The proposed building will be ADA accessible from both the parking lot and existing right of way. Necessary signage will be provided throughout the site to provide proper instructions for both vehicle and pedestrian traffic. STATE OF WASHINGTON DEPARTMENT OF TRANSPORTATION SPECIFICATION The standard specifications of the State of Washington, Department of Transportation, including changes and supplemental specifications listed in the proposal shall govern this improvement. No claim by the contractor for any conditions differing from those anticipated in the plan and specifications and disclosed by the soil studies will be allowed unless the contractor has so notified the owner, verbally and in writing as required above, of such differing conditions. 11.These project construction documents shall not constitute a contractual relationship between the engineer and the contractor or the engineer and the subcontractor. 12.The engineer will not be responsible for construction or safety means, methods, techniques, sequences or procedures utilized in construction by the contractor or subcontractors. 13.All construction staking shall be by the contractor and included in the project base bid. Upon request, the engineer can electronically provide a CAD drawing file for construction layout purpose. Use of those files is subject to a separate agreement upon request. 14.The contractor shall run an independent vertical control traverse to check benchmarks and a horizontal control traverse through the referenced project control datum to confirm geometric data. It is the contractors responsibility to notify the engineer of any discrepancies prior to the start of construction. 1.All dimensions and radii are given to face of curb unless otherwise noted. 2.All exterior site specific Portland Concrete Cement (i.e. sidewalk, pavement or curbing) shall meet the latest edition of the state department of transportation specifications for materials used, mixing, transportation, placement and curing. The minimum strength for PCC allowed is 4000 PSI at 28 day strength. Air entrainment shall be in accordance with DOT Specifications for exterior concrete. (Contractor shall refer to details within this drawing set for any variations to this specification).” 3.All exterior curb shall have expansion joints at 100'-0" O.C, and control joints at 10'-0" O.C. (unless otherwise specified on the detail sheets) all exterior walk shall have expansion joints at 20'-0" O.C. And control joints @ 5'-0" max. O.C. (unless otherwise specified on the detail sheets). 4.All concrete shall have a medium transverse finish. 1.Demolition includes the following: 1.A.Transfer benchmark control to new locations outside the disturbed area prior to commencing demolition operations (when applicable). 1.B.Demolition and removal of site improvements. 1.C.Disconnecting, capping or sealing, and abandoning/removing site utilities in place (whichever is applicable). 2.Remove and legally dispose of items except those indicated to be reinstalled, salvaged, or to remain. 3.Remove, reinstall, and relocate: remove items indicated; clean, service, and otherwise prepare them for reuse; store and protect against damage. Reinstall items in locations indicated. 4.Existing to remain: protect items indicated to remain against damage and soiling throughout construction. When permitted by the engineer, items may be removed to a suitable, protected storage location throughout construction and then cleaned and reinstalled in their original locations. 5.Contractor shall schedule demolition activities with the construction/project manager including the following: 5.A.Detailed sequence of demolition and removal work, with starting and ending dates for each activity. 5.B.Dates for shutoff, capping, and continuation of utility services. 5.C.Identify and accurately locate utilities and other subsurface structural, electrical, or mechanical conditions. 6.Regulatory requirements: comply with governing EPA notification regulations before starting demolition. Comply with hauling and disposal regulations of authorities having jurisdiction. 7.Storage or sale of removed items or materials on-site will not be permitted. 8.Obtain approved borrow soil materials off-site when sufficient satisfactory soil materials are not available on-site. 9.Maintain existing utilities indicated to remain in service and protect them against damage throughout construction operations. 9.A.Do not interrupt existing utilities serving occupied or operating facilities, except when authorized in writing by engineer and authorities having jurisdiction. Provide temporary services during interruptions to existing utilities, as acceptable to owner and to governing authorities. 10.Do not start demolition work until utility disconnecting and sealing have been completed and verified in writing. 11.Utility requirements: locate, identify, disconnect, and seal or cap off indicated utility services serving the site. 11.A.Arrange to shut off and cap utilities with utility companies and follow their respective utility kill and cap policies. 12.Conduct demolition operations to prevent injury to people and damage to adjacent buildings and facilities to remain. Ensure safe passage of people around demolition area. 12.A.Erect temporary protection, barricades as per local governing authorities. 12.B.Protect existing site improvements and appurtenances to remain. 13.Explosives: use of explosives will not be permitted. 14.Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas. 15.Clean adjacent buildings and improvement of dust, dirt, and debris caused by demolition operations. Return adjacent areas to condition existing before start of demolition. 16.Damages: promptly repair damages to adjacent facilities caused by demolition operations at the contractors cost. 17.General: promptly dispose of demolished materials. Do not allow demolished materials to accumulate on-site. 18.Burning: Do not burn demolished materials. 19.Asbestos: It is not expected that asbestos will be encountered in the course of this contract. If any materials suspected of containing asbestos are encountered, do not disturb the materials. Immediately notify the engineer and the owner. 