Dear Mr. Ericksen:
In response to your letter of April. 28, 1975, please find attached an
environmental assessment for administrative review and site plan approval.
This assessment has been based on the environmental impact statement outline,
provided to us by your office. Also, included are photographs of the site
and surrounding development, photographs of a project in Steilacoom,
Washington, comparable to this proposal, and letters applicable, to the
requested actions.. -
Regarding the specific areas of concern that you have outlined:
1. Tagging of mature evergreens---We expect to receive
a boundary, topographic and tree survey by June 2.
At that time we will make minor revisions to the
proposed site plan in order to save as many trees as
possible, locate these trees on the landscape plan,
and provide copies for your review. Once this is
accomplished the trees to remain on the site will be
tagged.
2. Site drainage and runoff---Please refer to LSB
International's letter of May 5, 1975. We will be .
retaining storm drainage onsite with a professionally
designed system to be approved by the Renton Engineering •
Department.
3. Visual Impact---As you can readily see from the photo-
graphs provided, this site has already been heavily impacted
by surrounding development. , All surrounding developments
have cleared the trees and underbrush to the common line,
and subsequently beyond the common line in a few cases.
However, we do not consider this to be the• best practice
and feel a reasonable approach to take would be as follows:

a. Setback all buildings along the north line
(where adjoining single family development
is the heaviest) 35 feet, and landscape a
15' wide strip along this line with broad-
leafed evergreens to provide a site screen
between the apartments and single family
rear yards, where existing vegetation is
not adeouate. •
b.- Setback all buildings along the west line
20 feet, and landscape a 10' wide strip along
this line with broadleafed evergreens, where
the natural vegetation is not adequate, between
existing houses.
c. Possible broadleaf evergreens would include:
Aucuba 'Japonica' Barberry (thorns) ,_ Cotton-
easter 'Parney' , Photinia 'Frazeri' .
4.. Impact upon local schools---Our experience with developments
of this nature indicate that we can expect approximately 75
children. Of this number no more than 60a will be school
aged. This would mean an increased enrollment of 45 students
in the Renton School District. We have not received statistical
information as yet from the school district, but they will
provide this information as soon as possible.
5. Traffic impact---All traffic will access onto Sunset Boulevard.
An approximate increase of 660 vehicle trips per day can be
expected from this project. This increase will be relatively
insignificant for a five lane arterial of this type.
6. Impact on existing utilities---Again refer to the LSB
International letter. We will bear all costs to improve
the utilities required for our development.
We. have also included photos of an apartment development which is under
construction in Steilacoom, Washington. As you can see we have been able
to retain much natural vegetation through careful site development.
This is the type of approach we intend to utilize in the development of the
proposed plan and we anticipate a quality project through such efforts.

INTO THE ADJACENT UNDEVELOPED AREA WILL PROBABLY BE
ACCEPTABLE. As MUCH OF THAT ADJACENT.. AREA IS FIT
FOR ECONOMICAL DEVELOPMENT, SUFFICIENT HABITAT' . .
FOR THE APPARENT EXISTING NUMBERS OF THESE SPECIES
CANNOT BE EXPECTED TO REMAIN FOR THE FORESEEABLE

OR FORCED TO SHIFT TO OTHER HABITAT AREAS IN PROPORTION
TO THE REDUCTION.
THE QUALITY OF SURFACE- WATER COLLECTED FROM IMPERVIOUS
SURFACE AREAS WILL BE REDUCED DUE TO THE INCLUSION
OF THE WASHING EFFECT COLLECTING OILS , CHEMICALS , ETC.
SOIL AREA AS A HABITAT FOR GROUND DWELLER WILDLIFE WILL
BE REDUCED 80% DURING CONSTRUCTION. PERMANENT REDUCTION
OF SOIL HABITAT WILL BE 60% .

IN COMMUNITY SERVICES OF FIRE PROTECTION , LAW ENFORCE-

AREAS AND QUANTITIES NOW COVERED BY THESE SERVICES .
HOWEVER ,. THE EFFECTS OF THIS INCREASE WILL INFLUENCE
FUTURE DEVELOPMENT WHILE NOT EXCEEDING ACCEPTABLE LEVELS
AT THE PRESENT TIME.
CONSTRUCTION EQUIPMENT WILL INCREASE THE USE OF MOTOR
FUELS . USE OF ELECTRICAL HEAT WILL INCREASE ELECTRICAL

BLACKBERRY WILL FORM A LARGE PART OF THE EROSION CONTROL
SYSTEM, BOTH DURING AND AFTER CONSTRUCTION .
SINCE THE VEGETATION QUANTITIES PRESENTLY ARE QUITE
UNIFORM THROUGHOUT THE SITE AND DEVELOPMENT CLEARING
RATIOS SHOULD ALSO BE PLANNED RELATIVELY UNIFORM THEN
ALL SPECIES PRESENTLY REPRESENTED SHOULD BE EXPECTED
TO CONTINUE TO BE REPRESENTED IN PROPORTION TO PRESENT
RATIOS.
STORM DRAINAGE WILL NOT BE INCREASED DURING OR AFTER
CONSTRUCTION AS IT WILL BE RETAINED ONSITE AS OUTLINED
IN THE LETTER FROM LSB INTERNATIONAL.
THE INCREASE IN TAX REVENUE TO THE STATE, CITY OF
RENTON , COUNTY , FIRE DISTRICT, AND SCHOOLS WILL PAY
FOR SOME OF THE INCREASE IN COMMUNITY AND GOVERNMENT
SERVICES.
B. LEGAL REQUIREMENTS
EVERY ATTEMPT WILL BE MADE DURING THE PLANNING AND
CONSTRUCTION OF THIS PROJECT TO RETAIN AS MUCH NATURAL
VEGETATION AS IS PRACTICALLY POSSIBLE , . PER THE REQUEST
OF THE RENTON PLANNING STAFF. ADDITIONALLY , LANDSCAPING
WILL BE PROVIDED WITHIN THE SETBACK AREAS TO PROVIDE
VISUAL SCREENING FROM THE EXISTING SINGLE FAMILY HOUSES
ALONG THE NORTH AND WEST LINES.
C . THE DEVELOPER WILL BEAR THE COSTS OF ALL MITIGATING
MEASURES .
E . ALTERNATES TO THE PROPOSED ACTION .
1 . SUBDIVIDE LAND INTO FAMILY RESIDENTIAL
THIS WOULD RESULT IN APPROXIMATELY 50 UNITS. FOR ABOUT
THE SAME INVESTMENT COST AS THE PROPOSED ACTION. ESTIMATED
REDUCTION OF HABITAT WOULD BE MORE DUE TO THE NEED FOR
• AUXILLARY ACCESS ROADS AND,THE ADDITIONAL GROUND COVER
PER DWELLING UNIT OF INDIVIDUAL SINGLE FAMILY UNITS .
CONSTRUCTION IN THIS MODE WOULD CURRENTLY BE ECONOMICALLY

