Based on the information provided and our understanding of the project and its APE, the Tribe would accept an IDP (inadvertent discovery plan) and archaeological monitoring for this project, especially if and when excavation cuts below fill, topsoil or asphalt to a depth of about 5 feet into silty sands. The DAHP WISAARD predictive model indicates that a survey is contingent upon project parameters with a low risk for encountering cultural resources. Our own cultural assessments indicate that this is in an area near former upland wetlands and at least two small streams, an unnamed one and Molasses Creek. These are areas in which the Duwamish and other Tribes hunted, fished and gathered cultural resources. It is also within the vicinity of at least 3 village sites near the mouth and confluence of the Black and Cedar Rivers. We request that if any archaeological work or monitoring is performed, we would like notification. Cultural and archaeological resources are non-renewable and are best discovered prior to ground disturbance. The Tribe would also like the opportunity to be present if or when an archaeologist is on site in the event that an artifact or cultural resource is encountered. In addition, the Tribe strongly recommends only native vegetation is used for any proposed landscaping to enhance native avian life, native pollinators and to mitigate seasonal urban flooding.
