.-CoreRequirementNo.5:TemporaryErosionandSedimentControl..—.-.-2.0CONDITIONSANDREQUIREMENTSSUMMARY________________________________________________TheprojectissubjecttoFullDrainageReviewasdictatedbytheKCSWDMandtheCityTheintentofthisrequirementistopreventthetransportofsedimentandotherofRentonAmendmentstotheKCSWDM.CoreRequirementsNo.1through8andimpacts,suchasincreasedrunoff,relatedtolanddisturbingactivities.SpecialRequirementsNo.1through5aredescribedbelow:ATemporaiyErosionandSedimentationControl(TESC)Planhasbeen2.1AnalysisoftheEightCoreRequirementspreparedaspartoftheCivilPlanSet.TheTESCPlanwillcontrolthetransport.ofsedimenttodownstreamsurfacewatersandadjacentpropertiesinCoreRequirementNo.I:DischargeattheNaturalLocation.accordancewithalltheapplicablestandardsoftheKCWSWDMandtheCityofRenton.Theintentofthisrequirementisto“preventadverseimpactstodownstreampropertiescausedbydiversionofflowfromoneflowpathtoanother,andtoCoreRequirementNo.6:MaintenanceandOperations.dischargeinamannerthatdoesnotsignificantlyimpactdownhillpropertiesordrainagesystems,”KCWSWDMpages1-19.TheintentistoensurethatthemaintenanceresponsibilityfordrainagefacilitiesisclearlyassignedandthatthesefacilitieswillbeproperlymaintainedandTheexistingsitedrainstonortherlytotheexistingonsitestormwaterfacilitiesandoperatedinperpetuity.isthenconveyedsouthwesterlytoGreenRiver.Theultimatedischargelocationforthesitewillremainunchanged.StormwaterrunoffwillbeinfiltratedwiththeOperationsandMaintenanceinstructionsareincludedinSection70.0.useofpermeablepaving...CoreRequirementNo.7:FinancialGuaranteesandLiability.CoreRequirementNo.2:Off-SiteAnalysis.ThisrequirementisintendedtoensurefinancialguaranteesarepostedtoTheintentofthisrequirementistoidentifyandevaluateoff-sitefloodingandsufficientlycoverthecostofcorrecting,ifnecessary,incompleteorsubstandarderosionproblemsthatmaybecreatedoraggravatedbytheproposedprojectanddrainagefacilityconstructionwork,andtowarrantfortwoyearsthesatisfactorytoensureappropriatemeasuresareprovidedforpreventingcreationorperformanceandmaintenanceofthosenewly-constructeddrainagefacilitiestoaggravationofthoseproblems.beassumedbytheCityofRentonformaintenanceandoperation.ThisprojectisproposingtoinfiltratestormwaterrunoffwiththeuseofpermeableAllapplicableguaranteeswillbeprovidedfortheproject.Thebondquantitiesarepaving.Thiswillresultinlowerpeakflowsfromthesite;therefore,nooff-siteincludedinSection9.0ofthisreport.floodingorerosionproblemswillbecreatedoraggravatedbythisproject.BasedI,—.,ontheseconditions,anoffsiteanalysisisnotrequired.,\CoreRequirementNo.8:WaterQuality.V7jCoreRequirementNo.3:FlowControl.,Theintentofthewaterqualityrequirementis“torequireanefficient,costeffectivelevelofwaterqualitytreatmenttailoredtothesensitivitiesandresourceTheintentistoensuretheminimumlevelofcontrolneededtoprotect\,\Jprotectionneedsofthedownstreamreceivingwatertowhichtheprojectsitedownstreampropertiesandresourcesfromincreasesinpeak,duration,andü/drains.”and“CoreRequirementNo.8requiresthatwaterqualitytreatmentvolumeofrunoffgeneratedbynewdevelopment./çLJJA/facilitiesbeprovidedtoremovepollutantsfromrunoffdischargingfromthe‘‘/‘‘,projectsite.”ThissiteislocatedwithinaPeakRateFlowControlzoneaccordingtotheCityof/‘.jRentonflowcontrolmap.Areductioninpeakflowsisexpectedasaresultofthe7Stormwatertreatmentwillbeprovidedviaasoiltreatmentlayerbeneaththedevelopment.Thisisbecausetheproposedpermeablepavingsystemwillfpermeablepavingsection.Refertosection4.0formoreinformation.infiltrateofallstormwaterrunoffwithinthedevelopmentarea.2.2AnalysisoftheFiveSpecialRequirementsCoreRequirementNo.4:ConveyanceSystem.SpecialRequirementNo.1:OtherAdoptedArea-SpecificRequirements.Theintentofthisrequirementistoensureproperdesignandconstructionofengineeredconveyancesystemelements.-Thefollowingisalistofotherpossibleadoptedarea-specificrequirementsaccordingtotheKCWSWDM:Thereisnodischargetoanyundergroundconveyancesystems.CriticalDrainageAreas—Thisdevelopmentisnotlocatedwithinacriticaldrainagearea.J/Page2Page3\.-*.-,
