church sought the guidance of an .architect . It was de-
cided that they would continue to' seek approval: of the origi -
nal plan , rejecting the northeast corner of. the property or
an off-site facility as too costly .
It is the Committee ' s opinion that the proposed plan its incon-
sistent with residential uses and ' recomme,ndation that the Church
relocate the facility to either a ,site 'on the present property
that is consistent with bordering—zoning users or to a remote
location .
Chairman Teegarden called for comments' from the Church .
Mr. Wendell Beckwith of Beckwith and Spangler Architects ,
14219 Lake Hills Boulevard , Bellevue. ' advised, that this Church
has chosen to use the buses as a means of :transporting people
to . and from the Church . The garage: facility is needed to
maintain and assist this program. . .
Pastor John M . Tappero , Assembly of God. Church , stated that
it would be impractical to rent anoth'erfa.ci:l i ty. for their
buses . He advised that they have n'o '.pro.b'lems with the neigh-
bors , congestion or view obstruction'. ' H'e • feels that anything
that is done would improve the area '.a,nd'.. that landscaping would
be provided . The Church is expandi,ng. wi'thfurther building
planned ,

Wik asked if abandoned gas stations had been looked into
for storage of buses .
Pastor Tapper° reported that they had been considered and
rejected for economic reasons . Remote sites were also
rejected because of inconvenience and expense of bus opera-
tion , since they rely on volunteer help .
Mr. Ken Long , 7728 South Lakeridge Drive , Renton , member
of the Church , advised that they have seven buses pre-
sently. He feels that a site approximately five miles
away would result in a lot of " running around" with that
amount of buses .
Further discussion followed regarding alternate sites .
Pastor Tappero advised that economic and design reasons
prevented them from considering alternate sites .
Mr. Ericksen addressed the Chairman with reference to
future expansion plans of the Church . He pointed out
that he could foresee problems in relation to the size
of the site and parking requirements . It appears that
additional parking at an alternate site will be neces-
sary in view of the expansion plans . A review with the
Planning Department was suggested at an early date to
resolve any questions .
Discussion followed regarding the appropriateness of
the facility in the area and the possibility that in
the future the Church may decide they did not want to
use it themselves .
Commissioner Lemon MOVED THAT THE PUBLIC HEARING BE
CLOSED , seconded by Humble . Motion carried unanimously ,
ACTION
MOVED BY SEYMOUR , SECONDED BY LEMON , THAT THE REQUEST
FOR SITE PLAN BE DENIED DUE TO THE INCOMPATIRTIITY OF
THE PROPOSED USES WITH PRESENT AND POTENTIAL USES OF
ADJACENT PROPERTIES . MOTION CARRIED UNANIMOUSLY .
Chairman Teegarden agreed that the Church should endea-
vor to find an alternate site and asked the Planning
Director to comment regarding an avenue of appeal .
The Planning Director stated that the applicant has the
right of appeal to the City Council . An appeal must be
filed within 10 days of the date of this hearing and
should include the reasons for the appeal .

A. COMMITTEE REPORTS :
ZONING COMMITTEE activities were reported by Commis-
sioner Mola in the absence of Chairman Ross . He said
they had met on downtown zoning and will have a re-
port at a later date . Regarding parking of recrea-
tional vehicles , they are considering getting to-
gether with the community and setting up an ad hoc
committee .

the costs of the development.
2 . Locate the facility on the existing church site .
3. Locate the facility at a different site alto-
gether, where controls would be less stringent.
He further stated that the church board will be meeting in
approximately a week and would probably make a decision at
that time as to their course of action .

