Project Summary: The applicant, Aero-Plastics Inc, is requesting Environmental (SEPA) Review to
convert a 21,946 square foot-tenant space within an existing building at 833 Houser
Way N from a warehouse/storage use to a manufacturing and fabrication use. The
existing masonry building is approximately 41,250 sq. ft. in size and is located on a
1.44 acre-site. The subject parcel (APN 0823059193) is located in the Industrial,
Heavy (IH) zone and Employment Area Comprehensive Plan Land Use designation.
The proposed tenant improvement would be completed in two (2) phases, with the
first phase converting approximately 11,446 sq. ft. of space and the second phase
converting approximately 10,500 sq. ft. of space for a total of 21,946 sq. ft.
According to the applicant, the tenant space was previously occupied by an indoor
boat storage and repair company. According to the applicant, the proposed new
use would include the engineering design and assembly of plastic components fort
eh aerospace and medical equipment industry. All work would be interior and no
trees or vegetation would be removed as part of the project. According to the
applicant’s submittal, no new impervious surface would be added to the site as a
result of the project. A high seismic hazard area is mapped on the western portion
of the site according to COR Maps. In addition, Johns Creek, a Type Ns stream, is
located across the street underground within a culvert.

ENVIRONMENTAL REVIEW
In compliance with RCW 43.21C.240, the following environmental (SEPA) review addresses only those project
impacts that are not adequately addressed under existing development standards and environmental regulations.
A. Environmental Threshold Recommendation
Based on analysis of probable impacts from the proposal, staff recommends that the Responsible Officials:
Issue a DNS with a 14-day appeal period

D. Environmental Impacts
The Proposal was circulated and reviewed by various City Departments and Divisions to determine whether the
applicant has adequately identified and addressed environmental impacts anticipated to occur in conjunction
with the proposed development. Staff reviewers have identified that the proposal is likely to have the following
probable impacts:
1. Water (Stream)
Impacts: A Type Ns stream, Johns Creek, is located within a conduit across the Houser Way N right-of-way
(ROW) to the east of the site. Due to the interior nature of the project and intervening roadway, no buffer
requirements are applicable to the project per RMC 4-3-050. The project is not expected to impact the
stream due to the interior nature of the work proposed. Therefore, no site-specific mitigation is
recommended.
Mitigation Measures: No further mitigation recommended.
Nexus: Not applicable.
2. Air
Impacts: It is anticipated that air quality impacts could be associated with the proposed new use at the site
due to the operation of equipment used to spray coat plastic products with primers and enamels.
Equipment proposed for installation includes two (2) open face spray booths, one (1) fully-enclosed spray
booth, a paint mixing room, and two (2) low temp ovens. The total estimated volume primers, topcoats,
enamels, and other volatile organic compounds (VOCs) is approximately 750 gallons per year. The applicant
submitted a Notice of Construction to the Puget Sound Clean Air Agency (PSCAA) on October 11, 2021 as

required for the construction of any new or modified air pollution source (Exhibit 7). PSCAA issued an Order
of Approval (Exhibit 8) on June 10, 2022 approving installation of the various equipment proposed in the
Notice of Construction. The order of approval contains 20 conditions of approval related to requirements
for record keeping, agency report, and operating and monitoring of the pollution-generating equipment.
As the regulatory governing agency for pollution-generating activities in the Puget Sound region, staff
defers to the agency for review of impacts associated with the proposed project. Staff anticipates that if all
conditions of approval in the Order of Approval are complied with, the proposed use would not generate
any significant air quality impacts. Therefore at this time, no site-specific mitigation is recommended for
the potential air quality impacts generated by the proposed use.
Mitigation Measures: No further mitigation recommended.

3. Traffic
Impacts: The proposed development fronts Houser Way N along the east property line, with access to the
site via three (3) existing driveways. Houser Way N is classified as a Commercial-Mixed Use & Industrial
Access Street with an existing right-of-way (ROW) width of approximately sixty feet (60’). The existing
street section consists of a 38.5 foot wide-pavement width, a six-foot (6’) wide sidewalk, and five-foot (5’)
wide planter strip. The project consists of an interior remodel and therefore no ROW dedication or frontage
improvements are required.
The applicant submitted an Environmental Checklist with the application which identifies a total of 26 new
vehicle trips generated by 13 total employees. Due to the employee work hours occurring between 5:00am
and 3:30pm, the applicant contends that the total number of PM peak hour trips will be less than 20 and
therefore did not submit a traffic impact analysis. Staff concurs with the assessment.
Based on a total occupied space of 21,946 sq. ft., staff utilized the ITE Manual to calculate a total of 212
new average weekday daily trips generated by the proposed manufacturing use. During the weekday AM
peak hour, the project would generate a reduction of approximately 3 net new trips (-3 inbound and 0
outbound). During the weekday PM peak hour, the project would generate a reduction of approximately
27 net new trips (-8 inbound and -19 outbound). The reduction in net new trips is due to the previous use,
a boat maintenance and storage facility, generating more trips that the proposed use.
The proposed project passes the City’s Transportation Concurrency test based upon the test of the citywide
Transportation Plan, consideration of growth levels included in the LOS-tested Transportation Plan,
payment of a Transportation Mitigation Fee, the proposed development has met City of Renton
transportation concurrency requirements. Therefore at this time staff does not recommend any site-
specific mitigation measures related to traffic impacts.

The Environmental Determination decision will become final if the decision is not appealed within the 14 -day
appeal period (RCW 43.21.C.075(3); WAC 197-11-680).
Environmental Determination Appeal Process: Appeals of the environmental determination must b e filed in
writing on or before 5:00 p.m. on May 1, 2023. Appeals must be submitted electronically to the City Clerk at
cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee,
normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted
electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals
to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process
may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
