S Tobin St from Burnett Ave s to Williams Ave S Project Description: The City of Renton is requesting Environmental (SEPA) Review and a Shoreline Exemption for the replacement of existing undersized storm water conveyance pipes and the installation of two modular wetland water quality facilities within the existing public right-of-way on Burnett Ave S and Williams Ave S between 2nd St S and the Cedar River and S Tobin St between Burnett Ave S and Williams Ave S. The proposed, larger storm water pipes would help to minimize flooding within the project area. The proposed project would include removal and in-kind restoration of asphalt surfacing, concrete sidewalks, grass and other surface features as necessary for the installation of the storm water improvements. A portion of the project site would be located within 200 feet of the Cedar River, a Shoreline of the State. The project site would be located within the Shoreline High Intensity Designation of Cedar River, Reach B. The project site is mapped within a seismic hazard area and wellhead protection area, zone 1. Lead Agency: City of Renton Environmental Review Committee Department of Community & Economic Development Date of Decision: April 24, 2023 Mitigation Measures: 1. If any petroleum or solvent impacted soils and/or groundwater are encountered during project construction, the impacted materials shall be disposed of appropriately and any employees shall be protected from exposure. The City of Renton Environmental Review Committee has determined that probable significant environmental impacts from the proposed project can be mitigated. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). Conditions were imposed as mitigation measures by the Environmental Review Committee under their authority of Section 4-9-070D Renton Municipal Code. These conditions are necessary to mitigate environmental impacts identified during the environmental review process. Because other agencies of jurisdiction may be involved, the lead agency will not act on this proposal for fourteen (14) days. Appeals of the environmental determination must be filed in writing on or before 5:00 p.m. on May 8, 2023. Appeals must be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4-8-110 and additional information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
