ED60094 CASE# 23-5445 OF COLLISION 05/14/23 08:38 OF CbLLI510N NARRATIVE 23-5445 AXON AVAILABLE On 05-14-23, at about 0839 hours, while working as a commission police officer for the City of Renton on routine patrol, wearing a clearly identifiable police uniform with badge and patches, I was sent to the 1400 block of Harrington Ave NE., in the City of Renton, County of King, State of Washington, reference a reported vehicle vs pedestrian collision with injuries. Dispatch further relayed that the vehicle rolled over or may have rolled over a person. Prior to arrival, dispatch aired that both involved were conscious and breathing. Upon arrival, I observed a subject I know from multiple previous contacts with as Hinesley, Amber, L. D/07-19-88, laying on the ground, being treated by Renton Regional Fire Authority (RRFA) personnel and appeared to be in considerable pain, but she was trying to get up and was being somewhat combative with them. She would lay back down then try to get up and complained of pain. 1 told Hinesley to lay down so RRFA could treat her, and she asked about a dog in the car. I told her I'd look and asked if there was anyone else in the vehicle. Hinesley said all occupants were out but was still concerned for the dog. I also observed another female lying on the ground next to the chain link fence surrounding McKnight Middle School's field. That female was identified by her WA ID as Williams, Andrea, S. D/12-14-71 and was also being treated by RRFA for possible lower body injuries. I further observed a green 2000 Acura Integra on its roof. The vehicle had no plates, and I couldn't look at the rear window for a temporary license or trip permit due to it being upside down with the trunk open. I ran the vehicle via the VIN, and it returned listed as sold with no purchaser name. recall previous contacts with Hinesley in a similar vehicle but could not confirm it was the same one. The vehicle had flipped over after leaving the roadway and went into and over the chain link fence, causing damage, come to rest inside the McKnight field. The vehicle had also collided with a City of Renton light pole #0331 D prior to the fence and the pole was dislodged from its anchor on the curbside. The pole was leaning on a tree near power lines. Upon further observation, tire marks could be seen on the roadway, northbound on Harrington Ave NE from NE 12th St. The tire marks went from northbound to northwest across the southbound lane where impact marks could be seen in two areas of the west side curb. There was damage to the rear passenger area of the vehicle that appeared to coincide with coming in contact with the light pole. Major scrapes on the under carriage of the vehicle coincided with marks on the curbing. All damage was photographed, as well as the scene and uploaded to Axon Evidence.com. After asking Hinesley to lay down for RRFA, I asked her who was driving the vehicle and she admitted to driving. A DOL check of Hinesley showed her to be DWLS/Revoked in the 3rd Degree. There was no insurance information available at the time of this investigation. Family members of Williams arrived on scene to check on her condition since she lives about two blocks to the south, and the informed me that Hinesley had arrived to give Williams a ride. Witnesses Sherman, Trina and Nelson, Julie were walking around the school field when the incident occurred and relayed that they heard the Acura accelerating at a high rate of speed, northbound on Harrington Ave NE from NE 12th St, then observed the vehicle lose control and rollover, after which they observed Hinesley rummaging through things in the vehicle from outside the driver door. I checked with RRFA if they extricated anyone out of the vehicle, as they were already rendering aid upon arrival. They found the occupants where they were working on them when they arrived and did not extricate anyone from the vehicle. From witness statements that they saw Hinesley near the driver door and nothing about seeing Williams, along with RRFA not having to extricate anyone from the vehicle, it became reasonable that Williams was ejected from the vehicle when it rolled over or when it collided with the light pole, as it appeared neither were wearing seatbelts at the time of the collision and front airbags had been deployed. Lack of seatbelts was inferred when checking them and having them locked in place with no slack in them from the pillar. Medics arrived to assist RRFA and transported Williams to Harborview Medical Center for non-life PAGE 3 OF 5 REPORT NO. ED60094 CASE# 23-5445 OF COLLISION 05/14/23 08:38 OF CbLLI510N NARRATIVE threatening, serious lower body injuries that they described as "hemostatic" and likely a broken hip or other major limb problems. Hinesley was transported to Valley Medical Center for observation and evaluation for possible neck/spine and hip injuries. Hinesley has been known to ingest heroin and was evaluated by Officer M. Traino for possibly being under the influence at the time of the collision. Officer Traino wrote a blood draw warrant for felony investigation of vehicular assault, based on his observations of Hinesley, paraphernalia he observed on the scene, along with the potential serious injury inflicted on Williams from Hinesley's reckless driving and collision as witnessed by Sherman and Nelson. Refer to Officer Traino's supplemental report for his findings. The vehicle was impounded to Banker's towing. Caution tape was placed around the light pole and city facilities were notified. Based on the unknown injuries of Williams and having to wait for the blood draw results of Hinesley, this case is being forwarded to Traffic Investigations for review and follow up for Vehicular Assault. Other infractions and charges to be forwarded include DWLS/R 3rd, Speed too fast for conditions, No proof of insurance, Not wearing a safety belt, DUI, and Reckless driving.