THE ZONING CODE PROVIDES THAT FAMILY DWELLINGS IN
R-1 ZONES WILL HAVE A MINIMUM REARYARD SETBACK
OF 25 FEET AND SIDEYARD SETBACK OF 5 FEET. IT ALSO
PROVIDES THAT APARTMENTS IN R-2. ZONES WILL HAVE REAR
YARDS, OF NOT LESS THAN 20 FEET AND SIDE YARDS OF NOT
LESS THAN 10 FEET. THESE ARE ESTABLISHED AS
ACCEPTABLE , REASONABLE MINIMUMS IN THE CODE OF
GENERAL ORDINANCES .
AFTER DISCUSSING THIS MATTER WITH THE PLANNING STAFF ,
INCLUDING THE LANDSCAPE PLANNER , WE FEEL THAT A
REARYARD SETBACK ON THE NORTH OF 35 FEET AND A SIDE-
YARD SETBACK ON THE WEST OF 20 FEET WOULD BE AN
ACCEPTABLE PROVISION TO THE CONDITIONAL USE REQUEST.
AS A FURTHER MITIGATING MEASURE WE WILL PLANT BROAD-
LEAFED EVERGREENS WITHIN THESE SETBACKS TO PROVIDE
A . SIGHT SCREEN BETWEEN THE REAR YARDS .
AS A RESULT OF THESE MEASURES THE PROPERTY OWNERS
ON THE NORTH AND WEST SIDES WILL BENEFIT WITH AN
UNUSUAL DEGREE OF PRIVACY AND SECLUSION FOR THE
FOLLOWING REASONS:
1 . GREATER. THAN REQUIRED SETBACKS
2 . LOW GROWING SCREEN VEGETATION
3 . FEWER ADJOINING NEIGHBORS THAN IF DEVELOPED
AS SINGLE FAMILY LOTS .
4 . SINGLE STORY CONSTRUCTION VS . THE TWO STORY
CONSTRUCTION TYPICAL OF THE EXISTING HOUSING .
5: NATURAL VEGETATION MAINTAINED IN SETBACK
AREA VS . THE CLEARING OF REAR YARDS TO THE
ADJOINING PROPERTY LINE WHICH HAS TAKEN PLACE.
2. 10 A FENCE ON THE NORTH AND WEST SIDES OF THE
DEVELOPMENT . "
FENCES ARE NOT DISCUSSED IN THE RENTON' S CODE OF
GENERAL ORDINANCES . ASSUMING THAT THIS CODE EMBODIES
PROVISIONS EVOLVING FROM MANY YEARS OF BUILDING
DEVELOPMENT, IT WOULD SEEM THAT ISOLATING ONE
RESIDENTIAL USE FROM ANOTHER IS NOT APPROPRIATE .
IF THE CONCERN FOR FENCING IS BASED ON AN ASSUMED ,
VISUAL IMPACT, THIS WILL BE MITIGATED THROUGH THE
USE OF SCREEN PLANTINGS AND MAINTENANCE OF NATURAL
VEGETATION.
THE PROBLEM OF APARTMENT RESIDENT TRESPASS ON THE
ADJOINING SINGLE FAMILY PRIVATE PROPERTY IS A
POSSIBLE IMPACT. CERTAINLY A FENCE WOULD MITIGATE
THIS POSSIBILITY IN THE HARSHEST POSSIBLE TERMS .
HOWEVER , WE FEEL THIS WOULD BE AN OVERKILL TO A
PROBLEM THAT MOST LIKELY WILL NOT EXIST :
1 . THE USE OF A LANDSCAPED GREEN BELT BETWEEN
THE SINGLE FAMILY OWNERSHIPS AND THE PROPOSED
PROJECT WILL CLEARLY DEFINE THE LIMITS OF
PRIVATE PROPERTY, AS WELL AS LIMITING ACCESS
THROUGH AND USE OF THE BUFFERED AREA.
2 . IT WOULD BE UNREASONABLE TO ASSUME THAT THE
RESIDENTS OF THE PROPOSED PROJECT WILL HAVE
LESS REGARD FOR PRIVATE PROPERTY THAN OTHER
INDIVIDUALS IN THE COMMUNITY .
3 . DUE TO THE NATURE OF THE SURROUNDING HOUSING
THERE WOULD BE LITTLE REASON FOR TRESPASSING .
THERE ARE NO PARTICULAR ATTRACTIONS TO THE
NORTH OR WEST SIDES; THE HOUSES ARE CLOSE
TOGETHER AND DO NOT INVITE PEDESTRIAN TRAILS
BETWEEN THEM ; AND . THERE IS NOTHING TO MAKE
ACCESS IN THESE AREAS MORE CONVENIENT THAN
WHAT IS PROVIDED WITHIN THE PROJECT. THE
ONLY POSSIBLE EXCEPTION IS ELEMENTARY SCHOOL
TRAFFIC TO THE NORTH.
FURTHERMORE , USE OF THE RECREATIONAL AREAS WITHIN THIS
PROPOSAL WILL INTEREST THE APARTMENT RESIDENTS MORE
THAN THE REAR YARDS OF SURROUNDING HOUSING.
3. "ACCESS TO A WAY TO SCHOOL FOR THE CHILDREN WHO WILL
LIVE IN THE DEVELOPMENT WHICH WILL ELIMINATE THE NEED
FOR THEM TO WALK THROUGH EXISTING YARDS . "
A PEDESTRIAN TRAIL FROM THE APARTMENTS TO THE NORTHWEST
WOULD CERTAINLY BE A GOOD FEATURE FOR SCHOOL AGED
CHILDREN , AND WE WOULD BE MORE THAN WILLING TO IMPROVE
A WALKWAY TO UNION STREET IF AN EASEMENT WERE PROVIDED
BY THE ADJOINING OWNERS.
HOWEVER , WE DO NOT CONTROL THE PROPERTY NEEDED FOR
THIS IMPROVEMENT, AND IT IS NOT ESSENTIAL THAT .A TRAIL
BE PROVIDED FOR THE CHILDREN TO GET TO SCHOOL .
SUNSET BOULEVARD IS FULLY IMPROVED WITH SIDEWALKS TO
UNION STREET AND THEN A LITTLE NORTHWARD TOWARD THE
SCHOOL . THIS IS PARTICULARLY GOOD FOR BICYCLES WHO
MOST LIKELY WOULD NOT UTILIZE A PEDESTRIAN TRAIL IF
IT WERE PROVIDED.
ADDITIONALLY, THIS PROJECT WILL ATTRACT FEWER SCHOOL
AGED CHILDREN THAN EXPECTED OF A SINGLE FAMILY SUB-
DIVISION DEVELOPMENT. AS A RESULT THE OVERALL IMPACT
FROM SCHOOL CHILDREN WILL ACTUALLY BE LESS THAN COULD
HAVE BEEN ANTICIPATED BY THE SURROUNDING COMMUNITY.
4. "THE RETENTION OF ALL POSSIBLE NATURAL TREES AND
SHRUBBERY ON THE SITE. 1°
AS OUTLINED IN OUR LETTER TO MR. . ERICKSEN ON MAY 23 ,
1975 ,. WE INTEND TO DEVELOP THIS SITE VERY CAREFULLY
TO RETAIN AS MUCH NATURAL VEGETATION AS POSSIBLE. , BY
THIS APPROACH A QUALITY DEVELOPMENT IS ASSURED , AND
ENVIRONMENTAL COSTS ARE MINIMIZED.