20.Survey the condition of the building to determine whether removing any element might result in a structural deficiency or unplanned collapse of any portion of the structure or adjacent structures throughout construction. 21.Building pad demolition: Demolish building pad completely and remove from the site. Use methods required to complete work within limitations of governing regulations and as follows: 21.A.Dispose of demolished items and materials promptly. 21.B.Demolish concrete and masonry in small sections. 21.C.Break up and remove concrete slabs on grade. 22.Below-grade demolition: demolish foundation walls and other below-grade demolition, as follows: 22.A.Completely remove below-grade demolition, including foundation walls footings, and below grade concrete slabs. 23.Filling below-grade areas: completely fill below-grade areas and voids resulting from demolition of buildings and pavements with soil materials according to requirements per soils report. Contractor shall contact engineer prior to filling any areas. Contractor shall contact engineer to observe fill procedures. 24.Conduct demolition operations and remove debris to ensure minimum interference with roads, streets, walks, and other adjacent occupied and used facilities. 24.A.Do not close or obstruct streets, walks, or other adjacent occupied or used facilities without permission from owner and authorities having jurisdiction. Provide alternate routes around closed or obstructed traffic ways if required by governing regulations. 25.Contractor to sawcut existing pavement to remain prior to curb, gutter, pavement, etc removal. 1.Before starting grading operations, see sheet C-131 to C-136, stormwater pollution prevention plan notes and details (SWPP). 2.Before starting grading operations, see Landscape Plans. 3.Prior to site construction activity, the contractor shall install all SWPP measures to protect existing drainage facilities. Contractor shall prevent siltation from leaving the site at all times. 4.Strip building and pavement areas of all organic topsoils. Stockpile suitable topsoils for respreading onto landscape areas. All excess excavated materials shall be removed from the site at the contractor's expense. See geotechnical report for stripping and topsoil requirements. 5.Site grading shall be performed in accordance with these plans and specifications and the recommendations set forth in the soils report by Terracon Consultants, Inc., dated April 28th, 2017 and referenced in this plan set. The contractor shall be responsible for removing all soft, yielding or unsuitable materials and replacing with suitable materials as specified in the soils report. Unless otherwise specified in the plans, specifications, or soils report the site grading, excavation, and embankment shall be in accordance with the state department of transportation construction and material specifications. 6.At a minimum all excavated or filled areas shall be compacted to 95% of the modified proctor maximum density per A.S.T.M. Test D-1557. Moisture content at time of placement shall not exceed 2% above nor 2% below optimum. The contractor shall follow the recommendations of the geotechnical report and retain a qualified soils engineer registered within the state to ensure compliance with the geotechnical report, make geotechnical recommendations based on field conditions, and ensure that all shoring and dewatering means and methods will not compromise the stability of existing or proposed footings/foundations. The requirement to hire an independent geotechnical engineer may be waived if an owner hired geotechnical engineer is onsite. The owner reserves the right to request compaction reports prepared by the contractor's geotechnical engineer, verifying that all filled areas and subgrade areas within the building pad area and areas to be paved have been compacted in accordance with these plans and specifications and the recommendations set forth in the soils report. Notify project engineer if any unsuitable soils are found. 7.Following grading of subsoil to subgrade elevations the contractor shall place topsoil to a 6" depth in all disturbed areas which are not to be paved. Smoothly finish grade to meet surrounding lawn areas and ensure positive drainage. Stockpiled topsoil shall be screened prior to respreading. Topsoil shall be free of subsoil, debris, brush and stones larger than 1" in any dimension. Rock hounding in place will not be permitted. All excess topsoil shall be legally disposed of off site. 8.Elevations given are at bottom face of curb and/or finished pavement grade unless otherwise specified on grading plan. All pavement shall be laid on a straight, even, and uniform grade with a minimum of 1% slope toward the collection points unless otherwise specified on the grading plan. Do not allow negative grades or ponding of water. 9.Slope building sidewalk away from the building at a maximum of 1.5% (unless otherwise indicated on sheet C-121). 10.Contractor shall provide butt end joint to meet existing pavement in elevation at drive returns and ensure positive drainage. General Plan Notes 1.Prior to starting construction the contractor shall be responsible to make sure that all required permits and approvals have been obtained. No construction or fabrication shall begin until the contractor has received and thoroughly reviewed all plans and other documents approved by all of the permitting authorities. 2.All work shall be performed in accordance with these plans, specifications and the requirements and standards of the local governing authority. The soils report by Terracon Consultants, Inc. dated April 28th 2017, and recommendations set forth therein are a part of the required construction documents and take precedence unless specifically noted otherwise on the plans. The contractor shall notify the construction/project manager of any discrepancy between soils report and plans, etc. 3.The A.L.T.A./N.S.P.S. Land Title Survey by Duryea & Associates, dated March 17th, 2017 shall be considered a part of these plans. The G.C. Is responsible for locating improvements per these plans. 