Sartori School The Community Services Committee report recommended that the Council
Lease I authorize the Mayor to proceed with the lease renewal for Sartori
School , subject to approval by the City Attorney as to form. MOVED
BY STREDICKE, SECONDED BY THORPE, COUNCIL CONCUR IN COMMITTEE REPORT.
CARRIED. MOVED BY SHINPOCH, SECONDED BY STREDICKE, COUNCIL AUTHORIZE

NEW BUSINESS Councilman Grant presented memo from Administrative Assistant Custer
concerning problems encountered with Section 8 of the Code of Ethics
Board of Ethics : Ordinance concerning membership of the Board of Ethics and terms of
office and wording. The letter requested review of the ordinance to
consider deleting requirement that Board of Ethics- appointees be mem-
bers of the Boards of Trustees of the required community organizations,
i .e. , Renton League of Women Voters and Renton Ecumenical Council .

Senior Citizen j Upon discussion of change in location of Senior Citizens building
Center along Cedar River and amendment to the Referendum 29 fund application

MATTER OF DESIGN AND CONFIGURATION OF THE SENIOR CITIZEN BUILDING BE •
REFERRED TO THE MAYOR'S SENIOR CITIZEN ADVISORY COMMITTEE FOR DISCUS-

Ordinance #3118 The Ways & Means Committee report recommended second and final
Norwood Rezone reading of an ordinance providing for the rezoning of property from
R-884-76 General classification to Business (B-1 ) for property located at .
the northeast corner of N. 30th and Park Ave. N. , known as the
Norwood Rezone. The Ordinance had been placed on first reading 2/28,
second and final reading 3/7/77 and failed for lack of approval by
majority of the quorum and placed on the table for one week. MOVED
BY STREDICKE, SECONDED BY PERRY, COUNCIL REMOVE ORDINANCE FROM THE
TABLE. CARRIED. MOVED BY PERRY, SECONDED BY SHINPOCH, COUNCIL PLACE

The , appeal period has now expired for rezone request for
MacPherson, Inc. , R-007-77, which was heard on February 8,
1977. Since the request for reconsideration or appeal
has not been officially made, I am therefore requesting
that you transmit this rezone to the City Attorney for
the ;preparation of an ordinance to be placed on the
Council °s next agenda for first reading.
According to the action of the Council, approving,
modifying, or rejecting the decision of the Examiner
shall be final and conclusive unless within 20 calendar
days within the date of action, an aggrieved party or
person obtains a writ of certiorari from the Superior
Court of Washington for King County, for purpose of
review of the action taken.

MacPherson Rezone Land Use Hearing Examiner Magstadt submitted report and recommendation
for approval/subject to conditions,of MacPherson's, Inc. rezone R-001-77
for property located at the Northeast corner of Monroe Ave. N.E. and
N.E. 10th St. Applicant requested rezone from GS-1 (General Classifica-
tion District) to R-1 (Single Family Residence) for 35,000 sq. ft.
Hearing Examiner held public hearing 2/8/77 and appeal period expired
2/22/77. City Clerk recommendation: Referral to the Council 's Ways and
Means Committee for proper ordinance. (See later Ordinances)
RAYS Agreement Letter from Finance Director requested authorization for the Mayor and
City Clerk to execute 1977 Renton Area Youth Services Agreement, CAG-
031-75 Addendum No. 2, funds in amount of $5,000 allocated in the 1977
Budget. Recommendation: Council approval .
Proclamation Proclamation of Mayor Delaurenti declared April 18, through 23, 1977
Quality Control as Quality Week in Renton and asked citizens to be aware of the quality,.
Representative being present, Mayor Delaurenti presented proclamation.
Bid Opening City Clerk Mead reported 3/3/77 bid opening for refuse collection,
one bid received from General Disposal Corp., 1415 N.W. Ballard Way,
Seattle, WA 98107, with one can picked up once per week - $2.95 per
month and each additional can $1 .00. Refer to Public Services
Committee.
Travel Letter from Mayor Delaurenti recommended approval of Planning Director
Ericksen's request for attendance at American Society of Planning
Officials ' Conference in San Diego, April 23-28, 1977. Letter stated
funds budgeted for 1977. Refer to Ways & Means Committee.

