PROJECT DESCRIPTION: The applicant is requesting a Routine Vegetation Management Permit (RVMP) for the
removal of one (1) Western Red Cedar, one (1) Himalayan Birch, and one (1) Paper Birch. The Western Red Cedar
is in decline, dying from the top down and is likely to continue to decline. The two (2) birch trees are dead with no
visible life left in the canopy and no indication of new growth. The site is mapped with sensitive and protected
slopes, an unclassified coal mine hazard, and a wetland. As shown on the submitted site plan, the trees proposed
for removal and located within the existing apartment complex and away from mapped critical areas , in addition
the removal of dangerous trees is exempt from the City’s Critical Areas Regulations, per RMC 4 -3-050C, provided
the removal has been approved by an arborist. The City’s Arborist has reviewed the submitted arborist report and
concurs with the conclusions found in the report, supporting the removal of these trees.
CRITICAL AREA: Protected and sensitive slopes, an unclassified coal mine hazard, and a wetland are
mapped on the project site.
EXPIRATION DATE: April 27, 2024
GENERAL REVIEW CRITERIA 4-9-195D4:
YES 1. The lot shall comply with minimum tree credit requirements pursuant to RMC 4-4-130, Tree
Retention and Land Clearing Regulations.
Staff Comments: Based on the tree credit inventory included in the submitted arborist
report, the project site has a total tree credit value of 1,478 credits. Based on an existing lot
size of 1,090,306 square feet or approximately 25.02 acres, the project site would require a
total of 750.6 credits. The three trees proposed for removal are worth a combined 14 credits.

Removal of these three trees would leave the property well above the minimum
requirement.
YES 2. The land clearing and tree removal shall be consistent with restrictions for critical areas,
pursuant to RMC 4-4-130, Tree Retention and Land Clearing Regulations, and RMC 4-3-
050, Critical Areas Regulations.
Staff Comments: As shown on the submitted site plan, the proposed tree removal would
not occur within the vicinity of existing onsite critical areas. In addition, per RMC 4-3-050C,
dangerous tree removal is exempt from the critical areas regulations.
YES 3. Removal of a landmark tree shall meet the review criteria for removal off landmark tree,
pursuant to RMC 4-4-130, Tree Retention and Land Clearing Regulations.
Staff Comments: The trees proposed for removal would have a diameter at breast height
(DBH) measurement of 6.8-13 inches, which is less than the landmark tree DBH
measurement of 24 inches.
YES 4. Street frontage and parking lot trees and landscaping shall be preserved unless otherwise
approved by the Administrator.
Staff Comments: The trees proposed for removal are not parking lot or street trees.
YES 5. The land clearing and tree removal shall not remove any landscaping or protected trees
required as part of a land development permit.
Staff Comments: The trees proposed form removal are not protected trees or landscaping
required as part of a land development permit.
YES 6. The land clearing and tree removal shall maintain visual screening and buffering between
land uses of differing intensity, consistent with applicable landscaping and setback
provisions.
Staff Comments: The trees proposed for removal are not located around the site perimeter
and do not provide screening from adjacent land uses.
YES 7. The land clearing and tree removal shall not create or contribute to a hazardous condition,
such as increased potential for blowdown, pest infestation, disease, or other problems that
may result from selectively removing trees and other vegetation from a lot.
Staff Comments: The proposed tree removal would not create or contribute to a hazardous
condition.
YES 8. The land clearing and tree removal shall be consistent with the requirement of the
Shoreline Master Program, pursuant to RMC 4-3-090F1, Vegetation Conservation and
RMC 4-4-130, Tree Retention and Land Clearing Regulations.
Staff Comments: The trees proposed for removal are not located with the 200-foot
shoreline jurisdiction.

