Marina - Cont. Washington Beach Park Master Plan in accordance with the report of the
Comprehensive Planning Committee and further concurred in the concept
as proposed in the master plan that moorage facilities at the park
be limited to day moorage for small craft only. The letter noted
appreciation by the Planning Commission committee for opportunity
to meet with members of the Park Board, Park Director and City's con-
sultants in reviewing Mr. Zehm's request, as well as the long range
development of a park that, as stated by the committee chairman, is one
of Renton's most significant assets. MOVED BY CLYMER, SECONDED BY
PERRY, COUNCIL CONCUR IN RECOMMENDATION OF THE PLANNING COMMISSION
AS PRESENTED BY THE PLANNING DIRECTOR. CARRIED.
Fee Schedule Letter from Planning Director Ericksen recommended revision of the
Industrial City's industrial platting fee and explained request for review by

Preliminary Plat NE 10th St. , proposed 14-lot subdivision. The letter noted public
hearing 3/22/77, appeal period' having now expired and further listed
(Removed from 20 day appeal period to Superior Court. MOVED BY GRANT, SECONDED
Consent Agenda) BY THORPE, REFER TO THE PLANNING AND DEVELOPMENT COMMITTEE . WITH REQUEST

Referendum 29 Letter from State Department of Social and Health Services Referendum
Funds 29 Coordinator, J. P. Orrico, replied to Mayor Delaurenti 's inquiries
Senior Center re funds to assist in construction of a senior citizens center.
The letter in reply to the Mayor' s question about timing, noted the
Regional Citizens Advisory Committee allocated the fund to the City
based on belief that the project would be through the application
process and under construction in 1977; clarifying that the funds are
allocated to the City for the senior center by the Regional Committee,
but the actual grant request has not been approved, and part of the
approval process involves estimate of when the project will enter the
construction phase. That if the facility is not going to be under
construction for three years, it is highly unlikely the Committee
would sign off on the application or carry it forward into 1978. The
letter noted the Area Agency on Aging prioritized another senior center
higher than Renton's . That one of reasons to split the funds, in
addition to need, there were indications the Renton project was ready
to begin in 1977. Noting, information such as contained in the 3/30
local newspaper article dimishes City's chance of keeping present
allocation and reduces opportunity for additional funds available in
DSHS Region 4. The letter further stated assurance is required that
funds are actually approved from other sources; that to ensure the
facility will progress even if other funds which were approved at the
time of Referendum 29 grant award, fail to become available, require-

Referendum 29 ments are that project must be under contract with DSHS within one year
Funds - Continued , from date of approval , that if construction contract is not signed
during 12 months allowed, funds revert to other projects; noting
inflation decreasing value of Referendum 29 funds. MOVED BY THORPE,
SECONDED BY PERRY, COUNCIL REFER THE LETTER TO THE COMMUNITY SERVICES
COMMITTEE. CARRIED. Administrative Assistant Custer discussed City's
portion of $117,500 Referendum 29 funds split with Greenwood by Region
#4, or $58,000. Councilman Clymer noted two directions being taken
by Council and Administration and asked for better communication.
Councilwoman Thorpe requested copy of application be furnished Council
members, being in agreement with Admisistrative Assistant Custer,
Frank Cenkovich, 2625 Benson Rd,S. , Senior Citizens Advisory Committee,
inquired re delay , asking that no funds be lost,
OLD BUSINESS Committee of the whole report submitted by Council President Perry
Committee of Whole_ recommending Council approval of the Master Plan of the Lake Washington
Meeting 4/12/77 Beach Park. MOVED BY PERRY, SECONDED BY SHINPOCH, COUNCIL CONCUR IN
Park Plan RECOMMENDATION. CARRIED.
Wetlands The Committee of the Whole recommended that the Mayor be requested
to prepare a report for the next Committee of the Whole meeting
indicating the status of financing and acquisition of wetlands, includ-
ing the status of the 39 acres set aside by Burlington Northern.
MOVED BY PERRY, SECONDED BY SHINPOCH COUNCIL CONCUR IN RECOMMENDATION.
CARRIED.
Wetlands The Committee of the Whole recommended that the Administration pursue
all avenues of funding, including contacting our local legislators
for recommendations of sources for funds to acquire the additional
39 acres set aside by Burlington. MOVED BY GRANT, SECONDED BY THORPE,
COUNCIL CONCUR IN RECOMMENDATION AND RESOLUTION BE PREPARED THAT MAYOR'
CONTACT OUR LEGISLATORS TO RESEARCH AND REPORT BACK. AMENDMENT BY'
PERRY, SECONDED BY THORPE, MATTER OF RESOLUTION BE REFERRED TO THE
WAYS AND MEANS COMMITTEE TO PRESENT TO COUNCIL NEXT MONDAY,

