Harmony Ridge – Renton, WA TENW December 5, 2022 Page 1 FINDINGS/CONCLUSIONS This Traffic Impact Analysis (TIA) has been prepared for the proposed Harmony Ridge residential development located at 15509 116th Ave SE in Renton, WA. Project Proposal. The proposed Harmony Ridge residential development includes 21 new single- family detached housing units on a site currently occupied by 3 existing church/school buildings utilized by the United Christian Church, all of which will remain with the project. Vehicular access to/from the proposed residential development would be provided by a new public road and intersection onto 116th Ave SE located just south of the existing church/school driveways. Full buildout of the project is expected in 2024. Trip Generation. The proposed project is estimated to generate 240 new weekday daily trips, with 18 new trips occurring during the weekday AM peak hour (5 in, 13 out), and 23 new trips occurring during the weekday PM peak hour (14 in, 9 out). Future Year LOS. LOS analyses were conducted for future year 2024 weekday PM peak hour conditions at six (6) off-site study intersections. All study intersections, including all controlled movements at the stop-controlled study intersections, are expected to operate at LOS D or better during the weekday PM peak hours in 2024 with or without the proposed project. The Transportation Element of the City’s Comprehensive Plan specifies a minimum standard of LOS D for arterials and collectors. Site Access Analysis. All turn movements entering and exiting the proposed site access intersection onto 116th Ave SE are expected to operate at LOS B or better during the weekday PM peak hour in 2024 with 95th percentile queues anticipated to be less than 25 feet. Mitigation. Off-Site Improvements. Based on the results of the analysis, the existing transportation facilities are anticipated to accommodate the additional traffic generated by the proposed project. No project-specific off-site transportation improvements are proposed. Transportation Impact Fees. To mitigate long-term traffic impacts, the City of Renton requires payment of a traffic impact fee. The City’s currently adopted 2021-2022 impact fee rate is $10,861.69 per single-family detached dwelling unit. Final transportation impact fees will be paid based on the current impact fee rate at the time of building permit issuance less any applicable transportation impact fee credit. Project Approach The specific scope of work used in the evaluation of the traffic impacts of the proposed Harmony Ridge project were confirmed through scoping discussions with the City of Renton. To analyze the traffic impacts from the project, the following tasks were undertaken: Assessed existing conditions through field reconnaissance and reviewed existing planning documents. Described and assessed existing transportation conditions in the area. Documented the latest 3-year collision history at the study intersections. Documented existing (2022) traffic volumes and intersection levels of service (LOS) at the following six (6) off-site study intersections during the weekday PM peak hour: 1. Lake Youngs Way SE / Royal Hills Dr SE 2. 116th Ave SE (Royall Hills Dr SE) / Puget Dr SE 3. Beacon Way SE / SE 16th Street 4. 116th Ave SE / SE 157th Street 5. 116th Ave SE / SE 164th Street 6. 116th Ave SE / SE 168th Street Documented future planned transportation improvements in the project vicinity. Developed trip generation estimates for weekday daily, AM, and PM peak hour conditions based on the proposed land use. Documented trip distribution and assignment of weekday daily and PM peak hour project-generated traffic. Documented traffic forecasts and assumptions for year 2024 conditions at the off- site study intersections without and with the proposed development. The relationship of these roadways to the project site is shown on Figure 1. The closest transit stops are located along 116th Ave SE at its intersection with SE 16th Street. These stops provide access to King County Metro Transit route 102 and 148. Additional stops are found along 116th Ave SE, SE 168th Street and Puget Dr SE. Route 102 provides weekday service between Renton, South Renton, Fairwood, Tukwila and downtown Seattle from about 4:45 AM to 7:50 AM from Renton to downtown Seattle in the mornings, and from downtown Seattle arriving in Renton from about 3:20 to 7:00 PM in the afternoons and evenings with approximately 15 to 30-minute headways in both directions. Route 148 provides weekday and weekend service between Fairwood and Renton. Weekday service is provided between approximately 5:45 AM and 10:30 PM with 10 to 15-minute headways. Weekend service is provided between approximately 7:45 AM and 8:30 PM with 