A. SUMMARY AND PURPOSE OF REQUEST :
The applicants request approval of a rezone from GS-1 to
R- 1 and a proposed 3-lot short plat . In order to allow such
subdivision , the applicant ' s are also requesting exceptions to the
Subdivision Ordinance regarding lot width and a pipestem road .
In addition , they seek a waiver of the required off-site
improvements . (Site development map attached ) .

The subject site is part of the original plat of the City of
Renton .
D . PHYSICAL BACKGROUND :
1 . Topography : The site is basically level .
2 . Soils : Arents , Alderwood (AmC ) , Runoff is medium and the
erosion hazard is moderate to severe .
3 . Vegetation : The majority of the subject site consists of scrub
grass with a few Douglas fir trees and blackberries found in the
southwest portion .

suitable habitat for birds and small mammals .
5 . Water: , No surface water was evidenced on the subject site .
6 . Land Use : The subject site contains 2 existing single family
dwellings located on lots 1 and 3 of the proposed short plat.
The remainder of the property is undeveloped .
E. NEIGHBORHOOD CHARACTERISTICS :
The surrounding area is primarily single family residential in
nature .
F . PUBLIC SERVICES :
1 . Water and Sewer : A 10" water main runs North-South on Monroe
Avenue N . E . adjacent to the subject site and a 10" sanitary
sewer is located along the same route .
2 . Fire Protection : Provided by the Renton Fire Department as
per ordinance requirements .
3 . Transit : Metro Transit Route #107 operates along Monroe
Avenue N . E . adjacent to the subject site .
4 . Schools : The Highlands Elementary School is within 2 mile
to the southwest of the subject site and McKnight Junior High
School is within 1 mile to the northwest while Hazen Senior High
School is approximately 2 miles to the northeast and the
Renton Vocational Technical Institute is within 4 mile to the
south on Monroe Avenue N. E .
5 . Recreation : The Kiwanis Park is located approximately 2 mile
to the east of the site and Windsor Hills Park is within one
mile to the southwest while the N . Highlands Park is approxi -
mately one mile to the northwest . In addition , the grounds of
the vocational school may provide some opportunity for recreation .

J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ' s Environmental Ordinance and
the State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
no determination of environmental significance is required for the
short plat , however , a declaration of non-significant impact has been
prepared for the rezoning due to its scope .

L . PLANNING DEPARTMENT ANALYSIS : (REZONE )
1 . The proposed rezone is consistent with the Comprehensive
Plan map element which designates the site and general area
as single family residential .
2 . The applicant proposes to subdivide the subject site into three
parcels . This will require the approval of a short plat by
the Hearing Examiner . In addition , exceptions for a pipestem
road and reduced lot width ( 56 foot) for proposed Lots 1 & 3
will be required .
3. Suitable utilities are available near the subject site (See
attached Utility Engineering Division comment) .
4. Review of the Planning Department records indicates no area-wide
rezoning has been considered since the original zoning was
established for the subject site .
5 . The subject area has not been considered as part of an area-wide
zoning , although the 1965 Comprehensive Plan approval considered
the area generally.
6 ., Properties immediately to the west of the site across Monroe Ave-
nue are zoned R- 1 and is consistent with the proposed rezone .
7 . The City will be improving Monroe Avenue N . E . as part of the Six
Year Street Improvement Program.
8. Analysis items 5 through 7 appear to comply with section 4.-3014 ,
thus substantiating the proposed rezoning .
M . DEPARTMENTAL RECOMMENDATIONS : (REZONE )
Approval of the requested rezoning from GS-1 to R-1 based on the
compatibility of the proposed use with the existing uses and that the
site has not been previously considered by an area-wide zoning review .
L. PLANNING DEPARTMENT ANALYSIS : (SHORT PLAT )
1 . The subject proposal is consistent with the Comprehensive Plan
which designates the site and surrounding area as single family
residential .
2 . The proposal is compatible with adjacent single family residential
uses and similar subdivision patterns in the area .
3 . The size of the property as it exists now is large enough that
the proposed short plat is a reasonable use of the land . Lots