Misty Cove reading 4/11/77. Following readingsof the ordinance amending City's
Comprehensive Land Use Plan for Ripley Lane N. , it was MOVED BY
CLYMER, SECONDED BY GRANT, COUNCIL ADOPT ORDINANCE AS READ. ROLL CALL:

McLaughlin Rezone The Ways and Means Committee report recommended second and final
R-001-77 readings of an ordinance regarding the McLaughlin Rezone from R-2 to
Ordinance Held Business District containing various covenants which have been

same with the King County Records. Following readings, it was MOVED
BY PERRY, SECONDED BY GRANT, COUNCIL ADOPT ORDINANCE AS READ. Attorney
William Reseburg, 710 4th & Pike Bldg. , Seattle, explained he had been
contacted by Leslie Adams and others who had filed appeal of the
McLaughlin Rezone (R-001-77), who had indicated dissatisfaction that
full hearing was not held two weeks ago. City Attorney Shellan reviewed
provisions of the Hearing Examiner ordinance wherein there is no
requirement for public hearing unless a substantial error committed
by Land Use Hearing Examiner; Shellan reviewed appeal hearing when
new evidence was called for, that Council found no gross error;. also
, reviewing hearings before the Examiner, noting three hearings have
been held; noting additional restrictions added. Mr. Reseburg was
furnished copy of the proposed ordinance. Reseburg requested reopening
of the procedure so that both sides could be presented. MOVED BY

PLANNING DEPARTMENT The Planning Department staff report was received
REPORT: by the Examiner on March 15, 1977 .
PUBLIC HEARING: After reviewing the Planning Department report,
Examining available information on file with the
application, and field checking the property and
surrounding area, the Examiner conducted a
public hearing on the subject as follows :
The hearing was opened on March 22 , 1977 , at 10 : 10 a.m. in the Council
Chambers of the Renton Municipal Building.
Parties wishing to testify were sworn.
It was reported that the Hearing Examiner and Mr. Scott Bigbie ,
representing the applicant, had received and reviewed the Planning
Department report, and the report was entered into the record as
Exhibit #1.
Michael Smith, Planning Department, reviewed Exhibit #1 , and entered
the following additional exhibits into the record:

Exhibit #2 : Plat Map Designating Street
Layout and Lot Layout.
Exhibit #3 : Letter from Triad Associates, dated
March 4 , 1977 , regarding exception
to allow use of pipestem configuration.
Exhibit #3 was read into the record by Mr. Smith. Regarding Exhibit #3 ,
the Examiner asked Mr. Bigbie if the fee for the exception request had
been paid. Since Mr. Bigbie was not certain, the hearing was
subsequently continued at 10: 15 a.m. to allow payment of the subject
fee.

The hearing reconvened at 10 : 50 a.m. and summary of the application
was continued by Mr. Smith. The Examiner asked Mr. Smith to address
the request for exception to allow the use of a pipestem configuration
for Lots 9 and 10. Mr. Smith reported that the configuration would
create a driveway-type access to be achieved onto Duval Avenue , which
is a heavily traveled street.

The Examiner asked for additional comments or exhibits. There were
no further comments.
The Examiner asked Mr. Bigbie if he concurred in Exhibit #1, and if
the exception fee had been paid. Mr. Bigbie indicated his concurrence
and reported that the fee had been paid. •
The hearing on Item #PP-026-77 was closed by the Examiner at 11: 00 a.m.
FINDINGS , CONCLUSIONS & RECOMMENDATIONS : Having reviewed the record
in this matter, the Examiner now makes and enters the following:
FINDINGS:
1. Mr. Scott Bigbie stated that he was representing the applicant,
had received and reviewed the Planning Department report, and
has concurred with the Planning Department ' s recommendations.
2. There was no written correspondence from opposing parties nor
was there opposition to this request present in the audience.
The purpose of the request is to review a preliminary plat
consisting of 18 single family residential lots with an average
lot size of approximately 9600 square feet. The total area of
the plat is 4. 8 acres with one acre or 20. 8% of the total area
consisting of streets.
3 . Curbs, gutters and sidewalks will be provided and all utilities
will be installed according to City of Renton Public Works
Department utility standards.
4 . The subdivision is actually an extension of Glencoe subdivision,
although it is separately owned and will be separately developed.
All lots conform to the minimum lot size allowed in SR-1, the
underlying existing zone. The lot sizes are also compatible
with those that exist in Glencoe subdivision located directly to
the west.

