HomeMy WebLinkAboutC_Wet Season Ltr_170915DenisLawMayorCommunity&EconomicDevelopmentCE.“Chip”Vincent,AdministratorSeptember15,2017JasonWoodPamfExcavationLLCdbaRinoConstructionP0Box667MapleValley,WA98038SUBJECT:NOTICEOFSPECIALEROSIONCONTROLREQUIREMENTSANDCOLDWEATHERPAVINGReserveatTiffanyParkakaAlluraUI6006368DearJasonWood:ItisthattimeofyeartogivenoticetoalldevelopmentswithintheCitythatanysitewithexposedsoilsduringtheWETSEASON(October1toApril30)shallbesubjecttospecialerosioncontrolprovisions.ThesespecialprovisionsarerequiredinadditiontothestandardTESCcovermeasures.Pleasenotifyyourstaffoftheserequirements,aswellasrespondinwritingtothisletteridentifyingthenameandcontactinformationforyourcurrentprojectCertifiedErosionandSedimentControlLead(CESCL)orErosionandSedimentControlSupervisorifprojectislessthanoneacre.Allprojectsthatclear,grade,orotherwisedisturbthesite,mustprovideerosionandsedimentcontrolstothemaximumextentpossible.topreventthetransportofsedimentfromtheprojectsitetodownstreamdrainagefacilities,waterresources,andadjacentproperties.ThefollowingprovisionsforwetseasonconstructionaredetailedinAppendixDofthe2016CityofRentonSurfaceWaterDesignManual.Pleaseensureyoursiteisprotectedandcomplieswiththespecialprovisionsoutlinedbelow.Thebasicrequirementsare:I.Theallowedtimethatadisturbedareacanremainunworkedwithoutcovermeasuresisreducedtotwo(2)days,ratherthanseven(7).2.Stockpiles,steepcut,andfillslopesaretobecoveredorprotectedwithmulch,sod,plasticcovering,jutematetc.ifleftunworkedformorethan12hours.3.Covermaterials(plastic,matting,etc.)sufficienttocoveralldisturbedareas,shallbestockpiledandavailableonsite.4.Allareasthataretobeunworkedduringthewetseasonshallbeseededwithinoneweekofthebeginningofthewestseason.SeedingshouldbecompletedbySeptember23.5.Mulchisrequitedtoprotectallseededareas.6.Fiftylinearfeetofsiltfence(andthenecessarystakes)petdisturbedacremustbestockpiledonsite.7.Properlyinstalledsiltfencingismandatoryalongthedownslopeofalldisturbedareasofthesite.Perimeterprotectionfiltersrunoffandreducestheamountofsedimentthatmayleavethesite.1055SouthGradyWay,Renton,WA98057rentonwa.gov
Page2of28.Sedimentretentionisrequiredunlessnooffsitedischargeisanticipatedforthespecificdesignflow.9.Constructionroadandparkinglotstabilizationarerequiredforallsitesunlessthesiteisunderlainbycoarse-grainedsoil.I0.Surfacewatercontrolsarerequiredunlessnooffsitedischargeisanticipatedforthespecificdesignflow.IIPhasingandmoreconservativeBMP’smustbeevaluatedforconstructionactivitynearsurfacewaters.12.Anyrunoffgeneratedbydewateringshallbetreatedthroughconstructionofasedimenttrapwhenthereissufficientspaceorbyreleasingthewatertoawellvegetated,gentlyslopingarea.Sincepumpsareusedfordewatering,itmaybepossibletopumpthesediment-ladenwaterwellawayfromthesurfacewatersothatvegetationcanbemoteeffectivelyutilizedfortreatment.Astrawbalefiltershallbeplacedaroundthedischargefromthedewateringpump.lfthereisnotspaceforasedimenttrapor25feetofsuitablevegetation,otherfiltrationmethodsshallberequired.13.Thefrequencyofmaintenancereviewshouldbeincreasedfromweeklytodailywherewarranted.TheCityofRentoniscommittedtoeffectiveerosionandsedimentcontrolpractices.Pleasebeadvisedifvoluntaryactionisnottakentoproperlyprotectyoursite,acivilinfractioncitationcanbeissuedandcivilpenaltieswillbeassessedforeachandeverydaytheinfractioncontinues.FinesunderRentonMunicipalCodeTitleI,Chapter3,areasfollows:Firstthree(3)daysofviolationat$100aday;secondthree(3)daysofviolationat$200aday;third(3)daysofviolationat$300adayand$500adayeachadditionaldaythereafter.Inaddition,anypavingperformedduringCOLDWEATHER(October1-March31)shallbesubjecttospecialprovisions.Thebasicrequirementsare:I.Thecontractorshallsubmitawrittenrequesttotheengineer(Cityprojectmanager)requestingtopavewearingcourseifpavingbetweenOctoberlstthroughMarch31st.2.WSDOTspecification5-04.3(16)WeatherLimitationsdescribesthetemperaturelimitationforcoldweatherpaving.3.Thecontractorshouldhaveamaterialtesteronsitetoverifybothcompactionaswellastemperature.4.ReportsshouldbesenttotheCityofRentonensuringthatthecompactionandtemperatureweremetduringpaving.Thankyouforyourcooperation.Ifyouhaveanyquestions,pleasecontactyourprojectinspectororyoumayteachmeat425-430-7299orbbannwarthrentonwa.govSincerely,BrianneBannwarthDevelopmentEngineeringManagercc:PatMiller,ConstructionInspectionSupervisorJennyCisneros,AdministrativeSecretaryHenleyUsaLIc,ApplicantAnnFowler,DevelopmentEngineerProjectManagerPatrickDeCaro,ConstructionInspector