The Planning Department has received the items necessary to
fulfill the conditions of the Special Permit approval and
approved them subject to the corrections noted in red on the
revised plans .
The items reviewed and approved or approved with conditions
include :
1 . A detailed landscape plan for the entire site includ-
ing existing vegetation to be retained.
2 . A revised site plan corresponding to the setbacks
stated in the restrictive covenants and depicting
certain changes in building and parking area orien-
tation .
3. Revised 'plans showing a fence along the north pro-
perty line and the north 550 ' of the west property
line .
4. Posting of performance bond in the amount of 150%
of the landscaping installation and a three-year
maintenance period . (The maintenance bond will .be
posted prior to occupancy) .
We therefore recommended that the restrictive covenants be
filed and that the Cbuncil give final approval of rezone re-
quest #R-811-75 by C. H. G . International .

Revisions discussed are - as follows :

I talked today with Tom Johnson Vice-President of C . H . G. Inter-
national and explained the situation with respect to the Council
Action on the rezone and Special Permit .
I explained that the property owner will not file the covenants _.._
until the conditions of the Special Permit are met. I told him
that because of this we are recommending that the Council set
the date for first reading and hold on the second hearing until
we have approved the revised plans and other conditions of the
Special Permit.
Once we have received and approved those revisions we will notify
the owners so that the covenants can be filed and the ordinance
adopted . He indicated that he was aware of this and that he
would have all of the revised plans ready for submittal by about
July 14 , 1975 . .

The Planning Director advised that both requests would be
discussed simultaneously. He noted that additional input
had been received that evening from Joe Mathews , represent-
ing the Glencoe area , and that an Environmental Impact
Assessment had been received from th.e applicant. He.
referred the Commission to proposed restrictive covenants
that would apply to the property and proposed development
based on questions that had been raised by property owners
in the vicinity. He noted staff recommendations as well
as evaluations received from other City departments with
regard to utilities, streets , etc. A response from the
Glencoe residents in regard to the proposed restrictive
covenants was suggested by Mr. Ericksen.
The letter from Mr. Mathews with regard to the Environ-
mental Impact Assessment was read by Secretary Gibson .
The residents noted that for the most part their requests
had been taken into consideration . They did ask for con-
sideration for some type of access for those children who
would be attending Sierra Elementary School and suggested
that the staff work with the applicant with regard to the
relocation of the recreational vehicle storage area . Mr.
Mathews commended the Commission , applicant , and staff on
their cooperation in this matter, stating that it was a
development that the surrounding owners could easily accept .
Vice-chairman Scholes invited comment from the applicant .
Tom Johnson , Vice-president of C . H . G . International , re-
quested some time to discuss the proposed covenants . The
Planning Director advised that the covenants apply to the
present property owner but will run with the land , thereby
also applying to any future owners or their successors .
He noted that they refer to landscaping areas , setbacks ,
fencing, height limits , density and fencing. Mr. Ericksen
then read the covenants for the record. The Vice-chairman
noted that a Negative Declaration of Environmental Impact
had been declared by the staff.
Mr. Johnson stated that generally the conditions of the
proposed restrictive covenants appear to be acceptable ,
although he stated his concern with regard to the defini -
tion of landscape buffer and referred specifically to the
thirty-five foot setback requested along the north property
line . The Planning Director advised that a
sidewalk would be acceptable as a setback, allowing the
developer some flexibility .
Mr. Johnson inquired, if there might be an alternative to
the 42 inch fencing to be provided within the landscape
buffer along the north property line . Discussion ensued
with regard to the concerns of the neighbors in this re-
spect, with Mr. Johnson indicating that they would prefer
a berm and heavy landscaping , as they did not foresee a
problem with pedestrian traffic . He did, however, indi -
cate that it was the preference of the applicant that the
rezone and special permit requests be resolved that even-
ing if at all possible .
Vice-chairman Scholes invited further comment from the
audience . .
Joe Mathews , 4125 N. E. 17th St. , ' Renton , indicated that
he would not be opposed to C. H . G . International and the
staff working out some kind of plan whereby the applicant
is able to secure a walkway and access to Union Ave. N . E .
for the use of children traversing to the Sierra Heights
Elementary School and stated that in that event a fence
may not be necessary and landscaping could be acceptable.

