CITY OF RENTON
REPORT AND RECOMMENDATION.
APPLICANT: Glacier Park Company FILE NO. Sh. P1. 378-79
LOCATION: South side of S.W. 34th Street between Lind Avenue S.W. and
East Valley Road.
SUMMARY OF REQUEST: Applicant requests approval of a two-lot short plat for future
industrial uses of Lot 9 of Block 2 of Burlington Northern
Orillia Industrial Park of Renton, Division I.
SUMMARY OF ACTION: Planning Department Recommendation: Approval.
Hearing Examiner Decision: Approval with conditions.
PLANNING DEPARTMENT The Planning Department preliminary report was received by the
REPORT: Examiner on July 31, 1979.
PUBLIC HEARING: After reviewing the Planning Department report, examining
available information on file with the application, and field
checking the property and surrounding area, the Examiner
conducted a public hearing on the subject as follows:
The hearing was opened on August 7, 1979 at 9:35 a.m. in the Council Chambers of the Renton
Municipal Building.
Parties wishing to testify were affirmed by the Examiner.
It was reported that the Hearing Examiner and the applicant had received and reviewed
the Planning Department report, and the report was entered into the record as Exhibit #1.
Roger Blaylock, Associate Planner, reviewed Exhibit #1, and entered the following additional
exhibit into the record:
Exhibit #2: Site Plan with staff comments
Referencing Section C. , History/Background, of Exhibit #1, Mr. Blaylock added that the;
final plat has been filed and a performance bond submitted on the subject division. He
also noted that the original subdivision included a 10-foot landscaping strip along S.W.
34th Street and is designated on Exhibit ##2.
The Examiner referenced Utility Division comments attached to Exhibit #1 which pertain
to a 20-foot utility easement. David Clemens, Senior Planner, indicated that previous
segments of the Burlington Northern plat had designated an easement located 10 feet on
either side of the property line.
The Examiner asked the applicant if he concurred in Exhibit #1. Responding was:

Mr. Kretzer indicated concurrence in the report, and clarified that the 20-foot utility
easement previously discussed is located 10 feet on either side of the lot line, and is
a standard requirement to which the applicant had previously agreed.
The Examiner requested testimony in support or opposition to the request. There was no
response. He then requested final comments from the Planning Department. Since there
were no further comments, the hearing on File No. Short Plat 379-79 was closed by the
Examiner at 9:45 a.m.

FINDINGS, CONCLUSIONS & DECISION: Having reviewed the record in this matter, the Examiner
now makes and enters the following:
FINDINGS:
1. The request is for approval of a two-lot short plat of approximately 5.6 acres for
future development of industrial uses of Lot 9 of Block 2 of Burlington Northern
Orillia Industrial Park of Renton, Division I.
2. The Planning Department report sets forth the issues, applicable policies and provisions,
findings of fact, and departmental recommendations in this matter, is uncontested, and
is hereby attached as Exhibit #1 and incorporated in this report by reference as set
forth in full therein.
3. Pursuant to the City of Renton's Environmental Ordinance and the State Environmental
Policy Act of 1971, R.C.W. 43.21..C. ,, as, amended, the subject proposal has been
determined exempt from the threshold determination by Gordon Y. Ericksen, responsible
official.
4. Plans for the proposal have been reviewed by all city departments affected'by the
impact Of this development.
. 5. There was no opposition to the proposal expressed.
6. All. existing utilities are available and in close proximity.
7. The proposal is compatible with the required setbacks, .lot coverage and height ,
requirements Of Section 4-730 (M-P, Manufacturing Park) of Title IV, Ordinance No.
1628, Code of General Ordinances.
8: The subject property is located on the south side of S.W. 34th Street between Lind
Avenue S.W. and East Valley Road. The lot is an irregularly-shaped parcel with '520
feet of frontage on S.W. 34th Street. The parcel is bounded on two sides' by curving
and intersecting railroad right-of-ways. The property has been graded and filled,
is level, and is devoid of most natural vegetation. The property is undeveloped.
9. The applicant proposes subdividing the subject parcel into two lots. Parcel A would .
have 120 feet of frontage along S.W. 34th Street and would be approximately '504 feet
deep. Parcel E would have 400 feet of frontage along S.W. 34th Street and it also
would be about 504 feet deep. .
10. In .the final,plat of Orillia 'industrial,Park all frontage along S.W. 34th Street was
required to provide a landscape easement 10. feet in width. Each lot within the
subdivision was also required to provide a 10-foot utility easement on each property
line not bounded by a public street. The applicant has agreed .to continue this'
practice on the subject parcel and has agreed to provide two 10-foot easements '
adjacent to the common property line between the proposed lots. The landscape
easement along S.W. 34th Street has been created' in the original final plat.
12. The area in which the subject 'property is located is either undeveloped or is currently
being developed with industrial and commercial uses.
CONCLUSIONS:
1. The proposed subdivision appears to meet the public interest. The area has been
zoned for industrial and commercial uses and the applicant proposes to establish such
uses on the subject parcels.
The Comprehensive Plan and the Green River Valley Comprehensive Plan both indicate
that the subject property is suitable for the type of development proposed and both
indicate that the economic base of the city be broadened by attracting' the types of
uses proposed. f
2. The applicant has agreed to and is developing S.W. 34th Street. The applicant has
posted a performance bond 'in the appropriate amount to assure completion of the
improvements. The landscape easement along S.W. 34th- Street has been created which
will permit the proposed uses to be screened from that roadway. The applicant has
indicated that they ,will provide the necessary utility easements along the newly
created property line.
3. The shape Of the subject parcel is somewhat unusual because of the curving nature of
the intersecting railroad right-of-ways and the lots which the applicant proposes
appear to be reasonable in light of these constraints. The lots will be compatible
,with the existing lots and will provide space for development which is compatible

