The appeal period has now expired for rezone request for
John Anderson, File No. R-031-77 , which was heard on
March 29 , 1977. Since the request for reconsideration
or appeal has not been officially made, I am therefore
requesting that you transmit this rezone to the City
Attorney for the preparation of an ordinance to be
placed on the Council ' s next agenda for first reading.
According to the action of the Council, approving,
modifying, or rejecting the decision of the Examiner
shall be final and conclusive unless within 20 calendar
days within the date of action, an aggrieved party or
person obtains a writ of certiorari from the Superior
Court of Washington for King County, for purpose of
review of the action taken.

AN ORDINANCE OF THE CITY OF,RENTON, WASHINGTON, CHANGING
THE ZONING CLASSIFICATION OF CERTAIN PROPERTIES
WITHIN THE CITY OF RENTON FROM GENERAL CLASSIFICATION
DISTRICT (G) TO MANUFACTURING PARK DISTRICT (M-P)
WHEREAS under Chapter 7, Title IV (Building Regulations)
of Ordinance No. 1628 known as the "Code of General Ordinances
of the City of Renton", as amended, and the maps and reports adopted
in conjunction therewith, the property hereinbelow described has
heretofore been zoned as General Classification District (G) ; and
WHEREAS a proper petition for change of zone classification
of said property has been filed with the Planning Department on
or about March 3, 1977 which petition was duly referred to the
Hearing Examiner for investigation, study and public hearing, and
a public hearing having been held thereon on or about March 29, 1977,
and said matter having been duly considered by the Hearing Examiner
and said zoning request being in conformity with the City's Comprehensive
Plan, as amended, and the City Council having duly considered all
matters relevant thereto, and all parties having been heard appearing
in support thereof or in opposition thereto, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION I: The following described property in the
City of Renton is hereby rezoned to Manufacturing Park District (M-P)
as hereinbelow specified; the Planning Director is hereby authorized
and directed to change the maps of the Zoning Ordinance, as amended,
to evidence said rezoning, to-wit:

hereof as if fully set forth herein

of S.W. 43rd between West Valley Highway and

Ways and Means The Ways and Means Committee report submitted by Committee Chairman
Committee Report Clymer, recommended second and final readings of an ordinance rezoning
Ordinance #3134 certain property located 120' north of SW 43rd between W.Valley Hwy

order, meeting having been continued from Monday, ,May 9, 1977.

Executive Session Mayor Pro tem Perry explained purpose of continued meeting
for executive session by Council members regarding land

Perry explained the Board of Adjustment would be using the
Council Chambers for a public hearing during the executive
session.
Refuse Disposal Public Services Committee Chairman called a public meeting
Public Meeting on May 23, 1977., in regard to the proposed garbage contract,
5/23/77 inviting public comment.
AUDIENCE COMMENT Versie Vaupel inquired if any other business would be conducted
following the Executive Session and was advised it was not
anticipated.
Executive Session MOVED BY STREDICKE, SECONDED BY THORPE, UPON CONVENING IN
EXECUTIVE SESSION, COUNCIL DISMISS THE RECORDING SECRETARY
AND ASK THE FINANCE DIRECTOR TO RECORD CLOSING OF THE MEETING.