1 and #3 with the existing dwellings are approximately 8 ,400
square feet and Lot #2 is approximately 19 ,575 square feet .
4 . Although the lots of the proposed short plat do exceed the
minimum lot size requirement of the R-1 zone and the subdivision
ordinance , the amount of frontage on Monroe Avenue N . E .
is, not sufficient to meet the 60 foot standard for each lot .
The applicant is therefore proposing Lots 1 and 3 with 56-foot
frontages and Lot #2 as a pipestem lot with the required 20
foot minimum width and maximum 150 foot length .
5 . In addition to the insufficient frontage on Monroe Avenue , the
existing dwelling on proposed Lot #3 would extend northerly
beyond the proposed lot line into the future pipestem road . The
applicant was advised that she intends to retain this structure
on site , improve it, and eventually sell it . Given this
location , the existing situation in number 4 and the location of
the dwelling on proposed lot #1 , it would seem that reasonable
justification can be provided for the proposed exception (Section
9-1109 . 1A) . Although the pipestem must be rearranged to conform
to 9- 1108-23-F-3 (d ) or moved to adjacent to the south property line .
6 . The establishment of a fully dedicated and improved public
street to the site is not desirable given the close proximity
of the surrounding single family residences and existing subdivision
pattern for the area .
7 . Off-site improvements are limited to a few locations along
Monroe Avenue N . E .
8 . Suitable utilities are available to the subject site .
9 . The Fire Department advises that a 45-foot turnaround radius
will be required on the proposed pipestem.
10 . See attached comments from other departments .
M . DEPARTMENTAL RECOMMENDATION : (SHORT PLAT)
Based upon the above analysis , recommend approval of the short
plat , and proposed exception for the pipestem lot , subject to the
following conditions :
1 . Final Public Works Department approval of storm drainage plans .
2 . Fire Department approval on-site turnarounds for lot 2 .
3. Relocation of the pipestem to adjacent to the south property
line .
Recommend deferral of the off-site improvements on Monroe Avenue
N . E . subject to filing of restrictive covenants running with the
land which provide for participation in any future L . I . D . for such
street dedication and improvements .

Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals. The Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Where explanations of your answers are required, or where
you believe an explanation would be helpful to government decision makers, include your
explanation in the space provided,, or use additional pages if necessary. You should
include references to any reports or studies of which you are aware and which are rele-

1 . Topography : The site is basically level .
2 . Soils : Arents , Alderwood (AmC ) , Runoff is medium and the
erosion hazard is moderate to severe .
3 . Vegetation : The majority of the subject site consists of scrub
grass with a few Douglas fir trees and blackberries found in the
southwest portion .

J . ENVIRONMENTAL ASSESSMENT/THRESHOLD DETERMINATION :
Pursuant to the City of Renton ` s Environmental Ordinance and
the State Environmental Policy Act of 1971 , as amended , RCW 43-21C ,
no determination of environmental significance is required for the
short plat ,; however, a declaration of non-significant impact has been
prepared for the rezoning due to its scope .

L . PLANNING DEPARTMENT ANALYSIS : (REZONE )
1 . The proposed rezone is consistent with the Comprehensive
Plan map element which designates the site ,and general area
as single family residential .
2 . The applicant proposes to subdivide the subject site into three
parcels . This will require the approval of a short plat by
the Hearing Examiner . In addition , exceptions for a pipestem
road and reduced lot width ( 56 foot) for proposed Lots 1 & 3
will be required .
3 . Suitable utilities are available near the subject site (See
attached Utility Engineering Division comment) .
4. Review of the Planning Department records indicates no area-wide
rezoning has been considered since the original zoning was
established for the subject site.
5 . The subject area has not been considered as part of an area-wide
zoning , although the 1965 Comprehensive Plan approval considered
the area generally.
6 . Properties immediately to the west of the site across Monroe Ave-
nue are zoned R- 1 and is consistent with the proposed rezone .
7 . The City will be improving Monroe Avenue N . E . as part of the Six
Year Street Improvement Program .
8 . Analysis items 5 through 7 appear to comply with section 4-3014 ,
thus substantiating the proposed rezoning .
M . DEPARTMENTAL RECOMMENDATIONS : (REZONE)
Approval of the requested rezoning from GS-1 to R-1 based on the
compatibility of the proposed use with the existing uses and that the
site has not been previously considered by an area-wide zoning review.
L . PLANNING DEPARTMENT ANALYSIS : (SHORT PLAT)
1 . The subject proposal is consistent with the Comprehensive Plan
which designates the site and surrounding area as single family
residential .
2 . The proposal is compatible with adjacent single family residential
uses and similar subdivision patterns in the area .
3 . The size of the property as it exists now is large enough that
the proposed short plat is a reasonable use of the land . Lots