their cooperation in this matter, stating that it was a
development that the surrounding owners could easily accept .
Vice-chairman Scholes invited comment from the applicant .
Tom Johnson , Vice-president of. C. H. G . International , re-
quested some to discuss the proposed covenants . The
Planning Director advised that the covenants apply to the
present property owner but will run with the land, thereby
also applying to any future owners or their successors .
He noted that they refer to landscaping areas , setbacks ,
fencing , height limits , density and fencing . Mr. Ericksen
then read the covenants for the record. The Vice-chairman
noted that a Negative Declaration of Environmental Impact
had been declared by the staff.
Mr. Johnson stated that generally the conditions of the
proposed restrictive covenants appear to be acceptable ,
although he stated his concern with regard to the defini -
tion of landscape buffer and referred specifically to the
thirty-five foot setback requested along the north property
line . The Planning Director advised that a
sidewalk would be acceptable as a setback , allowing the
developer some flexibility .
Mr. Johnson inquired, if there might be an alternative to
the 42 inch fencing to be provided within the landscape
buffer along the north property line. Discussion ensued
with regard to the concerns of the neighbors in this re-
spect, with Mr. Johnson indicating that they would prefer
a berm and heavy landscaping , as they did not foresee a
problem with pedestrian traffic . He did , however, indi -
cate that it was the preference of the applicant that the
rezone and special permit requests be resolved that even-
ing if at all possible .
Vice-chairman Scholes invited further comment from the
audience . .
Joe Mathews , 4125 N. E. 17th St. , Renton , indicated that '
he would not be opposed to C. H. G . International and the
staff working out some kind of plan whereby the applicant
is able to secure a walkway and access to Union Ave . N . E .
for the use of children traversing to the Sierra Heights
Elementary School and stated that in that event a fence
may not be necessary and landscaping could be acceptable.

The Planning Commission at its June 11 , 1975 hearing

A revised copy is attached . Their recommendation will be

Apartments on Sunset and Union Ave. N.E.
The Utilities Division of the Public Works Department has an interest in the
CHG Project. There are some problems with utilities that remain to be solved.
Water Supply
The City has a 12" C. I . water main along the north side of Sunset Blvd.
N.E. This main, when inter-tied, will have sufficient capacity to supply
this project. There is a City held latecomers fee on this water main.
Sanitary Sewers
There is an existing 8" concrete sanitary sewer along the south side of
Sunset Blvd. N.E. This main, to the best of our knowledge, is overloaded.
Engineering studies made by the firm of Moore, Wallace and Kennedy, in
the winter of 1974-75, indicated that the system tributary to the Sunset
Lift Station is inadequate. There is a considerable problem from infil-
tration/inflow which overloads the existing 8" sanitary sewer trunk.
C.H.G. International Developers should address themselves to this problem. An
engineering study should be developed to determine the optimal method to
convey sewage from the C. H.G. site to the Sunset Lift Station.
There is a latecomers fee, held by the City for sewer service to this area. The
cost amounts to lc per square foot of site served.