67,342.25). Motion by Thorpe that total amount of adjustment $8,000
be charged to Utility Fund, failed for lack of a second. Councilman
Stredicke asked record to indicate his opposition to the LID, that it
included a large majority of county property prior to annexation, that
protest came from county portion which was eliminated thereby increasing
costs. MOVED BY CLYMER, SECONDED BY GRANT, COUNCIL REFER MATTER TO THE
WAYS AND MEANS COMMITTEE FOR NECESSARY LEGISLATION. CARRIED. (8:30 p.m. )
CONSENT AGENDA The following Consent Agenda items, previously distributed to all Council
members, are considered routine and are enacted by one motion unless
removed by Council action for separate consideration.
Appointment Letter from Mayor Delaurenti appointed Barbara Lansing to the Human
Human Rights Rights and Affairs Commission for three year term replacing Clifford
Commission Rost, who was appointed 4/4/7 and unable to accept appointment. Mrs. _
Lansing, 7271 S. 129th, Seattle, works with handicapped children.
Appointment effective through 4/25/80. Refer to Ways and Means Commission.
H.U.D. Fellowship Letter from Planning Director Ericksen requested transfer of H.U.D.
Student Services Fellowship funds to the Planning Department Salary Account in amount
of $2,050, having been authorized in the 1977 Budget. The letter ex-
plained the University has advised reimbursement of 65% of the student's
salary can be made semi-monthly; and further requested any monies re-
imbursed from the University be credited to a revolving salary account,
allowing the Department to utilize remaining HUD funds and provide for
any deficiencies for student services for the balance of 1977.
Refer to Ways and Means Committee. (See later resolution adopted. )
Proclamations Mayor Delaurenti ' s Proclamation declared 4/24 - 30/77 as Volunteer Week.
Mayor Delaurenti 's Proclamation declared 4/15 - 5/31/77 as Save Elec-
tricity and Save Jobs, asking all citizens to curtail power consumption _
by 10% for the duration of the shortage.
Anderson Rezone ' Letter from Hearing Examiner Magstadt recommended approval of rezone
R-031-77 application from G to M-P manufacturing park, for applicant, John
Anderson, R-031-77, to allow for development of the site which consists
of approximately 120' north of SW 43rd between West Valley Hwy. and
Puget Sound Power and Light transmission right-of-way. Refer to Ways
and Means Committee.
Vouchers The Ways and Means Committee recommended Council approval for payment
of Vouchers No. 13487 through No. 13679 in the amount of $286,568.88
having received departmental certification that merchandise and/or ser-
vices have been received or rendered. The report recommended payment
of LID #300 revenue warrant R-3 in amount of $5,810.96 and cash warrant
C-3, $5,810.96. Council concurrence recommended.

Joint Spheres of counties to establish joint spheres of influence. The letter noted
Interest some merit in establishing spheres of influence, noting possible resolv-
ing of conflict as in the case of annexations such as the questions
raised by Mr. Radovich in the Springbrook proposal . The letter noted
concern that the city might be inadvertently committed to unforeseen
improvements or obligations such as the extension of utilities without
prior annexation to the city. The letter also noted P-I article that
King County is taking a more significant role in regional control and
is interested in becoming a dominant government in the overall area;
the letter noting the proposed enabling legislation would not appear
to have substantial effect one way or another on effectuating such

ordinance, urging Council members to review, particularly systems expan-

LID #300 Sewers and mailed according to law, Mayor Delaurenti opened the public hearing
Olympic View continued from April 18, to consider Local Improvement District No. 390
Terrace sanitary sewer lines , trunk lines and appurtenances thereto in the
Olympic View Addition south of S. 27th Street and east of Benson Rd..
Letter from Public Works Director Gonnason recommended final equaliza-
tion of costs with City participation of Utility funds in amount of
4,500 and Current fund participation in amount of $3,500 for reduction
from final assessment roll of $75,342.25, equalized assessment roll in
amount of $67,342.25. The letter explained the $4,500 utility participa-
tion represents a trunkage charge of approximately $.O1 per sq.ft. which
will be recovered as a charge against other properties developing in
the future and utilizing this sewer system. The amount of $3,500 rep-
resents a reduction in the City' s charges for incidental expenses in
connection with the LID, noting the City costs had increased $5,500 over
the original estimate and that the equalized roll will be a 10. 19%
increase on the properties included in the LID; that the City will be
picking up 13. 08% of the total increased cost which was 23.27% over
original estimate of $69,955.03. The letter further explained the LID
was not charged a $.O1 per square foot system development charge as the
LID was commenced prior to adoption of the City's ordinance requiring
such payment, with net result that when unconnected areas connect to
this system they will be charged the standard $.O1 per sq.ft. systems
development charge plus the $.01 per sq.ft. share of the trunkage for
this LID, or a total trunkage charge of $.02 per sq.ft. The Public
Works Director' s letter recommended approval , that this represents a
reasonable compromise on the part of the City.
Persons present making comments: Marion Folino, 1305 S.27th St. , com-
plained of location of sewer connection T, lack of contact with home-
owners when ditching across driveways, and discourteous flagmen. Mayor
Delaurenti asked the Public Works Director to contact the contractor
regarding complaints. Councilman Stredicke inquired re standards estab-
lished by the City for traffic flagmen; Councilwoman Thorpe inquired of
City inspectors on projects and was advised by Public Works Director
Gonnason of the inspectors duties, that the City taking over contractor's
duties will increase cost of LID's and increase need for more City person-
nel . Gonnason explained reductions in individual assessments, which
ranged from $200 to $2,000 on the 24 parcels included in the project.
Norman Anchors, 1523 S. 27th St., reported loose manhole cover as dang-
erous , having received no response from Police Department. Howard
Christopherson, 10644 SE 165th, reported satisfaction with LID.