4.The locations of underground facilities shown on the plan are based on field surveys and city records. It shall be the contractor's full responsibility to contact the various utility companies to locate their facilities prior to starting construction. No additional compensation shall be paid to the contractor for damage and repair to these facilities caused by his work force. 5.All dimensions, grades, and utility locations shown on these plans were based on A.L.T.A./N.S.P.S. Land Title Survey. The contractor shall field verify all existing conditions prior to construction. Contractor shall notify construction/project manager if any discrepancies exist prior to proceeding with construction for necessary changes. No extra compensation shall be paid to the contractor for work having to be redone due to information shown incorrectly on these plans if such notification has not been given. PLAN REPRODUCTION WARNING THE PLANS HAVE BEEN CREATED ON ANSI D (22"x34") SHEETS FOR REDUCTIONS, REFER TO GRAPHIC SCALE. General Utility Notes 1.Contractor shall contact all utility companies immediately after bid is awarded and ensure the utility companies have the essentials required for complete service installation. Contractor shall notify construction manager and engineer of any time frames established by utility companies which will not meet opening date. 2.Contractor shall verify the size, location, invert elevation, and condition of existing utilities which are intended to be utilized as a connection point for all proposed utilities (See sheet C-141), prior to any construction. Contractor to ensure existing utilities are in good condition and free flowing (if applicable). If elevations, size, or location differ from what is shown on sheet C-141, contractor shall notify engineer immediately. 3.Where plans provide for proposed work to be connected to, or cross over an existing sewer or underground utility, the contractor shall locate the existing pipes or utilities both as to line and grade before starting the proposed work. If it is determined that the elevation of the existing conduit, or existing appurtenance results in a change in the plan, the engineer shall be notified before starting construction of any portion of the proposed work which would be affected by the interference with an existing facility. Payment for all the operations described above shall be included in the contract price for the pertinent item. Storm Sewer Notes 1.All storm sewer shall be corrugated high density polyethylene (HDPE) smooth interior pipe (unless otherwise noted on plan). HDPE pipe shall conform to ASTM D 3350 and joints per ASTM F477. 2.Underdrains shall be PVC perforated pipe (SDR 35). 3.The contractor shall be responsible for all trenching, backfilling and pipe installation, pipe material and tap connection. Coordinate all work with Ann Fowler @ 425-430-7382. Sanitary Sewer Notes 1.Sanitary sewer lateral invert at building shall be a minimum of' 3.84' below finish floor. 2.Clean-outs to be installed at all pipe bends and angles, unless a manhole is indicated. 3.The contractor shall hire a local plumber licensed with the local sanitary jurisdiction to make all connections from the building to the existing sanitary cleanout. Contractor shall secure a sanitary sewer connection permit prior to any construction. The contractors price for sanitary sewer installation shall include all fees and appurtenances required by the local sanitary jurisdiction to provide a complete working service. Coordinate all work with Ann Fowler @ 425-430-7382. 4.All sanitary pipe material shall be polyvinyl chloride (PVC) rubber gasketed ASTM D 3034, SDR 35 or ductile iron class 50, unless otherwise approved by the Wastewater Utility. Water Notes 1.Water service materials shall be copper type "K" unless otherwise noted on plans. Diameter shall be as noted on these plans (sheet C-141) and shall be installed with a minimum cover of 42" or below frost line, whichever is greater. 2.Construction and materials provided by the water company: ·tap main. ·furnish and install curb stop & box and water meter. ·coordinate all work with the Ann Fowler @ 425-430-7382. 3.Construction and materials provided by the contractor: ·furnish and install copper service line from meter to building. ·all trenching and backfilling. 4.See landscaping drawings for irrigation information. Electrical Notes 1.See electrical drawings for site lighting and luminaire description. 2.See electrical sheets for all dedicated exterior building and sign lighting schedules. Electrical contractor shall balance loads where required. 3.All parking lot lighting wiring shall be no. 10 AWG in 3/4" PVC duct. 4.When installing vertical sweeps for utility conduits, contractor shall use 4" SCHD. 80 ducts. 5.Construction and materials provided by the electric company: ·existing pad mounted transformer. ·make appropriate primary and secondary connections at transformer. ·furnish and install meter. ·coordinate all work with Marc Bayley @ 253-234-6432. 6.Construction and materials provided by the contractor: ·furnish and install 1"-4"" PVC schedule 40 ducts, including all trenching and backfilling from transformer to building. ·furnish and install secondary wire from the building to the transformer. ·furnish and install meter base and ct cabinet. ·include all fees required by electric company to provide a complete working service. Telephone Notes 1.Construction and materials provided by the telephone company: ·coordinate all work with CenturyLink @ 1-888-650-6750. ·provide and install wiring to existing service riser. 2.Construction and materials provided by the contractor: ·furnish and install one 4" PVC SCH. 40 conduit with pullwire from the building to existing service. ·all trenching and backfilling. ·include all fees required by telephone company to provide a complete working service. 