1 and #3 with the existing dwellings are approximately 8 ,400
square feet and Lot #2 is approximately 19 ,575 square feet .
4 . ' Although the lots of the proposed short plat do exceed the
minimum lot size requirement of the R-1 zone and the subdivision
ordinance , the amount of frontage on Monroe Avenue. N . E.
is not sufficient to meet the 60 foot standard for each lot .
The applicant is therefore proposing Lots 1 and 3 with 56-foot
frontages and Lot #2 as a pipestem lot with the required 20
foot minimum width and maximum 150 foot length .
5 . In addition to the insufficient frontage on Monroe Avenue , the
existing dwelling on proposed Lot #3 would extend northerly
beyond the proposed lot line into the future pipestem road . The
applicant was advised that she intends to retain this structure
on site , improve it , and eventually sell it . Given this
location , the existing situation in number 4 and the location of
the dwelling on proposed lot #1 , it would seem that reasonable
justification can be provided for the proposed exception (Section
9-1109 . 1A) . Although the pipestem must be rearranged to conform
to 9-1108-23-F-3(d ) or moved to adjacent to the south property line .
6 . The establishment of a fully dedicated and improved public
street to the site is not desirable given the close proximity
of the surrounding single family residences and existing subdivision
pattern for the area .
7 . Off-site improvements are limited to a few locations along
Monroe Avenue N . E .
8. Suitable utilities are available to the subject site .
9 . The Fire Department advises that a 45-foot turnaround ' radius
will be required on the proposed pipestem.
10 . See attached comments from other departments .
M. DEPARTMENTAL RECOMMENDATION : (SHORT PLAT)
Based upon the above analysis , recommend approval of the short
plat, and proposed exception for the pipestem lot , subject to the
following conditions :
1 . Final Public Works Department approval of storm drainage plans .
2 . Fire Department approval on-site turnarounds for lot 2 .
3. Relocation of the pipestem to adjacent to the south property
line .
Recommend deferral of the off-site improvements on Monroe Avenue
N . E . subject to filing of restrictive covenants running with the
land which provide for participation in any future L . I . D . for such
street dedication and improvements .

8. An area land use or zoning analysis of the area, including the requested -reclassification
has not been conducted since the property was originally zoned (Section 4-3014. (A) ) .
9. The Comprehensive Plan Land Use Map indicates the property to potentially be Single
Family Residential (Section 4-3014. (B) ) .
10. Testimony did not indicate the extent of private and public improvements in the area
since the property was zoned (Section 4-3014. (C) ) . Staff did state that Monroe
Avenue N.E. is included in the Six Year Street Improvement Program.
CONCLUSIONS:
1. The proposal conforms to the goals and objectives of the Comprehensive Plan (Section
4-3014. (B) ) . Existing development in the area is predominantly of a density very
similar to what would be allowed in the R-1 zone. Some portions of the existing
GS-1 zone were rezoned to R-1 sometime in the past (Exhibit #1) . Zoning of R-1
exists across Monroe Avenue N.E. and on two lots south of the applicant's property.
Reclassification of the subject site to R-1 would be appropriate for the area
pages 17 and 18, Summary, Comprehensive Plan, Renton Urban Area, July, 1965;
page 17, Objective No: 4, and page 18 , Objective No. 6, Comprehensive Plan, Land
Use Report, July, 1965) .
2. Sufficient evidence was presented to demonstrate that the proposed rezone was not
specifically considered at or during a previous area land use analysis and area
zoning (Section 4-3014. (A) ) .
RECOMMENDATION:
Approval.

