The Arborist response is aached. Since the project includes mass grading, road construcon, ulies installaon and building setbacks, it is imperave to evaluate the feasibility of tree retenon in a three-dimensional basis. Therefore, the response includes a civil comment column from both myself and Sheri Murata, PE addressing these issues. We can assure you that the design team, including the arborist, civil engineers and landscape architect have all reviewed the retainability of each individual tree and believe we have accurately idenfied to total number that can be retained with the proposed through road and 7 lot development. Following your review of the response, we request that steps be taken to accept the applicaon and allow the short plat review process to proceed. You menon that addional retenon is feasible with development modificaons- can you point these out so that I am aware of what modificaons you may be requesng? It appears that there are a few trees that could be feasibly retained and I’d like to have an arborist ’s assessment about these trees included with the project submial. Please have an arborist supply potenal methods of tree preservaon that could be done to save these trees and if retenon is not possible with these methods have your arborist explain why these alternave methods would not work. Some things I’d like to clarify with addional arborist input: Could tree 8141 be retained if the ROW was shied slightly to the north and east? Is the cluster of trees surrounding Tract E connuous? What would the Crical Root Zone (CRZ) of those protected trees be? Trees 8255 and 8276- Could either or both of these trees be retained to be part of the required street frontage landscaping and remain healthy? Tree 8305, 8326, and 8336 are all present within the PSE easement. Were you planning to have the easement exnguished? If it will remain, can these trees be retained? The total retained Tress is now 22 or 19% of trees. A Narrave supporng tree replacement approval is included in this submial. The key issue is that without tree replacement approval, one lot would be lost reducing the development to 6 lots. If this is the case, there no benefit to joining the 3 parcels and compleng the 186th Street SE connecng street. The following are responses to the design elements we agreed to address following our meeng, refer to the aached revised plan set: SE 186th St - 116th Ave SE Intersecon: The intersecon is aligned per our discussions with the CL of the new SE 186th Street extension lining up with CL of the exisng 186th St roadway at the CL of 116th Ave SE. You will note there is no planter or sidewalk on the north side of the new road unl the road bends to the south enough to fit the improvements within the Day property. PSE Easement across Lots 6 and 7: The exisng 60' easement across proposed Lot 6 and 7 is shown on the preliminary plat map along with revised BSBLs. Proposed Lot 7 Site Plan: A site plan is provided for Lot 7 complete with a house model footprint. Although it is shown with the exisng lot lines, the idea is that the driveway would be on the east side of the lot and be shared with the proposed storm vault access. City staff have agreed to evaluate the proposal and recommend any adjustments or code modificaons needed to accommodate the house. Aached is a copy of the proposed site plan for Parcel 6197800263 without the inclusion of the Day Short Plat. Proposed new Tree Retenon Regulaons: See comments above. Proposed Tract C: Tract C will be open space. It was just le over from the half street ROW. Easements Across East Parcels and concern that the stream may connue further onto the site than what is shown: A copy of the drainage easement is aached along with the wetland reconnaissance and stream study which address the stream issue. A catch basin has been placed on the south side of the new street opposite the proposed Lot 7 to pick up any storm runoff from the drainage easement. This offsite flow will bypass the storm vault. We look forward to receiving your comments. We completed the full short plat submial documents at the beginning of this screening process. We request that, following your review, we be allowed to make a full Short Plat applicaon submial based on the preliminary plans provided. We aren’t able to give you any assurances regarding the replacement trees; the project will go through the public process which will inform our decision. Overall we are looking for a balance of tree protection and development. Our new tree code is more flexible than it used to be so we can look into options that may be more suitable to the project if you are also willing to compromise to retain more trees. Tree retention and tree credit requirements are both required for the project. The 17% tree retention proposed is much less than the 30% required. Which other trees could you feasibly retain? The impact is potenally significant if we are forced to drop one lot because of retenon requirements. In order to maintain 7 lots, Administrator approval of replacement trees to meet the 30% retenon is required. The aached is a preliminary Tree Retenon Plan for the proposed 7 Lots. To meet the 30% Tree Retenon, an addional 15 Trees are required. Retaining 30% of the trees (with 7 lots) has proven to be impossible based on the site constraints of topography, remaining depth of the lots from construcng the SE 186th Street through road and minimum lot size for the R4 zone. The reducon of front yard setback to 20’ only applies to landmark trees within a tree protecon tract. Landmark trees are 30” in dia. or larger so saving these trees would result a greatly reduced building pads. We would also need to put these trees in a tree retenon tract which reduces the lot area and it cannot be made up with the 10% reducon of lot area or dimensions. Therefore, in order to meet the tree retenon requirement without replacement trees, we would need to lose a lot making this project less financially feasible given the large area of the detenon vault and stormwater extension to 120th Avenue SE.