Appointment Letter from Mayor Delaurenti appointed Brian D. Gain, 2017 Jones
Pro tem Judge Circle S.E. , to serve as a pro tem judge in the Renton Municipal
Court; term effective through' 12/31/77. Councilman Stredicke noted
appointment of Mr. Gain to another city board was pending in Ways" & Means
Committee, asking that more citizens participate in city government.
Mayor Delaurenti advised pro tem judge appointment was for emergencies
only, noting few attornies were attainable with available time. MOVED
BY PERRY, SECONDED BY THORPE, COUNCIL REFER APPOINTMENT TO THE WAYS
AND MEANS COMMITTEE. CARRIED. ' Councilman Perry asked City Clerk to
notify two absent committee members of conversation. Mayor Delaurenti
noted willingness to appear before the committee. MOTION CARRIED.
CORRESPONDENCE AND CURRENT BUSINESS
Law and Justice Letter from Mayor Delaurenti submitted copy of Law and Justice Planning
Planning Grant Office grant request of the City for 1978 in amount of $27,778, which
Request must be approved by the King County LJPO by 4/1 and provides funds for
purchase of mobile and portable multi-channel radios for the Valley
Communications Center operations. The City's "local match" share of
total project funds is 5% or $1 ,389. The letter requested Council auth-
orization for Mayor and City Clerk to execute the grant request and
forward to the King County Law and Justice Planning Office for approval .
MOVED BY- PERRY, SECONDED BY STREDICKE, COUNCIL CONCUR IN REQUEST OF
THE MAYOR. Upon inquiries by Council Members Stredicke and Thorpe,
Mayor Delaurenti noted all cities are contributing to the Valley Communi-
cations Center operation and that if the city would so decide,it can

Public Works ,Director Gonnason reported all protests received totalled
8: 12% 'protest. Gonnason explained the many meetings since July, . 197 5
concerning sewers and annexation of the area which are progressing
concurrently. Gonnason used display map to point out area to be served
immediately and area which could be served in future, pointing out the
trunk line placement as planned and proposed placement if federal fund-
ing could be obtained, which would be known before start of construc-
tion; however explaining if additional funding were received, that the
installation would be! delayed, that present plan is for installation
during the summer of 1977, that if funding is received, maximum benefit
would be $500 to each' property owner. Gonnason also explained the
L. I.D. project assessment of $531 ,900 divided equally amoung the 19,7 .
parcels; cost is $2,700 each. Upon Stredicke's inquiry, Public Works. Direc-
tor Gonnason explained late-corner's charge could be arranged for antici-
pated ,service area, if city participated in cost of trunk line installa-
tion. Gonnason noted septic tank failure in the area. Upon inquiry
Councilman Stredicke noted 4/4/77 public hearing re Heather Downs Annexa-
tion.

Horizons Councilman Stredicke reported Renton Horizons Committee meeting was
Committee held wherein Robert Lester was named Chairman, Meeting Objectives -
Lindsey Johnstone and 4th of July picnic - John and Becky Cleere.
Stredicke explained the Renton Horizons Committee was encouraging
community events and programs in the area similar to the Bicentennial
program.
Community Community Services Committee Chairwoman Seymour-Thorpe submitted com-
Services mittee report announced receipt of proposed CATV Ordinance regulating
Committee cable operations within the city as required by federal law and recom-

CATV Agreement The Community Services Committee report recommended the administration
be authorized to sign the agreement for renewal of the CATV contract
for services, subject to approval by the City Attorney as to form,
noting Seattle City approval has been given. MOVED BY PERRY, SECONDED
BY SHINPOCH, COUNCIL CONCUR IN RECOMMENDATION AUTHORIZING AGREEMENT.
Upon request, Councilwoman Thorpe noted CATV Ordinance contains
special senior citizen rate, which is only city in state which does
according to Mr. Hurd, CATV Coordinator. MOTION CARRIED.
Utility Tax MOVED BY STREDICKE, SECONDED BY PERRY, COUNCIL REFER THE SUBJECT OF