Mr. William Flynn , 911 Lynwood Ave , N . E . , made a statement
objecting to the height of the proposed structure , and ques-
tioning the necessity of the gymnasium and the additional
classrooms . Bob Gevers , 900 Kirkland Avenue N . E . , noted
there was a discrepancy between the elevation shown on the
drawing and the site plan , in reference to the roof line of
the existing building and the proposed building . ' He noted
that the church has been filling the lot to the south of the
sanctuary over the years to where they have a parking lot .
Kay Johnson , 912 Kirkland Avenue N . E . , spoke in opposition
to the application .
Commissioner Ross questioned if the plans shown are to be
submitted for a building permit , or if they will be changed
in view of Mr. Nason ' s comments about modifications . Mr .
Nason replied the changes being made are to the roof design
to tie it together , and the major change would be to change
from a peaked roof to a flat roof .
Discussion followed on the subject of the building height and
the effect it would have on property owners on Kirkland and
Lynwood Avenues .
Mr. Bob Gevers said he had been asked to speak for the resi -
dents of the 900 block on Kirkland . He questioned if the
proposed addition is not too large for the lot and if adequate
parking is proposed . It was his contention that 104 parking
spaces would be required .
Mr. Gevers also questioned that the additional classrooms
are to be used for religious education , and stated the exist-
ing classrooms are being leased to a preschool and are being
used on a daily basis . He agreed that the church does need
to do some landscaping and thinks they need additional park-
ing very badly . He stated the existing landscaping is hardly
maintained . Mr. Gevers feels that Jefferson should be kept
as a street and, that ingress and egress should be on Jeffer-
son . He also felt that the church should have contacted the
community in regard to their proposed expansion . It was also
his opinion that some reservations should be on the approval
that theseclassrooms not be leased to other institutions .
Chairman Teegarden asked the church ' s representative if he
could respond about the preschool aspect .
Mr. Nason replied he had been asked to design a building that
would meet requirements for a day-care center . He stated the
building is large because of the basketball court , but that
all the other spaces are minimal for their intended use . In
reply to a question by the Chairman , he replied he is a mem-
ber of the church and is doing the design work for the church .
Ross asked if a change of use to a day-care center would be
subject to control by the Zoning Ordinance . Mr. Ericksen
noted that churches in the past have' used church facilities
for schools , and they had come before the Planning Commis-
sion for consideration (referring to a commercial operation
where the church was leasing space to the Bellevue Christian
School ) . Mr. Ericksen noted , however , that many churches do
have day-care and nursery school operations that are run as
a service to the community and these have not normally been
reviewed by the Commission . If they become a commercial opera-
tion , and advertise , then staff feels it is no longer the type
of facility typical in a church .

Seymour thought questions had been raised which Mr .
Mason cannot answer, and she felt they should be an-
swered by someone else from the church .
Kay Johnson raised further questions with regard to
the exact size of the property, the landscaping , if .
standard curbs will be required , and if the ingress
in the center is to be in its present location (which
is directly across from Mr. Johnson ' s driveway) . Mr .
Ericksen stated he thought the access could be moved
approximately 10 to 20 feet south and noted the la'nd-
scaping is required to be on the private property and
not the public right-of-way.
Chairman Teegarden asked that the required parking
spaces be checked out again . Mr . Ericksen pointed
out that the Parking and Loading Ordinance was ini -
tially adopted in March 1970 , and was recently up-
dated and that the new requirements cannot be applied
retroactively to the old structure but only to that
portion which is new.
Mr. Gevers asked that the Commission consider these
points : The legality of the size of the building
and its intended use , as well as the parking and land-
scaping , and are the classrooms really required for
religious education or are they being leased .
Chairman Teegarden asked for a calculation of the re-
quired parking for the existing building figured under
the requirements of the present ordinance .
Seymour asked if staff can determine how low this pro-
posed building could be dropped , would like to see some
sort of revision of the landscape plans to provide ad-
ditional screening on Kirkland Avenue , and wondered if
discussion could be held with the applicant to consider
revising th'e north end of the property.