Appointment Letter from Mayor Delaurenti appointed Barbara Lansing to the Human
Human Rights Rights and Affairs Commission for three year term replacing Clifford
Commission Rost, who was appointed 4/4/7 and unable to accept appointment. Mrs. _
Lansing, 7271 S. 129th, Seattle, works with handicapped children.
Appointment effective through 4/25/80. Refer to Ways and Means Commission.
H.U.D. Fellowship Letter from Planning Director Ericksen requested transfer of H.U.D.
Student Services Fellowship funds to the Planning Department Salary Account in amount
of $2,050, having been authorized in the 1977 Budget. The letter ex-
plained the University has advised reimbursement of 65% of the student's
salary can be made semi-monthly; and further requested any monies re-
imbursed from the University be credited to a revolving salary account,
allowing the Department to utilize remaining HUD funds and provide for
any deficiencies for student services for the balance of 1977.

Proclamations Mayor Delaurenti ' s Proclamation declared 4/24 - 30/77 as Volunteer Week.
Mayor Delaurenti 's Proclamation declared 4/15 - 5/31/77 as Save Elec-
tricity and Save Jobs, asking all citizens to curtail power consumption
by 10% for the duration of the shortage.
Anderson Rezone Letter from Hearing Examiner Magstadt recommended approval of rezone
R-031-77 application from G to M-P manufacturing park, for applicant, John
1 Anderson, R-031-77, to allow for development of the site which consists
of approximately 120' north of SW 43rd between West Valley Hwy. and
Puget Sound Power and Light transmission right-of-way. Refer to Ways
and Means Committee.
Vouchers The Ways and Means Committee recommended Council approval for payment
of Vouchers No. 13487 through No. 13679 in the amount of $286,568.88
having received departmental certification that merchandise and/or ser-
vices have been received or rendered. The report recommended payment
of LID #300 revenue warrant R-3 in amount of $5,810.96 and cash warrant
C-3, $5,810.96. Council concurrence recommended.

CORRESPONDENCE AND CURRENT BUSINESS
Proposed Motion Letter from Planning Director Ericksen presented proposed King County
by King County -- Motion No. 77-237 which is enabling legislation to allow cities and
Joint Spheres of counties to establish joint spheres of influence. The letter noted
Interest some merit in establishing spheres of influence, noting possible resolv-
ing of conflict as in the case of annexations such as the questions
raised by Mr. Radovich in the Springbrook proposal . The letter noted
concern that the city might be inadvertently committed to unforeseen
improvements or obligations such as the extension of utilities without
prior annexation to the city. The letter also noted P-I article that
King County is taking a more significant role in regional control and
is interested in becoming a dominant government in the overall area;
the letter noting the proposed enabling legislation would not appear
to have substantial effect one way or another on effectuating such

