f. Utility Systems Division recommends approval of a contract with Bravo Environment NW, Inc., in
the amount of $130,555.75, to provide Sanitary Sewer Rehabilitation 2015 – CCTV Inspections

SUMMARY OF ACTION:
Renton's business plan represents the areas of strategic focus over a six-year planning window. In
annual workshops, the City Administration and Council review the city's Vision, Mission, Goals and
Objectives for the city's six-year business plan. The Vision and Mission are high-level statements of
what the city aims to achieve; the Objectives outline the specific initiatives that the city will undertake
during the six-year window to carry out the Goals and meet the Mission and Vision. During this year's
annual workshop, the Administration and Council discussed and proposed changes to the Mission
statement and revised it as follows: Building an inclusive informed city with opportunities for all.

A RESOLUTION OF THE CITY OF RENTON, WASHINGTON, ADOPTING THE 2016 –
2021 BUSINESS PLAN.
WHEREAS, the Council annually adopts a six‐year business plan; and
WHEREAS, at the Council‐Staff Retreat held February 5 – 6, 2015, the Council reviewed
the 2016‐2021 Business Plan; and
WHEREAS, the Council made the changes it believed were advisable to the 2016 – 2021
Business Plan;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above findings are true and correct in all respects.
SECTION II. The 2016 – 2021 Business Plan, a copy of which is attached hereto, is
hereby adopted by the Council, subject to later amendment as the Council sees fit.

SUMMARY OF ACTION:
The City’s Job Order Contractor (JOC), Forma Construction, has provided a proposal to complete two
projects on the Airport.
The first project is for final improvements to the building at 800 West Perimeter Road and includes:
l Finishing re-covering the north slope of the building’s roof.
l Repainting the exterior of the building.
l Adding a roll-up door for Airport employee use.
The second project is a small electrical hookup on East Perimeter Road. Two electric pumps in catch
basins on East Perimeter Road are currently being operated via an Airport-owned generator. The
electrical project will add 110v service in the vicinity that the pumps can plug into.
STAFF RECOMMENDATION:
Approve the JOC contract proposal for final improvements to the building at 800 W Perimeter Road and
authorize the Mayor and City Clerk to sign the proposal.

RECOMMENDATION:
Approve the JOC contract proposal for final improvements to the building at 800 West
Perimeter Road and authorize the Mayor and City Clerk to sign the proposal.
BACKGROUND:
The building at 800 West Perimeter Road (800 Building) is currently being renovated by
Rainier Flight Service (Rainier) for their future tenancy. Rainier is completing tenant
improvements to the interior of the structure.
The Airport asked for a proposal from the City’s job order contractor, Forma
Construction, to provide the final improvements to the building that began last year.
Last year the south slope of the roof was covered with a membrane material to help
stop existing leaks, but recovering the north half was left for 2015. Also left for 2015
was repainting the exterior of the building. Both of these items are included in Forma’s
proposal and are a condition of the recently executed lease agreement with Rainier.
Two other projects were also grouped into this proposal. First, Forma will be installing a
manually operated roll up door on the northwest corner of the 800 building for Airport
staff use. Currently, the Airport has occupancy of the room in the northwest corner of

the 800 building. The room is large enough to store snow equipment and other large
equipment and materials. The problem is that access to the room is only through two
separate standard-sized doors from within the hangar itself. Adding a rollup door will
allow Airport employees to access the room from the exterior of the building and will
also allow Airport employees to move larger items into and out of the room.
The second additional project on Forma’s scope of work is to add 110v electrical service
on the east side of East Perimeter Road near Boeing’s south bridge. Currently there is a
generator on site that is running two electric pumps. The pumps are located in catch
basins along the concrete flood protection wall. The outlet pipes going into the Cedar
River are covered in silt and, as a result storm water is not draining from the airfield as
quickly as it needs to be.
The pumps were installed to move the water from the catch basin, over the flood
protection wall and into the Cedar River. This is the temporary solution until the Cedar
River is dredged in 2016. After the river is dredged airport drainage in the vicinity
should no longer be a problem.
The electric pumps are plugged into a portable generator which the Airport staff has
been actively maintaining. The new electrical service will provide exterior outlets near
the flood wall to plug the pumps into. At this point the generator can be removed from
the site.
The total project cost is $190,501.12 which includes Washington State sales tax. Funds
to complete this project are coming from the Major Maintenance CIP account, GL
422.725088.016.594.46.63.000 with a 2015 budget of $350,000.

