AGENDA ITEM #1. a)
In Order to Maximize Project Funding:
•Property Owners Will Need to Provide ROW
•Complete Streets will be Followed if sufficient ROW Already Acquired
•Sidewalks Construction Only, No Curbs, Gutters and Stormwater Pipe
Proposed Cost and Feasibility Criteria
AGENDA ITEM #1. a)
Criteria for assessing walkability:
•Pedestrian Safety and Barriers (Pedestrian collisions, access to/distance between barrier
crossings such as high-volume arterials, distance between crosswalks, missing sidewalks)
•Connectivity to Community Facilities (Nearby land uses and major trip generators including
downtown, schools, parks, major trails, senior housing, public facilities, hospitals, colleges,
government centers, etc.)
•Connectivity to Transit (Access to transit stops)
•Continuity of Sidewalks (Presence and quality of sidewalks)
•Community Support (Public outreach & feedback)
Public Outreach:

Proposed Walkway Plan update
AGENDA ITEM #1. a)
•Any city or county may form a TBD by ordinance, following a public
hearing, if it finds that the action is in the public interest (RCW
36.73.050). The establishing ordinance must specify the boundaries
of the district - which may include all or part of the city or county
establishing the TBD - and the transportation improvements that will
be funded. The boundaries and functions of the TBD may not be
changed without further public hearings.
Transportation Benefit District (TBD) Formation
AGENDA ITEM #1. a)
•For TBDs that include all of the territory within the boundaries of the
jurisdiction(s) that established the TBD, the legislation authorizes the
governing board to impose 0.1% of the sales tax councilmanically
(without voter approval) up to 10 years at a time. (for Renton a 0.1%
sales would have generated $4.39 million in revenues for
transportation projects and programs in 2022.
•Increases the maximum transportation benefit district (TBD) sales tax
authority from 0.2% to 0.3% and authorizes indefinite renewals of up
to 10 years with voter approval.
New TBD legislation:Effective July 1, 2022,Sec. 406-407 of ESSB
5974
AGENDA ITEM #1. a)
TBD Funding Allocation to Transportation Needs
Based on Annual Revenue of $3.5M
•10 Year Pavement Preservation Plan - $1.5M Annually
•Walkway Plan - $2.0M Annually
Other Eligible Improvements Could be Those Identified in the City’s
Transportation Improvement Plan, Trail and Bicycle Master Plan, and
ADA Transition Plan
AGENDA ITEM #1. a)
TBD Formation Next Steps
•Public Hearing Prior to Establishment
•Ordinance(s) Required
Specifies the Boundary of the District
Transportation Improvements that Will be Funded
Granting the COR Council to Assume the Rights of the District
Imposing the 0.01% Sales Tax