PUBLIC HEARING This being the date set and proper notices having been published, posted
LID #300 Sewers and mailed according to law, Mayor Delaurenti opened the public hearing
Olympic View continued from April 18, to consider Local Improvement District No. 390
Terrace sanitary sewer lines , trunk lines and appurtenances thereto in the
Olympic View Addition south of S. 27th Street and east of Benson Rd.
Letter from Public Works Director Gonnason recommended final equaliza-
tion of costs with City participation of Utility funds in amount of
4,500 and Current fund participation in amount of $3,500 for reduction
from final assessment roll of $75,342.25, equalized assessment roll in
amount of $67,342.25. The letter explained the $4,500 utility participa-
tion represents a trunkage charge of approximately $.O1 per sq.ft. which
will be recovered as a charge against other properties developing in
the future and utilizing this sewer system. The amount of $3,500 rep-
resents a reduction in the City' s charges for incidental expenses in
connection with the LID, noting the City costs had increased $5,500 over
the original estimate and that the equalized roll will be a 10. 19%
increase on the properties included in the LID; that the City will be
picking up 13. 08% of the total increased cost which was 23.27% over
original estimate of $69,955.03. The letter further explained the LID
was not charged a $.O1 per square foot system development charge as the
LID was commenced prior to adoption of the City's ordinance requiring
such payment, with net result that when unconnected areas connect to
this system they will be charged the standard $.O1 per sq.ft. systems
development charge plus the $.01 per sq.ft. share of the trunkage for
this LID, or a total trunkage charge of $.02 per sq.ft. The Public
Works Director' s letter recommended approval , that this represents a
reasonable compromise on the part of the City.
Persons present making comments : Marion Folino, 1305 S.27th St. , com-
plained of location of sewer connection T, lack of contact with home-
owners when ditching across driveways, and discourteous flagmen. Mayor
Delaurenti asked the Public Works Director to contact the contractor
regarding complaints. Councilman Stredicke inquired re standards estab-
lished by the City for traffic flagmen; Councilwoman Thorpe inquired of
City inspectors on projects and was advised by Public Works Director
Gonnason of the inspectors duties , that the City taking over contractor's
duties will increase cost of LID's and increase need for more City person-
nel . Gonnason explained reductions in individual assessments, which
ranged from $200 to $2,000 on the 24 parcels included in the project.
Norman Anchors, 1523 S. 27th St., reported loose manhole cover as dang-
erous , having received no response from Police Department. Howard
Christopherson, 10644 SE 165th, reported satisfaction with LID.

Public Services Public Services - Aviation - Committee report submitted by Aviation
Committee Report Committee Chairman Stredicke, noted that in Order to serve Aero-Dyne's
Aviation new facility, housing administrative offices , flight school and
Aero-Dyne Corp. maintenance hanger, three-phase electrical service will be required.
Wire Undergrounding That Aero-Dyne has expressed an interest in undergroundinstallation
City Participation if the City would be willing to participate in this project and it
would eliminate six poles and overhead dines which have been a hazard
to aircraft. The report furtha' Explained the project would be consis-
tent with the airport' s policy of undergrounding new electrical facil-
ities and previous participation with users along the new West Perimi-
ter Road. The committee therefore recommended that the City participate
with the Aero-Dyne Corporation in the amount of 50% of the total cost
for providing underground service, not to exceed $5,000, which will be
paid from the. airport construction fund. Councilman Stredicke explained

PLANNING DEPARTMENT The Planning Department staff report was received
REPORT: by the Examiner on March 22 , 1977 .
PUBLIC HEARING: After reviewing the Planning Department report,
examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a
public hearing on the subject as follows :
The hearing was opened on March 29 , 1977 , at 11 : 25 a.m. in the Council
Chambers of the Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and Mr. Gary Volchok,
representing the applicant , had received and reviewed the Planning
Department report, and the report was entered into the record as
Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered
the following additional exhibits into the record:
Exhibit #2 : Plot Plan.
Exhibit #3 : Assessor' s Map.
The Examiner asked if Mr. Smith had additional information or exhibits
to present. Mr. Smith reported he had no further information to
present.
The Examiner asked Mr. Volchok if he concurred in Exhibit #1.

Mr. Volchok indicated his concurrence in the report and had no further
comments .
The Examiner asked Mr. Volchok if he was aware that while the
application is in conformance with the Comprehensive Land Use Plan,
an M-P zone requires site plan approval which must be submitted in