3.Contractor shall coordinate the number of lines required with the construction/project manager. Natural Gas Notes 1.Construction and materials provided by the gas company: ·tap main. ·furnish and install service from tap to building. ·furnish and install meter. ·coordinate all work with Puget Sound Energy @ 1-888-321-7779 2.Construction and materials provided by the contractor: ·furnish and install service from meter to building and throughout the building. ·all trenching and backfilling ·contractor shall include all fees required by the gas company to provide a complete working service. Cable Notes 1.Install 4" cable tvss conduit per City of Renton, state or NEC code, whichever is more stringent (for future use). See electrical sheets for details. Existing land surface conditions included pavement, gravel, wood chips and vegetation. The existing development provided utility connections on the southeast portion of the lot. The existing site has existing catch basins and pipe network installed which drain to the apartment development located to the south of the lot, as well as an existing emergency vehicle entrance which is to be utilized in the proposed Taco Bell. During the construction period, no disturbance beyond the clearing limits shall be permitted. The clearing limits shall be maintained by the applicant/ESC supervisor for the duration of construction. 3.Stabilized construction entrances shall be installed at the beginning of construction and maintained for the duration of the project. Additional measures, such as constructed wheel wash systems or wash pads, may be required to ensure that all paved areas are kept clean and track out to road tight of way does not occur for the duration of the project. 4.All required sedimentation/erosion control facilities must be constructed and in operation prior to land clearing and/or construction to prevent transportation of sediment to surface water, drainage systems and adjacent properties. All erosion and sediment facilities shall be maintained in a satisfactory condition until such time that clearing and/or construction is complete and potential for on-site erosion has passed. The implementation, maintenance, replacement and additions to erosion/sedimentation control systems shall be the responsibility of the permitee. 5.The erosion and sedimentation control systems depicted on this drawing are intended to be minimum requirements to meet anticipated site conditions. As construction progresses and unexpected or seasonal conditions dictate, the permitee shall anticipate that more erosion and sedimentation control facilities will be necessary to ensure complete siltation control on the proposed site. During the course of construction, it shall be the obligation and responsibility of the permitee to address any new conditions that may be created by the activities and to provide additional facilities, over and above minimum requirements, as may be needed, to protect adjacent properties and water quality of the receiving drainage system. 6.Approval of this plan is for erosion/sedimentation control only. It does not constitute an approval of storm drainage design, size nor location of pipes, restrictors, channels, or retention facilities. 7.Any areas of exposed soils, including roadway embankments, that will not be disturbed for two days during the wet season (October 1st through March 30th) or seven days during the dry season (April 1st through September 30th) shall be immediately stabilized with approved ESC cover methods (e.g., seeding, mulching, plastic covering, etc.) 8.Wet season seasonal erosion and sediment control requirements apply to all construction sites clearing between October 1st and March 30th inclusive, unless otherwise approved by the City through an adjustment process. 9.Cover measures will be applied in conformance with Appendix D of the Surface Water Design Manual. 10.Any area needing ESC measures, not requiring immediate attention, shall be addressed within seven (7) days. 11.The ESC facilities on inactive sites shall be inspected and maintained a minimum of once a month or within 24 hours following a storm event. 12.At no time shall more than one (1) foot of sediment be allowed to accumulate within a catch basin. All catch basins and conveyance lines shall be cleaned prior to paving. The cleaning operation shall not flush sediment-laden water into the downstream system. 13.During the time period of October 1st through March 30th, all project disturbed soil areas greater, that are to be left unworked for more than 12 hours, shall be covered by mulch, sodding or plastic covering. 14.Any permanent retention/detention facility used as a temporary settling basin shall be modified with the necessary erosion control measures and shall provide adequate storage capacity. If the permanent facility is to function ultimately as an infiltration system, the temporary facility must be rough graded so that the bottom and sides are at least three feet above the final grade of the permanent facility. 15. Prior to the beginning of the wet season (October 1st), all disturbed areas shall be reviewed to identify which ones can be seeded in preparation for the winter rains. Disturbed areas shall be seeded within one week of the beginning of the wet season. A sketch map of those areas to be seeded and those areas to remain uncovered shall be submitted to the City of Renton for review. Surface Water Notes 1.Before any construction or development activity occurs, a pre-constructin meeting must be held between the City of Renton plan review section and the applicant. 2.All design and construction shall be in accordance with the Renton Municipal Code (RMC), the lateste edition of the Standard Specifications for Road, Bridge and Municipal Construction prepared by WSDOT and the American Public Works Association (APWA), as amended by the City of Renton Public Works Department. It shall be the sole responsibility of the applicant and the professional civil engineer to correct any error, omission or variation from the above requirements found in this plans. All corrections shall be at no additional cost to the city. 3.Approval of this road, grading, parking and drainage plan does not constitute an approval of any other construction (e.g. domestic water conveyance, sewer conveyance, gas, electrical. etc.). The surface water drainage system shall be constructed according to the approved plans, which are on file in with the city. Any deviation from the approved plans will require written approval from the City of Renton Public Works Department, Surface Water Utility Section. 