THE ZONING CODE PROVIDES THAT FAMILY DWELLINGS IN •
R-1 ZONES WILL HAVE A MINIMUM REARYARD SETBACK
OF 25 FEET AND SIDEYARD SETBACK OF 5 FEET. IT ALSO
PROVIDES THAT APARTMENTS IN R-2 ZONES WILL HAVE REAR
YARDS OF NOT LESS THAN 20 FEET AND SIDE YARDS OF NOT
LESS THAN 10 FEET . THESE ARE ESTABLISHED AS
ACCEPTABLE , REASONABLE MINIMUMS IN THE CODE OF
GENERAL ORDINANCES .
AFTER DISCUSSING THIS MATTER WITH THE PLANNING STAFF ,
INCLUDING THE LANDSCAPE PLANNER , WE FEEL THAT A
REARYARD SETBACK ON THE NORTH OF 35 FEET AND A SIDE-
YARD SETBACK ON THE WEST OF 20 FEET WOULD BE AN
ACCEPTABLE PROVISION TO THE CONDITIONAL USE REQUEST .
AS A FURTHER MITIGATING MEASURE WE WILL PLANT BROAD-
LEAFED EVERGREENS WITHIN THESE SETBACKS TO PROVIDE
A SIGHT SCREEN BETWEEN THE REAR YARDS .
AS A RESULT OF THESE MEASURES THE PROPERTY OWNERS
ON THE NORTH AND WEST SIDES WILL BENEFIT WITH AN
UNUSUAL DEGREE OF PRIVACY AND SECLUSION FOR THE
FOLLOWING REASONS :
1 . GREATER THAN REQUIRED SETBACKS
2. LOW GROWING SCREEN VEGETATION
3 . FEWER ADJOINING NEIGHBORS THAN IF DEVELOPED
AS SINGLE FAMILY LOTS .
4 . SINGLE STORY CONSTRUCTION VS . THE TWO STORY
CONSTRUCTION TYPICAL OF THE EXISTING HOUSING .
5. NATURAL VEGETATION MAINTAINED IN SETBACK
AREA VS . THE CLEARING OF REAR YARDS TO THE
ADJOINING PROPERTY LINE WHICH HAS TAKEN PLACE.
2. " A FENCE ON THE NORTH AND WEST SIDES OF THE
DEVELOPMENT . "
FENCES ARE NOT DISCUSSED IN THE RENTON " S CODE OF
GENERAL ORDINANCES. ASSUMING THAT THIS CODE EMBODIES
PROVISIONS EVOLVING FROM MANY YEARS OF BUILDING
DEVELOPMENT, IT WOULD SEEM THAT ISOLATING ONE
RESIDENTIAL USE FROM ANOTHER IS NOT APPROPRIATE .
IF THE CONCERN FOR FENCING IS BASED ON AN ASSUMED
VISUAL IMPACT, THIS WILL BE MITIGATED THROUGH THE
USE OF SCREEN PLANTINGS AND MAINTENANCE OF NATURAL
VEGETATION.
THE PROBLEM OF APARTMENT RESIDENT TRESPASS ON THE
ADJOINING SINGLE FAMILY PRIVATE PROPERTY IS A
POSSIBLE IMPACT. CERTAINLY A FENCE WOULD MITIGATE
THIS POSSIBILITY IN THE HARSHEST POSSIBLE TERMS.
HOWEVER , WE FEEL THIS WOULD BE AN OVERKILL TO A
PROBLEM THAT MOST LIKELY WILL NOT EXIST :
1 . THE USE OF A LANDSCAPED GREEN BELT BETWEEN
THE SINGLE FAMILY OWNERSHIPS AND THE PROPOSED
PROJECT WILL CLEARLY DEFINE THE LIMITS OF
PRIVATE PROPERTY, AS WELL AS LIMITING ACCESS
THROUGH AND USE OF THE BUFFERED AREA.
2 . IT WOULD BE UNREASONABLE TO ASSUME THAT THE
RESIDENTS OF THE PROPOSED PROJECT WILL HAVE
LESS REGARD FOR PRIVATE PROPERTY THAN OTHER
INDIVIDUALS IN THE COMMUNITY .
3 . DUE TO THE NATURE OF THE SURROUNDING HOUSING
THERE WOULD BE LITTLE REASON FOR TRESPASSING .
THERE ARE NO PARTICULAR ATTRACTIONS TO THE
NORTH OR WEST SIDES; THE HOUSES ARE CLOSE
TOGETHER AND DO NOT INVITE PEDESTRIAN TRAILS
BETWEEN THEM ; AND THERE IS NOTHING TO MAKE
ACCESS IN THESE AREAS MORE CONVENIENT THAN
WHAT IS PROVIDED WITHIN THE PROJECT. THE
ONLY POSSIBLE EXCEPTION IS ELEMENTARY SCHOOL
TRAFFIC TO THE NORTH.
FURTHERMORE , USE OF THE RECREATIONAL AREAS WITHIN THIS
PROPOSAL 'WILL INTEREST THE APARTMENT RESIDENTS MORE
THAN THE REAR YARDS OF SURROUNDING HOUSING .
3. "ACCESS TO A WAY TO SCHOOL FOR THE CHILDREN WHO WILL
LIVE IN THE DEVELOPMENT WHICH WILL ELIMINATE THE NEED
FOR THEM TO WALK THROUGH EXISTING YARDS. "
A PEDESTRIAN TRAIL FROM THE APARTMENTS TO THE NORTHWEST
WOULD CERTAINLY BE A GOOD FEATURE FOR SCHOOL AGED
CHILDREN , AND WE WOULD BE MORE THAN WILLING TO IMPROVE
A WALKWAY TO UNION STREET IF AN EASEMENT WERE PROVIDED
BY THE ADJOINING OWNERS .
HOWEVER , WE DO NOT CONTROL THE PROPERTY NEEDED FOR
THIS IMPROVEMENT, AND IT IS NOT ESSENTIAL THAT A TRAIL
BE PROVIDED FOR THE CHILDREN TO GET TO SCHOOL .
SUNSET BOULEVARD IS FULLY IMPROVED WITH SIDEWALKS TO
UNION STREET AND THEN A LITTLE NORTHWARD TOWARD THE
SCHOOL. THIS IS PARTICULARLY GOOD FOR BICYCLES WHO
MOST LIKELY WOULD NOT UTILIZE A PEDESTRIAN TRAIL IF
IT WERE PROVIDED.

ADDITIONALLY, THIS PROJECT WILL ATTRACT FEWER SCHOOL
AGED CHILDREN THAN EXPECTED OF A SINGLE FAMILY SUB-
DIVISION DEVELOPMENT. As A RESULT THE OVERALL IMPACT
FROM SCHOOL CHILDREN WILL ACTUALLY BE LESS THAN COULD
HAVE BEEN ANTICIPATED BY THE SURROUNDING COMMUNITY .
4. tOTHE RETENTION OF ALL POSSIBLE NATURAL TREES AND
SHRUBBERY ON THE SITE. "
As OUTLINED IN OUR LETTER TO MR. ERICKSEN ON MAY 23 ,
1975 , WE INTEND TO DEVELOP THIS SITE VERY CAREFULLY
TO RETAIN AS MUCH NATURAL VEGETATION AS POSSIBLE . BY
THIS APPROACH A QUALITY DEVELOPMENT IS ASSURED , AND
ENVIRONMENTAL COSTS ARE MINIMIZED .
5. " LANDSCAPING OF THOSE AREAS IN WHICH THE NATURAL
SHRUBBERY MUST BE REMOVED. "
THIS WILL BE A FULLY LANDSCAPED PROJECT.
6 . " MARKING OF ALL EVERGREENS THAT ARE SCHEDULED TO
REMAIN PRIOR TO THE GRANTING OF ANY RE-ZONES OR
SPECIAL PERMITS . "
WE HAVE RECEIVED A CERTIFIED BOUNDARY , TOPOGRAPHIC ,
AND TREE SURVEY OF THE PROPOSED SITE. ALL TREES 6 "
IN DIAMETER AND GREATER HAVE BEEN LOCATED AND IDENTIFIED.
THE SITE PLAN HAS BEEN ADJUSTED TO SAVE TREES WHERE
POSSIBLE . THIS INFORMATION HAS BEEN PROVIDED TO THE
PLANNING STAFF , AND IS AVAILABLE FOR PUBLIC REVIEW.
ALL EVERGREENS TO REMAIN WILL , OF COURSE , BE MARKED
PRIOR TO SELECTIVE CLEARING. MARKING TREES PRIOR TO
RE-ZONES OR SPECIAL PERMITS WOULD BE COSTLY AND
COUNTERPRODUCTIVE. THE VALIDITY OF AN OVERALL PLAN