Earlington Area Councilwoman Seymour-Thorpe reminded the administration that meetings
Park were pending regarding the proposed park in Earlington area, awaiting
report from administration re existing building and purchase of
property; also noting residents in the area were anxious to meet.
NEW BUSINESS Councilwoman Thorpe inquired of the City Attorney re enforcement of
industrial park regulations concerning unkept landscaping, being
Landscaping advised of civil and criminal penalties, that restrictive covenants
Industrial Park are enforced through Superior Court of King County. The -City Attorney
further advised for noncompliance, notices be sent and if not observed,
suit begun.

Lease for Letter from Mayor Delaurenti submitted current lease agreement with
Sartori School the Renton School District covering the space used for senior citizens'
recreation activities at Sartori School . The letter noted Parks and
Recreation Director Gene Coulon recommended that the lease be renewed
for another three years effective 7/1/77. The Mayor's letter concurred
the recommendation and requested Council ' s authorization to proceed with
the lease renewal . MOVED BY PERRY, SECONDED BY THORPE, COUNCIL REFER

AUDIENCE COMMENT Harry G. Bostick, 3527 Shattuck S. , received Mayor's Proclamation for

Monster Road Kay Johnson, 300 Rainier Ave. N. , inquired re Monster Road railroad
RR X'' ing crossing, noting matter in the Public Services Committee. Council
President Perry distributed copies of letter from the Mayor and Council
President to Washington Utilities and Transportation Committee Commis-
sioners Elmer Hundley, Frank Foley and Senator R. Bailey in Olympia
re the crossing. The letter asked the Commission give attention to
public safety and noted Monster Road is essential to efficient flow of
traffic around Longacres and into Renton. Councilman Stredicke asked
that request for signalization at that crossing be included and was
advised by Public Works Director Gonnason of application made by city
for lighting, signalization and gates for that crossing, having been
advised by the PubliciWorks and Transportation Committee and confirmed
by Council that crossing should not be closed. Stredicke noted Grady
Way bridge inadequate; from load standpoint to handle increased traffic
in the event of the closing and asked authorization to send letter to
the Utilities Commission to include signalization and reopening of the
hearing. Public Works Director Gonnason noted Hearing scheduled for
3/1,5/77. Mr. Johnson noted city will be required to do repair on the
bridge, that it is a matter of shifting unsafe conditions from the Mons-
ter Rd. crossing to Grady, Way by Totem Distributors, noting large
trucks would have to swing into oncoming traffic in several different
situations. Johnson noted railroad's refusal to participate . Stredicke_ _
suggested opening of access from the Metro plant to Grady Way. Discus-
sion ensued of problem created for industrial firms for access. Moved
by Shinpoch, seconded by Perry, Mayor and Council President be authori-
zed to sign and to send letter to Utilities and Transportation Commis-

Development report explained that at the request of the Park Board and consultants
Committee Report the committee met with them on 3/2/77 to review the master plan for
development of the Lake Washington Beach Park Extension. The report
Lake Washington recommended Council approval of the master plan for the Lake Washington
Beach Park Beach Park Extension following review, recommending referral to the
Extension Committee of the Whole meeting of April 12, for review and concurrence.

lands. Councilman Perry noted payment of $25 fee for appeal which was
filed today. City Attorney Shellan noted that if applicant is not
satisfied with decision of Hearing Examiner, applicant may request
Examiner to review within 14 days or may direct appeal to Council in
which case a $25 fee exists; the Council will then review record as
prepared by Hearing Examiner. Upon further 'inquiry, Shellan noted the