5 . The area consists of a mixture of platted and sparsely developed
single family residences together with a certain amount of
undeveloped land.
6. The application meets the City of Renton subdivision regulations.
7. The application is in compliance with the City of Renton Land Use
Report, 1965, as officially adopted, specifically in reference to
Page 11, Residential.
8 . The subdivision is also in compliance with the policy statement
in the Comprehensive Plan, Renton Urban Area, Section D. ,
Subdivision of Land, Pages 5 and 6 . Potential environmental
impacts have been considered for this request and a Declaration
of Non-Significance has been issued for the subject proposal by
Gordon Y. Ericksen, responsible official.
9. All City of Renton departments have been contacted and have made
their specific comments.
10. The City of Renton Planning Department report accurately sets
forth the issues, findings of fact, applicable policies and
provisions , and departmental recommendations in this matter, and
this report itself, being uncontested, is hereby attached as
Exhibit #1 and incorporated in this report by reference as is set
forth in full herein.

CONCLUSIONS:
1. The proposed project will not be detrimental to present and
potential surrounding land uses. The plot design as proposed will
be beneficial in that it will not allow traffic from Glencoe to
traverse through the proposed subdivision and access onto Duval
Avenue N.E. ., otherwise known as 138th Avenue S.E.' , which has a
heavy traffic flow and should only be entered into at designated
areas.
2 . Land surrounding the proposed development can be planned in
coordination with the proposed development and can be developed
so as to be mutually compatible.
3. Streets and sidewalks proposed are adequate to carry anticipated
traffic within the proposed project. Potential access is being
provided for the eventual development of the property to the south.

4. In reviewing the submitted plat, the Engineering Division of the
Public Works Department is requiring the extension of 'an 8-inch
water main extending through the entire plat and tied to Duval
Avenue N.E. Two fire hydrants will be required within the platted
area. Final construction plans will have to be submitted to the
Utility Division for final approval.
5. As a part, of the subdivision application, an exception is being
requested to allow the provision of a pipestem lot for Lot 9 ,
which will front Duval Avenue N.E. The proposed pipestem will
not be detrimental to adjacent property owners and will facilitate
regulated access to Duval Avenue N.E. Both houses constructed on
Lots 9 and 10 are proposed to face the pipestem and will have a
mutual access to Duval. The request is reasonable since it is
not practical to provide access through the proposed subdivision
due to the minimum width of the lots. Lots 9' and 10 both exceed
the minimum lot size required in this zone.
RECOMMENDATION:
Recommend approval subject to the Planning Department 's recommendations.

Gentlemen:
On behalf of our client, MacPhersons, Inc. , we would like
to request an exemption for lot 9 of Farrell ' s First
Addition (preliminary plat PP-025-77) , to allow the use
of a pipe stem configuration. Due to the awkward shape
of the portion of this plat fronting on Duval Ave. , a
pipe stem lot is necessary to allow a lot of adequate
width and depth to be placed in this area.
A 20 ft. access easement is planned to cross a pipe stem
portion of lot 9 to provide access to lot 10, thus pre-
venting lot 10 from having to access directly on Duval
Ave. We feel that this combined access, rather than two
individual driveways fronting on Duval Ave. , provides a
safer and more attractive design.

D. f!ISTORY/BACKGROUND:
The subject site was annexed into the city on February 6 , 1974 ,
by Ordinance No . 2824 . . It was zoned S-R (Suburban Residential )
in the county and assumed the G classification upon annexation
as per city policy. The rezone was approved by the Hearing
Examiner on February 21 , 1977 , and was reviewed by the City
Council on March 14 , 1977 .

