My phone number is 425- 430-7288 and my email address is ifitz-james@rentonwa.gov. GENERAL COMMENTS 1. There is a digital set of redlined plans and a digital redlined TIR. 2. Include a letter with responses to all of the comments with your plan resubmittal. 3. You will need to apply for a building permit for the construction of the detention vault. Structural review of the vault cannot begin until the permit application is made. As of 4/11/16 this permit had not been applied for. 4. You will need to apply for a building permit for a pond baffle wall if it is 4’ or greater in height measured from bottom of footing. Structural calculations and plans prepared by a licensed engineer will be required for review. 5. 622 Nile Avenue NE, located at the southwest corner of the site, has been redeveloped since the last utility permit review. The redeveloped lot consists of a new single family home with a new driveway layout and culvert under the driveway. 2.5’ of right of way dedication was included as part of the parcel redevelopment. Update the survey to reflect the current conditions. The new site layout may also affect the sidewalk transition and ACP ramp. See the attached for the approved site plan for the site. TITLE SHEET COMMENTS – SHEET C1.0 1. Add Hearing Examiner’s and SEPA conditions of approval to the cover sheet. 2. Replace LUA Permit #LUA14-000958 in the bottom right corner with U Permit #U15-006162. 3. Add the contact name for the geotechnical engineer. 4. Add any building permit number related to the utility permit to the cover sheet. This will include building permit numbers for the vault, pond baffle wall, etc. TESC COMMENTS – SHEET C2.0 – SHEET C2.1 1. List the NPDES permit number on the TESC Plan Sheet after it is obtained. 2. Add the construction stormwater general permit and NPDES permit number to the TIR after it is obtained. 3. Show all necessary TESC facilities for both the West and East Basins. Show how sediment will be retained and how surface water will be collected and routed during the construction period. Include the sediment pond/trap, swales, ditches, check dams, etc. on the plans. Show how construction stormwater flow control measures will be met and how construction stormwater will be discharged from the site. Include riser pipes, pumps, temporary piping, etc. Show outlet protection at the construction stormwater discharge point. All TESC facilities shall be per Appendix D of the 2009 KCSWDM. 4. Show additional silt fence along the western project frontage per the redlined plans. Additional silt fence is needed along the western project frontage as the site slopes from east to west. 5. Update the Construction Sequence as redlined on the plans. 6. Provide the CESCL number for Craig Sears on the plans. His CESCL number appears to be EF8181808 from the Washington Department of Ecology database. This will change if the contractor appoints a different CESCL. 7. Show details for all other TESC facilities on Sheet C2.1. Include details for the pond/trap, swales, ditches, check dams, etc. TRANSPORTATION/STREET COMMENTS – SHEET C3.0 – SHEET C3.3 1. Curb ramps need to be perpendicular to the road. Revise the orientation of curb ramps at the corner of Road A and Nile Avenue NE. Show an additional curb ramp perpendicular to Nile Avenue NE to serve pedestrians crossing Nile Avenue NE. Label these curb ramps as perpendicular curb ramps per WSDOT Standard Plan F-40.15-02. There is an existing curb on Weston Heights Plat – U15-006162 Page 3 of 8 April 11, 2016 H:\CED\Planning\Development Engineering\_Ian\U15-006162 Weston Heights Plat 650 Nile Avenue NE\Review Comments\16- 0408 U15-006162 Weston Heights Utility II Comments.docx the other opposite side of Nile. This curb will need to be notched out to provide a receiving area for pedestrians crossing Nile Avenue NE. 2. Label curb ramps at the corner of Road A and Private Road B as perpendicular curb ramps per WSDOT Standard Plan F-40.15-02. 3. Provide grading details for all five curb ramps. Show slopes and spot elevations at appropriate points. Show the required 4’ x 4’ landing. 4. Add truncated domes to the ACP Ramps #1 and #2. Reference the WSDOT details for these ramps. Add slopes to the detail. 