with existing and proposed developments.
DECISION:
Exhibit $2 is approved subject to the creation by, the applicant of two adjacent 10-foot
utility easements along the common property line between Parcels A and B.

Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must
be filed in writing an or before August 23, 1979. Any aggrieved person feeling that
the decision of the Examiner is based on erroneous procedure, errors of law or fact,
error in judgment, or the .discovery of new evidence' which could not be reasonably
available at the prior hearing may make a written request for.review by the Examiner
within fourteen (14) days from the date of the Examiner's decision. This request shall
set forth the specific errors relied upon by such appellant, and the Examiner may, after
review of the record, take further action as he deems proper.
An appeal to the City Council is governed by Title IV, Section 3016, which requires
that such appeal be filed with the City Clerk accompanying a filing fee of $25.00 and
meeting other specified requirements. Copies of this ordinance are available for
inspection in the Finance Department, first floor of City Hall, or same may be purchased
at cost in said department.

C. HISTORY/BACKGROUND:
The subject site was annexed to the City on April 15, 1959 by Ordinance
No. 1743. The site was rezoned to M-P, Manufacturing Park and H-1 ,
Heavy Industry on December 8, 1975 by Ordinance No. 2992 . The special
. permit to fill and grade was initially granted for certain phases on
November 19, 1975, subsequent phases to complete the filling project
were approved on October 13, 1976. A tentative plat for the subject
industrial park was approved by the Planning Department on May 27,
1977 together with certain comments and proposed revisions to the plat .
D. PHYSICAL BACKGROUND:
1. Topography : The site is relatively level due to the fill
placement.
2. Soils : Primary Urban Land (UR) from the fill operation , soils
information has been received from King County Conservation District
of the Soil Conservation Service . The property has since been
filled with a suitable granular material to a height acceptable
to King County Hydraulics for flood proofing.

C. HISTORY/BACKGROUND:
The subject site was annexed to the City on April 15, 1959 by Ordinance
No. 1743. The site was rezoned to M-P, Manufacturing Park and H-1 ,
Heavy Industry on December 8, 1975 by Ordinance No. 2992. The special
permit to fill and grade was initially granted for certain phases on
November 19, 1975, subsequent phases to complete the filling project
were approved on October 13 , 1976. A tentative plat for the subject
industrial park was approved by the Planning Department on May 27,
1977 together with certain comments and proposed revisions to the, plat .
D. PHYSICAL BACKGROUND:
1 . Topography : The site is relatively level due to the fill
placement .
2 . Soils : Primary Urban Land (UR) from the fill operation , soils
information has been received from King County Conservation District
of the Soil Conservation Service . The property has since been
filled with a suitable granular material to a height acceptable
to King County Hydraulics for flood proofing.

3. Vegetation : What little vegetation remains consists of scrub
grass.
4. Wildlife: The existing vegetation does not provide suitable
wildlife habitat although future landscaping may do so.
5. Water: No surface water was observed on the subject site
(7/26/79) .

6. Land Use : The subject site and adjacent properties are undeveloped
at this time. However, with the completion of the Lind Avenue L. I .I
the site and surrounding properties can be expected to develop
rapidly.
E, NEIGHBORHOOD CHARACTERISTICS :
The subject site is located in a transitional area from undeveloped
wetland to various industrial and commercial uses.

1. Water and Sewer : A 12" water main and'. 12" sanitary sewer run
north-south on the E. Valley Road approximately 300' east of the
subject site,
2. Fire Protection : Provided by the Renton Fire Department as per
ordinance requirements .
3. Transit ; Metro Transit Route #155 operates along S .W. 43rd
Street within 3/4 of a mile to the south of the subject site .

Pursuant to the City of Renton Environmental Ordinance and the
State Environmental Policy Act of 1971 , as amended, RCW 43-21C,
the subject request is exempt from the threshold determination of
environmental significance.