LINES. RELOCATING THE PARKING AREA REQUIRES
ADDING TWO FOURPLEX BUILDINGS ALONG THE NORTH
LINE .
2. THE LANDSCAPING AROUND AND WITHIN THE PARKING
AREA WOULD BE AESTHETICALLY DESIREABLE TO
SURROUNDING HOUSEHOLDS .
3 . THE LOCATION IS ISOLATED FROM PUBLIC VIEW
THUS REDUCING THE TEMPTATION OF THEFT OR
VANDALISM AND PROTECTING THE TENANTS INVESTMENT .
4 . THE ACTIVITY IN AND AROUND THE STORAGE AREA
IS SIGNIFICANTLY LESS THAN OTHER ACTIVITIES AND
WOULD HAVE LESS AFFECT ON THE ADJOINING HOMES.
IF , AS MR. MATHEWS CONTENDS , THIS STORAGE AREA CREATES
UNMANAGEABLE CRIME PROBLEMS , THEN WE WOULD REQUEST THE
PLANNING COMMISSION TO RECOMMEND EXCEPTION TO THIS
REQUIREMENT. THEN WE COULD ALLOW THE PARKING OF THESE
VEHICLES THROUGHOUT THE SITE OR REQUIRE THEY BE STORED
AT MINI-WAREHOUSES , AND THEREBY ELIMINATE A BUILT-IN

We have received and reviewed the Environmental Assess-
ment you have prepared for the proposed Village Green Apart-
ment complex in Renton . There are several items that were
not presented in the document that we feel should be included
to complete the environmental assessment and subsequent
determination of environmental significance .
These items include ;
1 . Inclusion of the letter submitted by i1r . Joe Matthews ,
representative of the surrounding neighborhood , and
detailed discussion of the items expressed in the
letter in terms of their impacts and possible amend-
ments or mitigating measures in the site development
plans .
2 . Details of the proposed site development plans should
be included with a discussion of the possible impacts
and mitigating measures to be included in the plans .
3 . A location map of the evergreen trees on the site and
their relation to proposed buildings , structures , and
paved areas .
4 . An analysis of the proposed density and its comparison
with those of adjacent properties .

zoning code in detail and gave an informational
summary of the proposed ' project.

concerns related to the proposal .
-- A letter from C. H . G . was also read regarding
some of the environmental assessment require-
ments .
-- A letter from Mr . Joe Mathews , representing
the citizens fo the area was read and the
items reviewed and discussed in detail . These

The establishment of certain restrictive
covenants for the site , height. limits ,
setbacks , landscaping buffer areas , the
preservation of natural vegetation on the
site , alternatives to the recreational
vehicle storage area , access for school
children , future parks for the area , fen-
cing , utilities .
-- The representative of the applicant was asked
to address these concerns in the environmental
assessment and revised site plans . He indi -
cated he would do this .
-- The committee felt that most of the citizens
concerns were valid and should be studied
further when the assessment is completed .
They said that a status report would be pre-
sented at the May public hearing but it was
unlikely that the assessment could be pre-
pared in time for sufficient review to make a
decision at that time .

Gentlemen:
Your application to rezone an 11. 63 acre parcel on Sunset
Highway N. from G-7200 to R-2 has been continued by the
Renton Planning Commission until the May 28th public hear-
ing. Your request has been referred to the Environmental
Development Committee, and a meeting for the purpose of
more completely reviewing your applications has been set
for Wednesday, May 7th, at 7: 30 p.m. in the third floor
conference room.
Further action on your applications for Rezone and Special
Permit will be contingent upon the environmental assess-
ment. In this regard some major areas of concern that
must be addressed are as follows:
1. The tagging of mature evergreens to remain on
the site after clearing for roads, parking
spaces and buildings and the locating of these
trees on the landscape plan.
2. Site drainage and runoff.
3. The visual impact upon the surrounding pro-
perties specifically in reference to screen-
ing, landscape materials to he added to the
site and setbacks.

trian access to local schools.
5. The traffic impact upon Sunset Highway N.

Discussion followed , with Commissioner Scholes inquiring
as to the effects of the Shell ruling in this case . The
Planning Director advised that the standards to be estab-
lished affect Section 417.4E only of the Zoning Ordinance
and would not affect this property . Mr. Scholes also
asked about a possible dedicated greenbelt area on the
easterly boundary and was advised by Mr. Ericksen that
there is a 20 foot setback requirement along the Valley
Freeway, as it is a primary state highway . Mr. Erick-
sen also noted Soil Conservation Service requirements
for preservation of two percent of natural area for
wildlife habitat and interior landscaping of five per-
cent per the Parking and Loading Ordinance . He stated
that the staff recommended L- 1 zoning based on existing
conditions , noting that the surrounding area is L-1 .

The application was introduced by Secretary Gibson , and
the Chairman requested a staff presentation .
Mr. Ericksen pointed out the two acre site located directly
on the East Valley Highway on the vicinity map and noted
access to the site and surrounding zoning in the area .
Present use of the property is undeveloped ; proposed use
is for a contractor' s storage office . Mr. Ericksen
stated that Planning Commission review of site plans
would be required by the M-P Ordinance , as well as pro-
visions specified in the Parking and Loading Ordinance .
The Chairman opened the request to the Commission for
comment and discussion ,
In response to Commissioner Rivily ' s query if fill would
be required for the site , the Planning Director advised
that it would , inasmuch as it is a low marshy parcel ,
below the level of the East Valley Highway.
Chairman Ross invited comment from the applicant .
Andy Fiddes , 4913 Evanston , Seattle , representing the
applicant , stated that it was their intention to develop
the property for the use of a contractor ' s equipment
storage structure plus warehouse , shop and eventually
to move their offices from Bellevue to the Renton area .
He stated that they will seek a Special Permit to fill
in the near future and that they plan on 20 foot setbacks
to give better contour to the land after filling . He
said it is their intention to provide an opaque fence
to screen their operations and that they would abide with
Code requirements .