a separate application to be reviewed by the Hearing Examiner. He
also questioned Mr. Volchok about the drainage problems on the far
eastern portion of the property. Mr. Volchok reported that he was
aware that site plans must be approved, and that drainage would be
accomplished by utilizing the Burlington Northern right-of-way.
The Examiner noted that access from the property would utilize '
S.W. 43rd Street which will be widened in the near future and is a
heavily traveled street, and asked Mr. Volchok if he had considered
alternative access points from the property. Mr. Smith indicated
that S .W. 43rd Street is a secondary access with the West Valley
Highway being the major access road for the property, but detailed
site development plans had not been drawn. Mr. Volchok reported
that a two-way left turn access is being designed on the north
boundary of the property in coordination with the Truckweld facility.
The Examiner inquired about the existing grade on the property. Mr.
Smith reported that the site would be filled eventually, and this
process would change the elevation and grade. The Examiner informed
Mr . Volchok that a fill permit would be required by the Building
Division at that time.
The Examiner questioned Mr. Volchok on matters relating to zoning
designations of surrounding properties , who indicated that he
anticipated that businesses now located on S .W. 43rd Street would
eventually correspond with the Comprehensive Land Use Plan. The
Examiner expressed concern about these properties maintaining a
common access point, and indicated that these aspects would be
addressed during site plan approval.
The Examiner asked if there were further comments. Since there were
none , the hearing on Item #R-031-77 was closed by the Examiner at
11 : 40 a.m.
FINDINGS , CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record
in this matter , the Examiner now makes and enters the following:
FINDINGS :
1. Mr. John Anderson, owner of the property, was represented by
Gary Volchok who spoke in his behalf.
2. Mr. Volchok indicated that he has reviewed the Planning Department
staff report and concurs in the staff findings. The request
is to rezone the 6 . 9 acre parcel of property from G to M-P ,
Manufacturing Park. The application request concurs with the
Comprehensive Land Use Plan. The property was posted and there
was no apparent opposition either written or spoken. This
property is one of the last few remaining parcels fronting West
Valley Highway that have not been zoned M-P.
3 . The application request agrees with the latest Green River Valley
Comprehensive Plan document which was adopted by the city in
June of 1976.
4. Pursuant to the City of Renton Environmental Ordinance and the
State Environmental Policy Act of 1971 as amended, R.C.W. 43. 216 ,
Gordon Y. Ericksen, responsible public official , has issued a
Declaration of Non-Significance for the subject proposal. However ,
actual development of the site will require further environmental
review.
5. The Examiner stated to Mr. Volchok that the rezone request is
only the first part of a two-step process in order to develop
the subject property. The next process will require a site plan
approval by the Hearing Examiner. The Examiner also noted
several problems relating to drainage, access and future grades .
The Examiner also informed Mr. Volchok that a fill permit would
be required by the Building Division at the time of building
permit application.

6. The Planning Department report accurately sets forth the issues ,
findings of fact, applicable policies and provisions and
departmental recommendations in this matter and this report itself,
being uncontested, is hereby attached as Exhibit #1 and incorporated
in this report by reference as set forth in full herein.
CONCLUSIONS:
1. The application request is apparently uncontested and is in
conformance with the Comprehensive Land Use Plan.
2. It is apparent in reviewing the Comprehensive Land Use Plan and
the existing zoning that the request is in compliance with
existing and future development of manufacturing uses in this
area. The applicant' s representative was aware of potential
on-site improvements that would be required to be addressed at
the time of site plan approval.
RECOMMENDATION:
Recommend approval subject to the Planning Department recommendations.

H.U.D. Fellowship Letter from Planning Director Ericksen requested transfer of H.U.D.
Student Services Fellowship funds to the Planning Department Salary Account in amount
of $2,050, having been authorized in the 1977 Budget. The letter ex-
plained the University has advised reimbursement of 65% of the student's
salary can be made semi-monthly; and further requested any monies re-
imbursed from the University be credited to a revolving salary account,
allowing the Department to utilize remaining HUD funds and provide for
any deficiencies for student services for the balance of 1977.

Proclamations Mayor Delaurenti ' s Proclamation declared 4/24 - 30/77 as Volunteer Week.
Mayor Delaurenti 's Proclamation declared 4/15 - 5/31/77 as Save Elec-
tricity and Save Jobs, asking all citizens to curtail power consumption
by 10% for the duration of the shortage.
Anderson Rezone Letter from Hearing Examiner Magstadt recommended approval of rezone
R-031-77 application from G to M-P manufacturing park, for applicant, John
Anderson, R-031-77, to allow for development of the site which consists
of approximately 120' north of SW 43rd between West Valley Hwy. and
Puget Sound Power and Light transmission right-of-way. Refer to Ways

Vouchers The Ways and Means Committee recommended Council approval for payment
of Vouchers No. 13487 through No. 13679 in the amount of $286,568.88
having received departmental certification that merchandise and/or ser-
vices have been received or rendered. The report recommended payment
of LID #300 revenue warrant R-3 in amount of $5,810.96 and cash warrant
C-3, $5,810.96. Council concurrence recommended.

