The Stormwater Management Action Plan (SMAP) identifies stormwater management actions (SMAs) including stormwater facility retrofits, tailored stormwater permit actions, and land or development management strategies for water quality management in the Johns Creek catchment. The Plan is a requirement of the Western Washington Phase II Municipal Stormwater Permit. The SMAP process included assessment of Renton’s local receiving waters and contributing area conditions data, and prioritization of the receiving waters that would benefit from SMAs. The Johns Creek catchment was selected as the priority subbasin. Five water quality treatment facility retrofits, an environmental lands program, stormwater management feasibility study, prioritized source control inspections, tailored maintenance, and a prioritized public education program are proposed in the Plan. The Plan describes the implementation schedule for short-term (1-6 year) and long-term (7-20 year) proposed SMAs and budget sources. The Plan also identifies coordination needs with other city planning efforts and an evaluation process and schedule. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations.
