Thank you for the opportunity to comment on the project Compton Lumber
located at 2940 East Valley Rd. Based on the information provided and our
understanding of the project and its APE, we would recommend an
archaeological review performed for this project, especially if any excavation
occurs below fill. This is in an area the Duwamish Tribe considers culturally
significant and has a high probability to have unknown archaeological
deposits. The geotechnical report indicates that peat and alluvium underlay
the modern fill. The DAAP WISAARD predictive model indicates that an
archaeological survey is highly advised with a very high risk of encountering
cultural resources. However, based on previous development, the Tribe would
accept and request an inadvertent discovery plan with an archaeologist on site
to monitor the organic and alluvial layers below fill. We also request that if any
archaeological work or monitoring is performed, we would like notification.
Cultural and archaeological resources are non-renewable and are best
discovered prior to ground disturbance. The Tribe would also like the
opportunity to be present if or when an archaeologist is on site in the event
that an artifact or cultural resource is encountered. The Tribe opposes any
reduction in the wetland buffer as indicated in the application (from 75 feet to
56.25 feet). The Duwamish Tribe has commented on the most recent King
County Flood Management EIS to update their flood plan in December 2022.
The Duwamish indicated wetland buffers be implemented or maintained to
reduce seasonal urban flooding and/or in the event of prolonged or significant
precipitation events. To continue to reduce wetland or stream buffers
exacerbates urban flooding and reduces habitat for fish and wildlife as well as
native pollinators. We support that the City of Renton maintain its current
wetland and stream buffers without exception. In addition, the Tribe supports
the removal of non-native vegetation and strongly recommends only native
vegetation be used for proposed landscaping to enhance wetlands, streams as
well as fish and wildlife.
