Project Narrative Sierra Homes Short Plat
a. Project name, size and location of site:
The Sierra Homes Short Plat is located at 702 Nile Avenue NE, Renton, WA 98059 (112305-9002). The site
is 31,998 square feet (0.734 acres).
Described as follows:
Parcel # 112305-9002
Lot 1, Weston Heights North Short Plat, City of Renton Short Plat No. LUA 16 -000140 LND20-0630,
Recorded under recording number 201612900003, in King County, Washington.
b. Zoning designation of the site and adjacent properties:
The project site is zoned Residential-4 (R-4). The Renton Comprehensive Plan designation is Residential
Low Density (RLD) for the project site and surrounding properties. The R-4 zone allows a maximum of 4.0
dwelling units per net acre. There is no minimum density. All properties immediately surrounding the
project site are also zoned R-4.
c. Current use of the site and any existing improvements:
The project site’s present use is a barn pole church and associated single-family residential dwelling unit.
Existing improvements to the lot are consistent with those associated with a SFR (driveways, utility
connections and sewer systems, clearing/landscaping, etc.).
d. Special site features:
The project site is generally flat with slopes gently downward to the south approximately 2%. There are
no critical areas on the project site. There is an offsite category III wetland located on the plat Weston
Heights plat. The 75’ wetland buffer from this category III wetland is the curved property line in the
southeast corner of the site and proposed Lot 1.
e. Statement addressing soil type and drainage conditions:
Per the US Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Web Soil
Survey (WSS) information, the entire project site is underlain with Alderwood gravelly sandy loam. A
Geotechnical Evaluation prepared by Cobalt Geosciences confirms this soil classification, with the
discovery of weathered and unweathered glacial till. According to the Geotechnical Evaluation, full
infiltration of stormwater is infeasible, however limited infiltration is feasible with the soil classification of
“Loamy Sand.”

f. Proposed use of the property and scope of the proposed development (height, SF, lot coverage,
parking access, etc.):
The Sierra Homes Preliminary Short Plat proposes a total of Three (3) residential lots, within 0.734 acres
(31,998 square feet). The dwelling unit specifics are yet to be determined. Per RMC 4-2-110A, maximum
building coverage not to exceed 35% and total impervious area not to exceed 50%.
g. Proposed off-site improvements (installation of sidewalks, fire hydrants, sewer main, etc.):
There are existing right of way landscaping, sidewalks and utilities on Nile Ave NE and NE 7th Pl. No
additional dedication is proposed.
h. Total estimated construction cost and estimated fair market value of the proposed project:
The Applicant is estimating a project value of approximately $5,000.
i. Estimated quantities and type of materials involved if any fill or excavation is proposed:
To be determined.
j. Number, type and size of the trees to be removed:
Per the Arborist Report prepared by Bob Layton at Layton Tree Consulting, LLC, the subject site has a total
of 5 significant trees over 6” diameter (8” for alder or cottonwood). All 5 trees are proposed to be removed
and replaced with new approved trees per .
Existing trees to be removed: 3 Apple trees, 10”, 12” and 13”. 1 Pear tree, 10”, and 1 Cherry-fruit, 6”.
k. Explanation of any land to be dedicated to the City:
No land will be dedicated to the City.
l. For shoreline applications only:
Not applicable. The subject site is not a shoreline property.
m. The proposed number, size, and density of the new lots, for subdivision applications only:
The Sierra Homes Preliminary Short Plat is proposing to subdivide the subject site into three (3) residential
lots. Lot sizes are provided below. The proposed residential density is 4.085 dwelling units per acre.
Proposed Lot Sizes:
Lot 1: 9.214 sf
Lot 2: 10149 sf
Lot 3: 12,634 sf
