Application (LUA99-047, CU-A, ECF), US West PCS Facility at City
University
Dear Mr. Crane:
As you know from the attached determination, the City of Renton has determined
SEPA is not required for this application. Also, no Conditional Use Permit is
required since the proposal is considered to be a "micro facility' by the City of
Renton and is outright permitted in all our zones. Pursuant to Section 4-1-170C
of the Renton Municipal Code, US West will receive a refund of 80% of the
application fees.
It will take approximately a month to process the refund. Please feel free to

JUSTIFICATION FOR THE CONDITIONAL USE PERMIT REQUEST.
A. Comprehensive Plan.
The City of Renton's Comprehensive Plan designates this area as EAO —
Employment Area Office; the zoning is Commercial Office. The proposed
project involves placement of PCS antennas on the roof of an existing
building for the sole purpose of facilitating wireless communications.
Wireless communications are an essential part of day to day business.
Telecommunications support business and commerce, so hence, compatible
with the general purpose, goals, objectives and standards of a
Comprehensive plan designation of Employment Area Office and a zoning
designation of Commercial Office.
B. COMMUNITY NEED.
The proposed location will not result in a detrimental over concentration of a
particular use. The technology involved in wireless communications requires
spacing of antennas over an area, to allow uninterrupted service to all users
of USWEST wireless communications. This location is critical in providing
USWEST wireless telecommunications to users in and passing through the
area.
The proposed site is suited for this use for an antenna location, as the
location is a roof top and is adjacent to I-405 and the Renton Central
Business District. The location is situated so that it is within range of other
USWEST wireless antennas.
The community benefits by having a service that supports and benefits the
expansion of commerce for Renton businesses and provides the security for
citizens to have immediate communications available where ever they are.
EFFECT ON ADJACENT PROPERTIES
The proposed project will not have an effect on any adjacent property.
PROJECT DESCRIPTION
City University PCS Facility SEA-265
USWEST proposes to construct a Personal Communication Service (PCS)
facility on the rooftop of the existing building at 1107 SW Grady Way. The
proposal calls for a roof skid containing 8 antennas mounted between the
two 8 foot poles (see the attached plans). The radio equipment cabinets will
be located in the basement of the building. The existing roof is 25 feet above
the existing grade. The antennas are 42 inches tall by 5 inches wide. Site
development also includes radio equipment cabinets to be located on the
roof of the building. Both the antennas and radio equipment cabinets will be
a total of 35 feet six inches above the existing grade. The site is a two story
existing building that currently houses City University. The footprint of the
existing building is approximately 10,200 square feet. There are no special
features located on the site. There are no proposed off site improvements
planned as part of this proposed project.
