PLANREVIEWCOMMENTSUi5005174Cityof•*(-‘-r,‘‘*••‘‘ENG-ConstructionPermitReviewVersion2EngineeringReviewCommentsContact:JanlIlianI425-430-7216jjillian@rentonwa.govGENERALCOMMENTS1.Wallsorrockeriesover6feethighrequireaseparatebuildingpermit.2.Pleaseprovidedocumentationastohowthestreetsectionsweredetermined.3.SheetC9.Whenwillalltheeasementsnotedtoberelinquishedbecompleted?4.AddTreeRetentionandLandscapeplanstothecivilplans.STORMCOMMENTS1.Eventhoughtheprojectisvestedtothe2005KCSWDM,theapplicantisproposingtouseStormfilterCartridgesystemstomeetthebasicwaterqualitytreatmentrequirementsfortheproject.The2005KCSWDMdoesnotallowtheuseofthestormfiltercartridgesystemasastandalonebasictreatmentsystem,itcanonlybeusedasthesecondtreatmentfacilityforenhancedtreatment(seepage6135ofthe2005KCSWDM).However,theCityadopted2009KCSWDMdoesallowfortheuseofthestormfiltercartridgesystemasawaterqualitytreatmentfacilityforbasicandenhancedtreatment,butresettlingisrequiredpriortothestormfiltercartridgesystem.TheTechncialInformationReportneedstoberevisedtoincludetherequiredsizingcalculationspersection6.5.1(pg.6103)ofthe2009KCSWDMfortheresettlingtreatmentfacilityneededpriortothestormfiltersystem.Thepresettlingsystemsandassociateddetailswillneedtobeaddedtotheconstructionalso.2.TheTIRneedstoincludetheKCRTSareaandlanduseinputandflowoutputhydrographsneededtodeterminethewaterqualitytreatmentdesignflowtobeusedinsizingthestormfiltersystemspersection6.2.1(pg.617)ofthe2009KCSWDM.Thewaterqualitytreatmentdesignflowwillneedtobe60%ofthedevelopedtwoyearpeakflowrate,asdeterminedintheKCRTSmodelwiththe15minutetimestep,forthetotaltributaryareadrainingtothestormfiltersystem.ThisinformationismissingfromtheTIRandisneededtodetermineifthestormfiltercartridgesystemsaresizedcorrectly.AsubbasinmapshowingtheareatributarytothestormfiltersystemisalsoneededtoverifytheaccuracyoftheKCRTSinputinformation.3.Thewetpondsizingcalculationusea2:1sideslopefordeterminingtheWetpoolDimensions,buttheconstructionplansshowtheflowcontrol/Wetpondfacilitytohavesideslopesof3:1.TheWetpondSizingWorksheetneedstoberevisedtoshowthe3:1sideslopeindeterminingthewetpooldimensions.TheTIRandconstructionplansneedstoincludeacomparisionoftheWetpondvolumerequiredtothewetpondvolumeprovidedwithintheproposedflowcontrol/wetpondfacilityshownontheconstructionplans.4.ThestormwaterfacilitylocatedinTractDwillbeassumedformaintenancebytheCity.AneasementoverTractDshallbegrantedtotheCityforthemaintenanceandrepairofthestormwaterfacilityandtheassociatedoutfalllocatedinTractE.ThelandscapingtobeincludedonTractDshallbelocatedoutsidetherequired6ftType3chainlinkfencearoundtheflowcontrol/wetpondfacilityandtheChelanPUDHomeownersAssociationwillberesponsiblelandscapingandtheareasoutsideofthefenceforthestormwaterfacility.5.EasementsfortheoutfallsfromthestormfiltersystemslocatedinDuvallAveNEthatextendintoTractEwillalsoneedtobeshownontheconstructionplansandrecordedfortheproject.6.TheTIRwillneedtoincludeconveyancesystemsizingcalculationsfortheproposed12inchstormconveyancesystemandCB#8inDuvallAvenueNE.Theconveyancesystemsizingcalculationwillneedtoaccountfortherunofffromtheexistinglanduseconditionsforthetotalupstreamtributaryareathatdrainstotheproposednewstormsystem.Abasinmapandlanduseassumptionsforthetributaryarea,alongwiththeKCRTSinputdataandoutputhydrographsbaseduponthe15minutetimestepwillbeneeded.InadditiontoinstallationoftheproposedCB#8and12inchstormsystemshallbeinthecurblineinsteadofthebehindanunderthewalkway.AnewcatchbasinstructurewillbeneededattheendoftheproposedcurtthatwillconnecttotheproposedDropInletintheditch.ThisisneededinsurethatinthefuturewhensidewalksareextendedtothenorthalongDuvallAveNE,thatthestormsystemcanbeextendedandthelidsforcatchbasinstructuresbeinglocatedinthesidewalk.Itwillalsoallowbetteraccessformaintenanceoftheproposedstormsystem.7.FlowcontrolBMPcovenantswillbeneededfortheroofdownspoutdispersionsystemsoneachofthelots414.TheflowcontrolBMPcovenantfortheroofdownspoutdispersionsystemthatserveslots13willneedtomakeseachLotownerofforLots13responsibleforthemaintenance,repairandreplacementoftheroofdownspoutdispersionsystemthatservesthethreelots,sincetheyaresharingacommondispersionsystem.AcovenantforinspectionandmaintenanceofstormwaterfacilitieswillbeneededfortheStormfilterwaterqualityfacilitylocatedinTractC(StormFilter#1),whichservesaprivateaccess.ThisstormwaterqualityfacilitywillbetheresponsibilityoftheChelanPUDHomeownersAssociation(HOA)tomaintainsinceitservestheprivateroad.AcombinedcovenantforinspectionandmaintenanceofstormwaterfacilitiesandBMPSmaybeusedforallflowcontrolBMPsandthestormtilterlocatedinTractC.AflowcontrolBMPcovenantforRestrictedFootPrintImperviousSurfaceLimitisalsoneeded,sincetheprojectisusingthisflowcontrolBMPtoreducedimperviousareacreditfortherootareaofthehomesonthelotsinthesizingcalculationsfortheonsiteflowcontrolfacility.8.SheetC4.Show10footpublicstormwatereasementbetweenriprapandCB#1.Labelpublicandprivateroads.IdonotseeacalloutforthestructureacrossthestreetwestofCB#2.9.SheetC5.Show10footpublicstormwat
