Introduction The State Environmental Policy Act of 1971, Chapter 43.21C, RCW, requires
all state and local governmental agencies to consider environmental values both for their
own actions and when licensing private proposals. the Act also requires that an EIS be
prepared for all major actions significantly affecting the quality of the environment.
The purpose of this checklist is to help the agencies involved determine whether or not a
proposal is such a major action.
Please answer the following questions as completely as you can with the information
presently available to you. Where explanations of'your answers are required, or where
you believe an explanation would be helpful to government decision makers , include your
explanation in the space provided, or use additional pages if necessary. You should
include references to any reports or studies of which you are aware and which are rele-
vant to the answers'you provide. Complete answers to these questions now will help all
agencies involved with your proposal to undertake the required environmental review with-
out unnecessary delay.
The following questions apply to your total proposal , not just to the license for which
you are currently applying or the proposal for which approval - is sought. Your answers
should include the impacts which will be caused by your proposal when it is completed,
even though completion may not occur until sometime in the future. This will allow all
of the agencies which will be involved to complete their environmental review now, with-
out duplicating paperwork in the future.
NOTE: This is' a standard form being used by all state and local agencies in the State
of Washington for various' types of proposals. Many of the questions may not apply to
your proposal . If a question does .not apply, just answer it "no" and continue, on to the
next question. .

Dear Mr. Clemens,
This letter is to inform youLthat on May 18.1979, I have
contacted Mr. Edward Tasca, owener of a property on S. 180 ft.
of W 1/2 of S.W. 1/4 of S.E. 1/4 of SW 1.4 less 165 ft. of S.
130 ft. Thof Ifs. Tax # 0923059231. I requested an additional
15 feet easement on his property to provide access to my pro-
perty from and to 4th st. I explained to Mr. Tasca that I need
a total of 30 feet easement pursuant to my request for rezoning
My property to R-3. I offered to purchasethe.additional 15 feet
at today's fair market value, but Mr. Tasca indicated to me that
he is not interested on selling., or giving part of his property
for easement since he has plans to develope his property very soon.
In view of the above conversation with Mr. Tasca, and
his unwillingness to cooperate, I find it extremly difficult
to meet the city requirements in rezoning my property. Therefore ,
I have no other atternative but to seek legal advise from
my lawyer in accordance with the city of Renton's proposed
plan for that specific area.

After reviewing the entire area, it is my opinion that the rezone and
subsequent development would be beneficial to the Police Departtent if
the following facts are considered in the development of the project.
1) Traffic access - be provided onto NE 4th, NE 6th and possiblyUnionAve. NE from the site.
2) The access onto NE 4th from the site not be constructed with
mounds of dirt and plantings being placed at the driveways, as
this type of construction causes serious sight impairment.
3) A two-way left hand turn lane be constructed on NE 4th.
4) Our additional manpower and equipment needs be considered due to
additional population.
At present the area has become a common dumping area and motorcycle
riding area which causes many problems. The area is also used for
criminal activities (i.e. ) rape, drug contacts, and last but not least
the homicide of Smalley. I believe a developmeno that would go in
and clean up the area and block access would be a tremendous benefit.

SUBJECT: Abrejera Rezone -- Access and Traffic Circulation
The subject property at the present time is land-locked by the abutting
properties with the only access via an easement at the westerly side of the
parcel to NE 4th Street.
This proposed development will generate approximately 915 vehicle trips per
day (30 units per acre x 5 acres x 6. 1 trips per unit) . The proposed single
access to NE 4th Street would cause undue delays to through traffic using
this route, due to left turns into and out of the subject site.
A project of this size should have more than one egress/ingress for emer-
gency and safety of the residents that will locate in the proposed units.
This area is developing at a very fast pace with very little additional
public access being developed at the same time to improve the overall
traffic circulation systems within the area. The traffic volumes on NE
4th Street have been increasing at a rate of approximately 8% per year for
the past six years, which is about twice the normal rate of increase per
year.
Access to this site should be looked into via a new public right-of-way to
Monroe Ave. NE from the southwest corner of the site. This would improve
the traffic circulation in the area as well as bring the traffic flow
from the site into a secondary arterial (Monroe Ave. NE) which has access
to the major arterial (NE 4th Street) by way of a traffic signal .
