SUBJECT : Invest West Special Permit #SP-812-75
Bill Turner and I talked today with the architects
for Invest West . We reviewed the conditions of the
Planning Commission approval and the letter to Invest West
dated April 30 , 1975 outlining those conditions .
We reviewed their revised grading plan , and felt
that the parking lot on the north side of the
building should be regraded to 10% or less with
a rock retaining wall and landscaping at the east
end of it . They said they would explore this
possibility . The remaining areas appeared to be
acceptable in terms of slope. All steep slopes
will be retained by rock wall , with lesser slopes
controlled by appropriate groundcover.
We reviewed our comments on their previous landscape
plan . They said they would provide the proper land-
scape area widths per the April 30 , 1975 letter ,
install combination trees , shrubs , and groundcover
in all planting areas , provide proper landscape
screening adjacent to Benson Road and the south
property line , proper erosion control me.thods . save
as much existing trees as possible , prepare a suit-
able sprinkler plan , and provide a landscaping and
maintenance bond for the project . We also discussed
the need for drainage retention and oil -water separ-
ation . We indicated that if we have a bond for the
landscaping and the revisionto the site and grading
plans are shown we could approve a building permit
application subject to staff approval of detailed
landscape plans .

Gentlemen :
Your Special Permit application to construct a professional office
building in an R-4 zone has been approved by the Renton Planning
Commission . The issuance of the special permit is subject to
conditions that must be accomplished prior to the issuance of a
building permit .
As per our meeting of April 29 , 1975 with Mr . Rendahl , Invest West
Corporation , Mr . Neilson and Mr. Smith , Nielson and Smith Architects,
Planners , the following issues and conditions of the Special Permit
were discussed :
1 . Limiting access to Puget Drive only until such time
as a left hand turn lane is provided on Benson Road
South .
The intent of this condition is to eliminate danger-
ous left turn situations on Benson Road South , not to
eliminate right turn situations . It is possible that
access onto Benson Road might be possible only if a
suitable solution is achieved provided the access road
does not have a grade in excess of 5% to 10% , and
access to Benson Road South reaches road grade a mini -
mum of 28 feet from the center line of Benson Road
South .
2 . Staff approval of detailed landscape plan including ,
but not limited to , additional width and materials
along Benson Road and Puget Drive and along the north
and south property lines .

A ten foot wide landscape area will be required along
the south property line . A minimum of a five foot
wide landscaping area will be required along Benson
Road South together with additional landscaping and
screening materials within the public right-of-way
between the property line and street curb to supple-
ment the existing natural vegetation . A minimum ten
foot landscaping strip along the north property line
will be required . Additional groundcover will be
required in the landscape areas as well as automatic
• sprinklers and hose bibs . :
3 . Staff approval of revised site plan in view of exces-
sive slopes of parking area and ingress/egresss area .
The grades in the parking area will be limited to 5%
to 10% maximum.
4 . Posting of a bond for 150% of the landscape install -
ation and a three year maintenance period .
5 . Staff approval of slope retention methods .
6 . The Utilities and Engineering Departments will require
additional drainage facilities and oil /water separators
will be required as per the Parking and Loading Ordinance . -
7 . The final landscape plan is to be submitted and approved
by the Planning Department with the sprinkler system
to be indicated on the plan .

Mike Smith, Bill Turner and I met today with Marritt Neilson
and James Rendahl on the above mentioned project. The fol-
lowing items were discussed:
1. The access to Benson Highway is at excessive grade
and could cause problems regarding entrance into
the traffic lanes in addition to conflict with left
turing movements. If access is allowed form Benson,
it should not line up with access from Puget Drive.
2. The entire parking area grade exceeds recommended
standards. •
•Mr. Rendahl and Mr. Smith indicated that _they would revise
the contour plan after they had done further study on the
site and finalized the building location.
3. The landscaped strip on the south line is to be a
minimum of five feet in width. The landscape strip
on the north property line is to be a minimum of
ten feet in width. Both planting strips are to
incorporate- trees and scrubs for screening purposes.
4. The landscape strip adjacent to Benson Highway is
to be a minimum of five feet and the area between
the property line and Benson is to be landscaped
and incorporate existing vegetation. Trees and
scrubs to provide screening and buffering are to
be planted.