CORRESPONDENCE AND CURRENT BUSINESS
Proposed Motion Letter from Planning Director Ericksen presented proposed King County
by King County -- Motion No. 77-237 which is enabling legislation to allow cities and
Joint Spheres of counties to establish joint spheres of influence. The letter noted
Interest some merit in establishing spheres of influence, noting possible resolv-
ing of conflict as in the case of annexations such as the questions
raised by Mr. Radovich in the Springbrook proposal . The letter noted
concern that the city might be inadvertently committed to unforeseen
improvements or obligations such as the extension of utilities without
prior annexation to the city. The letter also noted P-I article that
King County is taking a more significant role in regional control and
is interested in becoming a dominant government in the overall area;
the letter noting the proposed enabling legislation would not appear
to have substantial effect one way or another on effectuating such

ordinance, urging Council members to review, particularly systems expan-

LID #300 Sewers and mailed according to law, Mayor Delaurenti opened the public hearing
Olympic View continued from April 18, to consider Local Improvement District No. 390
Terrace sanitary sewer lines , trunk lines and appurtenances thereto in the
Olympic View Addition south of S. 27th Street and east of Benson Rd.
Letter from Public Works Director Gonnason recommended final equaliza-
tion of costs with City participation of Utility funds in amount of
4,500 and Current fund participation in amount of $3,500 for reduction
from final assessment roll of $75,342.25, equalized assessment roll in
amount of $67,342.25. The letter explained the $4,500 utility participa-
tion represents a trunkage charge of approximately $.O1 per sq.ft. which
will be recovered as a charge against other properties developing in
the future and utilizing this sewer system. The amount of $3,500 rep-
resents a reduction in the City' s charges for incidental expenses in
connection with the LID, noting the City costs had increased $5,500 over
the original estimate and that the equalized roll will be a 10. 19%
increase on the properties included in the LID; that the City will be
picking up 13. 08% of the total increased cost which was 23.27% over
original estimate of $69,955.03. The letter further explained the LID
was not charged a $.01 per square foot system development charge as the
LID was commenced prior to adoption of the City's ordinance requiring
such payment, with net result that when unconnected areas connect to
this system they will be charged the standard $.01 per sq.ft. systems
development charge plus the $.O1 per sq.ft. share of the trunkage for
this LID, or a total trunkage charge of $.02 per sq.ft. The Public
Works Director' s letter recommended approval , that this represents a
reasonable compromise on the part of the City.
Persons present making comments : Marion Folino, 1305 S.27th St. , com-
plained of location of sewer connection T, lack of contact with home-
owners when ditching across driveways, and discourteous flagmen. Mayor
Delaurenti asked the Public Works Director to contact the contractor
regarding complaints. Councilman Stredicke inquired re standards estab-
lished by the City for traffic flagmen; Councilwoman Thorpe inquired of
City inspectors on projects and was advised by Public Works Director
Gonnason of the inspectors duties , that the City taking over contractor's
duties will increase cost of LID's and increase need for more City person-
nel . Gonnason explained reductions in individual assessments, which
ranged from $200 to $2,000 on the 24 parcels included in the project.
Norman Anchors, 1523 S. 27th St., reported loose manhole cover as dang-
erous , having received no response from Police Department. Howard
Christopherson, 10644 SE 165th, reported satisfaction with LID.

Public Services Public Services - Aviation - Committee report submitted by Aviation
Committee Report Committee Chairman Stredicke, noted that in Order to serve Aero-Dyne's
Aviation new facility, housing administrative offices , flight school and
Aero-Dyne Corp. maintenance hanger, three-phase electrical service will be required.
Wire Undergrounding That Aero-Dyne has expressed an interest in underground installation '
City Participation if the City would be willing to participate in this project and it
would elimina .e six poles and Overhead lines which have been a hazard
to aircraft. The report further explained the project would be consis-
tent with the airport' s policy of undergrounding new electrical facil-
ities and previous participation with users along the new West Perimi-
ter Road. The committee therefore recommended that the City participate
with the Aero-Dyne Corporation in the amount of 50% of the total cost
for providing underground service, not to exceed $5,000, which will be
paid from the. airport construction fund. Councilman Stredicke explained

REPORT: by the Examiner on March 22 , 1977 .
PUBLIC HEARING: After reviewing the Planning Department report,
examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a
public hearing on the subject as follows :
The hearing was opened on March 29 , 1977 , at 11 :25 a.m. in the Council
Chambers of the Renton Municipal Building.
Parties wishing to testify were sworn.
It was 'reported that the Hearing Examiner and Mr. Gary Volchok,
representing the applicant , had received and reviewed the Planning
Department report, and the report was entered into the record as
Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1, and entered
the following additional exhibits into the record:
Exhibit #2 : Plot Plan.
Exhibit #3 : Assessor ' s Map.
The Examiner asked ifMr. Smith had additional information or exhibits
to present. Mr. Smith reported he had no further information to
present.
The Examiner asked Mr. Volchok if he concurred in Exhibit #1.