10 to 15-minute headways. Non-Motorized Transportation Facilities Non-motorized transportation facilities include sidewalks along the project frontage on both sides of 116th Ave S as well as along both sides of SE 168th Street located south of the site. Marked crosswalks are also provided at several intersections along 116th Ave S including at 116th Ave S/S Puget Dr (roundabout), 116th Ave S/SE 160th Street, 116th Ave S north of SE 160th Street, 116th Ave S/Cascade Elementary School north driveway, 116th Ave S/SE 162nd Street, 116th Ave S/SE 164th Street, 116th Ave S south of SE 165th Street, and 116th Ave S/SE 168th Street. There are currently no bicycle facilities in the project vicinity. Beacon Way SE / SE 16th Street (stop-controlled) 4. 116th Ave SE / SE 157th Street (stop-controlled) 5. 116th Ave SE / SE 164th Street (stop-controlled) 6. 116th Ave SE / SE 168th Street (signalized) Collision History Historic collisions at the study intersections were analyzed for the three-year period from January 1, 2019 to December 31, 2021. Collision data was provided by WSDOT. Summaries of the total and yearly average collisions during this period are provided in Table 2. Estimated daily volumes are based on 2022 PM volumes and a K-factor of 10. 2 MEV = Million Entering Vehicles for Intersections. Intersection collision rates over 1.0 collision per MEV generally warrant further review to determine if any patterns exist. Based on the collision data, none of the study intersections have a rate that exceeds 1.0 collision per MEV. Existing PM Peak Hour Traffic Volumes Existing (2022) weekday PM peak hour traffic volumes at the study intersections were based on turning movement counts collected by All Traffic Data in November 2022. The existing PM peak hour traffic volumes represent the highest one hour of traffic between 4:00 and 6:00 PM. Figure 3 illustrate the 2022 existing PM peak hour traffic volumes at the study intersections. Detailed peak hour turning movement count sheets are provided in Appendix A. LOS generally refers to the degree of congestion on a roadway or intersection. It is a measure of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F generally describes intersection LOS. At signalized intersections, LOS A represents free-flow conditions (motorists experience little or no delays), and LOS F represents forced-flow conditions where motorists experience an average delay in excess of 80 seconds per vehicle. The LOS reported for signalized intersections represents the average control delay (sec/veh) and can be reported for the overall intersection, for each approach, and for each lane group (additional v/c ratio criteria apply to lane group LOS only). The LOS reported at stop-controlled intersections is based on the average control delay and can be reported for each controlled minor approach, controlled minor lane group, and controlled major- street movement (and for the overall intersection at all-way stop controlled intersections. Additional v/c ratio criteria apply to lane group or movement LOS only). Table 3 outlines the current HCM 6th Edition LOS criteria for signalized and stop-controlled intersections based on these methodologies. LOS is not calculated for major-street approaches or for the intersection as a whole at two-way stop controlled intersections. For approach-based and intersection-wide assessments at all-way stop controlled intersections, LOS is solely defined by control delay. Level of service calculations for the study intersection was based on methodology and procedures outlined in the latest Highway Capacity Manual (6th Edition) using Synchro 11 traffic analysis software. Existing signal timing used in the analysis was provided by the City of Renton. The 2022 existing weekday PM peak hour LOS analysis results for the off-site study intersections are summarized in Table 4. The 2022 existing detailed LOS worksheets are included in Appendix B. Traffic Impact Analysis Harmony Ridge – Renton, WA TENW December 5, 2022 Page 11 FUTURE TRAFFIC CONDITIONS Planned Transportation Improvements This section documents the known planned transportation improvements in the study area. There are three planned transportation improvement projects identified in the City of Renton’s adopted 2023- 2028 Transportation Improvement Program (TIP) in the project vicinity. Traffic Impact Analysis Harmony Ridge – Renton, WA TENW December 5, 2022 Page 12 TIP #22-07.1: Safe Routes to Transit – Program Funding Description: This project seeks to improve safety, convenience and accessibility for people walking, bicycling, and using assistive mobility devices (such as wheelchairs or walkers) to connect to transit services and facilities. King County Metro agreed to compensate