NARRATIVE
23-3242
On 03/20/2023 at approximately 1524 hours, I was dispatched to an unknown-if-injury vehicle
collision in the 500 block of Monster Road SW, within the City Limits of Renton, County of King, State
of Washington.
Upon arrival, I determined there was a complaint of pain, specifically of being "shooken up", by the
driver of Unit#2 who requested a medical evaluation. I requested Renton Regional Fire Authority
(RRFA) respond for a precautionary evaluation. There, I collected the involved parties driving
documents and their independent recollection of the events leading up to the collision. All involved
drivers were positively identified via pictured WADL and were the sole occupants of their respective
vehicles.
The driver of Unit#1 stated he was traveling southbound in about the 500 block of Monster Rd SW
prior to the collision. With the assistance of Language Line Solutions for Chinese interpretation, the
driver of Unit#1 stated he was traveling directly behind Unit#2 and noticed that Unit#2 suddenly
stopped for traffic ahead. By the time the driver of Unit#1 noticed Unit#2 had stopped, he was
unable to bring his vehicle to a stop before colliding with the rear of Unit#2 subsequently causing
moderate damage to the front end of Unit#1. The driver of Unit#1 admitted to not having vehicle
insurance.
The driver of Unit#2 stated she was traveling southbound in about the 500 block of Monster Rd SW
and was traveling directly behind Unit#3. The driver of Unit#2 stated she was approaching a marked
crosswalk with flashing indicators and had come to a stop directly behind Unit#3. The driver of Unit
#2 stated she noticed in her rearview mirror that Unit#1 was traveling fast behind her and that she
believed Unit#1 may have not noticed she had come to a stop. The driver of Unit#2 stated that she
put her vehicle into Park and held her foot down on the brake pedal just moments before Unit#1
collided into the rear of Unit#2 causing significant damage to the rear of Unit#2. As a result of the
initial impact, Unit#2 was then pushed into the rear of Unit#3 causing additional but minor damage to
the front of Unit#2.
The driver of Unit#3 stated she was also traveling southbound in about the 500 block of Monster Rd
SW. The driver of Unit#3 stated she was approaching a marked crosswalk with flashing indicators
and a pedestrian actively crossing the crosswalk therefore Unit#3 had come to a stop. The driver of
Unit#3 said that while stopped, Unit#2 collided with the rear of Unit#3 causing minor damage.
A witness remained at the scene and was identified as Stacy Coleman. Coleman stated that she
activated the crosswalk and was actively crossing the roadway when she noticed Unit#1 traveling
way too fast and saw as it collided into the rear of Unit#2 which then caused a chain reaction and
pushed Unit#2 into Unit#3. Coleman confirmed the driver of Unit#1 was a younger Asian male and
the same male who remained at the scene as Police arrived.
Based on the above statements, I believe Unit#1 (Wu) was the predominant factor for the collision
due to following too closely and not paying attention to traffic ahead of his vehicle. Wu was unable to
produce proof of motor vehicle insurance and his vehicle registration had expired back on
03/19/2022.
A DOL check also revealed that the driver of Unit#1 (Wu) was Driving While License Suspended in
the third degree. Wu was Driving While License Suspended in the third degree by operating a motor
vehicle at a time when his license is suspended in the third degree.
I detained Wu by placing him into handcuffs without incident. I informed Wu he was under arrest for
his suspended license and searched him incident to arrest. Before I could read Wu his Miranda
Rights, Wu requested to speak to his lawyer. I asked what his lawyer's phone number was, but he
could not tell me. I contacted the Valley Defenders group through their main phone line as I did not
have access to the on-call sheet out in the field. I reached an Attorney by the name of, Eric.
Wu was informed, via translation and at the Attorney's advisement, to not speak to Officers but to
cooperate with the investigation. Wu acknowledged this information and had no further questions for
the attorney aside from the logistics of what would occur next.
Due to Wu not having a valid operators license and having no proof of motor vehicle insurance, I

requested an impound of Wu's vehicle. I asked Wu if there was anything he would like me to retrieve
from inside of the vehicle prior to impound. Wu responded that there were just clothes in the vehicle
and that I could grab the clothing if I chose to but that he otherwise did not need it.
While doing an inventory for the impound, I found a jacket on the passenger seat and within reach of
the driver. The jacket appeared to be a male's jacket and seemed similar in size to Wu's stature. The
jacket had a bulky item in one of the pockets. Upon feeling the outside of the jacket pocket, I felt what
appeared to be a handgun. I removed the upholstered black and silver Smith & Wesson .40 caliber
handgun from the pocket. I proceeded to look for a serial number to check the status of the firearm
but observed the serial number to have been obliterated. There appeared to have once been a serial
number on the firearm but it was obvious it had been destroyed based on looking at the firearm and
seeing what appeared to be partial numbers still displayed but not enough to make out a full or even
a partial serial number. I removed the firearm for safekeeping and submitted it into evidence.
Upon inventorying the remainder of Wu's vehicle, I noticed the third-row seats had been removed and
there was a spilled liquid on the floorboard inside of the vehicle and the same liquid on the running
boards on the exterior of the vehicle. This liquid appeared to be off-white in color and had dried out. It
was similar to a thick paint.
Wu was cited via complaint for DWLS 3rd. I also cited Wu in-person for Following Too Closely,
Operating a Motor Vehicle without Insurance, and Expired Registration greater than two months.
Wu's vehicle was impounded due to the license and insurance matters. I released Wu from custody
and provided him with the documentation of where his vehicle was towed to.
Both Unit#2 and Unit#3 were able to be driven away from the scene without further incident.
I contacted ATF Agent B. Arnold by phone and informed him of my findings. ATF Agent Arnold stated
he would look into the matter more thoroughly to see if any firearms charges could be added on.