Mr. Volchok indicated his concurrence in the report and had no further

The Examiner asked Mr. Volchok if he was aware that while the
application is in conformance with the Comprehensive Land Use Plan ,
an M-P zone requires site plan approval which must be submitted in

a separate application to be reviewed by the Hearing Examiner. He
also questioned Mr. Volchok about the drainage problems on the far
eastern portion of the property. Mr. Volchok reported that he was
aware that site plans must be approved, and that drainage would be
accomplished by utilizing the Burlington Northern right-of-way.
The Examiner noted that access from the property would utilize '
S.W. 43rd Street which will be widened in the near future and is a
heavily traveled street, and asked Mr. Volchok if he had considered
alternative access points from the property. Mr. Smith indicated
that S .W. 43rd Street is a secondary access with the West Valley
Highway being the major access road for the property, but detailed
site development plans had not been drawn. Mr. Volchok reported
that a two-way left turn access is being designed on the north
boundary of the property in coordination with the Truckweld facility.
The Examiner inquired about the existing grade on the property. Mr.
Smith reported that the site would be filled eventually, and this
process would change the elevation and grade. The Examiner informed
Mr . Volchok that a fill permit would be required by the Building
Division at that time.
The Examiner questioned Mr. Volchok on matters relating to zoning
designations of surrounding properties , who indicated that he
anticipated that businesses now located on S .W. 43rd Street would
eventually correspond with the Comprehensive Land Use Plan. The
Examiner expressed concern about these properties maintaining a
common access point, and indicated that these aspects would be
addressed during site plan approval.
The Examiner asked if there were further comments. Since there were
none, the hearing on Item #R-031-77 was closed by the Examiner at
11 : 40 a.m.
FINDINGS , CONCLUSIONS & RECOMMENDATIONS: Having reviewed the record
in this matter , the Examiner now makes and enters the following:
FINDINGS :
1. Mr. John Anderson, owner of the property, was represented by
Gary Volchok who spoke in his behalf.
2 . Mr. Volchok indicated that he has reviewed the Planning Department
staff report and concurs in the staff findings. The request
is to rezone the 6 . 9 acre parcel of property from G to M-P ,
Manufacturing Park. The application request concurs with the
Comprehensive Land Use Plan. The property was posted and there
was no apparent opposition either written or spoken. This
property is one of the last few remaining parcels fronting West
Valley Highway that have not been zoned M-P.
3 . The application request agrees with the latest Green River Valley
Comprehensive Plan document which was adopted by the city in
June of 1976.
4. Pursuant to the City of Renton Environmental Ordinance and the
State Environmental Policy Act of 1971 as amended, R.C.W. 43. 216 ,
Gordon Y. Ericksen, responsible public official , has issued a
Declaration of Non-Significance for the subject proposal. However ,
actual development of the site will require further environmental
review.
5. The Examiner stated to Mr. Volchok that the rezone request is
only the first part of a two-step process in order to develop
the subject property. The next process will require a site plan
approval by the Hearing Examiner. The Examiner also noted
several problems relating to drainage, access and future grades.
The Examiner also informed Mr. Volchok that a fill permit would
be required by the Building Division at the time of building
permit application.

6. The Planning Department report accurately sets forth the issues ,
findings of fact , applicable policies and provisions and
departmental recommendations in this matter and this report itself,
being uncontested, is hereby attached as Exhibit #1 and incorporated
in this report by reference as set forth in full herein.
CONCLUSIONS :
1. The application request is apparently uncontested and is in
conformance with the Comprehensive Land Use Plan.
2. It is apparent in reviewing the Comprehensive Land Use Plan and
the existing zoning that the request is in compliance with
existing and future development of manufacturing uses in this
area. The applicant' s representative was aware of potential
on-site improvements that would be required to be addressed at
the time of site plan approval.
RECOMMENDATION:
Recommend approval subject to the Planning Department recommendations.