the City for design and acquire materials for agreed upon locations in Fall 2020. Construction is estimated to extend through 2028. The project is ranked #11 in the City’s TIP and the total project cost is expected to be approximately $4,725,000. TIP #22-24: SE 168th Street Protected Bike Lanes (108th Ave SE and 128th Ave SE) – Partially Funded Description: This project seeks to install an east-west bike route that would connect multiple community destinations and improves access to transit. Specifically, this City project will construct protected bike lanes on SE 168th Street between 108th Ave SE and 128th Ave SE. The project is ranked #39 in the City’s TIP and the total project cost is expected to be approximately $3,180,000. TIP #22-28: 116th Ave SE Improvements (SE 168th St to SE 160th St) – Candidate Project Description: This project seeks to widen roadway to provide a 3-lane roadway with bike lanes along 116th Ave SE and Edmonds Way SE, including new pavement, curb, gutter, sidewalk, streetlights, traffic signals, storm drainage, channelization, and landscaping from Puget Drive SE to the southern City limits. Beson Hill Community Plan recommended improvements for a first phase, based on the neighborhood needs. Improvements will enhance vehicular, bicycle, and pedestrian safety along this important north-south transportation corridor. The project is ranked #26 in the City’s TIP and the total project cost is expected to be approximately $9,448,000. Project Trip Generation The trip generation estimates for the proposed 21 single-family residential units were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 10th Edition (2021) for Land Use Codes (LUC) 210 (Single-Family Detached Housing). The resulting new weekday daily, AM peak hour and PM peak hour trips are summarized in Table 5. Detailed trip generation calculations are included in Appendix C. Traffic Impact Analysis Harmony Ridge – Renton, WA TENW December 5, 2022 Page 13 Project Trip Distribution and Assignment The distribution and assignment of the new PM peak hour project trips were estimated based existing and anticipated travel patterns in the vicinity of the site. The following Table 6 summarizes the resulting general trip distribution patterns. Also shown in the figure is the assignment of the daily project trips. Future Traffic Volumes Year 2024 No Action (without project) PM peak hour traffic volumes were estimated by applying a 1.5 percent annual background growth rate to the existing volumes (confirmed by City Staff as part of Traffic Scoping). In addition to the 1.5 percent annual background growth rate, trips from following future pipeline projects were included in the analysis: 3 lots short plat at 16654 113th Ave SE (LUA 22-000276) Grant Ave 36 zero lot line townhomes at 1512 SE Grant Cir (LUA 17-000649) The resulting future 2024 No Action PM peak hour traffic volumes are shown in Figure 5. The 2024 With Project traffic volumes were determined by adding the trip assignment from the proposed development (shown in Figure 4) to the future 2024 No Action traffic volumes. The resulting 2024 With Project PM peak hour traffic volumes at the off-site study intersections and proposed access driveway are shown in Figure 6. Existing intersection geometry was assumed at the study intersection as there are no planned improvements identified at this intersection to be completed by 2024. Existing signal timing provided by the City of Renton was used in the analysis. The 2024 weekday PM peak hour LOS results at the study intersections without and with the proposed project are summarized in Table 7. The LOS worksheets are included in Appendix B. Level of service (LOS) and queuing analyses were conducted to assess the operations of the proposed site access intersection. The LOS and queue calculations were conducted using Synchro 11 software based on methodology outlined in the latest edition of the Highway Capacity Manual (6th Edition). The reported queues are estimated 95th percentile queues that are exceeded only 5 percent of the time. Table 8 summarizes the results of the 2024 With Project LOS and queue analyses at the site access intersection. The LOS and queue calculation sheets are included in Appendix B. Off-Site Improvements. Based on the results of the analysis, the existing transportation facilities are anticipated to accommodate the additional traffic generated by the proposed project. No project- specific off-site transportation improvements are proposed. Transportation Impact Fees. To mitigate long-term traffic impacts, the City of Renton requires payment of a traffic impact fee. The City’s currently adopted 2021-2022 impact fee rate is $10,861.69 per single-family detached dwelling unit.