Dear Mr . MacPherson :
The proposed tentative plat for Ruddell ' s 2nd Addition has
been reviewed by the Planning Department and other necessary
city departments . The subject tentative plat is approved
with the following conditions :
1 . A minimum 15 foot natural buffer easement shall
be provided along the north and west property
lines and along that portion of the south
property line west of the proposed cul -de-sac .
This area shall be maintained in its natural
state and shall preclude any access from the
proposed lots onto adjacent streets . This
should be added to the plat map together with
the required setbacks for each lot .
2 .1 Access to the proposed lots 2- 13 shall be by
the cul -de-sac only .
3 . The significant trees on the site shall be
retained and included in the preliminary and
final plat design as much as possible . Clearing
shall not be permitted prior to approval of the
preliminary plat , and then only that clearing
needed for installation of roads and utilities .
House design and building pad location should
maximize compatibility with such existing trees .
Attached for your information is a copy of the proposed plat
with the corrections of the Planning Department and other
city departments noted in red . You may apply for preliminary

The Examiner asked Mr. Bigbie if he concurred with Exhibit #1 . Mr.
Bigbie responded that he concurred. In response to the. Examiner's
question regarding the retention of the trees on the rezone property,
Mr. Bigbie stated that there is a green belt easement on the western,
southern and northern property lines included in the restrictive
covenants of the plat. He indicated that the lots along the western
portion of the property would be larger than the minimum 7200 square
feet requirement because they are located in a cul-de-sac.
The Examiner commented that because the property is heavily wooded,
retention of the trees is an important aspect of the development.
Mr. Smith reported that a 15 to 20-foot easement will be retained
which would preclude access onto Monroe Avenue N.E. and a portion
up to the cul-de-sac, and would serve a dual purpose to provide access
onto the streets and retain the trees as well .
Mr. Bigbie stated that the restrictions will assure that most of the
vegetation will remain if the final plat is approved at a later date,
and that the applicant was amenable to the request.
The hearing on Item #R-007-77 was closed at 9 :20 a.m. by the Examiner.
FINDINGS, CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record
in this matter, the Examiner now makes and enters the following:
FINDINGS :
1. The Planning Department report accurately sets forth the issues,
findings of fact, applicable policies and provisions and

3. The land use and zoning in the area is primarily single-family
residential with the exception of several churches within one-
quarter mile of the site. The request is compatible with the
character of the area and the Comprehensive Land Use Plan.
4 . All public services are immediately available.
5. The previous history of potential rezoning of this property to
zones other , than single-family residential has met with
considerable objection from property owners in this area.
6 . Mr. Bigbie, representative for the applicant, stated that he
concurred with the staff report and recommendation.
CONCLUSIONS :
1. Ordinance No. 3071 , Section 4-3014 (b) , states that the property
is potentially zoned for the reclassification being requested
pursuant to the policies set forth in the Comprehensive Land
Use Plan and conditions have been met which would indicate the
change is appropriate.
2 . The Land Use Report 1965 , Page 11, Residential,. states :
The successful utilization of land for low density
residential development will depend on the availability
of easily accessible areas which are relatively free

public hearing on the subject as follows:
The hearing was opened on February 8, 1977 , at 9 :00 a.m. in the
Council Chambers of the Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and the applicant had received
and reviewed the Planning Department report, and the report, including
attached maps , was entered into the record by the Examiner as Exhibit #1 .
Michael Smith, Planning Department, reviewed Exhibit #1, and entered
the following additional exhibits into the record:

