(5) Project Narrative – Kennydale Gateway

Kennydale Gateway (referred to as “Site” hereinafter), located at 4350 Lake Washington
Boulevard North, Renton, WA, is a single tax parcel that is approximately 7.2-acres in size. The
zoning for the Site is COR (Commercial, Office, Residential). Although the project does not
propose any manipulation of critical areas or their buffers, the project does reside within 200’ of
May Creek’s OHWM, and thus a Substantial Shoreline Development Permit (SSDP) is required
for this project. The site is bordered by Interstate 405 to the east, May Creek to the South, Lake
Washington Boulevard to the west, and by an existing access road on Washington Department
of Transportation property to the north. May Creek Trail Park, which contains May Creek, is
adjacent to the southern border of the Site.
May Creek is identified as a Shoreline of the State, and although no reach of May Creek flows
on the Site, a portion of the proposed development resides within 200’ of the OHWM. No
wetlands were identified on the Site. The Site’s soils are composed of approximately 1 to 2 feet
of historical fill over 15 feet of interlayered, soft to medium stiff silt and loose to medium dense
sand/silty sand with variable amounts of gravel and trace organics. These soft/loose upper soils
appear to extend slightly deeper into the northern portion of the site. Below the dense upper
soils, there is dense to very dense interlayered sand, silty sand with gravel, and silty/sandy
gravel with cobbles.
The Site was developed with five (5) light industrial buildings; three (3) have since been
demolished. The remaining buildings are constructed of prefabricated steel on concrete slabs.
The Site will be redeveloped with three apartment buildings providing 385 residential units of
studio, one, and two bedroom configurations. Access to the apartments will be provided by air-
conditioned corridors. The upper floors of the apartments will have elevator access. Access to
the Site will be provided by a new roundabout constructed off Lake Washington Boulevard N at
the northwestern corner of the multifamily residential development. The estimated construction
cost of Kennydale Gateway is $85 million, while the fair market value of the property is currently
$8.5 million.
Multi-Family Residential Development. The multi-family residential development (Residential
Development) will consist of a three-story “wrap” apartment development where each of the
proposed buildings will wrap around a courtyard. Courtyards will be provided around the
periphery of the apartment complex: two (2) will be associated with Building 1 (northernmost
proposed building), one associated with Building 2 (southeastern corner of the site), and three
(3) associated with Building 3.
An access road along the eastern and southern portions of the proposed development will
provide parking stalls as well as fire and emergency access to the eastern and southern
portions of the complex. The access road will connect to the main entrance off of Lake
Washington Boulevard N and will terminate at the Site’s southwestern corner, also off of Lake
Washington Boulevard N. Access to this road from Lake Washington Boulevard N will be
restricted by removable bollards.
The development will occupy approximately 255,379 sf (5.9 acres) of the total Site area
(approximately 7.76 acres). A multi-story concrete cast-in-place parking garage will be wrapped
by a wood-framed apartment construction. The purpose of this particular design is to “hide” the
parking structure so that the development will be more aesthetic visually from Lake Washington
Boulevard N.
Retail Space. The retail space will be provided at the southwestern corner of Building 1. The
retail space is approximately 1,550 sf in size. Access to the retail space, including fire and
emergency services, will be provided by the main access road off of Lake Washington
Boulevard. Eight parking stalls will be provided for the retail space.
Other Construction Activities and Improvements. Off-site improvements include road
improvements (roundabouts) and additional frontage improvements including sidewalks, curbs
and gutters, and fire hydrants. Grading will include 2,880 CY of cut, 4,335 CY of fill, and a net
of 1,445 CY of fill from an approved source. A 15 foot permanent easement will be provided
along the northwest side of the project site for future WSDOT improvements. Additionally, 5
feet of temporary construction easement will also be provided. Of the 62 trees found on the
Site, 38 of them are considered viable. A total of 56 trees will be removed and six (6) will be
retained, thus exceeding the required number of trees to remain by two trees. The trees to be
removed include six danger-trees and one landmark tree, with the rest (49) determined to be
significant per City of Renton Code. All six (6) trees being retained are categorized as
significant.
Project Sequencing. The proposed development will be constructed in three (3) phases.
Each phase will include the construction of one of the three proposed buildings. Phase 1 will
include the construction of Building 2, located in the southwest corner of the development.
Phase 2 will consist of the construction of Building 1, located in the northern portion of the
development. Lastly, Phase 3 will include the construction of Building 3, located in the
southeastern corner of the project parcel.
Additional Information: within 200 feet of May Creek
A portion of the development will take place within 200 feet of May Creek, which is a Shoreline
of the State. The closest area of work to the ordinary high water mark of May Creek is
approximately 57 feet. The shoreline of May Creek and its associated riparian zone is generally
forested with signs of restoration and enhancement and is further associated with the May
Creek Trail.