4.A copy of these approved plans must be on the job site whenever construction is in progress. 5.Grading activities (site alteration) are limited to the hours of 7 a.m. to 7 p.m. Monday through Saturday and no work on Sunday is allowed, unless otherwise approved with a written decision by the City of Renton. 6.It shall be the applicant's/contractor's responsibility to obtain all construction easements necessary before initiating off-site work. Easements require city review and approval prior to construction. 7.Franchised utilities or other installations that are not shown on these approved plans shall not be constructed unless an approved set of plans that meet all requirements of Chapter 4 of the Surface Water Design Manual are submitted to the City of Renton. 8.Datum shall be NAVD 88 unless otherwise approved by the City of Renton. Reference benchmark and elevations are notes on the plans. 9.Any dewatering system necessary for the construction of stormwater facilities must be submitted to the City for review and approval. 10.All utility trenches and roadway subgrade shall be backfilled and compacted to 95 percent density, standard proctor. 11.Open cutting of existing roadways for non-franchised utility or storm drainage work is not allowed unless specifically approved by the City of Renton and noted on these approved plans. Any open cut shall be restored in accordance with the City of Renton trench restoration standards. 12.All sedimentation/erosion facilities must be in operation prior to clearing and building construction, and they must be satisfactorily maintained until construction is completed and the potential for on-site erosion has passed. 13.All retention/detention facilities must be installed and in operation prior to or in conjunction with all construction activity unless otherwise approved by the Public Works Department, Surface Water Utility Station. 14.All pipe and appurtenances shall be laid on a properly prepared foundation in accordance with the current State of Washington Standard Specification for Road and Bridge Construction. This shall include necessary leveling of the trench bottom or the top of the foundation material, as well as placement and compaction of required bedding material, to uniform grade so that the entire length of the pipe will be supported on a uniformly dense, unyielding base. All pipe bedding shall be APWA Class "C" with the exception of PVC pipe. 15.Steel pipe shall be aluminize, or galvanized with asphalt treatment #1 or better inside and outside. 16.All drainage structures, such as catch basins and manholes shall have solid locking lids. All drainage structures associated with a permanent retention/detention facility shall have solid locking lids. 17.Building and other structures shall be placed in accordance with Table 4.1 Easement Widths and Building Setback Lines. 18.All catch basin grates shall be depressed 0.10 feet below pavement level. 19.All driveway culverts located within City of Renton right-of-way shall be sufficient length to provide a minimum 3:1 slope from the edge of driveway to the bottom of the ditch. Rock for erosion protection of roadside ditches, where required, shall be of sound quarry rock placed to a depth of one (1) foot and must meet the following specifications: 4-8 inch rock / 40%-70% passing; 2-4 inch rock / 30%-40% passing; and less than 2 inch rock / 10%-20% passing 20.All building downspouts and footing drains shall be connected to the storm drainage system, unless approved by the City plan reviewer or Surface Water Utility Section. An accurately dimensioned, certified as-built drawing of this drainage system will be submitted to the City upon completion. 21.Drainage outlets (stub-outs) shall be provided for each individual lot, except for those lots approved for infiltration by the City. Stub-outs shall conform to the following: 21.a.Each outlet shall be suitably located at the lowest elevation on the lot, so as to service all future roof downspouts and footing drains, driveways, yard drains, and any other surface or subsurface drains necessary to render the lots suitable for their intended use. Each outlet shall have free-flowing, positive drainage to an approved stormwater conveyance system or to an approved outfall location. 21.b.Outlets on each lot shall be located with a five-foot-high, 2" x 4" stake marked "storm" or "drain". The stub-out shall extend above surface level, be visible, and be secured to the stake. 21.c.Pipe material shall conform to underdrain specifications described in Chapter 4 of the Surface Water Design Manual and, if non-metallic, the pipe shall be placed in a trench with a tracing wire above or other acceptable detection. 21.d.Private drainage easements are required for drainage systems designed to convey flows through individual lots. 21.e.The applicant/contractor is responsible for coordinating the locations of all stub-out conveyance lines with respect to other utilities (e.g. power, gas, telephone, television). 21.f.All individual stub-outs shall be privately owned and maintained by the lot home owner. 21.g.Storm drainage pipe systems shall not penetrate building foundations, except for sump pump discharge lines used to drain crawl spaces, provided the sump pump system includes backflow prevention or a check valve. 22.All disturbed pervious areas (compacted, graded, landscaped, etc.) of the development site must demonstrate one of the following: The existing duff layer shall be staged and redistributed to maintain the moisture capacity of the soil, OR; Amended soil shall be added to maintain the moisture capacity. 23.Proof of liability insurance shall be submitted to the City prior to construction permit issuance. 24.Issuance of the building or construction permits by the City of Renton does not relieve the owner of the continuing legal obligation and/or liability connected with storm surface water disposition. Further, the City of Renton does not accept any obligation for the proper functioning and maintenance of the system provided during construction. 