Dear Jill Ding:
Thank you for the opportunity to provide comments on the State Environmental Policy Act
(SEPA) notice of application utilizing the optional mitigated determination of non-significance
(ODNS/NOA-M) process for the Compton Lumber project. Based on review of the checklist
associated with this project, the Department of Ecology (Ecology) has the following comments:
We recommend the following updates be made to the Environmental Checklist:
Section B, Environmental Elements; Subsection 3, Water; subsection b, Groundwater:
Groundwater at the proposed project is shallow, at approximately 4 to 5 feet deep. Please
provide information about how deep the excavation will be conducted during the project, and if
dewatering is needed to address the shallow groundwater.
If dewatering will be conducted, please provide the details about permitting, water handling
and disposal.
Section B, Environmental Elements; Subsection 7, Environmental Health :
The proposed project is located on a site listed on the Model Toxics Control Act (MTCA)
Confirmed and Suspected Contaminated Sites List – Milts Trucking & Excavating site (cleanup
site ID 15054, facility site ID 36929). The cleanup site is currently enrolled in the Petroleum
Technical Assistance Program (PTAP) of the Pollution Liability Insurance Agency (PLIA). The PLIA

site name is East Valley Road Industrial Site, with a PTAP project number PNW164. Additional
information for this site cleanup can be found at https://wa-plia-gov.my.site.com/plia/s/public-

Soil and groundwater at this cleanup site is contaminated with petroleum hydrocarbons and
associated contaminants, including lead and polycyclic aromatic hydrocarbons (PAHs).
Please add the contamination information in the checklist. Please describe mitigation measures
to address the following:
• Hazardous waste operations worker training, health/safety plan, and site control
requirements, per WAC 296-843.
• Management of potential contaminated soil encountered during excavations, including
sampling, containment, and disposal at a permitted facility.
• Impacts of the construction project on ongoing contaminant remediation at the site,
including procedures to prevent damage to site monitoring wells.
