Dear Jill Ding:
The King County Wastewater Treatment Division (WTD) has received the Notice of Application
(NOA) for the Burnett Ave S and Williams Ave S Storm System Improvement project (LUA23-
000085) that proposes the replacement of existing undersized storm water conveyance pipes and the
installation of two modular wetland water quality facilities within the existing public right-of-way on
Burnett Ave S and Williams Ave S between 2nd St S and the Cedar River and S Tobin St between
Burnett Ave S and Williams Ave S.
A King County facility, the Eastside Interceptor, is located along Burnett Ave S in the proposed
project area. (See enclosed drawing showing the location of the facility in the project vicinity).
In order to protect this wastewater facility during construction, WTD requires that City of Renton
submit construction drawings for the project, so that WTD can assess its potential impacts. Please
send drawings to:

construction.
Thank you for the opportunity to review and comment on this proposal.

Dear Jill Ding:
Thank you for the opportunity to provide comments on the State Environmental Policy A ct
(SEPA) notice of application utilizing the optional determination of nonsignificance (ODNS/NOA)
process for the Burnett Ave S and Williams Ave S Storm System Improvement project . Based on
review of the checklist associated with this project, the Department of Ecology (Ecology) has
the following comments:
The proposed project is located near a property listed on the Model Toxics Control Act (MTCA)
Confirmed and Suspected Contaminated Sites List. The Lockwood Ind Inc Renton site (cleanup
site ID [CSID] 1716) is located at 73 Burnett Ave S. Petroleum and nonhalogenated solvents are
confirmed in soil and ground water. The site is being investigated.
For additional information about this site, search on the CSID at
https://apps.ecology.wa.gov/gsp/SiteSearchPage.aspx.
Excavation in the right-of-way might encounter petroleum- or solvent-impacted soil and/or
groundwater. Please be prepared to dispose of any impacted materials appropriately and to
protect workers from exposure.
Thank you for considering these comments from Ecology. If you have any questions or would
like to respond to these comments, please contact Priscilla Tomlinson from the Toxics Cleanup
Program at (425) 324-0732 or by email at priscilla.tomlinson@ecy.wa.gov.
