Proposed Off-site Improvements: None Total estimated Construction Costs: $50,000 No excavation or fill activities are proposed. Number, Type and Size of trees to be removed: 9 trees listed on the chart below Project Narrative Page 2 of 2 Renton Technical College 2200871.40 May 12, 2023 SUMMARY: This project involves the removal of (9) significant trees located on the Renton Technical College campus in Renton, WA. The nine trees are located in between buildings F and H, in the west central portion of the campus. The trees are 1.5’ north of the north exterior wall of building F, a single-story, masonry construction building containing offices and instructional space. The trees are all Western red cedar trees ranging in size from 17”-33” in diameter and approximately 40’ tall. Four of the trees are considered Landmark Trees per RMC criteria, the other five trees are considered Significant trees. Per Routine Vegetation Management Permit review criteria (RMC 4-9-195D.4.a) minimum tree credit requirements must be met. As defined in RMC Chapter 4, Section 4-130 Tree Retention and Land Clearing Standards, this project shall maintain at least thirty (30) credits per net acre. As a part of this project, all trees on the parcel were inventoried by a qualified ISA certified Arborist and the following calculation is provided. Parcel Area = 643,654 SF (14.78 acres) 14.78 x 30 = 443.4 tree credits required Tree Credits achieved through retention = 1232.25 Proposed tree retention included preserving 248 existing trees onsite, providing a combined tree credit value of 1232.25. The removal of four landmark trees meets the criteria for removal due to the ongoing documented damage caused by tree root intrusion into the private storm utility. Damage to underground pipes has resulted in the impoundment of storm water from Building F roof drains onto and adjacent pedestrian walkways, creating potentially unsafe conditions. Per Landmark removal criteria, reasonable alternatives to removal must be considered. Reasonable alternatives to repair and prevent further damage have historically been employed by Renton Technical College such as re-constructing and relocating the damaged storm drain lines and by thorough regular mechanical cleaning of drainpipe interiors. These reasonable mitigation alternatives have not provided a sustainable solution for the Campus and the cost of continuing to implement unsuccessful strategies is not reasonable for the college. Tree removal would not impact any landscaping required as part of a land development permit nor will they impact screening levels between differing land uses. The trees are within the parcel interior and currently separate two similar structures which have the same use classification. The tree removal is not expected to create or contribute to any hazardous conditions. No adverse impact to adjacent trees or vegetation is reasonably anticipated.