5. Label the northern ACP ramp as temporary and to replace curb and sidewalk to City standards upon removal. This ramp will be removed with the construction of Weston Heights North. If this ramp will not be installed due to Weston Heights North construction, remove it from the plan. 6. Revise the layout of the southern ACP ramp to ensure that new curb and concrete sidewalk is installed along the entire project frontage. Asphalt sidewalk transition should begin past project limits. Additional adjustments may be required with the new conditions at 622 Nile Avenue NE. 7. Ensure that all roadway tapers meet AASHTO standards. If the northern roadway taper is only a temporary condition due to the Weston Heights North construction, label it as temporary on the plan. If it will not be installed due to Weston Heights North construction, remove it from the plan. 8. Label concrete driveways per COR Std. Plan 104.3. Add stationing for all driveways. 9. The curb transitions for parking spaces along the south/west side of Road A. Add stationing for all of the curb transitions. 10. Label streetlights per COR Std. Plan 116.1 (Road A) and COR Std. Plan 117.1 and 117.2 (Nile Avenue NE). 11. Add hatch for gravel access for the detention vault to the legend. 12. Grind and overlay for the west side of Nile Avenue where the sewer main is being installed shall be half the street width. Update the grind and overlay limits as redlined on the plans. 13. Label the rise of the thickened asphalt edge along the western edge of Private Road C. 14. Station the beginning of the thickened asphalt edge near the intersection of Private Road C and NE 7th Place. 15. Revise street plans according to other redlines. 16. Add Detail H032.1 Typical Transverse Patch for Flexible Pavement to Sheet C3.3. Show and label the City maintenance easements for Tract A. Tract C will be privately maintained since it is located off a private roadway. 2. The City does not permit catch basins in the sidewalk. Catch Basin #13 needs to be moved out of the sidewalk. 3. Catch Basin #4 needs to be moved out of the planting strip for maintenance purposes. 4. Provide details showing how pipes will enter CB #4 and CB #7. Type 2 catch basins may be necessary to accommodate the pipe layout and the depth of pipe inverts. 5. Provide a detail showing how pipes will enter CB #1. The crowns of all pipes, including the 4” footing drain, should match. 6. The storm drain from CB #1 to the Outlet is proposed to be installed under new frontage improvements associated with the redevelopment of 622 Nile Avenue NE. The installation of this proposed storm drain may require removal and replacement of these improvements. 7. Show and detail a rock pad at the outlet of the 12” storm drain into the existing ditch (Outlet #1). See Table 4.2.2.A of the 2009 KCSWDM for Rock Protection at Outfalls. 8. The entirety of Private Road C is modeled as draining to the eastern detention pond. The northern 130’ of Private Road C is currently graded to flow north towards NE 7th Place. This area of Private Road C is not modeled as bypass area. Show how stormwater from this area of Private Road C will be routed to the detention pond. 9. Provide Rims and IEs of the proposed yard drains. The previous submittal had a yard drain table. 10. The yard drain detail provided appears to be a detail for a cleanout. The detail is fine for a cleanout. Provide another detail if yard drains are proposed. 11. Show and label fence around the pond on Sheet C4.0. 12. Provide a note on the plan stating that all grading along the eastern edge of Private Road C needs to be done on site. Show spot elevations along the eastern edge of Private Road C that show how the proposed and existing grades meet. 13. Provide a detail of the proposed wall. Wall footing shall be per geotechnical engineer recommendations. Walls that measure 4’ or greater from the bottom of footing to the top of wall require a separate building permit. 