In response to a question from Commissioner Scholes with
regard to the kinds of equipment planned for outside stor-
age , 'Mr. Fiddes stated that it would be a pipe yard for
sewer pipe , manhole covers , and. several pieces of heavy
equipment. Also replying to Scholes , Mr. Fiddes indicated
that an eight foot fence is planned , which should be ade-
quate screening from the East Valley Road bu.tpossibly not
from SR-167. It was noted that future review would be
appropriate at the time of site development.
The Chairman invited further questions from the Commission
or audience. Noting none , IT WAS MOVED BY TEEGARDEN , SEC-
ONDED BY MOLA, THAT THE PUBLIC HEARING BE CLOSED. MOTION

The application was introduced by Secretary Gibson , and a
staff presentation was requested by the Chairman .
Mr. Ericksen noted that the 11 . 5 acre site is adjacent to
the Robert Jackson site on the north side of Sunset Highway
near Glencoe Subdivision . He pointed out that the appli-
cant was making two requests , one for rezone of the
property from G-7200 to R-2 , and a request for approval of
a special permit to construct a 148 unit apartment complex.
He described Comprehensive Plan designations , which include
medium density multiple family residential on the north and
commercial on the south of the site , as well as other devel -
opment in the vicinity. Adjoining zoning was cited . He
noted there is a residence on the property and described
existing natural conditions of the land. He briefly des-
cribed proposed development plans , including structural
design plans , recreational and parking areas , access and
circulation .
Slides of the area were viewed. Natural characteristics ,
including a large stand of Douglas firs were noted. The
Planning Director stated that it is the developer ' s intent
to retain as much of the wooded area as possible. He
advised that an environmental impact assessment has been
requested; and , therefore ,. it was recommended by the staff
that the Special Permit application be continued for thirty
days to allow for its submittal and review. .
Discussion followed among the Commissioners with the Chair-
man noting that rezoning of the property would not commit
the developer to the proposed plan . Commissioner Teegarden

Discussion ensued with regard to the possibility of consider-
ing both applications simultaneously , preservation of the
evergreen trees on the site , appropriateness of restrictive
covenants attached to the rezone application , location of
buffering zones , and possible revisions to the proposed con-
struction plan with consideration for the neighboring home
owners ' recommendations . Noting the need for further study ,

Mr. Dininger spoke in opposition to continuation of the
rezone request and indicated preference for restrictions
on the special permit.
There was further discussion with reference to the require-
ment for an environmental impact assessment, its relation-
ship to the rezone and special permit applications , and
the time-frame for its review.
On the question , MOTION CARRIED UNANIMOUSLY.
Commissioner Mola , Chairman of the Environmental Develop-
ment Committee , called for a meeting to be held May 7 , at
7 : 30 p. m.
It was decided that the C. H. G . International , Inc. special
permit should also be reviewed at the May 7th Committee '
meeting .
The Chairman declared a recess at 10: 25 p . m. The meeting was
reconvened at 10: 37 p . m. with all members noted above as being
in attendance .
SPECIAL PERMIT:
D. INVEST WEST CORPORATION ; Appl . No . SP-812-75 ; special
permit to construct a professional office and medical
clinc facility in R-4 zoning ; property located on
Puget Drive between Puget Drive and Benson Road So .
The application for special permit was introduced by Secre-
tary Gibson at the request of the Chairman . A presentation
was requested from the staff.
The Planning Director noted the location of . 7 acre R-4
zoned site on Puget Drive in the vicinity of Benson Road
northerly of the Maxwell Clinic. Mr. Ericksen described
the general configuration of the property and discussed
proposals for access off Puget Drive and Benson Road. He
stated that the proposal has been reviewed by the Traffic
Engineer, who indicated that the revised access plans did
not appear to present a problem. Mr. Ericksen stated that
the staff feels the plan is inadequate with respect to
landscaping , particularly on the southeast and north prop-
erty lines . Sketches of elevations on the proposed struc-
tures were displayed and discussed .

stated that he was impressed by the exceptional stand
of trees on the property and suggested that develop-
ment as a park would be more appropriate . It was indi -
cated by Mr. Ericksen and Mr. Smith that the subject
had been previously considered by the Parks Director ,
but the Commission ' s position would be presented to
the Parks Department .
The Chairman invited comment from the applicant .
John Dininger , 4725 W. Mercer Way, Mercer Island ,
representing the applicant , noted that the Planning
staff had presented their proposal adequately and
invited questions from the Commission .
In answer to an inquiry from Commissioner Wik relative
to the extent of filling and grading necessary for
development , Mr. Dininger stated that grading would
be held to a minimum and that the low profile design
would tend to alleviate any major excavation . Dis-
cussion followed with regard to the requirement for
Planning Commission review of development in an R-2
zone , the matter of preservation of the trees , and
the possibility of restrictive covenants .
Mr. Dininger noted that their proposal meets the
requirements of R-2 zoning and includes buffers to
protect neighboring single family residences . He
stated that they consider it a logical use as a
transition from single family to commercial zoning and ,
that the need for construction of apartments was indi -
cated in Renton by the low vacancy rate .
The Chairman invited comment from the audience .
Joe Matthews , 4125 N . E . 17th St . , Renton , noted he
was speaking for the adjacent neighbors and that they
had reviewed the plans earlier. He stated that while
none of them were very happy to see high density struc-
tures in their back yards , they recognized the prop-
erty owner ' s right to develop his site and that they
could not expect retention of those big trees at some-
one else ' s expense . He stated that they did not
object to R-2 zoning as proposed with a special per-
mit to construct. Mr. Matthews indicated that they
would prefer to see some restrictive covenants included
with the rezone application . He stated it is their
feeling that a 35 foot greenbelt area would not be
unreasonable and a fifty foot setback to include the
thirty-five feet of greenbelt. He stated it is their
belief that the matter of access to school had not been
addressed . They also recommend that upon completion ,
a cyclone fence as high as permissible between the
two zones would be desirable . Speaking for the
neighborhood , Mr. Matthews requested that any action
be postponed until the environmental assessment that
has been requested is available for their review.
' He noted that it is their desire that the rezone and
special permit requests be considered as a package in
order to assure them of what can be expected,.
The Chairman called for additional comments from the
audience , but none were offered . Chairman Ross then
opened the subject to discussion by the Commission .

noted by the Planning Director. The property will be divi -
ded into four building sites for single family residential
use . Plans are to provide a half-street which will be a
public right-of-way . A waiver with reference to curbs ,
gutters,, and sidewalks is being requested.
Discussion followed with particular reference to public
access and the steep topographical characteristics of the
site and adjoining area . It was requested by Commissioner
-
Teegarden that the proposal be reviewed by the Fire Depart-
ment .