REPORT: Examiner on February 15, 1979.
PUBLIC HEARING: After reviewing the Planning Department report,• examining
available information on file with. the application, and
field checking the property and surrounding area, the
Examiner conducted a public hearing on the subject as
follows:
The hearing was opened on February 20, 1979 at 9:40 a.m. in the Council Chambers of the
Renton Municipal Building.
Parties wishing_ to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.

FINDINGS:
1. The request is for approval of reclassification of .84 acre from GS-1 to R-1.
2. The Planning Department report accurately sets forth the issues, applicable _policies •
and provisions., findings of fact, and departmental recommendations in this matter,
is uncontested) , •and is hereby attached as Exhibit #1 and incorporated in this
report by reference as set forth in full therein.
3. . Pursuant to the City of Renton's, Environmental Ordinance and the State Environmental
Policy Act of 1971, as amended. by R.C.W. 43.21.C. , a Declaration of, Non-Significance
has been issued for .the subject proposal by Gordon Y. Ericksen, responsible official.
4. Plans for the proposal have been reviewed by all city departments affected.by the
impact of this' develOpment and no adverse comment was expressed.
5. There Was no. opposition to the proposal expressed.
6. All existing utilities .are available and in close proximity..

CHANGING THE ZONING CLASSIFICATION OF CERTAIN
PROPERTIES WITHIN THE CITY OF RENTON FROM SINGLE
FAMILY RESIDENCE DISTRICT (GS-1) TO SINGLE FAMILY
RESIDENCE DISTRICT (R-1) ' R-288-79
WHEREAS under . Chapter 7, Title IV (Building Regulations) of Ordinance
No. 1628 known as. the "Code of General Ordinances of the City of Renton", as
amended, and the maps and reports adopted in conjunction therewith, the property
hereinbelow described_ has heretofore been zoned_ as Single Family Residence District
GS-1); and
WHEREAS a proper petition for change of zone classification of said property
has been filed with the Planning Department on or about January 23, 1979, which
petition was duly referred to the Hearing Examiner for investigation, study and public
hearing, and a public hearing having been held thereon on or about_ February 20, 1979,
and said matter having been duly considered by the ,Hearing. Examiner and said zoning
request being in conformity with the City's Comprehensive Plan, as amended, and the
City Council having duly considered all matters relevant thereto, and all parties having