Mr. Ericksen stated that several questions previously raised
have been discussed with the applicant. The applicant pro-
poses to bring the off-site improvements up to standard and ,
agrees to provide wood slats in the fence for screening . The
garage will be a metal structure . Two buses will be stored
inside the building and the balance will be parked outside .
The building will be approximately 25 feet high .
Mr. H. D. Cowan , 18015 - 140th Avenue S . E . , Renton , speaking
for the applicant , described their proposed development and
stated they had rushed the preparation of their plans in or-
der to try and get the permit approved at this time . They
would like to have the garage finished prior to winter as
they are presently servicing ' the buses outside .
With regard to the suggestion that the garage be located to
the north of the church , Mr. Cowan , stated that would conflict
with their future development plans and the access would be
difficult.
A question was raised as to what work would be done on the
buses in this facility . Mr. Ericksen replied that only limi -
ted servicing and minor repairs would be permitted . He also
stated a commercial repair garage would not be allowed in the
R-1 or R-3 zone .
Ross questioned if the proposed parking layout is capable
of accommodating the number of buses proposed . Mr . Ericksen
stated it is his opinion there is adequate space for the num-
ber of buses they presently have . The question of adequate
space for maneuvering was also discussed .
Several of the Commissioners expressed the opinion that the
area is primarily residential and they feel there would be
a definite impact from this kind of facility .
Mr. Cowan stated there is apparently no opposition to this
proposal from the people in the neighborhood and noted the,
owner of the property to the south has approached the church
to buy his property.
Chairman Teegarden stated he is aware that the church has a
tight time schedule , but he believes enough questions have
been raised that the hearing should be continued and the
application be referred to a committee for further study .

The applicant is proposing to divide the lot into three
parcels . Mr . EricksAlaltr noted that the Planning Commis-
sion has previously waived the requirement for off-site
improvements when they were no improvements in the area ;
however , in this particular case improvements will be
installed in the near future .
Slides were shown of the area and the Crescent View plat
which is presently being developed .
Ross questioned if off-site improvements would also in-
clude the development of the street to the center Tine .
Lyman Houk stated in this case it could include some
street improvement and that the City is working in con-
junction with the developer and putting in storm sewers
on N. E. 16th Street. He stated in his opinion the curb ,
gutters and sidewalks could be extended over to the edge
of the right-of-way ( from the present paved line ) .
Mr. E . B. Harris , the applicant , stated he had requested
the waiver due to the fact that the rest of the street
has no improvements at this time . He is presently de-
veloping the back lot and the front lot will not be de-
veloped now. Only 30 feet along the front is presently
involved .
Mr. Harris asked what the improvements would cost . Lyman
Houk stated curb and gutters are about $2 . 50 a foot and
sidewalks about $5 . 00 a square yard . He suggested Mr.
Harris contact him and perhaps something can he worked
out so that some of the work the City will be doing can
be done in conjunction with the applicant ' s work . Mr .
Houk thought perhaps it could be worked out on a cost
basis with the Street Department .
Following this , SCHOLES MOVED THE PUBLIC HEARING BE

Propose Bus Storage Garage
I talked with Harold Spore, Assistant Pastor for the Church,
and informed him of the Planning Commission' s concern
regarding the impact of the proposed bus storage facility on
adjacent residential properties. He felt that they did
not have enough room on the land which Church planned for
future expansion, and locating the bus storage facility
underneath the proposed gymnasium was a rather difficult
task. He did mention that survey of the property revealed
some changes that would use the impact considerably. The
rear property line was found to be too far Eastward. This
results in a substantially lower rear retaining wall
approximately 4 - 6 feet as opposed to 20 -25 feet. ) It
also appears both N.W. 2nd Place and Taylor Avenue N.W. -
have 60-foot right-of-way. This entirely alleviates
the need for a retaining wall along N.W. 2nd Place. Mr.
Spore agreed that curbs , gutters, sidewalks , and proper
drainage should be installed. He also agreed to prepare
plans to show the changes in the lot lines and the resulting
changes to their plans .

referred to the Board of - Public Works . '
Regarding the Environmental Awards ; Scholes reported
the committee will be viewing the places -nominated
and will try to report on this at the September meeting .

Don Humble, Chairman , reported the committee is,,
recommending that the Planning Commission hold 'a
public hearing as soon as possible to consider the
Broadacres application ' for Open Space Classification .