The two and a half acre site in the Kennydale area overlook-
ing the Boeing Renton complex was noted by the Planning
Director. It is planned that the site will be divided into
four irregularly shaped lots . Topographical conditions of ',
the property were described . A waiver of off-site improve=
ments has been requested due to a lack of those improve-
ments in the neighborhood . Discussion followed with regard
to access from Jones Ave . and N. E. 12th St. It was noted
that a short plat application has also been submitted in
connection with the request .
4• ADMINISTRATIVE :
A. COMMITTEE REPORTS -
1 . COMMUNITY DEVELOPMENT COMMITTEE
Commissioner Humble , Community Development Committee
Chairman , advised that_ the Committee had met on April 7
with reference to the Comprehensive Plan in the Green
River Valley and proposed revisions to R-1 zoning re-
quirements . - '
Co-chairman Teegarden reported that the staff is think-
ing in terms of obtaining a draft revision of the entire
Zoning Ordinance prior to submitting it for review by the
Commission as a whole. The Committee will continue to
work with them on each section as it is reviewed. The
single family sections have been reviewed, and indus-
trial zones will be studied next . He announced that
the next Committee meeting will be held 'at' 7 : 30 p . m. ,
April 30th , with regard to. the Comprehensive Plan in
the Green River Valley .
2 . ENVIRONMENTAL DEVELOPMENT COMMITTEE
Co-chairman Scholes advised that the Committee will meet
on April 17 to discuss the Jackson rezone and hope to
report back on April 23rd .

The Planning Director pointed out the approximate 12
acre site presently zoned single family residential on
the vicinity map and noted that the applicant requests
R-2 zoning with the intention of construction of single
story multiple family residential dwellings . The Com-
prehensive Plan designates the area as commercial and
medium density residential use. Surrounding development
in the vicinity was described. Mr. Ericksen noted that
the 560 ' x 1 ,000 ' site has an existing home on it. Two
accesses to the property were noted . The plan includes
construction of 148 single story units . Twenty-five
percent land coverage is proposed with the remaining
area planned for parking , open space , and community
facilities . Planned setbacks exceed single family
requirements . The Planning Director described the
character of the development as Northwest styling and
displayed elevation drawings of the proposed structures ..
Commissioner Teegarden requested that a perspective
drawing of the development be provided by the architect.
Responding to Commissioner Humble ' s inquiry , Mr. Erick-
sen indicated the units are intended for rental rather
than sale. It was also requested that comments from
th.e Fire and Traffic Departments be obtained relative
to access and that the impact upon adjacent residential
areas to the north and west be determined . Commissioner
Wik requested information with regard to development
standards of the firm.

clinic. Mr. Ericksen described the proposed central
office •structure , parking and access , and landscaping .
Access problems to the site were discussed . Elevation
drawings of the two-story structures were viewed , and
plans for landscaping , adjustments for grade , and the
possibility of off-site improvements were discussed .

Bill Turner , Planning Technician , and I met with eight
property owners adjacent to C . H .G . International Development
located on Sunset Highway between Union Avenue N . E. and 138th,
Tuesday afternoon , April 22 , 1975 . We reviewed the application
and site plans in detail and noted development options under the
existing Comprehensive Plan designation . The structure , role,
and responsibilities of the Planning Commission under the R-2
Zone , with Special Permit option was also explained.
After this review , the adjacent property owners had the
following comments :
1 . They would like consideration given to school access
for the children within the development , noting the
the danger of routing the children on Sunset Highway
and Union Avenue N . E . They felt that without a de-
fined access , trespassing through neighboring prop-
erties would occur.
2 . Consider switching the recreation vehicle site from
the northwest corner to the northeast corner.
3. Consider increasing the setback on the west property
line by moving the buildings closer to the east
property line .
4. One of the neighbors would like to see a minimum
50 foot setback from the west and north property
lines .

The property owners were pleased that they had the

The following issues were discussed :
1 . Enlargement of the existing 8 inch sewer line to 18
inches . Tom Touma stated that the improvement costs
must be borne by the developer. C . H . G . agreed that

2 . Dave Hamlin stated that there is no significant traffic
problem. Sunset Highway is an adequate Road to handle
the added traffic flow. It has a left turn lane and
no improvements of the highway itself will be needed .
3 . Mike Smith stated that an environmental assessment will
be required . The issues to be addressed are site
drainage , tagging of existing Douglas Firs to remain ,
traffic flow, impact on local utilites , impact on local
schools , landscaping , screening and building setbacks ,
and etc. C . H . G . agreed to write an assessment follow-
ing the environmental impact statement outline.

The three new developments will all require utility extensions or, improvements:
Lyle Pickle Plat
8" Ductile Iron water main and 1-5" MVO Fire hydrant along N.E. 12th
Ex. Sanitary sewers are adequate
Keffer Plat
8" Ductile Iron water main and 1-5" MVO fire hydrant along the new
access road on the east side of the plat. The new main should tie
between N. 24th and N. 26th St. Ex. sanitary sewers are adequate.
CHG International Apt. Developments
This new apartment development will require extensions of water and
} sewer inside the development site. The proposed lay out of streets
suggested a series of 8" D.I. water mains looped with stubs to exist-
ing or future mains as inter-ties.

The City sanitary sewer system is at design capacity now. The recent addi-
tions of the Honeydew Apartments has loaded the system to its maximum. The
system has one segment of 8" concrete sanitary sewer pipe along Sunset Blvd.

This portion of approximately 700 feet is overloaded and should be over-
sized to 18" diameter.
The developer should be aware that oversizing to 18" will be a requirement
for sanitary sewer service.
