Section B Environmental Elements; Subsection 7 Environmental
health: The proposed project area appears to include part of the
following three contaminated sites: • Texaco 632320402, Ecology
facility ID 3238112, cleanup site ID 5313 • PSE Grady Way Renton
Complex Parcel 2, Ecology facility ID 21349929, cleanup site ID
2743 • PSE Grady Way Renton Complex Parcel 3, Ecology facility
ID 86541135, cleanup site ID 2893 Residual soil and/or groundwater
contaminated with petroleum hydrocarbons, PCBs, and arsenic may
be present in the proposed project area. In addition, two restrictive
covenants are recorded for the two PSE Grady Way Renton Complex
parcels, including recording No. 20000125001281 for parcel 3
(Parcel 3 Covenant (1).pdf), and recoding No. 20000125001282 for
parcel 2 (Environmental Covenant PSE Grady Way Renton parcel 2
2000.pdf). These two covenants prohibit any activity that may
interfere with the integrity of the cleanup action, or result in a release
or exposure to the environment of the contamination. Please confirm
if the proposed project area is located on any of the aforementioned
contaminated site, or being impacted by the restrictive covenants.
Please coordinate with Ecology to ensure residual contamination is
handled following the requirements of Washington state
environmental laws and regulations. Ecology recommends making a
public record request (Public Records (govqa.us)) to review the files
associated with the contaminated sites. Thank you for considering
these comments from Ecology. If you have any questions or would
like to respond to these comments, please contact Jing Song from the
Toxics Cleanup Program at (425) 229-2565 or by email at