Mr. Smith indicated that the proposed plat request will, be submitted if
the zoning is approved, and has been prepared by Triad Associates, Inc. ,
a consulting firm. He also reportedthat during a previous rezone
request for the subject property in 1975, neighbors in the area had
indicated a desire for single-family residential zoning for the
property. Mr. Smith reported that additional comments will beforthcomingfromcitydepartmentsandagenciesuponreceiptof
preliminary and final plat requests for this property.
The Examiner asked for additional comments from the Planning Department
staff. There were no further comments.
The Examiner requested comments from the representative for MacPherson' s ,
Inc. Responding was :

natural features and amenities that may exist or can be
developed should belutilized to best advantage for the
use and benefit of the community. Convenience to place
of employment, shopping districts , schools , parks and
other cultural activities 'should be inherent features
of the location. "
3. The applicant has agreed to a green belt easement on the
northern, southern andiwestern property lines . These' easements
are to be included as restrictive covenants on a proposed plat.
Maintenance of this buffer will provide a physical buffer
between the proposed new development and Monroe Avenue N.E. ,
an adjacent arterial, and from encroaching residential
development. This is one of the last remaining heavily
wooded tracts available for development, and with proper
planning and selective cutting could result in one of the
more attractive developments in the area.
4 . The application is consistent with the goals, policies and
location criteria for residential areas as stated in the
Comprehensive Land Use Plan and the Land Use Report.
RECOMMENDATION:
Approval of the requested rezone subject to the conditions as stated
in the Planning Department report to the Hearing Examiner as set forth
in Exhibit #1, Section P:
Recommend approval of the rezone request subject to the
retention of the existing natural vegetation on the site
until subdivision and development. At such time as much
significant trees and vegetation as possible will be
incorporated into the development plans . Possibly restrictive
covenants should be provided to ensure retention of the
significant trees, especially around the north, west and
south perimeters of the site. "

extending into site from N . E. 10th Street was vacated in
1974 , thereby eliminating access to the previously platted
portion of the property (easterly 1/3 of site ) . A special
permit to construct a church facility on the subject. site
was denied by the City Council on December 15 , 1975 .
E. PHYSICAL BACKGROUND:
1 . Topography : The westerly half of the subject site is
relatively level . The easterly half gently slopes
upward to the easterly property line (approximately
six percent slope) . The overall slope of the site is
approximately five percent .
2 . Soils : Arents , Alderwood material , 6 to 15 percent
slopes (AMC ) . Runoff is medium, erosion hazard is
moderate to severe , and permeability is very slow
below a depth of 24 to 40 inches . This soil is suit-
able for urban development.
3. Vegetation : The westerly half and along the north
property line consists of significant stands of Douglas
Fir, together with intermittent dogwood and thick ever-
green underbrush . The easterly half of the site has
been previously cleared and consists primarily of
grasses , brush , and scrub deciduous trees . The existing
stands of evergreen trees are primarily 6" - 18" caliper
and provide a destinctive character to the site .
4. Wildlife : The existing vegetation on the site provides
suitable habitat for birds and small mammals native to
the area .
5 . Water: Surface water or streams are not apparent on
the subject site .
6 . Land Use: A single family residence previously existed
on the site. It has been demolished and the site remains
undeveloped. The area surrounding the site on the east ,
west , and south is single family residential . The
Bethlehem Lutheran Church exists directly to the north ,
with the Seventh Day Adventist Church located across
Monroe Avenue N . E . and approximately 100 feet north of
the subject site.
F. NEIGHBORHOOD CHARACTERISTICS:
Land use and zoning in the area is primarily single family
residential . However, several churches exist within one-
fourth mile of the site . Refer to Section E . 6 . and Exhi -
bits 1 and 2 for more detailed land use information .
G. PUBLIC SERVICES:
1.. Water and Sewer: A ten inch water main )exists along
Monroe Avenue N. E . and a four inch water main exists
along N . E . 10th Street. There are existing eight inch
sewer and storm sewer mains located along Monroe Ave-
nue N. E.
2. Fire Protection : Provided by the Renton Fire Depart-
ment as per ordinance requirement . Any future subdivi -
sion and development of the site will be subject to the
City of Renton standards .
3 . Transit : Metro Transit route #42 provides service along

Introduction The State Environmental Policy Act of 1971. Chapter 43.21C, RCW.' requires " '

