The Renton Planning Commission at its October 13, 1976, public hearing
approved an indefinite deferral of the off-site improvement requirements
of the Subdivision Ordinance subject to the filing of the enclosed
restrictive covenants. Please have all the property owners and their
spouses sign the covenants where necessary, notarize them, attach a legal
description of the property, and return them to the Planning .Department.
Once we have received the covenants, we will then have the original of
the plat signed and filed with King County together with the restrictive •
covenants. If you have any further questions, please contact this
department.

Noting previous neighborhood interest in proposed development

A staff briefing was requested . The Planning Director des-
cribed the location and size of the site , Comprehensive Plan
designation , and the proposal . He noted that the area is
designated as M-P in the Comprehensive Plan but that due
to the limited lot sizes in the area , the Planning Commission
has recommended L- 1 zoning with restrictive covenants in the
past.
The Chairman called for comment from the applicant . • Rich
O ' Brien , 12821 -. 24th Ave . So . , Seattle , indicated his desire
to situate his proposed structure within ten feet of the
property line in order to provide for off-street parking .
He then described plans for his building , landscaping and
screening , and proposed use . He noted his willingness to
consider any proposed restrictive covenants .
Discussion followed concerning compliance with parking require-
ments , proposed setbacks , adjacent uses , possible limitations
in the form of restrictive covenants , off-site improvements ,
provision for distribution , and applicability of L- 1 zoning .

MOVED BY TEEGARDEN, SECONDED BY WIK, THAT THE MATTER BE REFERRED

At the request of the Chairman , the Planning Director briefed
the Commission regarding site location , proposed subdivision ,
and nature of the area . He noted receipt this evening of a
letter from the residents of Thomas Street S . W . requesting
a continuation of consideration of the application for one
month to allow review by adjacent property owners . Mr .
Ericksen advised that the applicant has agreed to restric-
tive covenants regarding future installation of off-site
improvements . Slides and aerial photographs of the area
were viewed and di'scUssed . The existing sidewalk along
Thomas Avenue was pointed out .
Noting the presence of a number of the neighbors in the
audience , the Chairman called for comment from the applicant .
Al Heglund , 3026 - 38th Ave . W . , Seattle , speaking for the
applicant , advised that the property had been acquired for
the placement of an older house moved from property he owns
in another area of the city . He then described plans for
placement of the structure and subdivision of the remaining
site and indicated that the reason for the request for
waiver is because there are no other curbs and gutters in
the area . Mr . Heglund discussed drainage in the area ,
plans for renovation of the house being moved onto the
property , and development of the other parcels . He spoke
in support of an L . I . D . should it be desired by the neighbor-
hood .
Questions by the Commission followed regarding plans for
moving of more homes onto the site , division of the property ,
and development plans .
Audience comment was then invited by the Chairman .

The Renton Planning Commission at its October 13, 1976, public hearing
approved an indefinite deferral of the off-site improvement requirements
:; of the Subdivision Ordinance subject to the filing of the enclosed
restrictive covenants. Please have all the property owners and their
spouses sign the covenants where necessary, notarize them, attach a legal
description of the property, and return them to the Planning Department.
, Once we have received the covenants, we will then have the original of
the plat signed and filed with King County together with the restrictive •
covenants. If you have any further questions, please contact this

A staff briefing was requested . The Planning Director des-
cribed the location and size of the site , Comprehensive Plan
designation , and the proposal . He noted that the area is
designated as M-P in the Comprehensive Plan but that due
to the limited lot sizes in the area , the Planning Commission
has recommended L-1 zoning with restrictive covenants in the
past.
The Chairman called for comment from the applicant . . Rich
O ' Brien , 12821 - 24th Ave . So . , Seattle , indicated his desire
to situate his proposed structure within ten feet of the
property line in order to provide for off-street parking .
He then described plans for his building , landscaping and
screening , and proposed use . He noted his willingness to
consider any proposed restrictive covenants .
Discussion followed concerning compliance with parking require-
ments , proposed setbacks , adjacent uses , possible limitations
in the form of restrictive covenants , off-site improvements ,
provision for distribution , and applicability of L- 1 zoning .

At the request of the Chairman , the Planning Director briefed
the Commission regarding site location , proposed subdivision,
and nature of the area . He noted receipt this evening of a
letter from the residents of Thomas Street S . W. requesting
a continuation of consideration of the application for one
month to allow review by adjacent property owners . Mr .
Ericksen advised that the applicant has agreed to restric-
tive covenants regarding future installation of off-site
improvements . Slides and aerial photographs of the area
were viewed and dtscUssed . The existing sidewalk along
Thomas Avenue was pointed out .
Noting the presence of a number of the neighbors in the
audience , the Chairman called for comment from the applicant .

Al Heglund , 3026 - 38th Ave . W . , Seattle , speaking for the
applicant, advised that the property had been acquired for
the placement of an older house moved from property he owns
in another area of the city. He then described plans for
placement of the structure and subdivision of the remaining
site and indicated that the reason for the request for
waiver is because there are no other curbs and gutters in
the area . Mr . Heglund discussed drainage in the area ,
plans for renovation of the house being moved onto the
property , and development of the other parcels . He spoke
in support of an L . I . D . should it be desired by the neighbor-
hood . • ,
Questions by the Commission followed regarding plans for
moving of more homes onto the site , division of the property ,
and development plans .
Audience comment was then invited by the Chairman .

COMMENTS : 1 . Subject property consists of four lots , each
±30 feet wide by 100 feet in depth . The total
area of the site is approximately 12 ,500 square
feet.
2 . The proposed use ig for a sign construction
and sales office faciltiy.
3 . The Comprehensive Plan indicates manufacturing
park use for this area . However , because of
the small lot sizes in this area , the Planning
Commission in the past has recommended L-1
zoning with certain restrictive covenants com-
patible to the, manufacturing park concept .
4. The applicant proposes setbacks and landscaping
consistant with the manufacturing park concept .
5 . Single family residence uses exist west and
north of the subject site . Wally ' s Fabricators
exists to the east , with Cummins Diesel Company
further to the west , and FAI -405 just south of
the site .
DECISION
CONSIDERATIONS : Approval of rezone -request subject to the filing
of restrictive covenants relating to suitable
setbacks , landcaping , and screening of outdoor
storage .