SUMMARY OF ACTION:
The Wastewater Utility has completed construction of the South 132nd Street Sewer Extension. At the
regular Council meeting on April 21, 2014, Council approved the preliminary Special Assessment
District. The final costs and assessments have been determined, and the property owners will be
notified, as directed by City Ordinance #4444. There are 30 potential single-family units within the
Special Assessment District.
The per-unit assessment for the district is $11,254.92. Per City Code interest will accrue on the
assessment at a rate of 2.60% for a period of 10 years, 30 days after final approval of the ordinance.
STAFF RECOMMENDATION:
Approve the final South 132nd Street Sewer Extension Special Assessment District No. 0047 and

Does the City wish to establish a Special Assessment District for the South 132nd Street
Sewer Extension Project in order to ensure that the cost of the project is equitably
distributed to those who benefit?
RECOMMENDATION:
Approve the final South 132nd Street Sewer Extension Special Assessment District
No. 0047 and present the ordinance for first reading.
BACKGROUND SUMMARY:
The South 132nd Street Sewer Extension project will provide sanitary sewer service to
properties adjacent to South 132nd Street from its intersection with Renton Avenue
South to a point approximately 600 feet to the west.
The Wastewater Utility has proposed to use a per-connection method of calculating the
assessments for the properties within the proposed assessment district. This method
divides the cost of the project by the number of potential lots within the assessment
district that can gain direct benefit from the new sewer. There are 30 potential lots
within the proposed assessment district boundary.
The final cost for the project is $337,647.66. The Wastewater Utility is proposing to
divide the cost of the project by the number of potential lots that can gain direct benefit
to calculate the per-connection charge for the sewer special assessment district.

Therefore, using the project cost of $337,647.66 for the sanitary sewer installation, the

CONCLUSION:
It has been the policy of the City that when sanitary sewer facilities have been installed
that the City hold a Special Assessment District in order to ensure each property that
benefits from the new facility pays its fair share of the costs. This policy helps ensure
the existing ratepayers do not pay a disproportionate share of the costs for these
City-installed facilities.
Therefore, we recommend that Council approve staff’s recommendation for
establishment of the South 132nd Street Sewer Extension Special Assessment District
No. 0047.

ORDINANCE NO. ________
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, ESTABLISHING
AN ASSESSMENT DISTRICT FOR SANITARY SEWER SERVICE FOR
PROPERTIES ADJACENT TO SOUTH 132ND STREET, AND ESTABLISHING THE
AMOUNT OF THE CHARGE UPON CONNECTION TO THE FACILITIES.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES ORDAIN AS
FOLLOWS:
SECTION I. There is hereby created a Sanitary Sewer Service Special
Assessment District for the area served by the South 132nd Street Sewer Extension project
in the northwest quadrant of the City of Renton and within King County, which area is
more particularly described in Exhibit A attached hereto. A map of the service area is
attached as Exhibit B. The recording of this document is to provide notification of
potential connection and interest charges. While this connection charge may be paid at
any time, the City does not require payment until such time as the parcel is connected to
and, thus, benefiting from the sewer facilities. The property may be sold or in any other
way change hands without triggering the requirement, by the City, of payment of the
charges associated with this district.
SECTION II. Persons connecting to the sanitary sewer facilities in this Special
Assessment District, and which properties have not been charged or assessed with all
costs of the South 132nd Street Sewer Extension as detailed in this ordinance, shall pay, in
addition to the payment of the connection permit fee and in addition to the system
development charge, a per unit charge for new connections of residential units of eleven

thousand two hundred fifty‐four dollars and ninety‐two cents ($11,254.92) per dwelling
unit.
SECTION III. In addition to the aforestated charges, there shall be an interest
charge of two point six percent (2.60%) per annum added to the Special Assessment
District charge. The interest charge shall accrue for no more than ten (10) years from the
date this ordinance becomes effective. Interest charges will be simple interest and not
compound interest.
SECTION IV. This ordinance is effective upon its passage, approval and thirty (30)
days after publication.

SUMMARY OF ACTION:
The purpose of the Sanitary Sewer Rehabilitation 2015 – CCTV Inspection Project is to potentially
rehabilitate approximately 41,000 linear feet of old, corroded concrete sanitary sewers with new Cured-
In-Place Pipe (CIPP). As part of this work, a preliminary Closed-Circuit Television Inspection (CCTV)
needs to be performed on the respective sewers to allow City staff to prepare contract documents and
provide necessary information to prospective bidders. The work to be performed under this consultant
agreement includes cleaning and CCTV inspection of the respective sewers and the integration of these
inspections into the City’s Wastewater GIS database.
The Sanitary Sewer Rehabilitation 2015 – CCTV Inspection Project will be funded by the City of Renton’s
Wastewater Utility CIP budget. There is sufficient funding in the approved 2015 Sanitary Sewer
Rehabilitation/Replacement account #426.465507. Bravo Environmental NW, Inc. was selected from the
approved eCityGov’s Shared Procurement Portal Engineering Consultant Roster.
STAFF RECOMMENDATION:
Authorize the Mayor and City Clerk to execute the Engineering Consultant Agreement with Bravo
Environmental NW, Inc. for the CCTV Inspection portion of the Sanitary Sewer Rehabilitation 2015 in the