25.The contractor shall be responsible for providing adequate safeguard, safety devices, protective equipment, flaggers, and any other needed actions to protect the life, health, and safety of the public, and to protect property in connection with the performance of work. Any work within the traveled right-of0way that may interrupt normal traffic flow shall require a traffic control plan approved by the Public Works Department, Transportation System Division. Silt perimeter controls shall be installed level, along the contours, with ends turned upslope to prevent concentrated flow at the silt perimeter controls. 5.Install temporary silt inlet protection on all existing catch basins and inlets, as designated in the plans. Removal of silt inlet protection from designated inlets can only occur when a structure is removed, and as required by the progression of the demolition and construction. 6.Clearing & grubbing, as necessary, for installation of temporary sediment trap/basin. Install temporary sediment trap/basin, if required, as detailed in the plans. Construct and maintain temporary diversion swale and / or diversion berm during filling & grading activities. 7.Clearing & grubbing the remaining site as necessary. Topsoil shall be stripped and stockpiled on site for reuse, or removed to an approved offsite spoil area. 8.Begin filling & grading as required to reach subgrade. 9.Utilize dust control measures as required to minimize air-borne pollution by methods approved by the authorizing EPA office. 10.Once pavement grades have been established, as designated on the plans, the contractor shall utilize these areas for structure construction. 11.In proposed grass areas, replace topsoil, fine grade and seed, as required. Stabilize all disturbed areas with permanent seed and mulching or temporary seeding immediately upon reaching final grade. 12.Construct underground utility work including storm drainage facilities. Upon installation of storm drainage catch basins, yard drains and inlets, install required inlet protection. 13.Do not replace any topsoil, seed or install final pavement prior to completion of building shell. Should sitework be completed prior to this date, mulch disturbed areas to be planted and install stone subbase in disturbed areas to be paved. 14.Following completion of building shell and pavement installation. Begin landscape installation. 15.Complete sitework, pavement markings and final clean-up. Reseed any areas that may require attention immediately. Note that lawn areas will not be deemed stable until a minimum 80% vegetative density has been achieved. 16.Maintain erosion & sedimentation control measures until the site has been completely stabilized. All areas of vegetative surface, whether permanent or temporary, shall be considered to be in place and functional when the required uniform rate of coverage (80%) is obtained. 17.Remove sediment controls. 18.The following items must be completed in order by the contractor, once the site has been deemed stable: a) remove construction entrance prior to completion of paving b) site clean up c) reseed any areas that require additional seed d) silt fence should be cleaned, removed, backfilled and seeded with permanent seeding. e)verify positive drainage flow in all drainage structures, repair as necessary. Water Plan Notes 1.All work and materials shall be in accordance with the latest edition of the City of Renton Public Works Standard Specifications and Special Provisions and WSDOT/APWA Standard Specifications, latest edition as amended by The City of Renton. A set of city approved plans shall be kept at the job site whenever construction is in progress. A pre-construction conference shall be held prior to the start of construction. The contractor and or developer shall be responsible for securing all necessary permits prior to construction. 2.All existing utilities shall remain in service during construction unless otherwise noted. The contractor shall call 1-800-424-5555 to verify utility locations before beginning excavation. 3.All materials used for the construction of water system improvements shall be new and undamaged, and "catalog cuts" for all materials shall be approved in writing by the City of Renton prior to bringing any materials on-site. 4.All water main pipe materials shall be cement lined ductile iron pipe, thickness class 52 per AWWA C 151 and C 104. Pipe joints shall be push-on or mechanical joint. Cast iron or ductile iron pipe fittings shall be class 250 as per ANSI/AWWA C110/A21.10-82. All ductile iron pipe and fittings shall be wrapped with 8-mil black, tube-type, polyethylene plastic per AWWA standards. 5.Minimum cover from top of water mains to finished grade shall be 36 inches for pipe diameter of 10-inch of less and 48 inches for pipe diameter of 12-inch and larger. Maximum cover for all water mains shall be 60 inches. Any deviations must be approved by the City of Renton prior to construction. Where utility conflicts occur the profile of the water main shall be adjusted as necessary to clear conflicts and to provide minimum cover. Pipe deflection shall not exceed one-half of pipe manufacturer's specifications for size of pipe used. All trench backfill shall be compacted to 95 percent maximum dry density as determined by the modified proctor test method (MDD) in roadways, roadway shoulders, roadway prism and driveways, and 85 percent MDD in unpaved areas. All pipe zone compaction shall be 95 MDD. 6.Concrete blocking for water mains shall be designed, installed and poured in place in accordance with City of Renton standard details and specifications and shall be installed at all vertical and horizontal bends, fittings and base of hydrants. Mega-lugs (or similar product) may be required on all mechanical joints in addition to concrete blocking. 7.All new water main pipes and fittings shall have a foam pipe pig run through them prior to being flushed, disinfected, and tested. Cleaning, pressure and purity testing shall be done in the presence of and under the supervision of a City of Renton utility inspector. The contractor shall supply, install and remove plugs, corporation stops, blow-off assemblies, and thrust restraint/blocking for testing and purity acceptance. No connection shall be made between the new main or between the new wet-tap valve on an existing main until the new piping has been foam-pigged, disinfected, flushed, and passed both pressure and purity testing. 