We are submitting herewith the actual cost for construction of either a rock wall or concrete retaining wall based on the low bidder's price. Tom emphasized this project is funded by L.I.D. and accessibility must be main- . tained at all times for the property owners. Also, it is vital that good communication is maintained at all times with the property owners. Tom Touma reported that most of the property owners that need retaining wall replacement felt the cost of the wall, as bid, is too high. Only one property owner has agreed to have their wall constructed as part of the project. The other owners are talking of hiring other contracting firms to construct their walls. Tom Touma stated that a stipulation will be made that any contractor can work on the walls for the individual property owners with Moss's permission and appropriate scheduling of work. Tom stated that all activities will be coordinated through Martin Lundy, the City Inspector. Martin will then be responsible to coordinate with anyone else necessary. Vic TeGantvoort stressed barricading; problems are anticipated during any heavy rain. Proper barricading is the contractor's responsibility. Les Phillips stressed that coordination for survey work should be handled through Martin Lundy. Fred Arnold stated Puget Power will be setting vaults early so they will be in , before needed. He also questioned the location of the water line going through Cedar Ave. Puget wanted to stipulate that if they have to go under the water services, the City will bear the expense of going so deep. Clint Morgan said that arrangements will have to be made in that case. Also, there should be a thin concrete encasement around the cables where they cross Seattle water mains. MINUTES OF PRECONSTRUCTION CONFERENCE Page 2 Dick Atkins said that coordinating sidewalks and walls will be tricky. The power will have to be in before sidewalks. Herb Moss recommended that the final adjust- ment of vaults and hand holes should be made just before the sidewalks are poured • because of the problem of determining proper grades on a hill as steep as this one. Herb Moss suggested that a provision be made to get the power back of the walls 4 or 5 feet so that walls can be constructed without disturbing power. Fred Arnold stated that Puget Power plans to terminate the power at the junction boxes. Tom Touma asked Clint Morgan if the City could supply the conduit behind the walls and have the power stubbed off there. Clint said it would be justified. Clint suggested that a preliminary notice be sent to the property owners notify- ing them of the problems that will be encountered trying to get the power under the walls. The notice should specify also that the property owner supply the 3" conduit and it can be laid at the time of the work. Herb Moss gave a quick description of the schedule of work. They will concen- trate on getting as much done before the rain starts as possible. Drainage work will be done first. Also, one-way traffic will be routed downhill, and uphill traffic will be completely rerouted around the construction area. Ex- cavation work will be started on the west side of the street, and vaults can be started in about 2-1/2 weeks. Adequate notice will be given property owners on areas of work and they will be requested to park their cards elsewhere while work is being done in front of their property. Work on the east side of the street should start in about 35 working days from July 22. Herb Moss stated that a provision will have to be made for Puget Power to take care of the poles after job is completed since the poles will not be removed immediately. Elmer Shaver stated that responsibility should be set for the poles after the construction work is accepted by the City. Tom Touma stated that the City will be responsible for barricading the poles after Moss's work has been accepted. Clint Morgan requested a list of material suppliers and their specifications on the equipment to be used. Bob Bergstrom of the Water Utilities Division reported that a water main contract will be issued for work on S. 5th Street across Cedar. Their contractor will be coordinating work with Herb Moss. He also noted that the sanitary sewer in Cedar Avenue is very shallow. Extreme care should be taken so the line is not damaged. Herb Moss said their contract has a bid item for relocating and adjusting water services. He suggested that they get with the City and arrange for a reduction in this item and allow the City to handle relocation and adjustment of the meters in the area of the new water main contract. Fred Arnold wanted assurance that the City would provide Puget with the ditch on S. 5th Street for the power line. Assurance given by Tom Touma. Vince also requested an estimated dollar demand on the progress payment so the City can provide adequate cash flow. Herb Moss stated that it was planned that 50% of the money should be available during the first 35 days and 50% available during the next 35 days . RECITALS A. Puget is a public service company engaged in the sale and distribution of electric energy and, pursuant to its franchise from