14. The TOW and BOW elevations provided at the western wall edge are mislabeled. They appear to be switched. More data will be needed for the restricted footprint for each lot. Provide a table showing the lot area, maximum impervious area, and proposed impervious area on Sheet C4.0. This site is in the R-4 zone so the maximum impervious surface allowed is 50% of the lot. You would need to reduce the impervious surface coverage to 40% of the lot to use restricted footprint as your flow control BMP. See Section 5.2.1 of the 2009 KCSWDM for more information on the individual lot flow control BMP requirement. You do not need a declaration of covenant for this as it will be recorded on the final plat. STORM DRAINAGE PROFILE COMMENTS – SHEET C4.1 1. Label the type of grate/lid for each non-standard catch basin/inlet installation and reference the corresponding City of Renton standard detail. 2. Show and label all existing and proposed utility crossings (including water services) in the storm drain profiles. 3. If CB #1A is located outside of the flowline, it will need a solid locking lid per COR Std. Plan 204.10. 4. CB #5 shall have a Bi-Directional Vaned Grate per City Std. Plan 204.30. Label this in the profile. 5. Update the profiles on per the relines. STORM DRAINAGE VAULT COMMENTS – SHEET C4.2 1. Show and label elevation of grade over the vault in the section views. 2. Show and label all access points on the vault plan and section views. Access requirements can be found in Section 5.3.3.1 of the 2009 KCSWDM. Show and label all access points on the vault plan and structural plans. For raised openings, where the depth from the iron cover to the top of the vault exceeds 24 inches, an access structure equivalent to a Type 2 catch basin or manhole shall be used. 3. Ventilation pipes of a minimum of 12” diameter need to be provided in all four corners of the vault per Section 5.3.3.1 of the 2009 KCSWDM. Show and label these vents on the vault plan and structural plan. An access grate of 50 square feet also needs to be provided over the second cell for water quality per Section 6.4.2.2 of the 2009 KCSWDM. 4. Wetvault design criteria found in Section 6.4.2.2 of the 2009 KCSWDM needs to be met. The proposed wetvault shows 100% of the wetpool volume in Cell #1 and sediment storage in Cell #2. Per Design Criteria for Wetvaults found in Section 6.4.2.2 of the 2009 KCSWDM, the first cell should contain between 25 to 35 percent of the total wetpool volume and sediment storage should be provided in the first cell. If the length-to-width ratio of the vault is 5:1 or greater, the wetpool can be contained in a single cell. You may want to consider a removable baffle in the first cell to obtain the required length to width ratio of 3:1 for the wetpool without changing the vault structural footprint. Ensure that other design criteria are met. Add notes to the control structure detail per Section 5.3.4 of the 2009 KCSWDM. Label pipe material for the standpipe, label pipe supports and materials of pipe supports, label manhole frame and cover detail, pipe material, label material of latter, etc. 6. The inlet to the control structure is lower than the outlet. This creates an unfavorable submerged inlet. Please provide explanation or revise design. 7. Label the IE of the footing drain cleanouts on the vault plan. 8. Show footing drains in vault sections. Provide a detail showing how the footing drain will be installed. 9. Address all other plan redlines. STORM DRAINAGE POND COMMENTS – SHEET C4.3 1. Profile the segment of pipe from CB #10A to CB #10B. 2. Add dimensions to the pond. Show length and width of both cells and other necessary dimensions for construction. 3. Wetpond design criteria found in Section 6.4.1.2 of the 2009 KCSWDM needs to be met. A length-to-width ratio of at least 3:1 from the inlet to the outlet is required. It appears cell 1 may be larger than 25 to 35% of the total wetpool volume. Sediment storage should only be provided in the first cell. Ensure that other design criteria are met. 4. An access ramp per Section 5.3.1.1 of the 2009 KCSWDM is required for sediment removal in Cell #1. Show and detail access ramp on plan. 5. If a wetpond cannot feasibly be used to accomplish basic water quality treatment, look into other alternatives. A water quality facility in addition to a detention pond may be an acceptable alternative. 6. Show and detail a rock pad for energy dissipation at the inlet to the detention pond. See Table 4.2.2.A of the 2009 KCSWDM for Rock Protection at Outfalls. 7. Provide a pond section showing the block wall. Make sure gap in wall is clearly shown. 