E. PHYSICAL BACKGROUND:
1,. Topography : The subject site is relatively levet with a
small knoll toward the center of the property.
2. Soils : The easterly two-thirds of the site consists of
Alderwood (AGC) gravelly sandy loam, which has very slow
permeability below a depth of 24" to 40" and a seasonable
high water table. The westerly one-third of the site con-
sists of Everett ( EVC ) gravely sandy loam. This soil is
very permeable and has a low available water capacity .
3. Vegetation : The site consists of dense brush within the
easterly half of the site and Douglas Fir scattered
throughout the site.
4. Wildlife: The existing vegetation on the site provides ,
suitable habitat for birds and small mammals .
5. Water: Surface water or streams are not apparent on the
site.
6. Land User The subject site , as well as the property
directly adjacent to the south , is undeveloped . A single
family residence exists adjacent to both the northeast
and southeast corners of the subject site . Single family
residences exist directly to the north and within Glencoe
to the west of the site. The east side of Duval Ave . N . E .
is low density unplatted single family residential .
F. NEIGHBORHOOD CHARACTERISTICS:
The area consists of a mixture of platted and sparsely developed
single family residences , together with significant amounts of
undeveloped land . (Also refer to Map I and Map II . )
G. PUBLIC SERVICES :
1 . Water and Sewer: There is an existing 8" water main along
Anacortes Ave . N. E. and an existing 3" water main along
Duval Ave.. N. E . There is an existing 8" sanitary sewer
along Anacortes Ave . N. E. with a lift station at the south-
west corner of Duval Ave . N . E . and N . E. 23rd St . Storm
sewers are also available in the area .
2 . Fire Protection : Provided by the Renton Fire Department
as per ordinance requirement. Any future subdivision and
development of the site will be subject to City of Renton
standards .
3 . Transit : Metro Transit Route No . 42 runs along Union
Ave . , one-fourth mile to the west , and provides transporta-
tion to downtown Renton , Seattle , and Bellevue.
4 . Schools : The site is within the Renton School District
and is in close proximity (within one-half mile ) to Sierra
Heights Elementary and Hazen High School .
5 . Parks : The Hazen High School facility contains recreation
and open space areas . The site is within a mile of Kiwanis
Park and within one-half mile of the proposed county park
west of Sierra Heights Elementary.

2 . The area to the south of the subject site is presently unde-
veloped. To insure proper lot depth along the western edge
of the adjacent property , the street should be reduced to
50 ' in width and the south lot dimension of Lot 17 increased
by 15 ' . This will facilitate lot depths 100 feet or greater
in future subdivisions to the south , creating more compati -
bility with the surrounding platted lots . This amendment has
been discussed with and approved by both the applicant ' s
representative and the Traffic Engineer .

The subject site was annexed into the city on February 6 , 1974 ,
by Ordinance No. 2824 . It was zoned S-R (Suburban Residential )
in the county and assumed the G classification upon annexation
as per city policy. The rezone was approved by the Hearing
Examiner on February 21 , 1977 , and was reviewed by the City
Council on March 14, 1977 .

E. PHYSICAL BACKGROUND:
1 . Topography : The subject site is relatively level with a
small knoll toward the center of the property .
2. Soils : The easterly two-thirds of the site consists of
Alderwood (AGC) gravelly sandy loam, which has very slow
permeability below a depth of 24" to 40" and a seasonable
high water table . . The westerly one-third of the site con-
sists of Everett ( EVC ) gravely sandy loam. This soil is
very permeable and has a low available water capacity .
3. Vegetation : The site consists of dense brush within the
easterly half of the site and Douglas Fir scattered
throughout the site.
4. Wildlife: The existing vegetation on the site provides
suitable habitat for birds and small mammals .
5. Water: Surface water or streams are not apparent on the
site.
6 . Land Use : The subject site , as well as the property
directly adjacent to the south , is undeveloped. A single
family residence exists adjacent to both the northeast
and southeast corners of the subject site . Single family
residences exist directly to the north and within Glencoe
to the west of the site. The east side of Duval Ave . N . E .
is low density unplatted single family residential .
F. NEIGHBORHOOD CHARACTERISTICS:
The area consists of a mixture of platted and sparsely developed
single family residences , together with significant amounts of
undeveloped land . (Also refer to Map I and Map II . )
G. PUBLIC SERVICES:
1 . Water and Sewer: There is an existing 8" water main along
Anacortes Ave . N. E . and an existing 3" water main along
Duval Ave . N. E . There is an existing 8" sanitary sewer
along Anacortes Ave . N . E. with a lift station at the south-
west corner of Duval Ave . N . E . and N . E. 23rd St . Storm
sewers are also available in the area .
2 . Fire Protection : Provided by the Renton Fire Department
as per ordinance requirement. Any future subdivision and
development of the site will be subject to City of Renton
standards .
3. Transit : Metro Transit Route No . 42 runs along Union
Ave . , one-fourth mile to the west , and provides transporta-
tion to downtown Renton , Seattle , and Bellevue .
4. Schools : The site is within the Renton School District
and is in close proximity (within one-half mile ) to Sierra
Heights Elementary and Hazen High School .
5 . Parks : The Hazen High School facility contains recreation
and open space areas . The site is within a mile of Kiwanis
Park and within one-half mile of the proposed county park
west of Sierra Heights Elementary.