8.New water mains including service laterals shall be tested at a static pressure of 150 psi above working pressure with a minimum of 225 psi test pressure for 120 minutes with a maximum of 5 psi pressure drop during the entire test period. Upon satisfactory completion of the pressure test, the line shall be disinfected, flushed, and then water samples shall be taken for purity testing by the public works inspector. 9.The contractor shall notify the City of Renton Water Utility and Maintenance departments at least 10 working days prior to making connections to the existing water system. The contractor shall expose the existing water main and fittings at the connection point before ordering the necessary adaptors and fittings required for the final connection. The contractor shall excavate, remove all surface materials, and provide shoring and all materials required for the City of Renton to perform the connection to the existing water system. The contractor shall provide and install backfill, concrete blocking, and complete surface restoration. Sanitary Sewer Notes and Specifications 1.All work and work material shall be in accordance with the standards and specifications of the City of Renton Planning/Building/Public Works Department and the latest edition of the WSDOT/APWA Standards and Specifications, as approved and modified by the City of Renton in the Renton Standard Plans & Specifications. A set of approved plans shall be kept on site at all times during construction. 2.The hours of work in the street right of way shall be per City specifications on weekdays unless otherwise approved in writing by the Planning/Building/Public Works Department. An approved traffic control plan must be obtained prior to beginning any work within public right of way. 3.All locations of existing utilities shown are approximate and it shall be the contractor's responsibility to verify the true and correct location so as to avoid damage or disturbance. 4.A pre-construction conference and a 24 hour notice shall be required prior to starting new construction. It shall be the contractor's responsibility to secure all necessary permits prior to starting construction. (Inspection will be accomplished by a representative of the City of Renton.) It shall be the contractor's responsibility to notify the Public Works inspector 24 hours in advance of backfilling all construction. 5.Contractor is solely responsible for the means, methods and sequences of construction and for the safety of workers and others on the construction site. 6.It shall be the responsibility of the contractor to obtain street use and any other related permits prior to any construction. 7.Plans approved by the City of Renton, Public Works Department shall take precedence over all other plans. 8.A copy of these approved plans must be on the job site whenever construction is in progress. 9.The contractor shall provide the City of Renton with an as-built drawing of the sanitary sewer system, which has been stamped and signed by a licensed professional engineer or licensed professional surveyor. 10.Backfill shall be placed equally on both sides of the pipe in layers with loose average depth of 6 inches, maximum depth of 8 inches, thoroughly tamping each later to 95 percent maximum density. These compacted layers must extend for one pipe diameter on each side of the pipe or to the site of the trench. Materials to complete the fill over pipe shall be the same as described. 11.Open cut road crossings for utility trenches on existing traveled roadway shall be backfilled with crushed rock and mechanically compacted unless otherwise approved by the City of Renton. 12.Datum for Vertical Control shall be North American Vertical Datum 1988 Meters, and for Horizontal Control shall be North American Datum 19831991 Meters unless otherwise approved by the City of Renton Public Works Department. Reference benchmark and elevations are noted on the plans. 13.All disturbed areas shall be seeded and mulched or otherwise stabilized to the satisfaction of the Department for the prevention of on-site erosion after the completion of construction. 14.All pipe and appurtenances shall be laid on a properly prepared foundation in accordance with the standards and specifications of the City of Renton Planning/Building/Public Works Department and the latest edition of the WSDOT/APWA Standards and Specifications. This shall include necessary leveling of the trench bottom or the top of the foundation material, to uniform grade so that the entire length of the pipe will be supported on a uniformly dense, unyielding base. Pipe bedding shall be pea gravel 6 inches above and below the pipe. 15.Sanitary sewer pipe shall be polyvinyl chloride (PVC) rubber gasketed ASTM D 3034, SDR 35, or ductile iron class 50, unless otherwise approved by the Wastewater Utility. 16.In unimproved areas, manhole to extend minimum 6 inches and maximum 12 inches above finished grade or mush have minimum 2' diameter concrete ring poured at grade. Preventative measures to minimize the wind transport of soil shall be taken when a traffic hazard may be created or when sediment transported by wind is likely to be deposited in water resources or adjacent properties. Purpose: To prevent wind transport of dust from exposed soil surfaces onto roadways, drainage ways, and surface waters. When to Install: Dust control shall be implemented when exposed soils are dry to the point that wind transport is possible and roadways, drainage ways, or surface waters are likely to be impacted. Dust control measures may consist of chemical, structural, or mechanical methods. Measures to Install: Water is the most common dust control (or palliative) used in the area. When using water for dust control, the exposed soils shall be sprayed until wet, but runoff shall not be generated by spraying. Calcium chloride, Magnesium chloride, Lignin derivatives, Tree Resin Emulsions, and Synthetic Polymer Emulsions may also be used for dust control. Exposed areas shall be re-sprayed as needed. Oil shall not be used for dust control. The following table lists many common dust control measures. Some of the measures are not recommended for use in King County and must have prior approval prior to use from the DPER inspector assigned to specific projects. DUST CONTROL MULCHING TEMPORARY AND PERMANENT SEEDING Conditions of Use 1. Seeding shall be used throughout the project on disturbed areas that have reached final grade or that will remain unworked for more than 30 days. 2. Vegetation-lined channels shall be seeded. Channels that will be vegetated should be installed before major earthwork and hydroseeded or covered with a Bonded Fiber Matrix (BFM). 