8. An ecology block wall will not be permitted to be used as a baffle wall. Provide an alternative baffle wall design. Any baffle wall that is 4’ or greater in height from bottom of footing will require a separate building permit with structural plans and calculations prepared by a licensed civil engineer. 9. Provide spot elevations on the pond plan along the southern pond frontage to detail how it will tie into the existing grading. 10. Provide a detail for fence around pond. The elbow restrictor elevation shown in the CB#10 control structure detail does not match the KCRTS data. KCRTS indicates the elevation should be 520.40 while the detail states 520.65. 12. Add notes to the control structure detail per Section 5.3.4 of the 2009 KCSWDM. Label pipe material for the standpipe, label pipe supports and materials of pipe supports, label manhole frame and cover detail, pipe material, label material of latter, etc. 13. The maximum positive excursion must be less than 10.0% for the detention pond. Revise KCRTS model. 14. The inlet to the CB#10 now comes from the SW not the NW. Revise control structure detail. 15. The pond and dispersion trenches will be privately maintained. A maintenance covenant will need to be provided. STORM DRAINAGE NOTES AND DETAILS COMMENTS – SHEET C4.4 – SHEET C4.5 1. Surface water plan notes need to be per the City amendments to the 2009 KCSWDM. There are 27 notes. Please update. 2. Add Std. Plan 204.30 – Bi-Directional Vaned Grate to the plan set. STORM DRAINAGE TIR COMMENTS 1. You need to discuss Special Requirement #6 in the TIR. This requirement is specific to the City of Renton. 2. A thorough review of the Olympus Villa pond modifications and interceptor dike for Lot 1 of the Weston Heights North Short Plat will be reviewed under the Weston Heights North utility permit. 3. Enhance the readability of the WWHM outputs for the wetland hydrology. 4. Address all other TIR redlines. 5. Update Bond Quantity Worksheet as applicable. SEWER PLAN COMMENTS – SHEET C5.0 1. Specify sewer pipe material and length on plans. 2. The proposed sewer main in Nile Avenue NE will need to be extended 15’ north to serve 703 Nile Avenue NE. Adjust the location of SSMH #7 and update the plans. 3. Revise the downstream SSMH in the sewer table in the bottom left hand corner of Sheet C5.0 as redlined. 4. Reference the pump detail for Lots 10, 11, and 12 on the sewer plan. Show and label all existing and proposed utility crossings (including water services) in the sewer profiles. 2. Label the pipe material for all pipe segments in the profiles. 3. Label the IE in of the side sewers where they tie into a manhole (SSMH #1A, 1B, 3, 4, 8). At manholes where a 6” side sewer joins the 8” main, the invert of the larger sewer should be lowered sufficiently to maintain the same energy gradient. Placing the 0.8 depth point of both sewers at the same elevation is a way to approximate the invert elevations. Reference Section C1-4.6 of the Washington Department of Ecology Criteria for Sewage Works Design. 4. Show and label the road intersections. 5. Update the profile to show the new location of SSMH #7. 6. Reference COR Std. Plan 400.1 for the SSMH. 7. Label the existing IE out for SSMH #9. SEWER DETAIL COMMENTS – SHEET C5.2 1. Update Details 405 and 406.1 to the current versions. WATER PLAN COMMENTS – SHEET WA01 – WA03 1. Water plans are being reviewed by King County Water District 90. Please have approved plans routed to the City for final review prior to permit issuance. STREETLIGHT PLAN COMMENTS – SHEET LT 1. The streetlight plans that were submitted are incomplete and have not been fully reviewed by City staff for code compliance. Once a complete set of streetlight plans is submitted, plans will be fully reviewed by City staff. 2. Streetlight analysis is required for the project frontage along Nile Avenue NE. The current streetlight plan does not address the Nile Avenue NE frontage. 3. The streetlight plan needs a wiring schedule. 4. Provide all appropriate City of Renton details with the streetlight plans. A list of details that may be required is provided on the redlines. 5. Address all other redline comments on the streetlight plans. LANDSCAPE PLAN COMMENTS – SHEET LA1 – SHEET LA2 1. Landscape plans were approved by Jill Ding on April 7, 2016.