1 . The proposed subdivision is compatible with surrounding single
family residential development, subdivision regulations ,
the SR- 1 zone requirements , and with the Comprehensive Land
Use Plan and Policy Statement.
2 . The area to the south of the subject site is presently unde-
veloped. To insure proper lot depth along the western edge
of the adjacent property , the street should be reduced to
50 ' in width and the south lot dimension of Lot 17 increased
by 15 ' . This will facilitate lot depths 100 feet or greater
in future subdivisions to the south , creating more compati -
bility with the surrounding platted lots . This amendment has
been discussed with and approved by both the applicant ' s
representative and the Traffic Engineer .

Co PURPOSE OF REQUEST:
The subject rezone to an SR-1 single family residential
classification is to permit future subdivision and devel -
opment of single family residences on the site.
D. HISTORY/BACKGROUND:
The subject site was annexed into the city on February
6, 1974 by Ordinance No . 2824 . It was zoned S-R (Sub-
urban Residential ) in the county and assumed the G class-
ification upon annexation as per city policy.
E. PHYSICAL BACKGROUND:
1 . Topography : The subject site is relatively level
with a small knoll toward the center of the property.
2 . Soils : The Easterly 2/3 of site consists of Alderwood
(AGC) gravelly sandy loam , which has very slow per-
meability below a depth of 24 to 40 inches , and a
seasonable high water table . The westerly 1 /3 of
the site consists of Everett ( EVC) gravely sandy
loam. This soil is very permeable and has a low •
available water capacity.
3 . Vegetation : The site consists of dense brush within
the easterly half of the site , and Douglas Fir
scattered throughout the site .
4 . Wildlife : The existing vegetation on the site provides
suitable habitat for birds and small mammals .
5. Water : Surface water or streams are not apparent on
the site .
6. Land Use : The subject site as well as the property
directly adjacent to the south is undeveloped . A
single family residence exists adjacent to both the.
northeast and southeast corners of the subject site .
Single family residences exist directly to the north
and within Glencoe to the west of the site . The east
side of Duvall Avenue NE is low density unplatted
single family residential .
Fa NEIGHBORHOOD CHARACTERISTICS:
The area consists of a mixture of platted and sparsely
developed single family residences together with sign-
ificant amounts of undeveloped land . (Also refer to Map
I and Map II )
G. PUBLIC SERVICES:
1 . Water and Sewer : There is an existing 8 inch water
main along Anacortes Avenue NE and an existing 3 inch
water main along. Duval Avenue NE . There is an existing
8 inch sanitary sewer along Anacortes_Avenue NE with
a lift station at the SW corner of Duval Avenue NE
and NE 23rd Street . Storm sewers are also available
in the area .
2 . Fire Protection : Provided by the Renton Fire Dept .
as per ordinance requirement . Any future subdivision
and development of the site will be subject to City
of Renton standards .

4. Schools : The site is within the Renton School
District and is in close proximinity (within 1 /2
mile ) to Sierra Heights Elementary and Hazen High
School .
5 . Parks : The Hazen High School facility contains
recreation and open space areas . The site is within
a mile of Kiwanis Park and within 1/2 mile of the
proposed county park west of Sierra Heights Elementary .
