My phone number is 425- 430-7288 and my email address is ifitz-james@rentonwa.gov. GENERAL COMMENTS 1. There is a digital set of redlined plans and a digital redlined TIR. 2. Some of the redlined comments are not listed in the comment letter. Ensure these redlines are picked up. 3. Submit the updated plans and TIR to me electronically for final review. Include a letter with responses to all of the comments with your plan resubmittal. If all items have been appropriately addressed, mylars will be asked for with the next submittal. 4. A building permit for the detention vault was received on May 18, 2016. Approval of the vault building permit is required prior to issuance of the utility permit. 5. Water plans approved by KC WD 90 shall be routed to the City for final review prior to permit issuance. 6. The NPDES permit was issued on May 16, 2016. The building permit number for the detention vault is B16-002651. Add this to the cover sheet. GENERAL AND TESC NOTES COMMENTS – SHEET C1.1 1. Remove SEPA Condition #2 from the plan sheet. It was formally removed as a condition by an Environmental Review Committee (ERC) determination dated 5/16/16. TESC COMMENTS – SHEET C2.0 – SHEET C2.1 1. Demolition of existing structures will be under a separate demolition permit. Add a note to the plans. 2. Provide dimensions of sediment trap for contractor installation. 3. Clarify what will be used for catch basin inlet protection. The previous submittal showed a catch basin filter per 216.30 for catch basin inlet protection. The current submittal shows filter fabric protection per 216.20. If both are being proposed, add COR Std. Plan 216.30 back to the plans. If COR Std. Plan 216.30 is not being proposed, remove references to it from the plans. HORIZONTAL CONTROL COMMENTS – SHEET C3.0 1. Label 10’ utility easement for City utilities along the north side of Road A. 2. Add a dimension to the Private Access and Utility Easement along NE 7th Place. 3. Show and label access easement for southern portion of Private Road C. 4. The station equation at the intersection of Nile Avenue NE and NE 7th Place is incorrect. 5. Check station of Road A and Nile Avenue NE street intersection. 6. Provide street intersection equation for the intersection of Nile Avenue NE and SE 123rd Street. 7. Remove the duplicate call out for a utility easement of 10’ near the Private Road C and NE 7th Place intersection. ROAD PLAN COMMENTS – SHEET C3.1 1. Show, call out, station, and dimension notch in curb for ramp receiving area along Nile Avenue NE. 2. Provide postmaster approval for mailbox locations. 3. Fill in the gaps in the grind and overlay limits in Nile Avenue NE. Remove the detail for the Single Direction Curb Ramp. 2. Maintain the 8’ planter around the curb return. The sidewalk radius and curb return radius differ. 3. Label asphalt pavement radius on curves at intersection of Road A and Tract B and the pond entrance. 4. Show slopes for the new driveway apron at the end of Private Road C. Provide existing and proposed spot elevations for the eastern tie-in of the apron and sidewalk to ensure constructability. GRADING AND STORM DRAINAGE PLAN COMMENTS – SHEET C4.0 1. Survey background text that shows information about existing structures was removed from the plans. Show this information on the plans. If this information is not shown here, please show it on an existing conditions plan. 2. Add a note to plan stating that all grading along the eastern edge of Private Road C needs to be done on site. 3. Provide details showing how pipes will enter CB #4 and CB #7. Type 1L or Type 2 catch basins may be necessary to accommodate the pipe layout. 4. Move CB #7 from the flow line to the curb line. This will provide separation from the proposed water line. This will still be a standard CB installation with a vaned grate. 5. Label pad elevations for Lots 10, 11, and 12. STORM DRAINAGE PROFILE COMMENTS – SHEET C4.1 1. Check stations of road intersections in profiles. They should match the horizontal control plan. Intersection of Road A in the Nile Avenue Profile is incorrect. 2. CB #2 shall be a Type 2 structure since the measurement from rim to invert is greater than 5’. 3. Label the northern IE of CB #2 as existing. 4. Label the IE of Inlet #1. 5. The information for CB #3 does not match the control structure detail on Sheet C4.2. 6. Material of pipe segments was removed from the plans. Please ensure all segments of pipe are labeled with the correct pipe material. The pipe segments from CB #1 to Outlet #1 and CB #12 to CB #11 shall be ductile iron. No comments for this sheet. STORM DRAINAGE POND COMMENTS – SHEET C4.3 1. A dispersion trench was removed with the latest submittal. Per COR Std. Plan 224.00, a 50’ dispersion trench can have a maximum design flow of 0.5 CFS per trench. The KCRTS model for the developed condition shows a discharge of greater than 0.5 CFS per trench. Add another dispersion trench or revise discharge design, pond dimensions, KCRTS model so that the design is in compliance with City standards and the 2009 KCSWDM. 2. Provide the detail for the chain link fence in the plan set. 3. Label pipe material for pipe segment from CB #10A to CB #9. 4. The inlet elevations for CB #10 in the profile do not match the invert elevations for CB #10 shown in the detail. Please clarify. 5. Diameter of the primary orifice does not match the KCRTS model. I believe it should read 7/8”. 6. Add a note that a stormwater pond sign shall be installed on the fence per City standards. The City is currently developing a sign for a private stormwater pond. STORM DRAINAGE NOTES AND DETAILS COMMENTS – SHEET C4.4 – SHEET C4.6 1. Have the Stormfilter detail inverts match the inverts found on Sheet C4.1. STORM DRAINAGE TIR COMMENTS 1. Address all TIR redlines. 2. 2 and 10 year peak discharge rates must match the predeveloped 2 and 10 year peak discharge rates per Section 1.2.3 of the 2009 KCSWDM and City Amendments. The 10 year peak discharge from the pond exceeds the 10 year predeveloped peak. Revise model. 3. Update the conveyance calculations to match what is shown on the plans. I have provided some spot checks with the redlines that show inconsistencies. 4. Submit a final bond quantity worksheet with the updated TIR. 5. Page numbers were removed from the TIR. Please add them back. SEWER PLAN COMMENTS – SHEET C5.0 1. Survey background text that shows information about existing structures was removed from the plans. Show this information on the plans. If this information is not shown here, please show it on an existing conditions plan. 2. Revise sanitary side sewer table. Numerous items do not match the plans and profile. Modify Note 17 to account for SSMH #8. SSMH #8 shall be a shallow manhole and will not be installed per COR Std. Plan 400.1. SEWER PROFILE COMMENTS – SHEET C5.1 1. Label the material of all pipe segments. 2. Show water and power crossings on Profile – Road A. 3. SSMH #8 shall be a Shallow Manhole per COR Std. Plan 400.2. Label this manhole accordingly as it is not a standard manhole installation. 4. Label the existing IE out of SSMH #6 and SSMH#9. 5. Show and label road intersections. 6. Clean up Profile – Private Road B. SEWER DETAIL COMMENTS – SHEET C5.2 1. Add COR Std. Plan 400.2 – Sanitary Shallow Manhole to plans. 2. Update Details 405 and 406.1 to the current versions. 3. Remove grinder pump detail. 4. Remove scale and other unnecessary information. WATER PLAN COMMENTS – SHEET WA01 – WA03 1. Water plans are being reviewed by King County Water District 90. Please have approved plans routed to the City for final review prior to permit issuance. STREETLIGHT PLAN COMMENTS – SHEET LT 1. Address plan redlines. LANDSCAPE PLAN COMMENTS – SHEET LA1 – SHEET LA2, SHEET TR-1 1. The civil base shown on Sheet LA-1 (storm lines, structures, etc.) does not match what is shown on the civil plans. Revise sheet so that it matches the civil plans.