Public Meeting This being the date set and proper notices having been posted,
Loma Linda published and mailed according to law, Mayor Delaurenti opened
10% Petition the public meeting to consider the 10% petition to Annex property
Letter of Intent to the City of Renton filed by Earl Westlund, 16530 So. 43rd St. ,
to Annex to Issaquah, property owner and developer of Loma Linda plat located
the City south of Victoria Park between Talbot Rd. S. and the proposed
SR-515. Attorney Michael Rodgers, 111 NE 3rd, representing WestPac
Development Corp. and Mr. Westlund, presented additional petition
for annexation bearing two signatures and claiming 28 acre parcel
for annexation. Mr. Rodgers requested sewers for the Loma Linda
plat, recalling his earlier request to Council (2/26) and explained
County approval of the preliminary plat, claiming hardship.
City Clerk Mead explained the City had received petition filed by
Mr. Westlund, signatures certified by Planning Dept. as 36.89% of
assessed value of area; noted need of Legislative body to determine
acceptance of the letter of intent, requirement of adoption of
Comprehensive Plan, Zoning Ordinance and any pre-existing bonded
indebtedness and determination re authorization to circulate 75%
petition. Upon inquiry by Councilman Perry regarding acceptance
of Comprehensive Plan, Zoning and indebtedness of City, Mr. Rogers
explained the Loma Linda plat meets County plat regulations, that
lot size includes those of 7,200 sq.ft. (16 of 37 separate lots
are 7,200 s.f.) . Upon inquiry Planning Director Ericksen explained
the zoning would be determined by adjoining property, Victoria Park
being SR-1 with minimum lot size of 7,500 sq. ft.
Councilman Stredicke inquired re agenda item of annexation by
Cascade Sewer District of area adjacent to the Loma Linda plat,
area confirmed by the Public Works Director who noted matter would
be referred to him for further study. (See Consent Agenda)
Mr. Rodgers, upon questioning by Councilman Stredicke, answered
Yes" on behalf of Mr. Westlund for acceptance of City's Comprehen-
sive Plan, Zoning Ordinance and any pre-existing bonded indebtedness .
MOVED BY STREDICKE, SECOND SHINPOCH, COUNCIL ACCEPT THE 10% LETTER
OF INTENT TO ANNEX CARRYING THE CONDITIONS OF REQUIREMENT OF ADOPTION
OF COMPREHENSIVE PLAN, ZONING ORDINANCE AND ANY PRE-EXISTING BONDED
INDEBTEDNESS, AND AUTHORIZE CIRCULATION OF THE 75% PETITION.*(CARRIED)

lot by lot rating survey, the Mayor advising questions may be asked
at the public hearing following presentation of 75% petition.
OLD BUSINESS Councilwoman Shinpoch announced request of Assistant Attorney
Kellogg that ,an Executive Session be held regarding possible law-
suit.
Ways and Means Ways and Means Committee Chairman Clymer presented committee report
Committee Report recommending Council concur in the request of the Administration
Comp Time to payoff the comp time that has been accrued by fire fighters
Pay Off
with payment authorized no later than 12/31/79 (to be funded from

unanticipated revenues rather than loan from Firemen's Pension
Fund) . The Committee further recommended a resolution be drafted
stating that future comp time be used within 30 days and may be

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
ORDINANCE NO. 3303 CHANGING THE ZONING CLASSIFICATION OF
CERTAIN PROPERTIES WITHIN THE CITY OF RENTON FROM SINGLE
FAMILY RESIDENCE DISTRICT (CS-1) TO SINGLE FAMILY RESIDENCE
DISTRICT (R-1) R-288-79 HHANBY-BELAN"REZONE
WHEREAS under Chapter 7 , Title IV (Building Regulations) of
Ordinance 1O. 1628 known as the "Code of General Ordinances of the City
of Renton" , as amended, and the maps and reports adopted in conjunction
therewith, the property hereinbelow described has heretofore been zoned
as Single Family Residence District (GS-1) ; and
WHEREAS a proper petition for change of zone classification of
said property has been filed with the Planning Department on or about
January 23 , , 1979 , which petition was duly referred to the Hearing Examiner
for investigation, study and public hearing, and a public hearing
having been held thereon on or about February 20, 1979 , and said matter
having been duly considered by the Hearing Examiner and said zoning
request being in conformity with the City' s Comprehensive Plan, as amended,
and .the City Council having duly considered all matters relevant thereto,
and all parties having been heard appearing in support thereof or in
opposition thereto , and
WHEREAS the City of Renton incorrectly attached a legal
description. to Ordinance No. 3303, and now wishes to correct the legal
description; contained in that Ordinance and withdraw Ordinance No . 3303
and substitute in its place this Ordinance and its attached legal
description, 'NOW 'THEREFORE
THE CITY. COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS : '
SECTION I : The. _following described property in the City of
Renton is hereby rezoned to Single Family Residence District (R-1) as
hereinbelow specified; subject to the findings , conclusions and decision
dated February 21 , 1979 ;' the Planning Director is hereby authorized
nand directed to change the maps of the Zoning Ordinance as amended, to
evidence said rezoningi to=wit :

as if fully set forth herein
Said property being located in the vicinity of 822