3. Retention/detention ponds shall be seeded as required. 4. At the County's discretion, seeding without mulch during the dry season is allowed even though it will take more than seven days to develop an effective cover. Mulch is, however, recommended at all times because it protects seeds from heat, moisture loss, and transport due to runoff. 5. At the beginning of the wet season, all disturbed areas shall be reviewed to identify which ones can be seeded in preparation for the winter rains (see Section D.2.4.2). Disturbed areas shall be seeded within one week of the beginning of the wet season. A sketch map of those areas to be seeded and those areas to remain uncovered shall be submitted to the DPER inspector. The DPER inspector may require seeding of additional areas in order to protect surface waters, adjacent properties, or drainage facilities. 6. At final site stabilization, all disturbed areas not otherwise vegetated or stabilized shall be seeded and mulched (see Section D.2.4.5). Design and Installation Specifications 1. The best time to seed is April 1 through June 30, and September 1 through October 15. Areas may be seeded between July 1 and August 31, but irrigation may be required in order to grow adequate cover. Areas may also be seeded during the winter months, but it may take several months to develop a dense groundcover due to cold temperatures. The application and maintenance of mulch is critical for winter seeding. 2. To prevent seed from being washed away, confirm that all required surface water control measures have been installed. 3. The seedbed should be firm but not compacted because soils that are well compacted will not vegetate as quickly or thoroughly. Slopes steeper than 3H:1V shall be surface roughened. Roughening can be accomplished in a variety of ways, but the typical method is track walking, or driving a crawling tractor up and down the slope, leaving cleat imprints parallel to the slope contours. 4. In general, 10-20-20 N-P-K (nitrogen-phosphorus-potassium) fertilizer may be used at a rate of 90 pounds per acre. Slow-release fertilizers are preferred because they are more efficient and have fewer environmental impacts. It is recommended that areas being seeded for final landscaping conduct soil tests to determine the exact type and quantity of fertilizer needed. This will prevent the over- application of fertilizer. Disturbed areas within 200 feet of water bodies and wetlands must use slow- release low-phosphorus fertilizer (typical proportions 3-1-2 N-P-K). 5. The following requirements apply to mulching: a. Mulch is always required for seeding slopes greater than 3H:1V (see Section D.2.1.2.2). b. If seeding during the wet season, mulch is required. c. The use of mulch may be required during the dry season at the County's discretion if grass growth is expected to be slow, the soils are highly erodible due to soil type or gradient, there is a water body close to the disturbed area, or significant precipitation (see Section D.2.4.2) is anticipated before the grass will provide effective cover. d. Mulch may be applied on top of the seed or simultaneously by hydroseeding. 6. Hydroseeding is allowed as long as tackifier is included. Hydroseeding with wood fiber mulch is adequate during the dry season. During the wet season, the application rate shall be doubled because the mulch and tackifier used in hydroseeding break down fairly rapidly. It may be necessary in some applications to include straw with the wood fiber, but this can be detrimental to germination. 7. Areas to be permanently landscaped shall use soil amendments. Good quality topsoil shall be tilled into the top six inches to reduce the need for fertilizer and improve the overall soil quality. Most native soils will require the addition of four inches of well-rotted compost to be tilled into the soil to provide a good quality topsoil. Compost used should meet specifications provided in Reference 11-C of the SWDM. 8. The seed mixes listed include recommended mixes for both temporary and permanent seeding. These mixes, with the exception of the wetland mix, shall be applied at a rate of 120 pounds per acre. This rate may be reduced if soil amendments or slow-release fertilizers are used. Local suppliers should be consulted for their recommendations because the appropriate mix depends on a variety of factors, including exposure, soil type, slope, and expected foot traffic. Alternative seed mixes approved by the County may be used. 9. References refer to the current edition of the King County Washington Surface Water Design Manual. Place a secure, non-collapsing, non-water collecting cover over the concrete washout facility prior to predicted wet weather to prevent accumulation and overflow of precipitation. d. Remove and dispose of hardened concrete and return the structure to a functional condition. Concrete may be reused on-site or hauled away for disposal or recycling. 6. When you remove materials from the self-installed concrete washout, build a new structure; or, if the previous structure is still intact, inspect for signs of weakening or damage, and make any necessary repairs. When temporary concrete washout facilities are no longer required for the work, the hardened concrete, slurries and liquids shall be removed and properly disposed of. 2. Materials used to construct temporary concrete washout facilities shall be removed from the site of the work and disposed of or recycled. 3. Holes, depressions or other ground disturbance caused by the removal of the temporary concrete washout facilities shall be backfilled, repaired, and stabilized to prevent erosion.