MacPherson Rezone Land Use Hearing Examiner Magstadt submitted report and recommendation
for approval,subject to conditions,of MacPherson's, Inc. rezone R-001-77
for property located at the Northeast corner of Monroe Ave. N.E. and
N.E. 10th St. Applicant requested rezone from GS-l (General Classifica-
tion District) to R-1 (Single Family Residence) for 35,000 sq. ft.
Hearing Examiner held public hearing 2/8/77 and appeal period expired
2/22/77. City Clerk recommendation: Referral to the Council 's Ways and
Means Committee for proper ordinance. (See later Ordinances) -
RAYS Agreement Letter from Finance Director requested authorization for the Mayor and
City Clerk to execute 1977 Renton Area Youth Services Agreement, CAG-
031-75 Addendum No. 2, funds in amount of $5,000 allocated in the 1977
Budget. Recommendation: Council approval .
Proclamation Proclamation of Mayor Delaurenti declared April 18, through 23, 1977
Quality Control as Quality Week in Renton and asked citizens to be aware of the quality,.
Representative being present, Mayor Delaurenti presented proclamation.
Bid Opening City Clerk Mead reported 3/3/77 bid opening for refuse collection,
one bid received from General Disposal Corp. , 1415 N.W. Ballard Way,
Seattle, WA 98107, with one can picked up once per week - $2.95 per
month and each additional can $1 .00. Refer to Public Services
Committee.
Travel Letter from Mayor Delaurenti recommended approval of Planning Director
Ericksen's request for attendance at American Society of Planning
Officials ' Conference in San Diego, April 23-28, 1977. Letter stated
funds budgeted for 1977. Refer to Ways & Means Committee.

appointment of Mr. Gain to another city board was pending in Ways" & Means
Committee, asking that more citizens participate in city government.
Mayor Delaurenti advised pro tem judge appointment was for emergencies
only, noting few attornies were attainable with available time. MOVED
BY PERRY, SECONDED BY THORPE, COUNCIL REFER APPOINTMENT TO THE WAYS
AND MEANS COMMITTEE. CARRIED. Councilman Perry asked City Clerk to
notify two absent committee members of conversation. Mayor Delaurenti
noted willingness to appear before the committee. MOTION CARRIED.
CORRESPONDENCE AND CURRENT BUSINESS
Law and Justice Letter from Mayor Delaurenti submitted copy of Law and Justice Planning
Planning Grant Office grant request of the City for 1978 in amount of $27,778, which
Request must be approved by the King County LJPO by 4/1 and provides funds for
purchase of mobile and portable multi-channel radios for the Valley
Communications Center operations. The City's "local match" share of
total project funds is 5% or $1 ,389. The letter requested Council auth-
orization for Mayor and City Clerk to execute the grant request and
forward to the King County Law and Justice Planning Office for approval .
MOVED BY- PERRY, SECONDED BY STREDICKE, COUNCIL CONCUR IN REQUEST OF
THE MAYOR. Upon inquiries by Council Members Stredicke and Thorpe,
Mayor Delaurenti noted all cities are contributing to the Valley Communi-
cations Center operation and that if the city would so decide,it can
withdraw from that operation and retrieve_ city's share of equipment.
MOTION CARRIED. Mayor Delaurenti inquired whether Council would like
review of Valley Communication Center operation.

immediately and area which could be served in future, pointing out the
trunk line placement as planned and proposed placement if federal fund-
ing could be obtained, which would be known before start of construc-
tion; however explaining if additional funding were received, that the
installation would be delayed, that present plan is for installation
during the summer of 1977, that if funding is received, maximum benefit
would be $500 to each property owner. Gonnason also explained the
L. I .D. project assessment of $531 ,900 divided equally amoung the 19.7 .
parcels; cost is $2,700 each. Upon Stredicke's inquiry, Public Works Direc-
tor Gonnason explained late-comer's charge could be arranged for antici-
pated ,service area, if city participated in cost of trunk line installa-
tion. Gonnason noted septic tank failure in the area. Upon inquiry
Councilman Stredicke noted 4/4/77 public hearing re Heather Downs Annexa-
tion.