The Planning Director pointed out the approximate 12
acre site presently zoned single family residential on
the vicinity map and noted that the applicant requests
R-2 zoning with the intention of construction of single
story multiple family residential dwellings . The Com-
prehensive Plan designates the area as commercial and
medium density residential use. Surrounding development
in the vicinity was described . Mr. Ericksen noted that
the 560 ' x 1 ,000 ' site has an existing home on it . Two
accesses to the property were noted. The plan includes
construction of 148 single story units . Twenty-five
percent land coverage is proposed with the remaining
area planned for parking , open space , and community
facilities . Planned setbacks exceed single family
requirements . The Planning Director described the
character of the development as Northwest styling and
displayed elevation drawings of the proposed structures . •
Commissioner Teegarden requested that a perspective
drawing of the development be provided by the architect .
Responding to Commissioner Humble ' s inquiry , Mr. Erick-
sen indicated the units are intended for rental rather
than sale . It was also requested that comments from
the Fire and Traffic Departments be obtained relative
to access and that the impact upon adjacent residential
areas to the north and west be determined . Commissioner
Wik requested information with regard to development
standards of the firm.

Commissioner Humble , Community Development Committee'
Chairman , advised that th'e Committee had met on April 7
with reference to the Comprehensive Plan in the Green ,
River Valley and proposed revisions to R-1 zoning, .re-
quirements .
Co-chairman Teegarden reported 'that the. staff is think-
ing in terms of obtaining a 'draft revision of the entire..
Zoning Ordinance prior to submitting it for review by the
Commission as a whole. The Committee will continue to
work with them on each section as it is reviewed . The
single family sections have been reviewed, and indus-
trial zones will be studied next. He announced that .
the next Committee meeting will be held at. '7 : 30 p. m. ,
April 30th , with regard to the Comprehensive Plan in
the Green River Valley .
2 . ENVIRONMENTAL DEVELOPMENT COMMITTEE
Co-chairman Scholes advised that the Committee will meet
on April 17 to discuss the Jackson rezone and hope to
report back on April 23rd .

larger existing trees will be noted and will try to be
incorporated in the parking layout. This may cause further
deficiency in the parking provided. We advised the appli-
cants, that any request for lesser parking density would
require concurrence with the Board of Adjustment.

We have reviewed the plans as submitted by Invest-West for the
construction of a business center on Puget Drive.
The driveways as proposed on Puget Drive are shown in a manner that
will provide proper and safe access and egress.
The driveway as shown on the latest submittal (received 4/22/75)
which would connect the parking lot to Benson Road would be
acceptable from the standpoint of safety if:
1. The grade of the driveway is in the range of 5 - 10%.
2. The driveway reaches street grade at a minimum of
28 feet from the centerline of Benson Road. This
would be the back edge of a sidewalk if and when Benson
Road is eventually widened and improved.

In response to questioning by Commissioner Scholes with
regard to possible regrading , the Planning Director noted
the grades proposed.
Discussion ensued with reference to the proposed access
from Benson Road . Existing traffic on Benson was reviewed
and potential problem areas noted.
The Chairman invited comment from the applicant.
James Rendahl , representing Invest West , 35 South Grady
Way , Renton , stated that he wished to address the ques-
tion of access . He said the site includes 400 feet of
frontage on both Puget Drive and Benson Road . Develop-
ment is planned in two stages . He described plans for
the ramp-like access off Benson Road on the north side
of the property . He stated that they feel it is re-
quired to serve anticipated future development. He
discussed proposed landscaping and noted that the area
will be screened by existing trees on the site . Mr.
Rendahl said they would work with the staff to resolve
any problems with regard to access and landscaping .
The Chairman reuqested input from the Commission . In
reply to Commissioner Slough relative to the immediate
need for access from Benson , Mr . Rendahl stated that
it is planned to serve both properties , and it is their
feeling it will create less congestion onto Puget Drive .
He indicated that they would like to have freedom of
traffic movement and believe it can be done with a mini -
mal effect on Benson Road. Commissioner Scholes pointed
out the possibility of flow-through traffic . Mr. Rendahl
indicated that they were aware of this potential problem.
Further discussion followed regarding the Benson Road
access , with Commissioner Gibson noting no provisions
for left turns on Benson Highway with a resulting dan-
gerous condition , and it was suggested that left-turn
movements be restricted .
The Chairman called for additional comments from the
audience , but none were received.
Noting sufficient concern by the Commission and staff,

MOVED BY TEEGARDEN, SECONDED BY GIBSON, THAT THE MATTER
BE CONTINUED UNTIL THE PLANNING COMMISSION'S ADMINISTRA-
TIVE MEETING ON MAY 14 , 1975 .
Mr. Rendahl indicated that he would like to avoid a
continuance , noting economic problems and stating that
they would be happy to work out the details with the
staff.
Discussion followed with special emphasis on the access
from Benson Road and the possibility of the applicant
confining ingress/egress to Puget Drive . It was noted
that the Traffic Engineer did not consider it a critical
problem and possibly certain conditions regarding the
access could be established . It was further noted that
a public hearing on the Comprehensive Plan as it relates
to the Green River Valley is planned for May 14th .