RECONSIDERATION: Within 14 days of the decision date, any party may request that the decision be reopened
by the approval body. The approval body may modify his decision if material evidence not readily discoverable
prior the original decision is found or if he finds there was misrepresentation of fact. After review of the
reconsideration request, if the approval body finds sufficient evidence to amend the original decision, there will
be no further extension of the appeal period. Any person wishing to take further action must file a formal
appeal within the 14-day appeal time frame.
APPEALS: Appeals of permit issuance must be filed in writing on or before 5:00 p.m. on May 11, 2023. An appeal
of the decision must be filed within the 14-day appeal period (RCW 43.21.C.075(3); WAC 197-11-680). Appeals must
be submitted electronically to the City Clerk at cityclerk@rentonwa.gov or delivered to City Hall 1st floor Lobby
Hub Monday through Friday. The appeal fee, normally due at the time an appeal is submitted, will be collected
at a future date if your appeal is submitted electronically. The appeal submitted in person may be paid on the first
floor in our Finance Department. Appeals to the Hearing Examiner are governed by RMC 4 -8-110 and additional
information regarding the appeal process may be obtained from the City Clerk’s Office, cityclerk@rentonwa.gov.
EXPIRATION: The Routine Vegetation Management Permit shall be valid for one year from the date of issuance.
An extension may be granted by the Planning Division for a period of one year upon application by the property
owner or manager. Application for such an extension must be made at least 30 days in advance of the expiration
of the original permit and shall include a statement of justification for the extension.

See the attached RVMP request for assignment. 2 out of the 3 trees are dead, and the other is dying.
The pictures very much agree with this. Unfortunately, this one requires a permit because none of the
trees are identified specifically as "high risk" trees, due to the area around the trees being seldom used.

Hello,
Submittal requirements that are not applicable will be waived. An arborist report that includes a tree
removal plan, description of work, and pictures will address most, but not all, of the submittal
requirements. A master application form (attached) is also required. Once you have that report, you can
email us for further clarification and to discuss other requirements.
Requirements for Arborist Reports:
An arborist report is required for Routine Vegetation Management Permit applications. The arborist
report must be prepared by an ISA certified arborist or ASCA certified consultant and include the
following:
· The project location, description of proposed development, and description of proposed tree
removal; and
· A conceptual tree removal and retention plan; and
· An inventory of all trees on-site to be retained and removed, with details regarding tree species,
size, health, proposed reasons for any removal, and the tree credit value for each tree pursuant
to the table shown in RMC 4-4-130.H.1.b, Tree Credit Requirements; and
· In cases where high-risk trees are proposed for removal, the report shall be prepared by an
arborist with ISA Tree Risk Assessment Qualification (TRAQ) and include an ISA Tree Risk
Assessment standard form fully completed.
High-Risk Tree Requirements:
A tree identified as high-risk must be certified in a written arborist report, prepared by an arborist with
an International Society of Arboriculture (ISA) Tree Risk Assessment Qualification (TRAQ), as possessing
the following ISA Tree Risk Assessment characterizations:
· The tree has a probable or imminent likelihood of failure; and
· The tree has a medium or high likelihood of impact; and
· The consequences of failure for the tree are significant or severe.

Thank you for your reply.
I don't think the trees at Benson Downs are high risk, so I will need to do a Routine Vegetation
Management Permit. I am looking through the submittal requirements. I don't understand if
everything on the checklist is required for the removal of just 3 trees. It seems to me that a lot
of the items are more applicable to a construction project.
Any clarification you can provide on this would be greatly appreciated!

Hello Jessy,
Removal of up to two (2) significant trees within a one-year period is permitted without the requirement
of a permit. Significant trees are defined as “a tree with a caliper of at least six inches (6"), except alder
or cottonwood trees, which qualify as significant trees with a caliper of eight inches (8") or greater.” No
permit is required for tree removal of trees under 6 inches in caliper (provided the trees are not within
parking lot or within a critical area buffer). Therefore, the proposed tree removal at Windsor
Apartments does not require a permit.
Regarding Benson Downs, a Routine Vegetation Management Permit is not required for removal of a
maximum of three (3) high-risk significant trees within a one (1)-year period, provided no landmark
trees are proposed for removal.
High-Risk Tree Requirements:
A tree identified as high-risk must be certified in a written arborist report, prepared by an arborist with
an International Society of Arboriculture (ISA) Tree Risk Assessment Qualification (TRAQ), as possessing
the following ISA Tree Risk Assessment characterizations:
· The tree has a probable or imminent likelihood of failure; and