ISSUE:
Should the City enter into a consultant agreement with Bravo Environmental NW, Inc. to
provide Closed-Circuit Television (CCTV) sewer main inspection for engineering purposes
for the Sanitary Sewer Rehabilitation 2015 Project, in the amount of $130,555.75?
RECOMMENDATION:
Execute the Engineering Consultant Agreement with Bravo Environment NW, Inc., in the
amount of $130,555.75, to provide Sanitary Sewer Rehabilitation 2015 - CCTV Inspection
services.
BACKGROUND SUMMARY:
The sanitary sewers in the Renton Highlands that are located between NE 16th Street to
the north, Monroe Avenue NE to the east, NE 4th Street to the south, and Sunset
Boulevard NE to the west were constructed as part of the war effort in 1942. These
sewer mains are made of concrete and due to hydrogen sulfide corrosion are at the end
of their useful life. The sanitary sewer mains in Talbot Road South (between South 26th
Street and South 32nd Place) were constructed in 1973, are concrete and also highly
corroded by hydrogen sulfide gases that are a result of an upstream sewage lift station
(see attached vicinity map for locations).
The Wastewater Utility intends to rehabilitate approximately 41,000 linear feet of
concrete sewer mains during the summer of 2015 utilizing Cured-In-Place-Pipe (CIPP)
technology. CIPP rehabilitation will install new polymer pipes within the existing
concrete pipes without the need for open-cut excavation, which reduces disruption to
the neighborhood.

In order to prepare construction documents and provide prospective contractors with
necessary information for bidding, the Wastewater Utility needs to have CCTV
inspections performed on the respective sanitary sewers. This CCTV inspection is
expected to take approximately two months. The City of Renton does not have a full-
time CCTV crew and therefore cannot dedicate sufficient time to perform the required
inspections prior to the summer dry weather construction period.
The Sanitary Sewer Rehabilitation 2015 – CCTV Inspection Project will be funded by the
City of Renton’s Wastewater Utility CIP budget. There is sufficient funding in the
approved 2015 Sanitary Sewer Rehabilitation/Replacement account #426.465507.
Bravo Environmental NW, Inc. was selected from the approved eCityGov’s Shared
Procurement Portal Engineering Consultant Roster.
CONCLUSION:
The City should enter into a consultant agreement with Bravo Environmental NW, Inc. to
provide CCTV inspection of sanitary sewers in the Renton Highlands to allow the City’s
Wastewater staff to properly prepare contract bid documents for the 2015 Sanitary
Sewer Rehabilitation construction contract.

_ThepurposeofthisChapteristoprovidetheCity’srepresentativeswiththenecessarypowerstoprevent,remedyand/orabatenuisancesandtochargethoseresponsiblefortheabatementcosts.ThisChapterisareasonableandproperexerciseoftheCity’spolicepowerwitharationalrelationshiptowardfosteringorpreservingthepublicpeace,safety,health,moralsorwelfare(consistentwithandasexplainedinCountyofSpokanev.ValuMad,69Wn.2d712,719720;419P.2d993(1966)),anditshallbeliberallyconstruedtoeffectthispurpose.ThisChapter’sremediesarenotexclusiveandremediesavailableunderfederal,stateorlocallawmayalsoapply.ConsistentwithRCW35.80.030(7)(entitledPermissibleOrdinances—Appeal),theCityofRentonis(a)prescribingminimumstandardsfortheuseandoccupancyofdwellingsthroughoutthemunicipalityorcounty,(b)prescribingminimumstandardsfortheuseoroccupancyofanybuilding,structure,orpremisesusedforanyotherpurpose,(c)preventingtheuseoroccupancyofanydwelling,building,structure,orpremises,thatisinjurioustothepublichealth,safety,morals,orwelfare,and(d)prescribingpunishmentfortheviolationofanyprovisionofsuchordinance.Renton’sauthorityincludesbutisnotlimitedtoRCW35A.21.160whichgrantstocodecities“allofthepowersofwhichanycityofanyclassmayhave”andRCW35.22.280(30)whichpermitsacitytodeclareandabatenuisances,andtoimposefinesuponthoseresponsiblefornuisances.SECTIONII.Subsection1-3-3.B.1,“Abate”,ofChapter3,RemediesandPenalties,ofTitleI(Administrative)oftheRentonMunicipalCode,isamendedasfollows:27a. - Amending RMC 1-3-3 Clarifying and Updating Nuisance Definitions and Page 61 of 73