Noting his feeling that the special permit could be approved
subject to limiting access to Puget Drive only , Commissioner
Gibson withdrew his second to the motion . Following further
discussion on the issue , Commissioner Scholes seconded the

would be a dedicated right-of-way . A waiver has been re-
quested of installation of curbs , gutters , and sidewalks due
to the absence of similar improvements in the general - area .
Assistant Planner Smith advised that the Engineering Depart-
ment has reviewed both the short plat proposal and waiver
questions and they have indicated approval of the waiver
of off-site improvements .

Commissioner Mola , Chairman of the Environmental Develop-
ment Committee , called for a meeting to be held May 7 , at

The Chairman declared a recess at 10: 25 p . m. The meeting was
reconvened at 10: 37 p . m. with, all members noted above as being
in attendance .
SPECIAL PERMIT:

The application for special permit was introduced by Secre-
tary Gibson at the request of the Chairman . A presentation
was requested from the staff.
The Planning Director noted the location of . 7 acre R-4
zoned site on Puget Drive in the vicinity of Benson Road
northerly of the Maxwell Clinic . Mr. Ericksen described
the general configuration of the property and discussed
proposals for access off Puget Drive and Benson Road. He
stated that the proposal has been reviewed by the Traffic
Engineer, who indicated that the revised access plans did
not appear to present a problem. Mr. Ericksen stated that
the staff feels the plan is inadequate with respect to
landscaping , particularly on the southeast and north prop-
erty lines . Sketches of elevations on the proposed struc-
tures were displayed and discussed .

stated that he was impressed by the exceptional stand
of trees on the property and suggested that develop-
ment as a park would be more appropriate . It was indi -
cated by Mr. Ericksen and Mr . Smith that the subject
had been previously considered by the Parks Director ,
but the Commission ' s position would be presented to
the Parks Department .
The Chairman invited comment from the applicant .
John Dininger , 4725 W. Mercer Way, Mercer Island ,
representing the applicant , noted that the Planning
staff had presented their proposal adequately and
invited questions from the Commission .
In answer to an inquiry from Commissioner Wik relative
to the extent of filling and grading necessary for
development , Mr. Dininger stated that grading would
be held to a minimum and that the low profile design
would tend to alleviate any major excavation . Dis -
cussion followed with regard to the requirement for
Planning Commission review of development in an R-2
zone , the matter of preservation of the trees , and
the possibility of restrictive covenants .
Mr. Dininger noted that their proposal meets the
requirements of R-2 zoning and includes buffers to
protect neighboring single family residences . He
stated that they consider it a logical use as a
transition from single family to commercial zoning and
that the need for construction of apartments was indi -
cated in Renton by the low vacancy rate .
The Chairman invited comment from the audience .
Joe Matthews , 4125 N . E . 17th St . , Renton , noted he
was speaking for the adjacent neighbors and that they
had reviewed the plans earlier. He stated that while
none of them were very happy to see high density struc-
tures in their back yards , they recognized the prop-
erty owner ' s right to develop his site and that they
could not expect retention of those big trees at some-
one else ' s expense . He stated that they did not
object to R-2 zoning as proposed with a special per-
mit to 'construct . Mr. Matthews indicated that they
would prefer to see some restrictive covenants included
with the rezone application. He stated it is their
feeling that a 35 foot greenbelt area would not be
unreasonable and a fifty foot setback to include the
thirty-five feet of greenbelt . He stated it is their
belief that the matter of access to school had not been
addressed . They also recommend that upon completion ,
a cyclone fence as high as permissible between the
two zones would be desirable . Speaking for the
neighborhood , Mr. Matthews requested that any action
be postponed until the environmental assessment that
has been requested is available for their review.
He noted that it is their desire that the rezone and
special permit requests be considered as a package in
order to assure them of what can be expected .
The Chairman called for additional comments from the
audience , but none were offered . Chairman Ross then
opened the subject to discussion by the Commission .

For any development which exceeds 25 or 30

should automatically require an environmental
assessment. This should be requested at the
time of application but certainly no later
than one week.
Staff to evaluate possibility of requesting brief EIS
from C.H.G. , make a decision re. EIA vs EIS, and
establish a policy on how we' re going to handle these
in the future.