We have two clients in Renton that are looking to have trees removed on their properties. I just
want to confirm that it is a Routine Vegetation Management Permit that would be needed
before I begin the process. The properties are:
1. Windsor Apartments - 4415 NE 5th St. There are 3 trees they would like removed. One is
a 3-6" DSH Vine Maple in poor health. One is a 7.2" DSH Lodgepole Pine in an
unsustainable location. One is a 4.3" DSH Norway Maple in very poor health.
2. Benson Downs - 11100 SE Petrovitsky Rd. There are 3 trees they would like removed.
Two are dead - an 8.7" DSH Himalayan Birch and a 6.8" DSH Paper Birch. One is in
decline - a 13" DSH Western Red Cedar.
I've attached maps with the locations of these trees. None seem to be in critical areas. I also
wanted to clarify if any permits are required for tree pruning. I don't see anything about that in
the municipal code, but I just want to make sure.
Any clarification or input you can provide would be greatly appreciated!

Background Informa/on:
This report was prepared on behalf of Tammy Murray, the property manager at Benson Downs
Apartments, concerning one (1) Western Red Cedar, one (1) Himalayan Birch, and one (1) Paper
Birch located at 11100 Petrovitsky Rd., Renton, WA. The King County parcel number for this
property is 2923059015.
The report was requested because the trees are either dead or in decline and the client needs
to obtain a permit prior to removal. We have been asked to perform an assessment and provide
recommendaNons.
There is no proposed development associated with this project.
The assessment was performed on February 1st, 2023 by Daniel Po^s, ISA CerNfied Arborist #
WE-11534AT.

The assignment is to idenNfy the trees to be removed, to provide reason for removal, and to
provide a removal and replacement plan in conjuncNon with city tree ordinance with the
purpose to obtain permit for removal.

decline. Limb failure is probable within two years. Target occupancy is low.

growth. There is no clear indicaNon of why the trees have died.
Recommenda/ons:
RecommendaNon is removal and replanNng of replacement trees, if necessary, to be in
accordance with Renton tree ordinance.

Discussion on Tree Inventory and Recommenda/ons:
Based on the current inventory in our records for Benson Downs Apartment, the total property
tree credit value is 1,478 credits. The lot size of this parcel is 1,090,306 square feet or
approximately 25.02 acres. Based on the Renton requirements of 30 tree credits per acre, the
minimum number of credits required for this parcel is 750.6 credits. The three trees proposed
for removal are worth a combined 14 credits. Removal of these three trees would sNll leave the
property well above the minimum requirement.
Arborist Disclaimer
Arborists cannot detect every condition that could possibly lead to the structural failure of a tree. Trees
are living organisms that may fail in ways we do not fully understand. Conditions are often hidden within
trees and below ground. Arborists cannot guarantee that a tree will be healthy or safe, or fail for that
matter, under all circumstances, or for a given period of time. Likewise, remedial treatments, like any
medicine, cannot be guaranteed.
Treatments, pruning and removal of trees may involve considerations beyond the scope of the arborist’s
services such as property boundaries, property ownership, sight lines, disputes between neighbors,
landlord-tenant matters, etc. Arborists cannot take such issues into account unless complete and
accurate information is given to the arborist. The person hiring the arborist accepts full responsibility for
authorizing the recommended treatment or remedial measures.
Trees can be managed, but they cannot be controlled. To live near a tree is to accept some degree of
risk. The only way to eliminate all risks is to eliminate all trees.

This consultant does not verify the safety or health of any tree for any period of time. Construction
activities are hazardous to trees and cause many short and long-term injuries, which can cause trees to
die or topple.
Even when every tree is inspected, inspection involves sampling; therefore, some areas of decay or
weakness may be missed. Weather, winds and the magnitude and direction of storms are not
predictable, and some failures may still occur despite the best application of high professional
standards.
I hereby declare that the above observations, discussion, and recommendation are true to the best of
my knowledge, belief, and professional opinion. In addition, A Plus Tree is held harmless of any of these
opinions from future tree failures.