the City presently distributes electricity within the City. " B. The following streets are within the City, and for the purpose of this Agreement, these streets shall be referred to collectively as the "Conversion Area", which is a part of a street improvement program being undertaken by the City, identified as Cedar Avenue South - LID No. 293. The area is more specifically identi -. fied on the map attached hereto as Exhibit A and made a part hereof: (1) Cedar Avenue South from South Third Street to South Ninth Street (extended) . C. The Conversion Area is to be improved by the City in the calendar years h. 1975 and 1976 and such improvements shall meet City specifications which include road ! widening, sidewalks, curbs, sewers , etc. , as required by the City of Renton. In ' addition, the City shall provide the street lighting circuit. D. The City has expressed a desire to participate with Puget to cause the existing overhead power distribution system within the Conversion Area to be removed and a comparable underground power distribution system installed.. Puget shall furnish and install within the Conversion Area, in accordance with its standard specifications , an underground electric distribution system exclusive of underground service lines extending from service connections of structures to the property lines of owners of real property adjacent to the public street in which said underground distribution system is located. Puget shall remove the existing overhead electric distribution system, including poles and wires, after all property owners to be served by the Main Dis- tribution System have connected their service to the Main Distribution System and +f` after the removal of the facilities of any other utilities which may be connected to •'` the poles of said overhead system or as otherwise directed by the City. City '''� acknowledges the necessity of having the existing overhead system remain in its present location until removal of the same can be accomplished pursuant to the foregoing provisions. 3. Y•^ u4km MINUTES OF PUBLIC MEETING - RENTON HILL L.I.D. 293 Date: April 17, 1975 Purpose: To discuss the repair or replacement of retaining walls along Cedar Avenue South Present: Mrs. William H. Hubert Mrs. Alex Cugini, Jr., Mr. & Mrs. M. G. White Mrs. Edna Costner M. Touma - City of Renton Bob Bray - City of Renton Color slides presented indicating the condition of the various walls. M. Touma explained that the City is concerned about the walls during the construction of the new sidewalks. He explained that the cost of removing the existing walls and finish and cleanup would be borne by the City and that the cost of the wall construction would be borne by the property owner. Mrs. Hubert agreed that their wall was dangerous and they are interested in having it replaced. Their wall was built approximately 3 years ago and is now leaning dangerously, mostly due to vegetation behind the wall and lack of weep holes for drainage. Mrs. Cugini agreed that their wall is in need of replacement and is agreeable to any recommendation made by the City for wall replacement. She would like a memo from the City showing the cost breakdown for concrete wall and rock wall. Mr. & Mrs. White agreed to the City's recommendation that their wall be replaced. They, too, would like a cost breakdown on both types of wall. Mrs. Costner wanted to know if she could slope her property and avoid building a retaining wall. M. Touma agreed that this would be possible on her lot, if she granted the required slope easement, and the removal of one tree. She agreed, and also requested that an existing concrete garage be removed from her property during construction. M. Touma indicated that this would be possible. Mr. Touma reminded all present that a temporary construction easement would be required before any work could be done on private property. He also stated that the City would send a letter to all property owners concerned explaining the need for the wall replacement, cost estimation, and the means of financing the construction. D. 293 Dear Sir: It has been verbally indicated to us that the concrete wall item on this project will be deleted. Even though this is a major item, we have no objection. However, we would like to point out that the existing walls on Cedar Avenue are in poor shape. Numerous walls are leaning in the improper direction and numerous cracks are visible. We will use caution in working around and near these walls,. but due to their condition we feel that we should not be held responsible if one of the walls fall/ over. We hereby agree and authorize the City of Renton to proceed with the design and reconstruction of the retaining wall abutting our property. We understand that the construction cost of the walls will include the removal of existing walls, installation of rock wall or concrete retaining wall complete, in place, per contract unit price. We agree to the increased cost over and above the amount of the preliminary assessment and further waive any right to protest such increased cost at the final hearing on the assessment roll of L.I.D. 293.
